Abstract

Incest is one type of sexual disorders, the sameblood relationship for example brother and sister, father and daughter, mother and son, or uncle and nephew. Socially, sexual intercourses happen due to the rooms in the house thatdid not allow parents, children, or brothers and sisters living separately as socially functioning. The research was done through qualitative-descriptive method to determine people’s knowledge about sexual violence. It found that victims and perpetrators relations in Batam can be concluded that the forms of violences moslyt related to sexual violence. The act of sexual abusse manifested in sexual harassment, rape, and exploitation. Perpetrators are related by the biologically same blood, as father or stepfather, uncle, and grandfather. The violences mostly took place in the most privat space, homesmostly in the slums, and isolated areas.

Abstract

Local Social institution empowerment as an effort to enhance and uphold the role and its function to build societal resilience, through giving treatment and means to society that represented by several local institution public figures, which in this context local social institution in Telangah Village, Katingan Ilir Regency, Katingan Regency, Central Kalimantan Province. This research is meant to describe on the implementation of local social institution including its supporting and handicap factor. The reseaarch method used is qualitative descriptive, to know the achievement of the local social institution through giving an action to 30 local public figures and village apparatus. The effectivity of this empowerment program known through a measure comparing between pre and post treatment condition. The result shows that the empowerment targeted society understand on social resilience that indicated through steting an action planning and working program per division or indication, namely social protection for people with social welfare problem division, societal participation on social organization division, conflict control, and local wisdom on natural and social resources management division. The implementation of the working program goes as agreed together. The supporting factor on the implementation of the empowerment is the local government apparatus and the commitment of local public figures. The handicap factor is the limited condition of the local society social resilience forum to collect community fund, to build relation with related institution and corporation, so the outsourcing fund and joint venture have not been implemented. It is recommended that societal resilience forum can be taken as a partner for technical unit and regency social agency to implement social welfare program. So that the forum having an ability to operate the organization and existing program, guiding figures of the forum need an ability establishement by related institutions.

Abstract

This research is meant to know the condition of flood and landslide and its people prevention effort. This research took place in Jayapura Municipality based on the consideration that in that place flood and landslide disasters happend very often. Data were gathered through opened interview, observation, and documentary analysis, then analysied through qualitative-descriptive technique. The research showed that Jayapura municipality condition are mostly mountainous, highland, and fyords, prone to flood and landslide natural disastesr. Natural disasters in Jayapura were caused by cutting down forest trees, shalowing river bed, and narrowing river width. The effort that has been done by locals are throughinforming and awareness to local people on the benefit of planting and the impact of rubbish littering, river bed dredging, widening river, and banning to build house on river sides. Landslide was caused by land occupying on water conservation, deforestation and worse city plan. The prevention effort is to refunction water conservation area, awaring locals on the benefit of environmental greening, and repairing better city plan, and prohibition making houses on the slope, and drainage betterment. Based on the research can be concluded that Jayapura city is an area prone to natural disaster, especially flood and landslide. The effort to prevent is needed, with the participation of local government, social organization, publicfigures, local people, and families, both on forestry management, keeping current river swift, drainage, keeping conservation area, and a better city zoning.

Abstract

The study aims to determine the application of restorative justice in juvenile criminal after the enactment of the Child Criminal Justice System seen from the aspect of regulation, infrastructure, institutions and human resources fromthe investigation until the prosecution. The study was conducted in Central Java at the number of cases of violence and sexual crimes against children whether done by adults or children. The primary data obtained by structured interviewsthrough questionnaire and enriched bydeep interviews, observation, focus group discussions and literature review. Research shows that the Central Java is alert and ready to face the change of juvenile criminal justice paradigm from retributive and restitutiveto restorative justice. Some regulations have been made to protect children, especially victims. Law enforcement agencies have also been trying to complete juvenile criminal justice through infrastructures and budgets, although still limited. In practice, limited human resources both in terms of quantity as well as the knowledge and skills of handling ABH become one of the bottlenecks. It is expected that the government is able to increase resources through recruitment and procurement implementing technical training.

Abstract

This study meant to describe the activities done by Sanggar Karya Anak Bangsa (Kabasa) which commited to children vulnerable being in the street, street children, and ex-street children, to be motivated leaving the street. Data were gathered through observation, in-depth interview, and documentary analysis. The study showed that Sanggar Kabasa was set to educate children vulnerable being in the street, street children, and ex-street children, so the they can escape street lives. Sanggar Kabasa as government partner has been participating actively to educate street children. Its funding limit was solved by joint venture with any institution commiting to street children, suc as Kemandirian Dompet Dhuafa, through vocational trainning to get a better job. Joint venture also done with individual commiting to street children through fund and means of education. Sanggar Kabasa maked administrative report routinely to donateurs on the use of the fund and aid to show that their commitment was very worthwhile for street children. Based on the study is recommended that any non-government institution commited to sosial affairs (street children) should be taken by the government as partner, so the their existence should be supported by the government. The sinergy among government, non-government institution, and communities commited to sosial problems (street children) when is done hand-in-hand and sosial solidarity hopefully can solve existing sosial problem.

Abstract

This research to know the enfluence of family resilience towards youth attitude in drug abuses. This researh is correlational study. Research location ditermined purposively in Yogyakarta Municipality. Research subjects ditermined purposively as many 30 respondents. Research object was family resilience and youth attitude in drug abuses. Data were gathered through questionaire distribution, interview, and observation. Data were analyzed through regresive technique.The result showed that there was coorelative regresively between independent variable in family resilience physically (X1), psychically (X2), socially (X3), and spiritually (X4), towards dependent variable (Y) in youth attitude in drug abuses. It be concluded that family resilience variable physically, psychically, socially, and spiritually enfluence or contribute youth attitude in drug abuses. Based on that result, recommended that the Ministry of Social Affairs, through Directorate of Drug Abuses Victims, put foward a program to empower family resources, like physical (economic, education, knowledge), psychical, social, and spiritual resilience.

Abstract

This research is to analysis the influential factors children to work and its impact on their physical, psychical, and social condition, and its contribution on economic and social, including family, community, and government efforts on stemming the number of working children. This research is qualitative descriptive, research location determined purposively in West Java, East Java, West Nusa Tenggara. Research subjects are children working abroad that happen having vacation in their villages. Based on purposive determination, it is found 30 children as samples. Data gathered through interview, focus group discussion, observation, and documentary analysis. Data are analyzed through qualitative-descriptive technique. The research finds that the causal factors of children to work are the condition of parent education and their low income, and the number of many family members that should be held, and family in harmony. The impact of children working isdelaying their growth, physically, psychologically, and socially. The contribution of children work is increasing the social and economy of the family, such as income and schooling members of the family, and increasing members of the family in social activity. Some family, community, and government efforts to stem the number of working children are sending the children until primary school, diffusing information on the important of children education, monitoring on learning time, forming learning group, looking for reference on school grant, making data on children drop out, giving workskills, giving entrepreneur capital for family with vulnerable economy, monitoring on identity card faking, and limiting working letter to children under age. Some of the government effort to stem the number of working children are, nine-yearschooling obligation program, electronic identification card, issuing regulation on the protection of working children and law measurement on children traffickers. It is recommended for the Ministry of Social Affairs through the Directorate of Violent Victims of Migrant Workers on poor family empowerment program, that in sending migrants workers areas based on local potential, children committing in work should be prevented.

Abstract

The longer life-time expectancy is one of indicators of national development success. Yogyakarta Special Region elderly people has a life-time expectancy of 74 years old and it is the highest in Indonesia. The length of life-time expectancy brings some impact on the growth of elderly people number in Yogyakarta. It is 12.6 percent of the total population there. Thiscondition is bringing some consequences in providing social services to the elderly people so that they can live a happy and healthy life indeed. This research is aimed to comprehend the existing social service for elderly people on village community service basis. The research was conducted at Dusun Prenggan, Sidomulyo Village, Bambanglipuro Sub-District, Bantul District, in Yogyakarta Province. The subjects of this research are social organization activists, public figures as social volunteers and the objects are social service activities for elderly people. Data collection techniques used: 1) directinterviews with the board of social organizations and members and community leaders, 2) Observation of social services activities, 3) Documents review. The result of the research showed that elderly people received various social services such as feeding, providing free medical examination, involving elderly people for gymnastics, giving spiritual guidance, praying and encouraging them in participating in traditional arts activities (such as kethoprak, slapstick and mocopatan), conducting any small travelling, handing over Eid gifts, doing some house renovations, visiting them for any sickness reasons or mourning reasons, providing trees to plant such as bananas, papaya, and asking for their contribution in raisingSocial Welfare Fund for any social solidarity. Concluded from the result of the research, it is recommended some points as follow: The Ministry of Social RI is expected to provide assistance to Social Organizations (orsos), NGOs, Communities that provide social services for the elderly people and the local government, social institutions, companies (through CSR program) are expected to empower communities and families to provide social services for the elderly people.

Abstract

The problem faced by fishermen community in Arungkeke Village is caused by the difficulty to develope their business, limited resource of capital, fuel increasing that is not in balance with their captive. Their selves adaptation strategy to stanch their lives finally enable them to get out from vulnerable lives. Data resource are family heads and their members. Informants are from related institutionals, village apparatus, local public figures, and social institution commited to fishermen lives. Data are gathered through interview, focused group discussion, and documnetary analysis. Data are analysed through interpretative-descriptive technique. It is found that living strategy to stanc their lives are business diversification, family money management enhancement, and local value application. Those strategies survive their lives. It is recommended that fishermen need to be educated in skill and expertisement on management strategy so that fisheries and rumput laut are marketable as other products. It needs always to be increased their motivation, spirit, and community support so that they always work independently form others. For local goverment, social, fishery and oceanery, non-government organization should have same commitement to help fishermen out form poverty, because support and policy consistency are needed to develop Arungkeke shore area, and will bring a good impact on fishermen welfare enhancement it that area.

Abstract

This study used a combined approach that were quantitative and qualitative (mix methods). The location of the research and data sources were determined by purposive sampling which was five universities with five districts with each of the two DSM program implementations. The five universities are UNJA (Muaro Jambi), UIN Antasari (Tapin), UNHAS (Bantaeng), UNEJ (Jember), and UNISSULA (Semarang). The research data source per location is 30 people consist of 10 college universities (lecturers and KKN students), social institution and related offices /institutions including 10 regency business district, village apparatus and PSKS program implementer including 10 person program companion. the total number of respondents were 150 people. Crosscheck performance outcomes were performed on four members of the beneficiary community. The results of the study found that stakeholders still have a poor understanding of the DSM program. Proven in five research sites cumulatively majority of respondents (55.33%) are less understood, 32.67 percent understood enough, and only 12 percent who understand. Respondents who understand came from DSM program managers of higher education and local social services. Respondents who do not understand about DSM program reach 55.33 percent comes from elements of KKN students, related OPD officials outside the social service and village officials. Understanding of DSM program due to lack of whereby socialization activities. Nevertheless, target villages such asvillage apparatus, Karang Taruna, TKSK, PKH facilitators, and community leaders are ready to make changes according to the objectives of the DSM program so that the community will be more prosperous and become an independent village. The third year of DSM program implementation in five locations found that the activities undertaken by universities arestill limited to pioneering activities ideally done in the first year (2015). There is no visible coordination of universities with the district government so that has not been prepared synergy program between the OPD for the target village. Development program run partially by the OPD in accordance with the duties and functions of each. In order for DSM to achieve optimal results, it is recommended to socialize DSM program from the central level to the village location and to form taskforce /task force for DSM program implementation at the district level. Higher Education as the main companion of DSM program need to arrange planning activities in the form of roadmap which contains stage of activity and involvement of various parties
