Abstract

Law Number 23 of 2014 concerning Regional Government mandates that the implementation of regional autonomy adheres to the principle of autonomy as wide as possible, real and responsible. The principle of autonomy as broadly as possible implies that autonomous regions are given the authority to regulate and manage all government affairs, including exploring sources of regional income so that the region becomes advanced and can implement the principle of regional autonomy without depending on other regions. Bengkulu City has an original source of regional revenue, one of which is parking fees. From various case studies in Indonesia, including Bengkulu City, where parking fees are one source of regional income. Zone 6 Panorama Market Bengkulu City is the research location on the grounds that this zone makes a large contribution compared to other zones. This study aims to determine and analyze the implementation of parking retribution policies in increasing Regional Original Income (PAD) in Bengkulu City. The research method used is qualitative evaluation with data collection techniques with direct observation, interviews, documentation. From the results of research conducted that parking fees increase the source of local revenue

Abstract

Experience in the implementation of the Legislative Election and the Presidential/Vice-Presidential Election which were held simultaneously in 2019 raised various problems. One of the problems that arise was the problem of handling election logistics. The procurement of logistics equipment for general elections, especially ballots, was ideally carried out based on the principles of the right number, right type, right target, right time, right quality and efficiency. This paper aims to find out the problems of managing the logistics of ballots in the 2019 simultaneous elections that occurred in Pringsewu Regency and provide improvement efforts in the management of simultaneous election logistics. This study uses a qualitative descriptive analysis method by conducting a literature study and analyzing secondary data obtained regarding ballot logistics problems in the 2019 Simultaneous Election in Pringsewu Regency. The results of this study can be concluded that (1) the technical handling of ballot logistics in the 2019 simultaneous elections in Pringsewu Regency was more complicated than the staged elections. In practice, the logistics of ballots became more numerous and complex, resulting in several major problems. The main problems were delays in sending ballots, lack of ballots, damaged/ defective ballots being swapped between Electoral Districts. Furthermore, (2) the main problem of ballot logistics that occurred in the 2019 simultaneous elections in Pringsewu Regency could also be said to have also occurred in the previous 3 (three) elections, 2004, 2009 and 2014 which were a non-simultaneous electoral system or an electoral system that separated the implementation of the Legislative Election from the Presidential Election

Abstract

Poverty is still one of the public problems which are a serious concern of the Indonesian government. In March 2017 it was learned that the number of poor families in Indonesia decreased by 1.19 million. Nevertheless, the number of poor people in Indonesia is still more than the population of Australia. As of the end of 2017, the number of poor people in Indonesia was 26.58 million or 10.12 percent of the national population. In contrast with the number of poor people nationwide that has decreased, in Batam City, the number of poor people has increased. Based on the Integrated Database in 2017 the number of poor people in Batam City was 28,674 households. Although there is a high level of interest in the issue of poverty, unfortunately, the number of studies related to poverty issues is still limited, especially research on poverty alleviation in Batam from a public policy perspective. This study aims to describe and analyze the implementation of poverty alleviation programs in Batam in 2015-2018. This research was conducted using a qualitative descriptive research design. The implementation of poverty alleviation programs in this study was assessed using the George C. Edward III implementation model. The results showed that poverty alleviation programs in Batam City had been implemented quite well. Based on the communication indicators, it is known that the poverty alleviation program implementor has known and understood what the goals and targets of the program are; based on resource indicators it is known that the poverty alleviation program implementor still lacks both human and financial resources; based on indicators of disposition it is known that the poverty alleviation program implementor in general already has a commitment, honesty, and democratic attitude; based on bureaucratic structure indicators it is known that the poverty alleviation program already has standard operating procedures and is quite well implemented and the bureaucratic structure is quite liquid and there have not been any obstacles to coordination and diffusion of accountability among organizational units. The results of this study are expected to be input for the Central Government and Regional Governments in evaluating the implementation of poverty alleviation programs and can be used as material for consideration for stakeholders in formulating poverty alleviation programs

Abstract

Penelitian ini bertujuan untuk mengetahui bagaimana sistem pengolahan aset pada Badan Keuangan Daerah Kabupaten Kaur berdasarkan aspek penggunaan, penatausahaan, pemanfaatan, pengamanan dan pemeliharaan, dan pembinaan, pengawasan dan pengendalian sesuai dengan Permendagri Nomor 19 tahun 2016. Jenis Penelitian yang digunakan dalam penelitian ini adalah penelitian deskriptif kualitatif. Data penelitian dikumpulkan dengan cara observasi, wawancara dan pengamatan Dokumentasi. Wawancara dilakukan terhadap 10 orang ASN BKD Kabupaten Kaur, Berdasarkan penelitian diperoleh hasil yaitu : 1.) Pengelolaan Aset Daerah di BKD Kabupaten Kaur ditinjau dari aspek Penggunaan telah sesuai dengan Permendagri Nomor 19 tahun 2016 hal ini di buktikan dengan adanya dokumen penunjang penggunaan. misalnya dengan penetapan status pengguna barang yang ditanda tangani oleh Bupati/Kepala OPD. 2.) Pengelolaan Aset Daerah di BKD Kabupaten Kaur ditinjau dari aspek penatausahaan telah sesuai dengan aturan yang berlaku hal ini dibuktikan dengan telah di lakukan pencatat aset dalam buku inverntaris dan buku induk sesuai dengan hasil kondisi aset. Melalui pencatatan buku inventaris yang lengkap, maka akan mendukung pelaksanaan pengelolaan aset yang baik dan trasnparan dengan di dukung oleh data yang handal. 3.) Pengelolaan Aset Daerah di BKD Kabupaten Kaur ditinjau dari aspek pemanfaatan telah sesuai dengan aturan yang berlaku, hal ini terbukti pada BKD Kabupaten Kaur dari hasil wawancara menunjukan tidak ada aset yang dipimjam pakai atau dikelolah oleh pihak lain, 4.) Pengelolaan Aset Daerah di BKD Kabupaten Kaur ditinjau dari aspek pengamanan dan pemeliharaan telah sesuai dengan aturan yang berlaku, meliputi pengamanan administrasi, pengamanan hukum dan pengamanan fisik

Abstract

Lembaga penyelenggara pemilu dalam situasi darurat pandemi mengupayakan tata kelola pemilu yang baik me-lalui akselerasi transformasi digital ke dalam keseluruhan tahap operasional kepemiluan (pre election, election day and post election) . Diperlukan sebuah SOP dan Contingency berbasis IT yang ditunjang oleh kemampuan SDM dalam mengolah data, dukungan infrastruktur digital dan aturan hukum yang kuat. Tujuan penelitian un-tuk mengkaji sejauh mana trasnformasi digital mampu diterapkan pada keseluruhan tahapan pemilu. Metode penelitian yang digunakan adalah metode penelitian kualitatif dengan pendekatan deskriptif berlandaskan pada filsafat postpositivisme, dengan teknik pengumpulan data primer dan sekunder kepada lembaga penyelenggara pemilu dan masyarakat pemilih. Hasil penelitian adalah lembaga penyelenggara pemilu sudah melakukan upaya penerapan digital pada seluruh tahapan pemilu namun belum secara menyeluruh dikarenakan beberapa kendala teknis dan non teknis. Akselerasi transformasi digital sebagai usaha meminimalisir risiko dengan cara mem-perkuat sistem IT dalam tata kelola pemilu yang akuntabel, metode pemungutan suara yang baru, perubahan hukum substansial dalam kerangka kerja/sistem pemilu dan perbaikan prosedur sekunder yang lebih cepat. melaui peraturan pemilu
