Abstract

Working relationship and outsourcing contract custo marily encountered in the practice of employment. It is bringing implication of various problem especially relating to the proctection of labour. This arcticle will analyze the issues andproblems with the protection of labour and outsourcing contract especially wages, union right, health and safety of shipyard industry workers in Batam City. This study used a qualitative approach, done through in-indept interviews, focus group discussions, and observation. The result suggest that the protection of contract and outsorced workers in shipyard industry in Batam City still not protected thoroughly from the wages and freedom union, and safety protection. Given these problems, a solution of the increased intensity of supervision of the fulfillment of the right of protection labour is needed.

Abstract

Astra International Limited social responsibility is corporation commitment through putting aside some of its profit for people-in-need social welfare professionally. This study is to describe on several efforts that have been done by Nurani Astra to give social service for natural disaster victims. The approach of the study is descriptive. Data are gathered through interviews and documentary analysis. The study finds that Astra International Limited, through Nurani Astra Program, has done a lot for corporate social responsibility (CSR) through fund distribution. The program reaches directly natural disaster victims through emergency funding, food, and beverage needed by the victims. CSR through Nurani Astra is continued in reconstruction and rehabilitation phases at the effected areas. The program is stated as a vision of Astra International Limited, as a will and philosophy, that the existence of Astra International limited is not just profit oriented but also giving benefit and added value for the nation through economy, social, an environment contribution. Based on the study is recommended that social corporate responsibility should be developed and spreaded out for the people in need, especially CSR from the financially capable.

Abstract

The research was conducted to provide certainty “rice for poor” program can provide social protection to the poor. Some of the conditions that must be comply with the objektives of “rice for poor” program were right in target, amount, quality, price, time, and administration, better known as 6 T. The research result showed that they found irregularities suchas Bagito case (Shared each other equally), change in unit targets, indicators of poverty, and a lack of valid data, so the indicators of 6 T success yet to be realized. Referring to the problems mentioned above, it was clear that to achieve the 6 T indicators in”rice for poor” program itself still can not be achieved, that was still far to the main objective of socialprotection that should cover: to prevent and reduce the risk of human experience to avoid severe and prolonged misery; to increase the willingness of vulnerable groups to face and out of poverty, misery and social-economic insecurity; to allow the disadvantaged groups to have a dignified standard of living so that poverty will not be passed on from one generationto another. To achieve the desired objectives needed for improvement in both social protection and distribution of “rice for poor” quota mechanism, data problem, poverty indicators, the efforts to provide social protection to low-income people need to be reformed, especially with the meaning of social protection associated with the quota of rice for the poor, rice quality, delivery mechanisms, the problem of data, anda indicators of poverty.

Abstract

This research is done to know community empowerment process, supporting and handicap factors, a micro scale credit on enhancing community welfare, done by Micro Finance Institution (LKM) Baitul Mal Wa’tamil. The research location is  ditermined purposively, in Sukajaya Village, Cadasari Underdistrict, Pandeglang Regency. The research type is qualitative-descriptive with participative approach. Research subjects are LKM care takers and beneficiaries, an escort, four advisors from related institution, and group coordinator. Data are gathered trough interview, observation, focus group discussion, and documentary analysis techniques, and analyzed through qualitative-descriptive technique. The researchfinding shows that community empowerment is implemented on the right target, through preparation and implementation as agreed. Community empowerment of he beneficiaries seen in the increment of income through business group (Kube) and productive-economy activities (UEP). The supporting factor are the spirit, dicipline, and motivation of the beneficiaries to enhance family economy. The handicap factor is there has not been yet a venture with finance institution, sort of banking in capitalization. It is recommended that the Ministry of Social Affairs, through General Directory of Social Assistance, implement empowerment program for micro scale business and revitalize local non-government organization (LSM) as an escort and a spear tip of poverty solution.

Abstract

AbstrakLombok Timur merupakan daerah dengan jumlah pengiriman TKI terbesar. Adapun faktor utama yang mendorong tingginya jumlah TKI adalah faktor ekonomi, yaitu keinginan untuk memperoleh penghasilan yang lebih. Banyaknya devisa yang diterima oleh negara maupun daerah asal menjadi salah satu dampak positif dari pengiriman TKI. Selain itu, dengan bekerja di luar negeri, para TKI juga mampu memecahkan berbagai permasalahan ekonomi keluarga. Namun, pengiriman TKI nyatanya juga memiliki dampak negatif, baik bagi individu TKI itu sendiri maupun bagi keluarga yang ditinggalkan. Dampak negatif bagi individu TKI terlihat dari banyaknya masalah yang menimpa TKI mulai dari pra, selama, sampai pasca penempatan. Dalam rangka mengatasi masalah tersebut, pemerintah daerah telah melakukan sebuah upaya melalui terbitnya Perda No. 12/2006 yang mengatur tentang penempatan dan perlindungan TKI asal Lombok Timur.Artikel ini bertujuan untuk mengevaluasi pelaksanaan kebijakan pemerintah daerah dalam mengatasi permasalahan TKI di Lombok Timur. Metode yang digunakan adalah metode kualitatif dengan pendekatan deskriptif, teknik pengumpulan data menggunakan wawancara mendalam dan Focus Group Discussion (FGD). Hasil penelitian menunjukkan bahwa pelaksanaan kebijakan belum efektif dan efisien untuk mengatasi masalah TKI di Lombok Timur. Hal ini disebabkan oleh rendahnya kualitas maupun kuantitas para pelaksana kebijakan, sehingga tingginya alokasi anggaran tidak dapat dimanfaatkan secara maksimal untuk menjalankan kebijakan. Selain itu, tidak adanya kerjasama dan kolaborasi antar instansi terkait juga menjadi faktor penting yang mempengaruhi rendahnya keberhasilan kebijakan. Berangkat dari masalah tersebut, tulisan ini diharapkan mampu memberikan masukan terutama bagi pemerintah daerah untuk dapat meningkatkan pengawasan terhadap pelaksanaan kebijakan, sehingga dapat tercapai perlindungan yang maksimal sebagai respon terhadap tingginya penempatan dan permsalahan TKI di Lombok Timur. Kata Kunci: Evaluasi kebijakan; penanganan masalah TKI; perlindungan; dampak.

Abstract

Thedone to asses the implementation of policies and social protection programs for the illegal migrant workers, the role and function of RPTC in conducting social protection for the illegal migrant workers, the role and function of RPTC in the process of reintegration of the illegal migrant worker in the area of origin, conditions of vulnerability experienced by illegal migrant workers during the mi gration process (transit, destination, place of origin) and the internal and external driving factors that cause the illegal migrant workers want to return to work abroad. This research use qualitative-desciptive approach, and implemented in Tanjung Pinang (Riau), DKI Jakarta, East Java and West Nusa Tenggara. The results showed the implementation of policies and social protection programs for the illegal migrant workers still regulation alone, role and function of RPTC in conducting social protection and reintegration processes the illegal migrant workers is as temporary shelters and as a rehabilitation center (temporary) the illegal migrant workers who experience mental illness and health problems.The illegal migrant workers also provided assistance productive economic so that they can get a source of income without having to leave the country and vulnerabilities experienced the illegal migrant workers varying from legal, social, economic, physical and psychological, as well as internal and external driving factors the illegal migrant workers want to return to work abroad.

Abstract

The reconstruction of disaster victim are very often ended when phenomenon of natural disaster ebbing away. But when the victim fell recontructed, actually the problem is starting, especially on how the ex-victims get economic resources to live on both entrepreneurship and job. The productivity of natural and human need to be revitalized to support the continuity of ex-victims and people in disaster prone area. The management of social policy on disaster risk reduction is united programs from several stakeholders, such as local and central government, corporations, and people in disaster prone area to revitalize economic resources for ex-victims and people, rehabilate infrastructure related to having disaster preparation, even to grow a new economic alternative based on natural disaster threat. By using interview with experts on disaster management, observation on disaster prone areas, and document analysis the research has been able to set an alternative forecasting of social policy on the management of pot-disaster risk management.

Abstract

This research aimed to describe social services provided by Budi Dharma elderly home care. There were three persons acted as main informants and they worked as elderly home care administrators and social workers, and five personsliving in the elderly home care acted as supporting informants. The selection of informants is conducted purposively in accordance with the needs of the data relevant to this research. The research took place at Budi Dharma Elderly HomeCare which is located at Giwangan, Umbulharjo Yogyakarta. Data collection carried out through in-depth interviews, and through that of observation and documentary analysis of secondary data related to the research topic. Data gained were analyzed descriptively and qualitatively by using graphic into the aspects of the research that has been determined and presented in percentage, in order to obtain information that describes the work of the social services. The results showed that the elderly feel happy, comfortable and peaceful for Elderly Home Care functions properly in accordance with the standardization of an elderly home care operation. Budi Dharma elderly home care has an organizational structure, infrastructure, administration, financing, and network development. In addition, it has also Elderly Home Care standard operating procedures (SOP) and has a fixed schedule of activities.

Abstract

Social conflicts and collective violence interethnic rife in various regions in Indonesia, including Ambon city. Considering the existence of local wisdom called pela gandong (norms or values of a tradition that upholds the values of social solidarity), it was such an irony that Ambon city residents involved in violence ang amok. This situation call for an examination of the causes of such a social conflict. Social conflict caused many casualties. In order to uncover the role of pela gandong in fostering social soldarity attitudes among Ambon city residents post conflict, a research on “Preservation of Pela Gandong Tradition and Culture for Social Conflict Prevention in Ambon City” had been conducted applying survey and case methods. This study led to the founding that the cause of social conflict in Ambon city is due to increasing migration flows which impacting the increasing number of unemployment in the city of Ambon. Migrant or immigrants can not readily adjust to the culture of the natives which in turn cultivate an attitude of mutual suspicion between them. Along with modernization, decreasing authority of social institutions accompanied by increasing waning of traditional values (pela gandong) primarily among young people make people easily negatively provoked by various parties. But post–conflict there occurs associative, acculturation, accomodation, assimilation processes in public life as can be seen from the high attitude of social solidarity posed. For the prevention of social conflicts in the future it is recomended to develop social capital and to strengthen social insitutions to preserve traditional institutions and also to held dialogues in both horizontal and vertical dimension.

Abstract

Incest is a kind of sexual violence conduct that mostly done by close person or related blood, the victims are girls in domestic areas. Children that should get protection and love to grow normally, but they are suffering from violence indomestic areas. This research is to describe the kinds of violence against children and girls, patriarchal value and culture that contribute to incest, and its sttlement. Data resources from local social institution, non-goverment organization, P2TP2A, WCC Aisyiah, RPTC of Bengkulu Social Agency, victims, and victim families. Data were gathered through interview, documentary analysis, and analysed through qualitative-descriptive technique based on incest cases. The result showed that violences against the girls were reflections of patriarchal value system, men domination over girls, and the strong against the weak or subordinated.The settlement were, not all the victims, family and community, having courage to report incest conduct, so the settlement needs serious effort and mindset change to reconstruct community having gender equality. Incest handling needs grand cultural and structural strategy, to combine eight ministres overseeing the case, through law enforcement or any policy and community culture to set up sinergy on handling incest, that needs comprehensive and continuity handling, on the perpretator, family, and incest victims.
