Abstract

Elit dan kekuasaan merupakan dua variabel yang tidak dapat dipisahkan, karena elit adalah merupakan sekelompok orang yang memiliki sumber-sumber kekuasaan dan sebaliknya. Tujuan dari penelitian ini yakni untuk menganalis kekuatan politik dalam proses pemilihan kepala daerah di Kabupaten Maluku Tenggara tahun 2018. Metode pendekatan dalam penelitian ini bersifat kulaitatif dengan jenis penelitian deskriptif kualitatif, pengumpulan data berupa observasi dan wawancara. Hasil penelitian menunjukan bahwa pemanfaatan kekuatan politik pabiroda bakal calon masing-masing dalam pemilihan kepala daerah di Kabupaten Maluku Tenggara dengan menggunakan pendekatan secara birokrasi yang merupakan salah satu unsur untuk mengarahkan masyarakat untuk memilih salah satu bakal calon karena melihat pada kebijakan dan kinerja yang berdampak langsung di masyarakat, sedangkan pemanfaatan partai politik tidak dimanfaatkan sepenuhnya oleh bakal calon masing-masing karena kinerja Dewan Perwakilan Rakyat yang merupakan interpertasi dan juga representasi dari partai politik kurang memberikan dampak yang signifikan bagi masyarakat. Pemanfaatan kekuatan bakal calon masing-masing sebagai took adat dan tokoh agama hanya untuk mencegah konflik di tengah-tengah masyarakat.

Abstract

Pelayanan administrasi dokumen kapal perikanan mempunyai hal penting untuk melihat prosedur pelayanan administrasi yang telah dilakukan sesuai dengan peraturan yang ada kemudian diambil keputusan apakah pelayanan administrasi dokumen kapal perikanan dan prosedur pelayanan dalam pembuatan persetujuan berlayar kapal perikanan. Tujuan penelitian adalah mengetahui bagaimana pelayanan administrasi dokumen kapal perikanan. Metode yang digunakan adalah kualitatif dengan pendekatan deskriptif kualitatif. Teknik analisis data yaitu reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian dapat disimpulkan bahwa pelayanan administrasi dokumen kapal perikanan dalam upaya mewujudkan keselamatan dan keamanan dalam berlayar adalah Kesederhanaan, Kejelasan, Kepastian, Ketepatan Waktu dan Keterbukaan dalam prosedur pelayanan telah sesuai dengan SOP, tetapi belum maksimal karena sepenuhnya berjalan dengan baik di sebabkan oleh pihak pemilik kapal yang sering terlambat memenuhi persyaratan-persyaratan juga dalam hal melengkapi alat-alat keselamatan yang sudah tidak layak pakai hal ini dapat mempengaruhi dan menghambat proses penerbitan surat izin keselamtan dan keamanan dalam berlayar. Pemeriksaan administrasi telah terpenuhi namun terhambat akibat pemeriksaan fisik kapal yang tidak memenuhi persyaratan. Kesyahbanadaran Pelabuhan Perikanan belum mampu membuat seluruh kapal-kapal perikanan untuk menerbitkan surat persetujuan berlayar di pelabuhan perikanan, masih ada kapal-kapal yang keluar berlayar tanpa surat persetujuan berlayar dan juga kelengkapan pelaratan keselamatan berlayar yang tidak sesuai standar yang ditetapkan

Abstract

Penelitian tentang pemberdayaan masyarakat petani memiliki urgensi dalam pengelolaan ketahanan pangan, karena petani merupakan produsen dan konsumen pangan terbesar serta sesuai dengan rencana pemerintah menjadikan Kabupaten Merauke sebagai lumbung pangan nasional. Tujuan penelitian adalah untuk mengetahui bagaimana faktor-faktor yang mempengaruhi pemberdayaan petani ubi jalar dalam meningkatkan pendapatan masyarakat di Kabupaten Tanah Miring. Metode penelitian yang digunakan adalah penelitian kualitatif dengan analisis deskriptif eksploratif dan korelasional. Data diperoleh melalui wawancara, observasi dari informan kunci. Hasil Penelitian menunjukan bahwa faktor eksternal mengandung informasi aksesibilitas yang belum optimal akibat keterbatasan kemampuan kelompok tani, dan belum adanya partisipasi pemerintah untuk menyediakan tenaga yang handal dalam menjembatani petani dengan menggunakan sumber informasi terkini, baik teknologi pengolahan lahan, pemupukan, pemilihan benih, dan panen pasca teknologi. Temuan faktor internal yang menjelaskan pendidikan, kemampuan membaca dan menulis yang mempengaruhi kemampuan manajemen keuangan, pemasaran, pemanfaatan teknologi, terkait dengan keterbatasan lahan dan modal. Implikasi sosial, intervensi dari pemerintah, Dinas Tanaman Pangan dan Hortikultura Kabupaten Merauke diperlukan untuk membantu teknologi dan fasilitas pertanian yang mereka butuhkan, seperti traktor tangan, irigasi dan pupuk.

Abstract

Pengelolaan anggaran yang benar akan menjadi faktor penyebab sebuah organisasi cepat berkembang dan berhasil mewujudkan visi misi organisasi tersebut. sebuah organisasi menginginkan hasil kerja yang maksimal, sesuai dengan perencanaan yang telah ditetapkan atau melampaui perencanaan tersebut.Anggaran berbasis kinerja merupakan perencanaan kinerja tahunan secara terintegrasi yang menunjukkan hubungan antara tingkat pendanaan program dan hasil yang diinginkan dari program tercapai sesuai dengan target yang sudah ditentukan. Tujuan dari penelitian ini adalah untuk menganalisis faktor-faktor apa saja yang mempengaruhi implementasi anggaran berbasis kinerja pada Dinas Pendidikan dan Pengajaran di Kabupaten Mappi. Kebijakan Pemerintah dalam mendorong program pendidikan di Kabupaten Mappi adalah agar mampu membantu meringankan biaya sekolah dan untuk meningkatkan kinerja Dinas Pendidikan dan Pengajaran dalam rangka menciptakan generasi penerus yang berkualitas dengan standar kualitas pendidikan yang layak. Penelitian ini menggunakan metode penelitian kualitiatif dengan jumlah informan sebanyak 23 orang. Hasil penelitian ini ini menemukan bahwa faktor kurang pemahaman aparatur dan ketersediaan fasilitas pendukung sangat mempengaruhi implementasi anggaran berbasis kinerja, maka perlu dilakukan sosialisasi, pelatihan dan pendampingan serta pengadaan fasilitas yang dibutuhkan.

Abstract

Penelitian ini bertujuan menganalisis dan mengevaluasi kebijakan program bantuan pemberdayaan peternak di Kabupaten Merauke. Penelitian ini menggunakan pendekatan kualitatif yang dilakukan di Kabupaten Merauke pada kelompok peternak yang menerima program bantuan pemberdayaan peternak dengan jumlah informan sebanyak 16 orang. Sumber data yang di gunakan dalam peneitian ini adalah data primer dan data sekunder. Hasil penelitian menunjukan bahwa dari sisi efektifitas, peternak merasa sangat efektif dengan adanya bantuan tersebut, dari sisi efisiensi, sangat dirasakan dan membantu masyarakat peternak, dari sisi kecukupan sangat cukup dalam hal penyaluran bantuan yang diterima, dari sisi pemerataan, pemberian bantuan ternak tersebut sudah sesuai namun bantuan ternak yang diberikan tersebut tidak merata karena Dinas kurang mengontrol ternak-ternak yang diberikan tersebut. Sementara itu, dari sisi responsifitas, memang dinas terkait selalu merespon dengan baik dengan melakukan pendampingan dan kontrol di awal pemberian bantuan ternak akan tetapi seiring berjalannya waktu hal tersebut sudah tidak berjalan lagi. Dalam ketepatan kebijakan pemberdayaan pemberian bantuan ternak kepada masyarakat oleh Dinas peternakan dan kesehatan hewan Kabupaten Merauke, sejauh ini terlihat baik yaitu pemberian bantuan ternak yang tepat sasarannya dan memberikan dampak yang baik dari sisi peningkatan ekonomi masyarakat khususnya petani peternak.

Abstract

Village expenditure is critical for improving public services and welfare, but it is not yet felt by the community to its full potential. Village spending continues to be dominant for village officials' expenditures and physical activities. The objective of this research is to examine the involvement, transparency, and appropriateness of village spending. Additionally, this study examines the relationship between village spending and knowledge, technological ability, and village development. Forty-five participants were interviewed, including 18 village officials and representatives from 27 communities. Contingency table and rank Spearman correlation are the two primary analytic tools. Village expenditures in Kampa District, Kampar Regency, Riau Province, averaged over one billion rupiah, according to research. Village expenditures on community empowerment are distributed according to each village's needs. The majority of communities participate in the planning, implementation, and administration of village expenditures. There is no significant difference in the community's and village officials' perceptions of community involvement and transparency in village spending. Between village officials and the community, there are differences in perceptions of the suitability and accuracy of village spending. Spending in villages fosters community empowerment. There is a strong correlation between village expenditure and the development of community capacity and understanding. The capacity to use technology is also related to the amount of money spent by villages on empowerment. The majority of village officials and members of the community stated that village expenditure on empowerment had resulted in increased village development.

Abstract

The implementation of information technology-based governance (e-government) is increasingly being encouraged and developed by local governments, but there are always problems that occur. The same thing happened in the implementation of e-government in Gowa Regency. The purpose of this study was to determine the implementation of e-government and the factors that influence the implementation of e-government in Gowa Regency. This research is a qualitative research with data collection techniques through interviews, observation, documentation, and literature study. The results of the study indicate that the implementation of e-government in Gowa Regency has not been effective enough, although in terms of input there has been a legal umbrella in the form of Gowa Regent Regulation Number 37 of 2017 and in terms of production there are facilities for making websites and applications at the Office of Communication, Information, Statistics, and Gowa Regency coding, but in terms of output, it turns out that most of the Regional Government Work Units (SKPD) in Gowa Regency do not have websites or supporting applications in the implementation of e-government. So far, only 13 of the 36 SKPD have websites. The factors that influence the implementation of e-government in Gowa Regency, namely the lack of coordination between SKPD in Gowa Regency, the geographical condition of Gowa Regency which is mostly highlands resulting in uneven internet network accessibility, lack of human resources (SDM) capabilities, facilities and infrastructure have not been developed. qualified, and the availability of the budget is not sufficient.

Abstract

Planting the spirit of nationalism as a conscious effort to realize the state civil apparatus that has a love for the state in providing its service to the community through service by upholding the values of Pancasila and piety to God Almighty. The implementation of nationalism is one of the efforts to minimize the influence of radicalism in the campus area. The purpose of this study was to evaluate participants' understanding of nationalism. To measure participants' understanding using pre-test and post-test methods. The results showed that academic examinations, nationalism teaching points were recorded on average between 86.47-89.90. This gives an indication that the understanding of nationalism can be well understood. The high sense of nationalism of participants is characterized by the presence of many from outside Merauke from various regions in Indonesia to serve as civil servants. The Internalization Stage of the Basic Values of the Civil Servant Profession, especially Nationalism is included in the satisfactory category; Stage of Formation of Attitudes and Behaviors Of Civil Servants, this stage of learning equips participants with the ability to improve disciplined behavior, physical and spiritual health as satisfactory public servants; The Actualization Stage, the learning stage of participants in actualizing the basic values of the Civil Servant Profession, regarding knowledge about the position and role of civil servants in the Unitary State of the Republic of Indonesia entered the category of satisfactory.

Abstract

The importance of organizations in developing competency-based human resources on an ongoing basis is due to demands and changes in reform, for this reason a competency development strategy is needed for the State Civil Apparatus in realizing world class government in the current covid-19 pandemic era. The purpose of this study is to identify the strategy carried out by the Human Resources Development Agency of East Java Province in developing the competence of the State Civil Apparatus to realize world class government in the province of East Java during the Covid-19 pandemic era. This research method used is a qualitative method with data collection techniques through literature studies. The results showed that the strategy for competency development carried out in the era of the covid-19 pandemic was through a training and development program for the State Civil Apparatus based on the corporate university of the State Civil Apparatus. In the State Civil Apparatus corporate university program, employees can access and do internships according to the desired competencies. In addition, this State Civil Apparatus corporate university is integrative, flexible, participatory and sustainable so that it can accelerate the achievement of world class government in the East Java Province. This corporate university can create a link and match between competency improvement and organizational goals so that it is not solely in improving employee competencies, but at the same time achieving organizational goals.

Abstract

The Directorate General of Taxes continues to strive to provide the best service for the community so that it is expected to encourage the public to be aware and orderly as taxpayers, as evidenced by the utilization of information and communication technology through the implementation of the tax e-system. One of them is the application of e-filing. This study aims to evaluate the e-filing policy in reporting individual taxpayer annual notices at KPP Pratama Surabaya Mulyorejo. The research method used in this study is a qualitative research method. The results of the study show that: 1) effectiveness, the implementation of e-filing has been effective. Because there is an increase in the number of individual taxpayers who report their annual tax returns via e-filing every year. 2) efficiency, the implementation of e-filing is already efficient. It can be said that this is efficient because the implementation of e-filing requires little effort from its resources. 3) adequacy, in the implementation of e-filing has solved the problem of tax compliance in the annual tax return reporting. 4) the leveling, distribution of facilities/infrastructure and socialization carried out by the tax authorities have been evenly distributed and can be accepted by each taxpayer. 5) responsiveness, taxpayers respond positively and satisfied. Taxpayers are satisfied and helped by the existence of e-filing. 6) accuracy, e-filing is very beneficial for the tax authorities and taxpayers, so that the objectives with the results to be achieved are appropriate.
