Abstract

This research done to know the degree of success on homeless expsychotic rehabilitation seen from misconduct behavior aspect. Research location was at Pojoreken Homeless Institution, Medan Municipality, North Sumatera Province.Data gathered through documentary analysis of 15 files of moderate ex-homeless psychotic at the institution. Data are analysed through qualitatif-descriptive technique, on the degree of success of guidance, self and social realization, social integration, work skill and vocation seen from misconduct behavior during rehabilitation. The research found that the ability of self and social realization, social integration after rehabilitation was not significant, execpt in work and vocational skills. The degree of fequency of misconduct behaviors do not immidiately change the ability of self and social realizations, social integration, except in work and vocational skills. Those because there was psychological and social problems, indicated in continously labil emotion that manifested through “smiling”, talk with him/herself, angry without any reason, retreat, easy-go, egoism, rage violently, confused, rejection, reluctant, strained, self hurting, lazy, steal, seek for rejected things, litering, silence, do not want bathing, talk all times, hurt others, and go anywhere. The research recommends that the guidance should be held continously, aspecially after rehabilitation and back to the community. Guidance should be given by those who understand on characteristic of homeless psichotic. It needs socialization among communities on homeless psichotic characteristic and services they need.

Abstract

This research is meant to describe the role of social workers in giving service to elders. The negligence that suffered by elder needs attention because of his or her backwardness and empowerness to fulfill their living needs. A place to live is a basic need of elders that should be fulfilled to assure their living welfare so that elder can enjoy his or her old daysin safety and peace living condition. Neglected elder who does not have a house to live and no one willing to give him or hersocial service, his or her condition will become worse. Social workers are needed to minimize his or her negligence. Research location determined purposively at Panti Wreda Budi Dharma (Social Institution), based on the consideration that this institution has commited social workers in giving service to elders. Data are gathered through interview, observation, and documentary analyses. The informants consisted elders, institutional managements, social workers, who give services to elders. Data are analyzed through qualitative techniques on the role of social workers giving service to elders. The research shows that social workers at this institution have a significant role in giving services to the elders, with several roles they have done the elders can feel part of the family at the institution, live in peace, welfare, safety, and fulfilled all their living needs and have a place to stay long live. Elders and their families get satisfaction psychologically with services given by social workers and institutional managements. It is recommended that the Ministry of Social Affaris should give attention and support to social workers working at that institution, though they are not social work educated but practically they work as social workers. The support can be manifested to give social workers a chance to participate in social work formaleducation and training to improve their capacity that will have an impact on their profession relating to humanity.

Abstract

Viewed from the socio-economic aspect, rural farmer communities are less prosperous than other communities. This fact is concluded based on the results of the research on some farmers in Sendang Mulyo Village, Minggir Subdistrict, Sleman Regency. As an effort to overcome the difficulties of life and to improve social welfare, they make an alternative off farm job. The research on Striving for Life Welfare research, Poor Farmers Off farm activity in Rural Areas is aimed to identify the reasons of farmers in choosing off farm work, and to describe off farm work contributions to family welfare. Data collection drawn from informants was carried out purposively to 30 farmers who have off farm work. The data isanalyzed in qualitative descriptive technique. The results of the research show that off-farm job selection is largely not only because of the high burden of family economy that is not proportional to the level of family income, but it has also created economic and psychological pressure. Off farm work is able to contribute to the social welfare of poor farmer families with an indication of the ability to improve the capability to meet the needs of family life. It is recommended to the Ministry of Social and local district government to empower the potential by creating employment opportunity strategies for poor farmers by considering the ability of poor farmers’ families, the community needs, and that of potential of social welfare resources systems that can be developed into productive economic enterprises in rural areas.

Abstract

Traditional fishermen are part of a society with low level of welfare. Generally, traditional fishermen exploit sea treasury with simple instruments, low capital and depending on season. The fishes they get are still oriented for daily consumtion (subsistence), rather than to sell or reinvest for a bigger fishery business. The research on traditional fishermen in Tanjungsari Village is meant to describe human resources enhancement to access education and skill on oceanic and fishery resources. The approach used in this research is qualitative descriptive, data gathering are implemented through interview and documentary analysys technique, and data analysed through qualitative-descriptive technique. The result shows that human resources of traditional fishermen relatively are low. The indication can be seen form their education and skill related to fishery, that have an impact on the ability to solve their poverty and enhance their welfare. To increase their lives level, it is recommended that traditional fishermen should be given access to educuation, especially their skill to manage sea and fishery resources based on social value and culture of traditional fishermen community.

Abstract

Reclamation along the Jakarta Bay has caused an impact on both the ecological and social system. This research is aimed to describe the impact of reclamation and that of resilience of fishermen in Kamal Muara village, Penjaringan, North Jakarta in coping with the impact of reclamation. Using qualitative approach, data are gathered through document studies, observations and in-depth interviews of 11 fishermen who have boat capacity of 5 GT or small scale boat capacity and who conduct fishing in shallow water along Jakarta Bay. The results showed that the impact of reclamation were the fishing area was getting narrower from time-to-time, access to the water and fishing area is getting more difficult and consequently the catches shrink and the emergence of the threat of extinction as a fisherman. Meanwhile, the resilience of small fishermen is getting worse and vulnerable when the reclamation activities are intensified during 2014-2015, when the development of Pulau C and D is on going.

Abstract

The study conducted to know the treatment used by Sibolangit Rehabilitation Center on preventing and handling drug abusers. The research found that the institution has been much helping the healing process of drug abuse victims.Thehealing can be seen from the physical condition of the client, healthy and increased in weight. Social changes after receiving service can be seen from having a lot of friends, sharing information and willing to follow the activities of the group.In mental and spiritual, the clients started to obey the rules in the institution, can take advantage of their spare time, mutually motivate among friends and have passion for a better life. Sibolangit Center treated many victims of drug abuse from all age groups, ranging from the youngest 14 years and the oldest 37 years old. In 2013, it rehabilitated 68 clients, in 2014 rehabilitated 65 clients, and in 2015 rehabilitated 60 clients. The success of the institution can not be separated from the support of various parties, such as administrative officers, sosial worker, counselor, doctors, victim’s friends, and families and communities to take part on making changes the clients. It is recommended that The Ministry of Social Affairs should informmore the public that Sibolangit Center is a place to help recover victims of drug abuse, so that is expectedto provide more information to individual, family or community to came to the center if needed.

Abstract

The Development of small islands is often constrained by the limitations of water resources. This condition is caused by a wide catchment is limited, and the influence of sea water on the groundwater which causes the amount of groundwater is limited. This paper aims to determine the form of adaptation to limited water resources in Pramuka Island, Seribu Islands regency, DKI Jakarta. The results showed that the shape adaptation to limited water resources such as rain water harvesting, bring bottled water from outside the island, as well as using technology osmosi reverse to get clean water. The community adaptation is threatened not sustainable because the poor condition of the groundwater in Pramuka Island. Therefore, it is necessary to the management of water resources by maximizing the infiltration of rain water, solid dan water waste management, as well as set the maximum extraction of groundwater.

Abstract

The objective of this research is to analyze the strategy of poverty alleviation in the field of economics, socials, and environments made by Program Nasional Pemberdayaan Masyarakat (PNPM) Mandiri Perkotaan (cities self-supporting empowerment national programs). This research is a case study with the design of single case which has more than one unitanalysis. By applying this method, it is hoped that the findings are able to describe how the strategies of poverty alleviation use the empowerment approach. The findings show that the strategy of poverty alleviation has been done by digging the society volunteer competencies who have to be the society cadres of poverty alleviation. These cadres and the facilitatorswho are the officials of PNPM have facilitated to found the local organization with the name of Lembaga Keswadayaan Masyarakat/LKM (self-supporting society institutions). This institution is an embryo of social capital which has a bride functions for making a synergies relationship from the poor to the sources that are able to use for poverty alleviation in the society and others. The process of poverty alleviation facilitation is by using trust, cooperative, and networking through the cycles of poverty alleviation. These cycles are; reflecting poverty, mapping self-supporting, founding the local organization, arranging the programs of poverty alleviation, forming KSM, and driving the activities on the priorities of economics, socials, and environment.

Abstract

As natural process which its intensity is more than normal, Merapi eruption disaster in Magelang Regency brings human victims, injuries, loss properties, social infrastructure, societal economic hinges, and refugees eruption impact. This research is done to describe double miseries and its social service needs of Merapi post eruption victims. This research uses survey method and implemented through qualitative-descriptive technique. The result shows that total human victims caused by Merapi post-eruption are 5006 people (1.891 family unit). They flee to five under districts and stay at emergency shelters. The disaster ruins 442 houses and 20.712 hectares of land. The victims suffer double miseries, form the eruption and post eruption impacts. The need for victims social services are medicines, health service, rehabilitation devices forbuildings, irrigation, forestry, communication, transportation, and land ownership management. It is recommended that local government, including lower level governmental management (desa, RW, RT) enable to mediate the distribution of aid and assistance because those institutions are the ones who know the local problem, condition, and needs of its environment.

Abstract

Government budgets from year to year always increase. The budget allocation has been determined based on the Minister of Finance Regulation Number 101 / PMK.02 / 2011 concerning Budget Classification. Some budget allocations are realized in Subsidized Expenditures, Social Aid Expenditures, and Aid Expenditures. The amount of the budget varies every year, according to the government program being launched. However, based on several welfare indicators, an increase in government spending has not contributed significantly from year to year. This research was conducted with the aim of analyzing whether the amount of government spending is influenced by several components of the level of welfare. Research only uses a number of welfare indicators, namely indicators of health, education, poverty, inflation. The research method with a quantitative analysis approach, with simple linear regression analysis. Based on the results of the study it was found that it turned out that only a few welfare indicator variables had a strong relationship with government assistance spending. Educational indicator variables do not affect the amount of government assistance spending.
