Abstract

The Village Fund does not have a significant effect on reducing the poverty rate in rural areas in Indonesia. The misallocation of the village fund budget was due to the improper village policy planning process. The key solution of improving policy and village governance is a rational problem-solving and decision-making . The method of formulating the rational aproach is meta-analysis related to meta theory, meta methods and meta-data. The results of the literature study formulated a systems thinking approach related to the formulation of a more participatory village policy design. Several aspects that need to be considered in the design of village fund policies, namely; developing support capacity and preparing the process of village fund policy formulation as a critical point for village policy practice, integration of village development policies, the importance of creating agile-adaptive governance, operational policy design and causal relationships, and evaluation of several districts in Bengkulu regarding village fund policies. All of those are formulated in a meta-analysis design in the form of a policy design flow chart that can be used as a researchguidance on the development of village fund policy formulations in Bengkulu Province

Abstract

Social media is a means of disseminating information in marketing candidates or political parties. Politicians do branding through text and images in order to shape people's perceptions of themselves. Political branding on social media can be observed from the choice of words used and the issues discussed. This study aims to analyze Tsamara Amany Alatas' content on her personal social media accounts during the 2019 general election campaign. The researcher adjusted the content uploaded on Instagram and Twitter with the political branding and brand personality that Tsamara formed on his social media accounts. As a result, Tsamara performed all the criteria for successful branding according to the criteria adapted by Needham. Tsamara offers programs that she will strive for clearly, has distinguishing characteristics as a young lady who is brave and ready to be fired by constituents if she is performing poorly, ready to fight for aspirations and ready to be watched, become a symbol of PSI values, and convince constituents that she can trusted in fighting for aspirations. Tsamara has also formed a brand personality as a young politician who is honest and ready to be transparent to constituents, has high empathy especially for women, is brave, smart and has a technical understanding of constituent problems, and is tough. There are differences in the types of content that Tsamara produces on her Instagram and Twitter social media accounts. Tsamara's Instagram content focuses on forming her political brand, while Twitter content focuses on responding to social and political issues at the time and interacting with supporters. This difference is in accordance with the differences in the superior features of the two social media. Twitter is more interactive, allowing Tsamara to interact and discuss, while Instagram makes it easier for Tsamara to focus on delivering political messages to find voice support for her

Abstract

The vast area of ??Sumber Makmur Village means that equitable development and empowerment have not been maximally implemented according to the wishes of the community, the limited budget for the Village Fund is a factor that affects the success or failure of implementing the policies that have been planned. The research aims to describe the implementation of the Village Fund Policy in Supporting Development and Empowerment in 2016 - 2018. The study was conducted in Sumber Makmur village, Mukomuko Regency. The research method used is qualitative with two types of data sources, namely: primary data sources obtained from key informants consisting of 7 people, this number is considered sufficient to represent the Sumber Makmur community, secondary data obtained by the second source, namely: literature study of supporting or related literature with research. The research instrument was an interview guide to several informants with a prepared question format using an android mobile recorder application. Data analysis was performed by data reduction, data display, and conclusion drawing. The research refers to six aspects of the van Meter and van Horn (1975) model. It is known that the implementation of Village Fund policies in supporting development in Sumber Makmur village, Mukomuko Regency in 2016 - 2018 can be categorized as good, from the aspects of policy standards and targets, characteristics of implementing agents, social, economic and political conditions and Implementor Disposition. From the aspect of resources, communication between organizations and strengthening activities is categorized as quite good. It is known that the implementation of Village Fund policies in supporting empowerment in Sumber Makmur village, Mukomuko Regency in 2016-2018 can be categorized as good, from the aspects of policy standards and targets, communication between organizations and strengthening activities, social, economic and political conditions. From the aspect of resources, the characteristics of the implementing agency, Implementor Disposition are categorized as quite good.

Abstract

This study aims to determine the efforts of BPBD Pontianak City and to find out the obstacles of BPBD in overcoming and preventing forest and land fires in Pontianak City, West Kalimantan Province. The research method used is a qualitative descriptive study with a study approach. informants, observations and documentation. The data analysis technique used is interactive model analysis (Miles and Huberman), namely reducing data, presenting data, drawing conclusions and verifying. While the validity of the data obtained from data triangulation, member check and adequacy of references. The results of the study show that forest and land fires in Pontianak City are caused by extreme hot weather and there are also factors of human negligence and intentional failure to comply with government regulations. Pontianak City BPBD mobilizes its resources to deal with land fires such as providing counseling and immediately going down to extinguish the fire at the point where the fire occurs. The government's implementation of land fire prevention can be carried out optimally.

Abstract

Undang-Undang Nomor 6 Tahun 2014 merupakan salah satu landasan pendirian Badan Usaha Milik Desa (BUMDes). BUMDes diharapkan dapat berperan meningkatkan perekonomian dan meningkatkan daya saing desa, inilah yang merupakan fokus penelitian di desa Taba Jambu, Kecamatan Pondok Kubang, Kabupaten Bengkulu Tengah. Penelitian ini diharapkan dapat memberikan masukan terkait optimalisasi peran kelembagaan BUMDes dalam mendorong perekonomian sehingga meningkatkan daya saing desa. Penelitian ini bersifat deskriptif kualitatif. Data dikumpulkan melalui observasi, wawancara dan studi dokumentasi, serta dianalisis dengan metode interaktif dimana data direduksi, disajikan, dan disimpulkan. Hasil penelitian menunjukkan bahwa BUMDes Taba Jambu Jaya mampu berperan meningkatkan daya saing desa melalui peningkatan kemampuan masyarakat dalam hal mengembangkan usaha yang dimilikinya. Beberapa unit usaha yang telah didirikan mampu membantu masyarakat memobilisasi potensi yang dimilikinya. Pengelolaannya mulai dari dana yang terkumpul masuk ke dalam kas desa, dana tersebut dialokasikan kembali untuk kebutuhan masyarakat secara fisik maupun non fisik mampu mendorong partisipasi aktif masyarakat.

Abstract

Penelitian ini bertujuan untuk mengetahui sejauh mana kualitas pelayanan administrasi kependudukan melalui penerapan e-government di Dinas Kependudukan dan Pencatatan Sipil Kabupaten Karawang. Metode penelitian yang digunakan ialah metode deskriptif kualitatif untuk memberikan penjelasan dan menggambarkan kenyataan dari kejadian yang diteliti secara mendalam. Teori yang digunakan untuk menganalisis dalam penelitian ini ialah teori kualitas pelayanan yang dikemukakan oleh Zeithaml, dkk. yang memiliki lima dimensi yaitu berwujud, kehandalan, ketanggapan, jaminan dan empati. Hasil penelitian ini adalah terdapat beberapa dimensi yang sudah berjalan dengan baik, yaitu kehandalan, jaminan, dan empati. Namun ada beberapa dimensi yang belum berjalan dengan baik yaitu dimensi berwujud karena proses pelayanan melalui aplikasi e-Dukcapil dalam pengisian persyaratan masih dianggap rumit, serta sarana dan prasarana yang belum memadai. Dimensi ketanggapan cukup baik namun masih belum maksimal karena tidak ada fitur pusat bantuan dan saran serta ketika masyarakat menyampaikan keluhan maupun saran melalui media sosial kerap kali tidak ditanggapi. Keluhan akan ditanggapi apabila masyarakat menyampaikan langsung ke kantor Dinas Kependudukan dan Pencatatan Sipil Kabupaten Karawang.

Abstract

MCases of abuse of Narcotics and illegal drugs (Drugs) in Indonesia are currently increasing. Batam City is one of the cities that has a significant influence on the increase in cases of drug abuse and trafficking in Indonesia. This is what makes Batam City the main destination for drug trafficking. This paper will unravel the common thread of drug trafficking in Batam City and the strategies for dealing with it. This type of research is descriptive qualitative research. The results of the study show that there are 5 factors causing Batam to become the main destination for drug trafficking, namely: (1) the high number of drug users in Indonesia, Riau Islands and Batam; (2) the lifestyle of the Indonesian people who are easily influenced into users, dealers and drug dealers; (3) Geographical location of Batam city; (4) The legal sanctions received by convicts in drug cases have not yet produced a deterrent effect; (5) The ratio of security forces and objects being monitored is not ideal; There are 4 strategies that can be applied to minimize the entry of drugs from within and outside the country into Batam: (1) reducing the number of drug users in Indonesia, Riau Islands and Batam; (2) improving the lifestyle of the Indonesian people so that they are not influenced by being a drug user, dealer or dealer; (3) increase the number of security and law enforcement officers tasked with supervising vital objects that have the potential to become entry points for drug trafficking in Batam and increase the budget; (4) imposing the most severe criminal penalties on convicts in drug cases so that those who have not been caught are deterrents or potential perpetrators of drug crimes. The results of this study are expected to be material for consideration of relevant stakeholders in overcoming drug trafficking and overcoming it.

Abstract

TThis research was motivated by the existence of non-metallic mineral and rocks that did not have a mining permit, there was no coordination with the agency in order to get data about the mining location and taxpayers did payment not in actual conditions. The aim of this research was to know the effectiveness of collecting taxes on non-metallic mineral and rocks in increasing Local Origi-nal Income (PAD) by the Regional Tax and Retribution Management Agency (BPPRD) of Bungo Regency and the obstacles faced in collecting this taxes. The method used in this research was descriptive qualitative. The population in this research were all employees and taxpayers of non-metallic minerals and rocks with total sample were 14 by using purposive sampling technique. The data collection techniques were observation, interviews, and documentation. The results of this research showed that the collection of taxes on non-metallic minerals and rocks in increasing the PAD of Bungo Regency by BPPRD had not been effective, it was showed by the contribution of revenue non-metallic minerals and rocks to PAD for the last 5 years on average 1.12%. That was disproportionate to the potential tax on non-metallic minerals and rocks that have not been properly excavated due to various obstacles, namely inadequate facilities and infrastructure, lim-ited resources, and low awareness of taxpayers.

Abstract

Direct election 2020 in Surabaya are threatened with a decline in a politican participation. This condition is getting worse and has the potential to become a problem in the election of the mayor of Surabaya due to the expiration of two periods of Tri Rismaharini as the mayor of Surabaya. Placing the people of Surabaya in a difficult position to elect a new leader of Surabaya. Allegedly the departure of Tri Rismaharini will exacerbate the low enthusiasm of the community in the mayor election in 2020. The purpose of this study is to find out how the enthusiasm of the residents of the Ngagel Rejo urban village of Surabaya ahead of the 2020 pilwali. Using descriptive qualitative methods will thoroughly describe community enthusiasm. With Max Weber's theory of social action approaches and Fukuyama's concept of public trust. The results showed that the enthusiasm of the community was still very low, it was shown from the low curiosity, lack of knowledge about the figure of the candidate for mayor, pessimism, loss of trust in the government and politicians to the general election which he considered a regular 5 year routine and better used for work .

Abstract

The purpose of this research is to collaborate research conducted by. The Office of Women's Empowerment, Child Protection Control of Population and Family Planning (DP3AP2KB Bengkulu City in an effort to improve the Family Planning (KB) program in Bengkulu City. In this study using collaborative governance theory according to Ansell and Gash (2007: 544), namely institutional design, Leadership, facilitative, and collaborative processes. Qualitative methods is aplied to analyze the primary and secondary data. The research finds that the collaborative governance in efforts to improve, the Family Planning Program in the City of Bengkulu can be denied as achieved, Implementation of collaborative governance according to Ansell and Gash (2007: 544), namely: Initial conditions, Institutional design, Leadership, facilitative, and collaborative processes, however, there is still some discussion regarding facilitative leadership indicators, on supervision, while for initial conditions indicators there is still an imbalance between human resources at TLB level. Besides, The quarduphle helix model is formulated to articulate the urgen elemens of society, professional front-line, interest group, and government in maintaining deliberative family planning policy.
