Abstract

For Indonesian, the approach of criminal law as an instrument in fighting against corruption is still a main priority. This indicator could be seen through the strategy of heavier judging in all policies related to the amendment of criminal law regulation about corruption. Because of this only approach, the fights against corruption in Indonesia often become unsuccessful. This failure could be approved through a corruption index where Indonesia is lies at the fifth rank as the most corrupt country in the world. This article tries to discuss the things related to the issues of corruption in Indonesia and the implementation of punishment compensation (money) in the case of corruption in Indonesia. Abstract

Understanding of ethics in public management is an important and strategic basic competence that has to be owned and practiced by public bureucrat consistantly in the implementation of government, development, and public service for society. Therefore a study of understanding and implementation of the concept of ethics in public service need to be socialized, especially that of related to equality, equity, loyalty, and responsibility. Abstract

Artikel ini menggambarkan hasil penelitian tentang penilaian pendidikan civic pada beberapa sekolah menengah di Indiana, Amerika Serikat. Penelitian komparatif-deskriptif ini bertujuan untuk mengkaji berbagai kondisi yang berhubungan dengan penilaian pendidikan civic pada sekolah menengah di Amerika dan memikirkan kemungkinan penerapannya pada sekolah menengah di Indonesia. Temuan penelitian ini antara lain mengindikasikan bahwa ada beberapa konsep dan model penilaian yang diterapkan pada sekolah-sekolah menengah di Indiana yang patut dan baik pula untuk diterapkan pada sekolah-sekolah menengah di Indonesia, seperti konsep penilaian portofolio. Abstract

Kearifan lokal dibutuhkan untuk masuk ke dalam diskursus tentang multikulturalisme. Multikulturalisme, multietnisitas, pluralisme dan pluralitas pada saat dikaitkan dengan identitas dan pembangunan bangsa dapat saja bermakna banyak hal untuk masing-masing orang. Seringkali kegagalan dalam memahami “basis kearifan lokal dari identitas” membawa konsekuensi sosial-politik yang merusak kepada “komunitas” yang pada akhirnya terbawa bersama kepada level kebangsaan. Skenario ini secara historis membuktikan kepada bangsa bahwa konstruksi yang disusun oleh penguasa kolonial yang menempatkan kepentingan ekonomi mereka pada posisi pertama dibandingkan kepentingan komunitas lokal membentuk batas politik dari bangsa. Abstract

This article tries to discuss anything related to media construction towards women image projection at local printed media in Padang. The text of mate advertising column in a printed media gives a space of how to explain meanings of something. The meanings refer to how symbols work and function. Abstract

The aim of this research is to find what factors did influence the success of the Unity Development Party (PPP) to increase its votes at general election of 1997 in Surakarta. It was found that there are two factors that influence the increasing of the Unity Development Party’s votes at general election of 1997 in Surakarta. The first factor is leadership of Mudrich S.M. Sangidu, chairman of local organization of the party in Surakarta that called as panutan in Javanese culture context. The second factor is contemporary issues that appeared before election, that is internal conflict of Indonesian Democratic Party.   Key Words: peningkatan suara, PPP, panutan, konflik internal

Abstract

This article discussed of the essential of civic education in a country and the teaching material of civic education in a democratic country. Civic education is a part of education a the school system in order to educate the citizens to be a good citizen The good citizens should meet the requirements, among them are having knowledge, having values or disposition and skills to live in a democratic country. Abstract

This article discusses the implementation of contextual approach in civics learning. Contextual learning forms a study concept that helps teachers relate the material taught with real life of students’ situation. Besides, it motivates students to make a relationship between the knowledge they have with its implementation in their daily life. Contextual approach consists of seven main components of effective learning. They are constructivism, questioning, inquiry, learning community, modeling, and authentic assessment. Abstract

This study aimed at studying how the sanctions against drug users by children in the District Court of Lubuk Basung. The method used in this study is a field study. Data were collected through documentation and interview and anaysed with the normative and juridical approach. The data were obtained through studying the case files and decisions as well as interviews with judges at the Court of Lubuk Basung. The results of this study concluded that the imposition of criminal sanctions to the child who committed the crime of narcotics was not all put to criminal sanctions. There are given discretion depending on the weight or lightness of the narcotics case. For severe cases will still proceed to court, and the Court of Justice in taking sanctions still refer to the Act No.3 of 1997 on Juvenile Court, because in Law No. 22 of 1997 on Narcotic Drugs not specifically regulate the imposition of sanctions on children who committed the crime of narcotics. Advice given by the researchers is that the government immediately creates a special prison for children in the cone and surrounding area Lubuk Basung.   Kata Kunci: Sanksi pidana, pelaku tindak pidana, pengguna narkotika, Pengadilan Anak
