Abstract

Population density, economic growth, and changing consumption patterns drive the high volume of urban waste. Pulo Gadung Subdistrict is one of the subdistricts located in East Jakarta, with a daily waste generation of 25.6 tons, totaling 770 tons of waste per month. To address the waste issues in Pulo Gadung, the local government has implemented a program to reduce organic waste through a cleanliness awareness movement and independent waste management. The purpose of this study is to analyze and evaluate the implementation, challenges, and efforts to overcome challenges in organic waste reduction through the cleanliness awareness movement and independent waste management in Pulo Gadung Subdistrict. The research approach used is qualitative, with data collected through observation, questionnaires, and interviews. The research method employed is descriptive qualitative analysis. The results of the study indicate that this program has been running well, despite facing significant challenges such as low public awareness, limited resources, and ineffective coordination among the involved parties. The local government has made efforts to address these challenges through various initiatives, including educational campaigns, training, and the provision of composting facilities. However, the main obstacle faced is the low participation of the public in sorting and processing organic waste. Additionally, limited human resources, budget constraints, and weak oversight have been contributing factors. To overcome these barriers, Pulo Gadung Subdistrict has implemented comprehensive measures, including raising public awareness, strengthening human resource capacity, and improving coordination among relevant parties. The program demonstrates a strong commitment from the local government to succeed in reducing organic waste, but its success requires improvements in oversight and law enforcement.

Abstract

Tujuan Penelitian ini adalah untuk menganalisis dan mengevaluasi bagaimana Implementasi Sistem Pelayanan Daring Alpukat Betawi Dalam Upaya Peningkatan Kualitas Pelayanan Dukcapil pada Suku Dinas Kependudukan dan Pencatatan Sipil Kota Administrasi Jakarta Utara serta hambatan dan upaya dalam mengatasi hambatan tersebut. Metode yang digunakan adalah metode deskriptif dengan jenis penelitian kualitatif. Teknik pengumpulan data yang digunakan yaitu Wawancara, Observasi dan Studi Pustaka. Adapun Wawancara ini dilakukan terhadap narasumber di Suku Dinas Kependudukan dan Pencatatan Sipil Kota Administrasi Jakarta Utara. Hasil penelitian menunjukkan bahwa Implementasi kebijakan pelayanan dukcapil terlaksana dengan baik namun dalam proses Pelayanan Daring Alpukat Betawi pada Suku Dinas Kependudukan dan Pencatatan Sipil Kota Administrasi Jakarta Utara belum optimal dalam penerapannya atau belum dijalankan secara menyeluruh, belum adanya keseragaman layanan daring (online) dari tingkat Suku Dinas, Kecamatan dan Kelurahan, hal tersebut diakibatkan oleh kekurangan komposisi Sumber Daya Manusia (SDM) dalam memberikan pelayanan dan belum memahami secara teknis proses pelayanan dikarenakan terjadinya rotasi pegawai, hambatan lainnya yaitu belum tersedianya sinkronisasi, koordinasi dan komunikasi dalam proses pelayanan dukcapil antara Dinas, Suku Dinas, Kecamatan hingga Kelurahan. Upaya dalam mengatasi hambatan yaitu melakukan pelaksanaan bimbingan dengan metode transfer knowledge. Memberlakukan subsidi Sumber Daya Manusia (SDM) antar Satuan Pelaksana di Suku Dinas Administrasi Kependudukan dan Pencatatan Sipil Kota Administrasi Jakarta Utara demi menutupi kekurangan Sumber Daya Manusia (SDM) dari sisi kuantiti. Dilain hal perlu menjalin komunikasi dan koordinasi, agar terciptanya keseragaman asumsi. Sehingga pelayanan dukcapil berjalan dengan baik secara offline maupun online (daring) tanpa adanya tumpang tindih pekerjaan atau saling lempar tanggung jawab demi terwujudnya peningkatan kualitas pelayanan.

Abstract

Performance is the qualitative and quantitative work results carried out by an employee in carrying out his work in accordance with the responsibilities given. Performance refers to the services provided or the results of work, both in terms of quality and quantity of work and can be billed according to the role of the employee in an organization or company and the employee's ability to complete his work. This study aims to evaluate the influence of motivation, workload and work environment on employee performance at the KarangBahagia Health Center in Bekasi Regency. The population in this study was conducted on KarangBahagia Health Center employees totaling 32 ASN. The sample studied was 30 ASN employees. The sampling technique used in this study was Saturated Sampling. Data were collected through interviews and questionnaires. This type of research is associative quantitative research or research that asks about the relationship between two or more variables. The relationship used in this study is causal. A causal relationship is a cause and effect relationship consisting of independent variables (variables that influence) and dependent variables (variables that influence). This research process is deductive and the technique used is inferential statistics.The results of the study indicate that motivation and work environment have a positive and significant effect on the performance of employees at the KarangBahagia Health Center. In other words, the better the motivation and work environment, the better the performance of the employees. While at the KarangBahagia Health Center, workload has a negative and significant effect on employee performance. In other words, the more the workload increases, the lower the employee performance will be. Things that need improvement include the need for rewards such as bonuses and promotions for employees who excel to increase employee motivation, the use of effective work standards to reduce the burden on employees in carrying out their work, such as the availability of complete work equipment to support their performance. It is hoped that further research will not only focus on the factors studied in this study, namely motivation, workload and work environment, but also add other factors that may affect employee performance.

Abstract

This research aims to analyze the effect of the implementation of the OSS policy, employee competence, and training on services at the Investment and One-Stop Integrated Service Office (DPMPTSP) of DKI Jakarta. The research method used is quantitative research with a questionnaire as the data collection technique with a sample size of 154 individuals selected through probability sampling. The results show that the implementation of the OSS policy, employee competence, and training individually have a positive and significant effect on service, and collectively, the three independent variables contribute positively and significantly to services at DPMPTSP DKI Jakarta. This is supported by an F value of 64.003, which is greater than the F table value of 2.66, and a significance level of 0.000, which is smaller than the significance probability α = 0.05. The coefficient of determination is 0.561, indicating that the combined effect of the OSS policy implementation, employee competence, and training accounts for 56.1% of the variation in the service variable, while the remaining 43.9% is affected by other variables not included in this research.

Abstract

This research aims to evaluate the extent to which service innovation, employee competence, and communication influence service quality at the Investment Management and Integrated One-Stop Service Unit of Kayu Manis Urban Village. The research method uses a quantitative approach through a questionnaire distributed to service recipients at the Investment Management and Integrated One-Stop Service Unit of Kayu Manis Urban Village during the period of January - September 2024. The sample determination was formulated using the Taro Yamane formula, resulting in a sample of 90 respondents. The data collected were analyzed using SPSS statistical program. The results indicate that, partially, service innovation and employee competence do not significantly influence service quality, contributing only 8.57% and 8.74%, respectively, with a 5% standard error. However, communication has a significant influence on service quality, contributing 63.70%. Simultaneously, all three variables significantly impact service quality, with an R-square value of 88.6%, indicating that service innovation, employee competence, and communication collectively account for 88.6% of the variation in service quality, while the remaining 11.4% is influenced by other factors outside the research.

Abstract

Penelitian ini tentang Kepemimpinan RT dan RW Dalam Meningkatkan Tertib Administrasi Kependudukan di Wilayah Kelurahan Petojo Selatan Kecamatan Gambir Kota Administrasi Jakarta Pusat. RT dan RW merupakan salah satu elemen penting dalam tertib administrasi kependudukan. Pembentukan RT dan RW memiliki tujuan untuk melestarikan dan memelihara nilai-nilai kehidupan yang luhur berdasarkan pada kerukunan, kegotongroyongan dan kekeluargaan antar tetangga dan warga di dalam lingkungannya. Selain itu RT dan RW memiliki tugas membantu Lurah dan Pemerintah Daerah dalam melakukan pelayanan langsung di masyarakat, baik dalam bidang kemasyarakatan maupun pemerintahan. Salah satu dari tugas RT dan RW yaitu penyediaan data kependudukan untuk mewujudkan tertib administrasi kependudukan warga masyarakat di lingkupnya, dimana pelaksanaan tugas RT dan RW tersebut akan sangat ditentukan oleh bagaimana RT dan RW memimpin lingkungannya. Menggunakan teori Kepemimpinan dari Schermerhon, dengan indikator teori kepemimpinannya yaitu: (1) Memiliki strategi yang jelas; (2) Kepedulian kepada anggota organisasi; (3) Memotivasi anggota organisasi; (4) Menjaga kekompakan tim; (5) Menghargai perbedaan dan keyakinan. Penelitian ini menggunakan pendekatan kualitatif deskriptif dengan observasi dan wawancara untuk mengidentifikasi dan menganalisis kepemimpinan dari RT dan RW dalam meningkatkan tertib administrasi kependudukan di Wilayah Kelurahan Petojo Selatan. Hasil dari penelitian ini menunjukkan bahwa kepemimpinan Ketua RT dan Ketua RW di Wilayah Kelurahan Petojo Selatan sudah dinilai mampu meningkatkan tertib administrasi kependudukan. Para Ketua RT dan Ketua RW di Wilayah Kelurahan Petojo Selatan telah menunjukkan beberapa upaya dalam menjalankan tugasnya sebagai pemimpin untuk meningkatkan tertib administrasi kependudukan. Mereka telah melakukan koordinasi dengan pihak Kelurahan secara rutin, mengadakan pertemuan rutin untuk membahas pentingnya tertib administrasi kependudukan. Selain itu mereka juga responsif untuk membantu warga yang menemui hambatan pada saat mengurus dokumen administrasi kependudukan. Namun, terdapat beberapa warga yang masih belum berpartisipasi aktif dalam meningkatkan tertib administrasi kependudukan walaupun telah mendapatkan pemahaman tentang pentingnya tertib administrasi kependudukan.

Abstract

This research is motivated by the suboptimal implementation of JAKEVO, including limited socialization, minimal evaluation and training, and a low number of active users. Cultural barriers and digital inequality also hinder the adoption of this technology. Additionally, the lack of a complaint-handling mechanism may reduce user satisfaction and harm the program’s image. This study employs a qualitative descriptive approach, with data collection methods including interviews, observations, and literature studies. In-depth interviews were conducted with two key informants and three expert informants. The findings indicate that the implementation of the Jakarta Evolution (Jakevo) Program in Pademangan District has been relatively successful but still faces several challenges. According to George Edwards III’s theory, four key factors influence its implementation: communication, resources, disposition, and bureaucratic structure. The main obstacles include insufficient socialization, limited human resources and technological infrastructure, and resistance from government officials toward the digital system. Additionally, rigid bureaucracy and lack of optimal inter- agency coordination hinder service efficiency. To address these issues, the government has enhanced socialization efforts, conducted staff training, and improved infrastructure and coordination. These efforts are expected to optimize Jakevo’s implementation and maximize its benefits for the community

Abstract

The productivity level of employees at the Regional Asset Management Agency of DKI Jakarta Province in 2022 and 2023 experienced a decline in time management and work efficiency. This study aims to analyze and evaluate the extent to which Organizational Culture, Work Discipline, and Work Motivation influence Employee Productivity at BPAD DKI Jakarta Province. The research adopts a quantitative approach with a population of 91 individuals. The sampling method employed is saturated sampling, where the entire population is taken as the sample. Research data were collected through questionnaire distribution and analyzed using SPSS 25 software with statistical analysis techniques. The results revealed that Organizational Culture has an influence of 59.9%, Work Discipline has an influence of 58.4%, and Work Motivation has an influence of 53.9%. Collectively, the influence of Organizational Culture, Work Discipline, and Work Motivation is 65.5%. Based on these findings, it is recommended that BPAD DKI Jakarta Province enhance its focus on employee development, attendance consistency, clarity in promotion procedures, and the improvement of quality standards to foster a work culture that supports productivity and organizational progress.
