Abstract

Fenomena penelitian ini adalah Pengawasan Pemungutan Pajak dapat dipengaruhi oleh tiga prinsip yaitu standar pengawasan, penilaian pengawasan, dan tindakan perbaikan. Penelitian ini bertujuan untuk menganalisis dan mengetahui kepatuhan wajib pajak dalam pelaksanaan pengawasan pemungutan pajak yang telah berjalan di KPP Madya Jakarta Utara. Dalam pelaksanaan pengawasan pajak, penelitian ini menggunakan metode penelitian kualitatif deskriptif. Pengumpulan data dari penelitian ini dengan wawancara, observasi, dan dokumentasi. Hasil penelitian ini menunjukan kepatuhan wajib pajak dalam pelaksanaan pengawasan pemungutan pajak telah berjalan dengan baik dengan meningkatnya pendapatan pada tahun 2019 – 2022 namun masih perlu perbaikan, karena masih terdapat wajib pajak yang belum memahami akan kewajiban perpajakannya. Hambatan yang dialami yaitu kurangnya sosialisasi yang ebih intens dari regulator, kurangnya pengetahuan, pemahaman dan kesadaran dari wajib pajak. Upaya yang dilakukan KPP Madya Jakarta Utara memberikan kemudahan kepada wajib pajak yang mengalami kesulitan dari segi ekonomi dan melakukan penyuluhan kepada wajib pajak.

Abstract

This research was conducted to obtain an overview of the quality of service at the Bekasi City Pejuang Subdistrict Office, which is provided by service providers (subdistricts) to the community. The purpose of this research is to determine and analyze the quality of service at the Pejuang Village Office, Bekasi City. This research uses descriptive qualitative research methods. Research results: The quality of service at the Pejuang District Office in Bekasi City is still not fully in accordance with the five indicators, namely tangible, reliability, responsiveness, assurance and empathy. To improve service quality, the Pejuang Subdistrict needs to complete service facilities, accommodate complaints from the public and carry out regular evaluations and conduct training for officers in order to achieve the desired service quality. By making these improvements, it is hoped that Pejuang Village can improve the quality of services and also provide a sense of security and comfort for the community.

Abstract

To increase supervision and control over building construction permits, the Department of Human Settlements, Spatial Planning and Land Affairs has implemented a Territorial patrol policy, but the factis that in the field, many buildings do not yet have IMBs and the buildings do not comply with the location, designation and use that have been determined based on the regulations that have reached Currently it is still standing strong without any demolition. The aim of this research is to analyze and evaluate the effectiveness of the implementation of territorial patrols by the land and spatial planning work creation department in controlling buildings without permits in the Cilandak sub-district, South Jakarta Administrative City. This research uses descriptive qualitative methods. The results of the research are that the implementation of territorial patrols by the land and spatial planning work creation sub-department in controlling buildings without permits in the Cilandak sub-district, South Jakarta Administrative City has not been carried out effectively because the objectives have not been realized because several buildings without permits are still found that remain standing and there has been no enforcement action, The response of patrol officers is quite long in processing and handling reports related to the community, the frequencyofterritorialpatrolactivitiesisrarelycarriedoutandseems passive, and the community is less satisfied with the results of territorial patrol activities and considers officers to be less fair and firm in their actions. building control. The results of achieving territorial patrol activities should be maximized because after the existence of this territorial patrol policy, it has had an impact on reducing the number of buildings without permits in Cilandak sub- district.

Abstract

This research is motivated by several things. First, with budget savings, it is feared that it will affect the achievement of targets for the implementation of existing performance indicators. Second, based on the researcher's observations in daily life, the reduction of the budget affects employee motivation. Lastly, based on the researcher's observations in daily life, there is still indiscipline in terms of attendance and completion of reports. This study aims to analyze and evaluate the influence of budget participation, motivation and work discipline on managerial performance at the Inspectorate General of the Ministry of Transportation. This study uses a quantitative research method. The number of samples in this study is all members of the population of 135 respondents so it is called a total sample. The data used is primary data from respondents. The data analysis technique used in this study is multiple linear regression analysis with statistical tests. The results of the study show that there is a partial positive and significant influence of budget participation on managerial performance. Motivation partially showed a positive and significant influence on managerial performance, as well as the discipline variable had a positive influence on managerial performance. Simultaneously there is a positive and significant influence of budget participation, motivation and discipline on managerial performance at the Inspectorate General of the Ministry of Transportation. The Adjusted value of the determination coefficient (Adj R2) of 0.627 means that managerial performance at the Inspectorate General of the Ministry of Transportation can be explained by budget participation, motivation and discipline of 62.7% and the remaining 37.3% explained by other variables outside the research model. So there are several variables that are not researched, for example, budget procedures, leadership, and budget quality.

Abstract

This study aims to analyze the implementation of the zoning system policy in New Student. Admissions (PPDB) at State Elementary School of Balekambang 01 Pagi, Kramat Jati District, based on George Edward III’s theory. This policy is based on the Ministry of Education, Culture, Research, and Technology Regulation No. 1 of 2021, the Special Region of Jakarta Governor Regulation No. 15 of 2024, and Decree of the Head of the Special Region of Jakarta Provincial Education Office No. 92 of 2024. This study examines the success of policy implementation through the four key elements of Edward III’s theory: communication, resources, disposition, and bureaucratic structure. The findings indicate that the policy implementation has supported the equitable access to education; however, several challenges were identified, including suboptimal policy socialization, limited school facility capacity, and resistance from the community. The solutions implemented by the school include enhancing socialization efforts, utilizing a digital system for registration, and proposing infrastructure capacity improvements. This study also provides recommendations to improve the effectiveness of the zoning policy, such as improving cross-sector communication, increasing school capacity, and ensuring equitable quality education. These findings have important implications for the future development of the zoning policy to create more inclusive and equitable access to education.

Abstract

The implementation of public order and community peace is one of the mandatory basic services. However, the implementation of public order and public peace in Bekasi Regency found several problems in its implementation which resulted in low organizational capacity. This study aims to describe and evaluate how the Organizational Capacity of the Pamong Praja Police Unit in the implementation of Public Order and Community Order in Bekasi Regency, describe and evaluate what factors hinder the improvement of the Organizational Capacity of the Pamong Praja Police Unit in the implementation of Public Order and Community Order in Bekasi Regency, and describe and evaluate ways or strategies to overcome obstacles to increasing the Organizational Capacity of the Pamong Praja Police Unit in the method used is qualitative. Data collection techniques were carried out by literature study and field research with purposive techniques to select informants. To validate the data, the author used source and technique triangulation techniques. The results showed that the human resources dimension still needs capacity building in terms of training and performance appraisal, especially in terms of discipline. Then from the aspects of infrastructure, technolog, and finance the are still limitations in terms of budget, lack of internal supervision, limited facilities, and minimal availability of technology. Furthermore, in the strategic leadership dimension, there are regulations that are old and not in accordance with the current situation. Then form the aspect of programs and management processes that program planning and formulation are still not optimal because activities still seem to copy form previous years. Furthermore, in Bekasi Regency Pamong Praja Police Unit and cross-sectors and socialization to the community is still minimal.

Abstract

Forest conservation in Indonesia faces significant challenges, specifically on Flores Island, where complex interactions between governance frameworks, traditional practices, and modern conservation approaches influence management outcomes. While existing literature extensively documents conservation initiatives, limited research addresses integrating traditional ecological knowledge with contemporary administrative frameworks. This study examines Flores Island’s institutional and policy mechanisms governing forest management, focusing on identifying structural gaps and proposing integrated solutions. We analyzed policy documents using a qualitative case study approach and employed thematic analysis to evaluate current governance frameworks. Our findings reveal critical deficiencies in cross-sectoral coordination, emergency response protocols, and technological integration mechanisms. The study identified significant policy formulation and implementation gaps, especially in incorporating traditional ecological knowledge and climate change adaptation strategies. The research contributes to public administration literature by proposing an innovative governance framework that balances conservation objectives with socio-economic development. We recommend strengthening institutional frameworks through enhanced stakeholder coordination, sustainable financing mechanisms, and improved emergency response protocols. These findings have broader implications for similar regions facing forest conservation challenges, suggesting that effective conservation requires a comprehensive approach integrating traditional wisdom, modern practices, and robust administrative structures.

Abstract

The risk identified by the Audit Board (BPK) of the Republic of Indonesia in conducting its duties and responsibilities is audit risk, which refers to the risk of failing to meet audit standards. The Audit Team must collectively possess the necessary knowledge, experience, and competence for conducting audits. This research aims to evaluate the combined effect of leadership, human resource competence, and organizational culture on audit risk management at the Audit Board (BPK) of the Republic of Indonesia. The research approach used is quantitative, with the method involving a survey where the researcher distributed questionnaires to collect data. The conclusion of this research is that leadership, human resource competence, and organizational culture have a strong relationship with audit risk management, and together they show a positive and significant impact. Leadership had a statistical variable result of 61%, human resource competence had a statistical variable result of 56%, and organizational culture had a statistical variable result of 70% on audit risk management. Based on partial testing, it can be concluded that the effect of leadership, human resource competence, and organizational culture on audit risk management is 91%, while the remaining 9% is affected by other factors not included in this research.

Abstract

Transformational leadership style, harmonious working relationships, and effective implementation of duties and functions are seen as elements that play a significant role in improving employee performance. This study aims to analyze the effect of transformational leadership style, working relationships, and main tasks and functions (tupoksi) of employees on employee performance in Cibarusah District, Bekasi Regency. Employee performance is an important factor in realizing optimal public services. The research approach used is quantitative descriptive. Primary data were obtained by distributing questionnaires to 46 respondents who were employees in Cibarusah District. The data analysis technique used simple and multiple linear regression analysis to determine the effect of each independent variable on the dependent variable. The results of the study indicate that the magnitude of the influence of transformational leadership style on employee performance is 83%, work relationships are 82.90%, and the implementation of duties and functions contributes significantly to 80.60%. Simultaneously, these three variables have a significant influence on employee performance in Cibarusah District of 88.50%. This study provides recommendations to Cibarusah District to continue to improve the quality of leadership, build harmonious work relationships, and ensure that the implementation of employee duties and functions runs well in order to encourage increased performance and more optimal public services.

Abstract

One of the functions of BPOM (the National Agency of Drug and Food Control) is to supervise processed food products after they are distributed. The objective of this study is to describe the implementation of Government Policies (BPOM) in Supervising Processed Food Products After They Are Distributed in Indonesia. According to BPOM’s 2022 Annual Report, routine inspections were conducted on 11,410 food distribution facilities, resulting in 8,221 (72.05%) facilities meeting the requirements (MK) and 3,140 (27.52%) facilities not meeting the requirements (TMK) in terms of applying Good Distribution Practices for Processed Foods (CPerPOB). The type of research used by the researcher is descriptive qualitative research, which studies existing issues and the established procedures. Based on the research findings, it shows that the implementation of BPOM policies has been conducted well, although there are some challenges. These challenges include the lack of available training or seminars for food inspectors, inadequate facilities and infrastructure, and the lack of networking across sectors.The solution provided by BPOM is to organize seminars or similar training sessions to align the understanding and perspectives between BPOM and business operators. The recommendation given in this study is to strengthen coordination between BPOM and business operators. This research can provide important information to the public,encouraging consumers to remain vigilant by frequently checking KLIK (Packaging, Label, Distribution Permit, and Expiry Date.
