Abstract

Interoperabilitybetween systemsine-Gov inlndonesiais animportantandurgentproblemtobe overcome. Data standardizationpolicyis an efforttowardsinteroperability, but itcanalsobe acause ofthe problemof interoperabilityine-Gov applications. Abstract

SQL Server Reporting Services is a way to analyze data, create reports using the indicators and gauges. Indicators are minimal gauges that convey the state of a single data value at a glance, and most are used to represent the state of Key Performance Indicators. Manage and harmonize the performance of an institution's educational institutions, especially universities with the performance of individuals or resources, no doubt is one of the essential elements for the success of an entity of the institution. Integrate the performance of an educational institution with individual performance is not an easy process, and therefore required a systematic approach to manage it. Implementation of a strategic management system based Balanced Scorecard can be used as a performance measurement system that will continuously monitor the successful implementation of the strategy of any public educational institution and measure the performance of its resources in a comprehensive and balanced, not the quantity but the emphasis is more concerned with the quality, so the performance of educational institutions at any time can be known clearly. Contribution of Key Performance Indicators to manage and harmonize the performance of any public institution is a solution in providing information to realize the extent of work that has set targets, identify and monitor measures of success, of course, with performance indicators show a clear, specific and measurable.

Abstract

With the growing popularity of digital media, attention to the level of security becomes increasingly important. One important issue is the security level of the delivery of information. This can be done using encryption or steganography. Steganography is a method to insert a piece of confidential information in an object other media. Data hiding in steganography and cryptography are very different. If the cryptography, data that was encrypted (ciphertext) remain available, then the steganography, the ciphertext can be hidden so that third parties do not know it existed. In this project, the proposed media is the use of media such as image files JPG, GIF and BMP as input data a secret message carrier (carrier file). By using the method Compexcity Bit Plane Segmentation and DES encryption algorithms expect data confidentiality is guaranteed. The results of this project is to prove a technique of hiding secret messages in the media image. After going through the process and embeding data extraction process again from the stego file, confidential information may be disclosed again without damage or loss ofinformation.

Abstract

Development of Information Technology as a strategic tool, it is important to use to maximize the potential of the company in increasing resources and targeting strategies. The public service as a business process menlibatkan citizens have a high complexity so that the utilization of information technology needs to be a requirement that is not inevitable. Application of information technology systems and governance in the public service into an absolute concept is implemented to increase productivity, effectiveness and efficiency. Productivity, customer service effectiveness refers to the achievement of customer satisfaction. Benchmark customer satisfaction in the context of public service seems quick response citizens in the government's performance when the service performed. The main focus of government is to be achieved prosperity, profitability and good governance. A series of IT Governance concepts are applied in this study adopts the IT service management. The constraints in the implementation of IT Governance in the public service is the influence of social, political and economic collaboration between organizations and concepts. This study is a study conducted to determine selanjutkan will be developed in IT Governance strategies of public service.

Abstract

Era of globalization is happening now require human resources to complete, on the other side of Indonesia's human resources do not meet the above criteria. Even qualitatively, the fact shows that Indonesia's human resources is quite low and tends to decrease. Low indicators of human resources of Indonesia can be seen in student achievement. The problem is still quite low level of education of Indonesia's human resources is a challenge for the state of education in Indonesia. Indonesia needs to improve the quality of education for human resource produced as expected, decreased detection performance learn should start from the educator as the spearhead of educational success .. This method can optimize the potential of intellectual, social and emotional development of students. This is one thing why the medium of learning is necessary in the learning process. Medium of learning is one component of learning that has an important role in the learning process. Use of media should be a part that should receive the attention of teachers as facilitators of learning in every activity. Because of its individual thateducators need to learn how to establish a medium of learning in order to effectively achieve the goal of learning in the learning process. In fact the learning media is still often overlooked by many reasons.

Abstract

Development of science and technology has a fast movement. Development of technology is characterized by an increase in capacity of new innovations in science and technology, and providing a broad impact on a whole life. So, many things didn't escape the using of technology. Various innovation related to technological development are constantly emerging. Various parties trying to take control and develop the technology by conducting research and development activities. In the world of education, teaching methods is growing. Not only seen from the performance index, but it needed a good implementation in the field. Ability, means of support and ideas is a package that can not be separated in the development of science and technology. The term e-learning (electronic learning) in education. E-learning is a basic and logical consequence of the development of information and communication technology. E-learning can be defined as a distance learning based internet. E-learning has to do with i-learning but the two words have different senses. iLearning (integrated learning) can be interpreted as a method of learning who balance among the brain, movement, and intelligence. iLearning has related with 4B (Learn, Work, Play, and Pray). iLearning with the supports can be carried out effectively and efficiently

Abstract

This paper describes the design and implementation of the deaf and blind communicator with the aim that they can communicate by using a Braille Codes per character and speech recognition using a computer. Communicator device is designed using AT89C51 microcontroller to change the characters that is sent by the computer into Braille code. The signal transmitted from the computer by hearing impairment through RS-232 serial interface with the help of driver IC ULN2803 to drive the solenoid. The end of the solenoid form a pattern of Braille code. Speech pattern recognition used are dictation mode with discrete speech method, whole word, large vocabulary and speaker dependent is designed with SAPI 5.1, Microsoft Speech Engine SDK 5.1 and Delphi software 6.0 to create an application program. On testing who performed indicate that the all the characters that is sent from keyboard can be converted become Braille Character who represented through the solenoid. While the recognition of sound patterns of the microphone most of the well can be translated into the characters displayed on a computer monitor. The success rate in speech recognition can be influenced by several factors such as differences in the sound at the time of training and at the time of dictation, noise from the environment and the quality of the microphone being used.
