Abstract

This research is to reconstruct sinergy the role of social welfare institution holders through family ce unit (FCU), in Citangkil Subdistrict, Citangkil District, Cilegon Municipality, based on consideration that in that location the experimenton FCU was held with the role of social institutions. This research is qualitative-descriptive, describing the implementation and joint-work among the institutions holding FCU program and the commitment of those institutions to materialise plasma family to pioneer family. Data were gathered through interview, either structured and non-structured, observation, and documentary analysis. Data were analysed through SWOPA technic (sthrengthness, weakness, opportunities, problem and action). The research found that the role of social welfare institutions in FCU program in Citangkil Subdistrict still limited on identification and selection activities of pioneer families. The advoction was yet supported by administrative management, facility, and financial. Coordination and unity among institutions should have been optimized, bacaused its human resources in the management should have more dedication to materialise plasma family to be pioneer family

Abstract

The goal of this research is to know the need fulfillment of natural disaster victims since the implementation of social aid system for natural disaster victims in Padang Regence. The approach method used in this research is qualitative descriptive, describing on the distribution of natural disaster aid system, oriented to the fulfillment need of the victims. This research can be categorized also as exploration research on several natural disaster victim aid distribution cases. The data are gathered through direct interviews with the apparatus involved in aid distribution, direct observation to the victims of natural disaster, document analysis, and focus group discussion (FGD). The data are analyzed through qualitative-descriptive technique. The research result concludes that social aid distribution system for natural disaster victims as now has not met with victim fulfillment needs. The mechanism and long procedure, unmatched with local condition, and no personal potential synergism are the main factors of the natural disaster aid distribution system for the victims that do not work well yet. It is recommended that any policy making on social aid distribution system should be started with mapping periodically on the kind of disaster and victims needs, including victim involvement as recipients as stated in the regulation of National Disaster Prevention No 24, 2007, paragraph 26. The local government should be given fully an authority to implement a policy which meet local condition and disaster character. The authority should be put in an autonomy regulation on the right of local government to prevent disaster, especially in local regulation.

Abstract

This research is done to know the working performance of social guide working performance in supporting family hope program (PKH). This research is descriptive, the location is choosen purposively based on the consideration that the location is the initial place of PKH. The main data resources are informants (15), who act as social guide of PKH participants and implementor units in district level. The working performance of social guides in supporting PKH analysed by the ability to carry the job and the responsibility in social guiding, and as an implementator units of the preparation and carrying the program. Data are gathered through interview, observation, and documentary analysis. Data are analyzed through qualitative-descriptive technique, grouping working performance in very well, well, enough, and low. The research finds that 86,68 percent of the social guide performance are well, and 86,68 percent are enough in the implementation of their sidejob. It is recommended that the Ministry of Social Affairs (through Directorate of Social Protection and Assurance), thoughthe program is effective in Bitung Municipality, still 40 percent are haven’t been choosen as PKH participants. It needs also additional personel to entry data, computers procurement, internet connection enhancement, reffering to its high and many services that have to be done. Social guidance and service providers need technical training, and enhancing their welfare through social insurance and assurance program.

Abstract

Keberadaan anak-anak terlantar termasuk yang tinggal di panti asuhan banyak disebabkan oleh berbagai permasalahan sosial yang terjadi pada kehidupan masyarakat seperti kemiskinan, kehilangan orang tua akibat kematian, dan ketiadaan keberadaan orang tua yang disebabkan konflik serta bencana alam. Kehidupan yang baru dengan lingkungan sosial yang berbeda akan dialami oleh remaja yang tinggal di panti asuhan. Oleh sebab itu, penelitian ini dilakukan untuk menemukan pengaruh karakteristik remaja, karakteristik keluarga, karakteristik kelompok teman sebaya, dan kelekatan teman sebaya terhadap konsep diri dan kecerdasan emosi remaja di panti asuhan. Penelitian dilakukan di dua panti asuhan di Kota Banda Aceh dengan penarikan contoh secara purposif, yaitu remaja di panti asuhan terpilih dengan usia 12-18 tahun. Perolehan data dilakukan dengan metode wawancara menggunakan kuesioner terstruktur kepada 63 remaja. Sesuai dengan hipotesa penelitian, hasil penelitian menunjukkan bahwa kelekatan teman sebaya memiliki hubungan positif signifikan dengan konsep diri dan kecerdasan emosi sedangkan konsep diri berhubungan positif sangat signifikan dengan kecerdasan emosi remaja di panti asuhan. Hasil uji regresi menunjukkan bahwa terdapat pengaruh positif sangat signifikan kelekatan teman sebaya terhadap konsep diri maupun terhadap kecerdasan emosi. Uji regresi menemukan bahwa tidak terdapat pengaruh yang lebih nyata pada variabel konsep diri terhadap kecerdasan emosi remaja di panti asuhan.

Abstract

Essentialist perspective with emphasis on binary opposition is still dominant in society. In general they assess human behavior in terms of “right” and “wrong” or “normal” and “abnormal”. This implies the attached stigmatization of women sex workers as people who behave “wrong” or “not normal” and the source of society’s illness. Several central and local government policies make women’s bodies of sex workers as objects, such as Law No 44, 2008, concerning pornography, also some regional regulations such discriminatory regulation on prohibition of prostitution or antiimmorality. Discrimination by the rules and gender injustice arise from the relation of sex workers with legal institutions, government, tourism industry, and health is a form of dominance of power over the body of sexual workers. It becomes an interesting study because it implies women that do not have authority over their own body. This study was conducted to analyze the relations of power and management of reproductive health and sexuality female sex workers in Gunungkidul Beach. The research used qualitative approach and the data collection techniques were interviews and observation. The results showed that sex workers can be grouped into two categories: first, sex workers who stay in the hotel and secondly, sex workers who were outside the hotel (food stalls and homes around the coast). The differences in the characteristics of sex workers led to the differences of power relations, meanwhile the differences in the management of reproductive health and sex were caused by the presence or absence of reproductive health and sex education that have been.

Abstract

House is one the basic of need, as a place of rest and refuge from a variety of situations and threats. House is as well as a medium for the creation of social interaction, cultural tranfer, implementattion of family education, and evenbecomes a status symbol. For the moyority of people considered a poor family, house is just as a given regardless of its feasibility in terms of physical, mental and social. Jam’iyyah foundation ar Rahmah Kuwait, one of social organizationhelped Indonesian government in overcoming poverty through ininhabitable home repairement. Aid amounting to Rp 650 million for 65 housing units concentrated in rural districts Sidorejo, Bandongan, Magelang Regency, Central Java Province. Activities came out with the involvement of cadres of disaster preparedness, youth, social workers (PSM), social workers districts (TKSK) and scouts. Community participation were in the form of money, goods, energy, and mind. This success can not be separated from the role of village offials; community leaders, who facilitated for formation of the committee and mobilize communities to work together; Camat (district leader) role in facilitating the proposal; and local goverment in funding home improvements and refining. Home improvement which was originally planned only for impermanent purpose, became permanent new home with tiled floors and walls.

Abstract

The purpose of this research are to conduct an inventory of village poverty problems, describe the actual conditions of rural women poverty map, analyze the poverty alleviation programs with a gender perspective, as well as an overview of coordination between relevant agencies poverty alleviation programs, formulate policy design strategy model of poverty reduction through socio-cultural approach and economics. This research is qualitative approach. Data are collected through observation, documentation, and depth interview. Research subjects are officials and community members of poverty alleviation programs. It can be revealed that the numbers of poor households in Sleman Regency are 45.037 families (13.89 persen). Various poverty alleviation programs have been conducted by various work units, but the synergy among units in the poverty eradication program not yet works, although the target data used program has been one source. Programs among agencies run their own because they often work in sectoral programs. The results of the research can be summarized as follows: Sleman district government strongly supports reduction gender perspective model, since there is a gender disparity in Sleman, which can be seen from index of 79.29 persen, gender development index 75.76 persen and gender inequality gap 3.65 persen. This is due to the access to better education school are male dominated; Access to capital strengthening male-dominated, women still lack of access. Poverty alleviation models with a gender perspective can be tested in Sleman, and will be a pioneer for women with access to poverty reduction. The results of the questionnaireshowed that the stage in the design of the model is expressed well, and the meaning of each stage is considered good. Thus, the model of a gender perspective in poverty reduction strategies can be tested.

Abstract

This study is aimed to comprehend the condition of families receiving severe disability social assistant program (ASPDB), which is seen from the economy aspect and family competence aspect in caring for persons with severe disabilities (PDB). Data and information were collected through interviews with families of persons with disabilities, through the observation of the condition of persons with disabilities (PDB) and their families concerned and also through study of documentations. The research was conducted in Padang city and the results showed that the families economic condition of the persons with severe disabilities (PDB) generally made a living with income below Padang city regional minimum wage, which was obtained from permanent jobs and additional jobs. But within this condition, families of PDB said thatthey were able to fulfill the needs of persons with severe disabilities (PDB), although it still fulfilled at minimal needs as what it is. The families of persons with severe disabilities did not precisely know the specific need of persons with severe disabilities, even once there was a respondent who said that the needs of persons with severe disabilities are merely the sameas that of normal people. The families of persons with severe disabilities know where to do the therapy, but the majority of persons with severe disabilities are not given therapy as one of the health care needs under certain reasons as follow: persons with severe disabilities have already been mature, it is difficult to take them to the therapist, and no improvementseen though undergoing therapy.The way the families bring the persons with severe disabilities taking shower reflects that the families concerned have not possessed sufficient knowledge of how to bathe them in accordance with their disabilities. Most of families have never felt disappointed or upset with the condition of their disabilities. Based on the research, it is recommended that families concerned need to enhance the knowledge and skills in providing care and services to persons with severe disabilities.

Abstract

Indonesian population is 237.6 million. The need for food continues to increase along with the increase of population. Large population as followed by the need of food is a sensitive issue. It is inevitable frequent upheavals in the community often triggered by the rising prices and shortages of food. Food security has become a national commitment to a strategic role in national development. Three aspects of the strategic role are access to food and adequate nutrition as the most fundamental rights to humans, the the importance role of food to the formation of qualified human resources, and food security for families is one of the main pillars to support national food security. The purpose of this paper is to examine the role of institutions to support food security for the welfare of the family as a part of the community. The data and information obtained fromsecondary data, such as journals, research reports, statistical data, and others data both from print and electronic media in accordance with the topic of discussion. The method used in this study is qualitative non-interactive (non-interactive inquiry). The analysis is conducted based on data and information available to the qualitative approach to draw conclusions. This article supposed can be useful for policy makers in the field of food, researchers, students and society.

Abstract

This research was aimed to reveal the strategy of youth organization in implementing the social welfare up to national level achievement. The research was conducted at Karang Taruna Dipo Ratna Muda in Guwosari Village, Pajangan Subdistrict, Bantul Regency, under certain consideration that the youth organization had ever achieved the first champion in national level for two times (in 2009 and in 2016). Data collection used interviews guide, observation, and documents study. Data was analyzed descriptively qualitatively. Research results showed that there were three strategies which were run by the management of Dipo Ratna Muda youth organization in implementing the social welfare namely: 1. Developing the values of heroism spirit in its dedication. 2. Multiplying the amount and variation of educational, economical, productive, recreative, and social activities. 3. Activating the entire youth organization units asthe implementation’s spearhead of their activities. In implementing the social welfare, the supporting factors in achieving the nationally success were the existence of the dedication spirit of the youth, loyalty off all members and the support of village government in either providing secretariate office and fund for operation. There was an obstacle factor in work coordination among organization members namely the difficulty to spare time for a meeting of coordination because of each member personal activities. It is recomended that their strategy could be used as a reference by both the Ministry of Social in coaching such organizations and by other youth organization leaders in their effort to develop and to promote the youth organizations that function as government partners in handling social welfare issues.
