Abstract

One of the central and important role of government institutions and their apparatus is to give the best services to their customers (society). Nevertheless, the conditions of public services, which are less transparent and less accountable, have made the demand for the best services difficult to fulfill.  The respect for the position of society as either citizens or customers is a prerequisite for the establishment of a transparent and accountable government in a state. In the time, this situation will strengthen the legitimacy and existence of the government in the view of society. Kata Kunci: Transparansi, akuntabilitas, pemerintah, pelayanan publik.

Abstract

At this time, Indonesia is in transition era head for democracy. This process has moved to “uncompleted replacement” following the fall of Neo-patrimonial regime that was ruling for more than three decades. Many of complicated problems has raised by this era, such as disintegration, mass euphoria, segregation elite, parliamentary “noise”, as well as many kinds of conflict among political parties which hit with the fist in anger. Abstract

Various efforts to fight corruption in Indonesia, including the formation of Corruption Eradication Commission (KPK) in 2002 who has reveal many corruption cases, has not help in improving Indonesia’s ranking in Transparency International; number 100 from 183 countries in the world in 2011. Another way to fight corruption is by implementing the anti-corruption education formally in schools, which has several advantages such as the low budget needed and the continuity and systematization of the program. The anti-corruption education is in fact part of the curriculum of Civic Education study (PKn). However, the implementation has not met the expected outcome, particularly in developing students’ anti-corruption attitudes and characters. The lessons are limited to the delivery of verbal information, without giving the students chance to develop knowledge and logical reasoning on the immoral dimension of corruption. This article explains that formal anti-corruption education is an important education policy that can no longer be postponed. It is an investment to prevent corruption in the long term. The essential characteristic of anti-corruption education is the synergy between the utilization of information and knowledge with the ability to make moral consideration, in order to develop students’ cognition, affection, and conation fully and continuously. Abstract

The aims of this research are to identify some determinant factors that may motivate and inhibit Indonesian public servants to retire early from their jobs. This study was conducted in four regencies and cities in the area of West Sumatera province and in the province government itself. The qualitative method was used in this research. Based on data analysis, it is found that there are some internal factors that motivated public servant to retire early like work saturartion, depression in career or promotion, or desire to do a new career. There are also external factors that motivated them to retire early like health hinderances and the good chances or opportunities in new jobs. Besides, there are also some inhibitions for the public servants to retire early and still remain in their current jobs until their regular retiring period.   Kata kunci: Pegawai Negeri Sipil, pensiun, pensiun dini, faktor internal, faktor eksternal

Abstract

Culturally and socially, Minangkabau women, or well known as Bundo Kanduang, has a typical position in Minangkabau traditional law. The economic resources and its use, actually, is focused to the women and it is being supported when they have to deal with political context, primarily in traditional community, where the women rights in order to aim the consensus. Abstract

Post-Reform has brought about a fundamental change in the national education system. Changes in the education system follow changes in the authoritarian system of government-centralized toward decentralized, better known by the name of educational autonomy. Thus, the education system also adjusts to model of regional autonomy. Policy  autonomy in education, then expected to bring much hope for the improvement of education system in the region in particular and in Indonesia as a whole. This study tried to describe the formulation of educational budget policy in Solok Regency and the actors involved in the formulation. The qualitative method was used in this study. Based on data analysis, it is found that autonomy in the regency of Solok has used the bottom-up model in the budget policy formulation, which involves active community participation. The involvement of the community is expected for distribution of education at every level of society. Kata Kunci: Formulasi Kebijakan, Anggaran Pendidikan, Otonomi Daerah, Pemerataan Pendidikan
