Abstract

This study aims to determine the level of managerial competency of Supervisory Officers at the Regional Revenue Agency of Donggala Regency which is based on the Competency Standards for ASN Positions as stipulated in the Regulation of the Minister of Administrative Reform and Bureaucratic Reform Number 38 of 2017, through the perceptions of Implementing Officials. The research was conducted using a qualitative descriptive approach to provide an overview of the managerial competence of Supervisory Officers through the perceptions of Implementing Officers. This research is a case study research and is supported by data sourced from interviews, observations, and documentation. Interviews were conducted using purposive sampling by determining key informants. There were eleven Executive Officers who were interviewed to see how the managerial competence of the six Supervisory Officers in the Regional Revenue Agency of Donggala Regency was. The results showed that most of the Supervisory Officers had not been able to fulfill five of the eight indicators of level two managerial competency according to the behavior indicators that Supervisory Officers must possess. The indicators of managerial competence that have not been fulfilled are result orientation, managing change, public service, integrity, and decision making. Meanwhile, indicators of communication, cooperation, as well as self-development and that of others, are perceived very well by the Executive Officers.

Abstract

Purpose: There is little research on women's leadership in Open and Distance Higher Education especially during the COVID-19 pandemic and times of uncertainty (VUCA) that explores women's experiences of leading a distance learning institution from home. This study describes how women managers of learning and materials services and heads of administration lead Universitas Terbuka from home in the implementation of the first phase of lockdown in Indonesia in 2020. Data collected in a narrative manner with in-depth interviews with four women about conscious experiences women lead the Jakarta and Serang regional offices of Universitas Terbuka. Leading from home requires extra energy for women at the beginning of the covid-19 pandemic, family support, technology and internet networks greatly affect the process of women's leadership in Universitas Terbuka. Work from home starting from office hours until late at night with commitment, proactive, trust and able to make decisions quickly with leadership and other staff through Microsoft Teams and Zoom. In addition, women leaders continue to communicate and coordinate via Whats-app group, personal communication and work email. Conclusions: The experience of working from home for women who lead open and distance higher education can be a positive picture behind the worrisome condition of the Covid-19 pandemic in the world.

Abstract

This study examines the transformation of governance in open and distance learning universities in Indonesia, focusing on the role of dynamic capabilities. The research highlights the experience of Universitas Terbuka (UT) and its learning center, SALUT (Sentra Layanan Universitas Terbuka), in utilizing dynamic capabilities to enhance the quality of education and services. The study adopts a qualitative approach with a single case study design, focusing on SALUT DGCN as one of the pioneering SALUTs of UT. SALUT DGCN's experience provides valuable insights into the practical application of dynamic capabilities in open and distance learning. Data collection involved in-depth interviews with key stakeholders, including SALUT DGCN managers and staff, as well as observations of SALUT DGCN's operational activities. The study also draws on secondary data from policy documents, official reports, and relevant publications to comprehensively understand the research context. Findings indicate that dynamic capabilities, including thinking ahead, thinking again, and thinking across, are crucial for UT and SALUT DGCN to adapt to the changing landscape of higher education. This research offers valuable insights into the successful implementation of dynamic governance in open and distance learning, providing practical recommendations for optimizing university governance.

Abstract

Kurungkambing Village, located in Mandalawangi District, Banten, has significant local potential that remains underutilized due to the lack of structured data and limited village planning capacity. The gap between local resource mapping and strategic planning poses a major challenge in achieving sustainable development. To address this issue, the Community Service Program (PkM) of Universitas Terbuka was designed to strengthen the capacity of village officials through training and mentoring in village potential mapping based on village planning worksheets. This approach follows four key stages: input, process, output, and impact, aimed at establishing a more systematic, data-driven, and sustainable village development plan. The PkM activities include field surveys, socialization, technical training, mentoring, and monitoring and evaluation. The primary objective of this program is to develop a village potential database as a foundation for formulating more accurate policies and development strategies. Village officials can create more effective and strategic data-driven policies with this database. The program's sustainability requires synergy between academics, local government, and the village community to ensure data-driven development that enhances community welfare.Keywords: database, planning capacity, strategic planning, sustainable development, village potential. Abstrak: Desa Kurungkambing, Kecamatan Mandalawangi, Banten, memiliki potensi lokal yang belum optimal karena keterbatasan data terstruktur dan kapasitas perencanaan desa. Untuk mengatasi permasalahan ini, Program Pengabdian kepada Masyarakat (PkM) Universitas Terbuka dirancang untuk memperkuat kapasitas aparatur desa melalui pelatihan dan pendampingan dalam pemetaan potensi desa berbasis lembar perencanaan desa. Pendekatan ini mengacu pada empat alur utama: masukan, proses, hasil, dan dampak, yang bertujuan untuk mewujudkan perencanaan pembangunan desa yang lebih sistematis, berbasis data, dan berkelanjutan. Kegiatan PkM ini melibatkan serangkaian tahapan, termasuk survei lapangan, sosialisasi, pelatihan teknis, pendampingan, serta monitoring dan evaluasi. Tujuan utama program ini adalah mengembangkan database potensi desa sebagai dasar dalam penyusunan kebijakan dan strategi pembangunan yang lebih akurat. Dengan adanya database ini, aparatur desa dapat merumuskan kebijakan berbasis data yang lebih efektif dan strategis. Keberlanjutan program membutuhkan sinergi antara akademisi, pemerintah daerah, dan masyarakat desa guna memastikan pembangunan berbasis data yang berorientasi pada kesejahteraan masyarakat.Kata kunci: database, kapasitas perencanaan, perencanaan strategis, pembangunan  berkelanjutan, dan potensi desa.

Abstract

This study examines the implementation of the Prisoner Development Assessment System (SPPN) at Ternate State Prison, guided by Ministerial Regulation No. 35/2018 and the Director General of Corrections’ Decree PAS-10.OT.02.02/2021, aimed at ensuring objective behavioral assessments and human rights protection. Using a qualitative approach and Edward III’s (1980) policy implementation theory, the research identifies key obstacles: ineffective communication, inadequate technical training, and weak supervision, which hinder optimal SPPN execution (Syahrul et al., 2020). Findings reveal that despite policy commitment, implementation remains conditional, with limited outreach and resource constraints exacerbating disparities compared to urban prisons like Tangerang (Shania Damayanti & Mulyani Rahayu, 2023). The study highlights the urgent need for structured training, digital tools, and cross-facility comparisons to enhance SPPN efficacy. Implications suggest that addressing these gaps could improve rehabilitation outcomes, reduce recidivism, and align correctional practices with national bureaucratic reform goals.

Abstract

The Role of the Nunukan Regency Government and the Dayak Agabag Traditional Institution in resolving the tenurial conflict between the Tujung Village community and PT. Adindo Hutani Lestari in North Kalimantan. The study used a qualitative approach with a case study design through in-depth interviews, observations, and document reviews to obtain contextual and in-depth understanding. The results of the study indicate that the Traditional Institution acts as a negotiator, communication link, and facilitator based on cultural values ​​in articulating the community's collective aspirations, while the Regional Government acts as a facilitator, mediator, and conflict resolution actor through legislative policies and mediation mechanisms that produce mutual agreements. The synergy between the Regional Government and the Traditional Institution shows that conflict resolution is not only related to legal aspects, but also includes social, cultural, and community food security dimensions. This study has managerial implications for strengthening the role of traditional institutions and the government in land conflict governance and opens up opportunities for developing new conceptual models in the study of local wisdom-based conflict management.
