Abstract

Local culture has been meant as local value produced by community in given territory that has been formed naturally, got through educational process from time to time and generation to generation. Culture that mentioned aboveis tradition, law, thinking pattern, and art. The implementation of culture in community contains social solidarity value because they were done involving community members interaction. The existence of local culture hoped to support social solidarity value as then social resilience. Those motivating this study that presented through descriptive approach. Through interview, observation, and documentary analysis, it can be described that Banjar Regency, South Kalimantan Province community, are still practising local culture through participation of all members of the community.

Abstract

The aim of this research is to know the correlation of self concept and self regulation with the orientation and mobility skill of the children with visual impairment. The hypothesis stated in this research were: There were correlation of self concept and self regulation with the orientation and mobility skill of the children with visual impairment. Increasing self concept andself regulation were indicating the increasing of the skill orientation and mobility. The subjects were 27 visual impairment children studied at education for visual impairment Bartemeus, Manado. The data collected were scale orientation and mobility, self concept and self regulation, and analysed by regression. The result for regression analysis showed: first, the contribution of self concept and self regulation to skill orientation and mobility were significant. Second, there was significant correlation between self concept and skill orientation and mobility. Third, there was significant correlation between self regulation and orientation with mobility skill for visual impairment.

Abstract

This research is meant to know the implementation, goal achievement, handicap and supporting factors of institutional based children service and protection PSAA Tunas Bangsa Pati. Data resources are program implementers that cover structural officials, nurses, functional social workers, service receipients, former receipients, and related stakeholders. From the descriptive analysis can be concluded that the children social care service and protection implementation at PSAA Tunas Bangsa Pati, without parents intervention, has been working optimally as standard model issued by the Ministry of Social Affairs. The service and protection implemented through initial approach, assessment, service plan making, service implementation, resocialization, replacement, advanced guidance, and termination. Though is still found a weakness, that of data based on children with social welfare problem is not provided as data receipients candidates, assessment has not been conducted optimally so that yet can be a base on children service and protection implementation activity. Social guidance is still conducted in a big group so children problem handling has not been yet effective. The guidance of children interest, talent, and skill has not been refered to facilities availability. It needs social workers human resources improvement quantitatively and qualitatively that can support servicing process. The Directorate of Children Social Welfare, General Directorate of Social Rehabilitation as competent institution should establish PSAA to enhance quality of institutional children welfare service together with family based children care model.

Abstract

Indonesia sudah pada tahap darurat narkoba, setiap tahun ribuan orang meninggal akibat penyalahgunaan narkoba. Maraknya penyalahgunaan narkoba akan memperlemah kualitas sumberdaya manusia Indonesia. Penyalahguna narkoba adalah korban dari kejahatan jaringan pengedar narkoba ilegal. Mereka membutuhkan pertolongan untuk bisa kembalimenjadi manusia seutuhnya, sehingga dapat menata kehidupan dan masa depannya sendiri. Penelitian ini bertujuan untuk mendiskripsikan pelaksanaan penanganan korban penyalahgunaan narkoba oleh Lembaga Pengabdian Pemuda Bangsa (LP2B) Ambon, yang ditunjuk sebagai Institusi Penerima Wajib Lapor (IPWL) oleh Kementerian Sosial. Informan penelitianadalah ketua, pengurus dan petugas rehabilitasi LP2B, pecandu dan korban penyalahgunaan narkoba yang menjadi binaan LP2B, serta petugas BNN Maluku. Hasil penelitian menunjukkan bahwa LP2B sebagai IPWL menerima dan melaksanakan rehabilitasi sosial bagi korban penyalahgunaan narkoba yang sudah memperoleh pelayanan medis dari rumah sakit di KotaAmbon. Pelayanan rehabilitasi di LP2B melalui sistem luar panti, klien bisa melakukan konsultasi tatap muka dengan petugas dan lewat telepon. LP2B juga melakukan jemput bola jika ada pecandu dan korban penyalahgunaan narkoba. LP2B melakukan pendekatan pada pecandu, korban, dan keluarga agar bersedia mendapatkan penanganan, pelayanan dan siap menjalani rehabilitasi sosial. Penyuluhan dan sosialisasi dilakukan kepada keluarga dan masyarakat sebagai upaya mencegah terjadinya penyalahgunaan narkoba serta menumbuhkan keberanian melapor apabila ada anggota keluarga atau tetangga menjadi korban penyalahgunaan narkoba. Kementerian Sosial agar menyiapkan dan mengoptimalkan peran pekerja sosial termasuk konsultan dibidang adiksi untuk memberi pelayanan rehabilitasi sosial bagi korban penyalahgunaan napza.

Abstract

Conflict is a situation of row or disharmony between the parties entering into a relationship or partnership. Various vulnerabilty and social conflict that occurred in Palu, Central Sulawesi, have a lot of social issues, such as Tiaka case, a conflict that happens between two groups of residents. Conflict in Palu district located at Tawanjuka District, which seen by many people as a conflict among intergroups in Nunu Village , West Palu Underdistrict, Palu Municipality, who had been in conflict with the residents in Tawanjuka Village, South Palu district. The conflict is triggered by several old cases, such as violence from other group and their close relative house had been outraged by other group. The problem is that the next generation revenge what other group did to them respectively and had never been overcomed. To know the causal factors, the research is done through qualitative-descriptive approach, and data gathering through in-depth interview wtih informants commited in the conflict. Still, data gathering are enriched through observation and documentary analysis.

Abstract

The research meant to descibe an analysis on exploration of disabled friendly cities held in ten cities, namely Medan, Padang, Jakarta, Bandung, Semarang, Yogyakarta, Surabaya, Denpasar, Balikpapan, dan Pontianak. Disabled friendly cities seen form four indicators. First, public space that deliberately built to support disabled existence. Second, building model (offices and shops) to go in and out for disabled. Third, local government regulation to protect and realize disabled friendly city policy. Fourth, disabled power that can be absorbed in government and privat offices. Fifth, the existence of disabled forum as representative of disabled existence. Data were gathered, first through documentary analysis related to local regulation on disabled. Second, through interview with local official agencies and disabled representative, third through direct observation inthe cities observed in supporting disabled existence. It was found that 50 percent of cities observed having local regulation that support disabled existence, 70 percent having no friendly public space, and only very low percentage all 10 cities observed have not absorbed yet disabled power in government and privat offices. It can be concluded that in all 10 cities observed, the existence of disabled have not been supported adequately, and there was noassociative relation among having local regulation on disabled existence, disabled friendly, and job absorbtion for disabled in goverment and privat offices. It is recommended that The Ministry of Social Affairs should promote the understanding and needs of disabled to local government and people, so they can create positive policy for disabled existence.

Abstract

This research is a study on the method of poor family home industry workers to fulfill their families needs. Informants in this research are home industry workers. Data are gathered through interview, observation, and documental analysis. Data are analyzed through qualitative-descriptive technique. The research findings are that the poor family strategy is a method to fulfill the needs of physical, psychological, and social. The physical need is fulfilled by saving and using local material, and social resources such as working hand-in-hand (gotong royong). Psychological need is fulfilled by going for recreation, meeting together with families, and finding additional work to be acknowledged by people around them, and expressing their ideas in the neighbor meeting. Social need is fulfilled by participating in communal activities, such as arisan, family welfare activity, and working hand-in-hand (gotong royong). Can be concluded that with simple strategy poor families are able to overcome their poverty themselves. It is recommended that the Ministry of Social Affairs should prompt local related institutions to guide poor families to benefit potential resources around their existence.

Abstract

The Ministry of Social of the Rep. of Indonesia launched a non-cash assistance program in liaise with Joint Business Groups (KUBE) and Hope Family Program (PKH) in the context of reducing poor society effort. It was a further stepand the government’s commitment to reduced poverty in Indonesia. The distribution of non-cash social assistance system is to prevent the one that is inappropriate in its quality and quantity. Some beneficiaries of Hope Family Program and a Through non-cash Welfare Rice Program (Rastra) attended to gather in a small shop / stall that was appointed as an electronic service provider stall (e-warong). This system is a way to prevent mala-practices of social assistance distribution and to ensure its effectiveness in reaching the target, the amount and the time allocation. This research used a qualitative approach as it was conducted to know the implementation of the non-cash social assistance in Kediri District and that of in Madiun District. The result of the research showed that it needed either legality in its implementation of e-warong, and some technical managerial assistance for the e-warong managers, and also it needed some support of internet network facilitiy and its infra-structures.

Abstract

This research is to describe social welfare condition of aged after receiving social assistance seen from social, economic, psychic, and phycical health. Data are gathered throuh interview, focus group discussion, and observation. The main informants are ditermined purposively, ageds recieved assistance and their family who care. Data are analysed through qualitative-descriptive technique. The result shows that the social assistance for neglected aged (ASLUT) brings positive impact on aged social welfare, even on some aged the assistance enable to enhance their social welfare. Aged physical condition who receive social assistance are better because they take medication routinely, able to access health service, and fulfill their food needs. Aged psychological condition receiving assistance are more comfortable and stabil, not anymore worry about their needs, feel needed, able to help family even a little, such as to give sweets money their grandchlidren. Aged social relation with family environment are more harmony, indicated by the increase of family, son and daughter, and neighbours visits, coincide with the fulfilment of their needs and the reduction of physchological burden of their daughter and son, closed family, and neighbours with aged.

Abstract

Poverty is a general problem that should be seriously handled by the government. The second of the biggest poverty contributions in Indonesia is the cigarette smoking consumption. The purpose of this research is to analyze the connection between poverty and cigarette smoking consumption and the effetcs that are caused by that connection itself also what efforts that should be needed to alleviate the poverty by reducing the consumption of cigarettes. This research uses descriptive qualitative approach with libraries study type. The data sources of this study are from statistical data, newspaper, and results of the research literature. The second determinant poverty is cigarettes. The facts show that cigarette smoking consumption gives a bad impact both in health and economic so that people are contracted in the circle of poverty. Poverty reduction is an action that both the goverment and the society should be responsible about.  The recommendations that are given to the Government; 1. The Directorate General of taxation and customs needs to have the price of cigarettes highly increased; 2. The Ministry of finance and state budget planning needs to recalculate the budgeting for health and the customs revenue of the cigerette itself. 3. Social Ministry needs to provide the oversight on the peple as the social aid recipient through the Indonesian Conditional Cash Transfer Programme that the aid is to be productively used and Social Ministry needs to do the socialization and to create the new rules as well that the social aid recipient should be those who are not cigerette smokers.
