Abstract

Natural resource management (SDA) such as nickel has become a logical choice for local governments to achieve results for regional development achievement. This is because nickel is one of the trade and business commodities between countries. However, a permit is required for the management of these natural resources. Meanwhile, the government cannot be separated from the cooperation between actors in the context of social situations regarding decisions about issuing permits for mining companies (IUP). Therefore, this paper aims to interpret the context of the social situation in nickel mining permit decision-making. In this paper, the data were obtained based on interviews with 26 informants, observations, and a review of documents. The study's results, in a review of the theory of manifestation of power relations, show that there is cooperation among regional heads, businesses, brokers, and village government officials. On the other hand, in the examination of the three-dimensional theory of power, the context of the social situation is that there is no latent conflict between the actors. The finding in this paper is the neglect of the role of local NGOs in the nickel IUD issuance process, particularly in defending the interests of local communities in the pre-mining phase.

Abstract

The implementation of e-government is considered as one of the bureaucratic reforms in terms of improving local public services, in Indonesia itself we can trace starting from Presidential Instruction Number 6 of 2001 concerning Telecommunications, Media, and Informatics, until later Presidential Decree Number 20 of 2006 established the National Information and Communication Technology Council with the aim of accelerating the implementation of e-government. Although referring to the 2020 E-Government Development Index (EGDI) assessment survey issued by the United Nations every 2 years, it shows that Indonesia's position is ranked 88th, up from 107th in 2018, the digital divide and inequality of internet access in various regions are inevitable. Taking a case study of Cijantur Village, Rumpin District, Bogor Regency, in order to support digital village program, this study tries to see the extent of the effectiveness of the implementation of website-based E-Service by the local community. Using a qualitative approach with observation data and literature studies collecting data method, this study concluded that the failure of the implementation of website-based e-government in Cijantur village is influenced by many factors including, residents' knowledge about the use of websites, the orientation of e-government development has not targeted the aspect of utilizing digital economy, and the level of community needs, whereas villages that still lack access to digital tools. This research suggests that there must be attention by relevant officials, so that Cijantur village is no longer an isolated village and streghtening construction and infrastructure of Cijantur village and provide a strong internet network to support the progress of the community in the field of technology.

Abstract

Adaptation Strategy for Pempek Business Actors During the Covid 19 Pandemic in Pempek Village 26 Ilir Palembang City which aims to understand and know adaptation strategy for Pempek businesses during the Covid 19 pandemic. Pempek Village 26 Ilir, Palembang City as a sample to identify adaptation strategies and constraints.Based on the theory of Ahimsa Putra, including Adaptive Behavior, Adaptive Strategies, Adaptive Processes. This research according to the type of data used is descriptive qualitative research with key informants, Pempek Business Actors in Pempek Village 26 Ilir Palembang City, Consumers or Buyers, totaling 17 people. The research instrument used in-depth interviews, literature study, documentation and observation.Based on the results of the research, first about adaptive behavior, Pempek business actors in Kampung Pempek 26 Ilir changed sales from conventional to online. The two adaptive strategies of Pempek business actors in Kampung Pempek 26 Ilir changed payments which were originally direct to virtual online, such as via bank transfers and OVO. The three adaptive processes, namely business actors reducing the amount of production so that business continuity can still survive during the Covid 19 pandemic. Then, the obstacles faced by business actorsPempek in Kampung Pempek 26 Ilirmake adjustments that refer to problems arising from the interdependence of all aspects of culture, where the covid 19 pandemic affects the economy which will inevitably affect the government to carry out large-scale restrictions or social distancing, business actors Pempek in Kampung Pempek 26 Ilir forced to adapt to situations faced by economic changes, forcing business actorsPempek in Kampung Pempek 26 Ilir adapt to environmental changes during the Covid-19 pandemic.

Abstract

The involvement of women in the political sphere will improve the quality of democracy in Indonesia. Women have the same political rights as men to actively participate in democracy by becoming political contestants, especially in the 2019 elections. The advancement of women legislative candidates to become state officials is something that needs to be appreciated amidst the patriarchal culture that is still inherent in Indonesia. The presence of women in politics cannot be separated from the role of men. This then becomes the focus and purpose of this article, which is to describe the familial ties that are attached to the electability of women in politics. The research method used in this article is a qualitative research method that is descriptive to explain the familial ties factor for women in political power, both as members of the DPR RI and DPD RI from South Sumatra in the 2019 elections. According to Richter, familial ties are the influence of male relatives (whether fathers, fathers-in-law, brothers, uncles, or husbands) who are influential and powerful politicians, who facilitate a woman politician to build and achieve certain political leadership roles and this can be seen in the campaign periods for legislative candidates, starting from placing billboards or posters for legislative candidates that include family names behind their real names, then using political party attributes such as political party colors for women whose relatives hold positions in political parties, up to involving relatives of political officials in campaigns carried out to the public. The existence of these familial ties is inseparable from the political capital owned by the elected candidates which should also be followed by their quality and capability in the political field so that it will avoid the impression of KKN (corruption, collusion, nepotism) where the families of officials who are considered to perpetuate their hegemony in the local political sphere.

Abstract

This research aims to identify the potential and readiness of the Ponggang community to develop tourism villages. Considering the implications of development on the transformation of people's livelihoods have a dual effect in various sectors of the economy, this research is necessary to obtain comprehensive and contextual information. The research method used is qualitatively interpretive through a case study approach in Ponggang Village, Serang Panjang District, Subang, West Java. The data collection techniques are in-depth interviews, observations, and document studies. In-depth discussions of key informants are needed to identify stakeholder perceptions. This Research discussed a Ladder of Participation Theory by Arnstein. The findings of this study reveal that the pattern of Ponggang communities’ social interaction is attached to the action of cooperation. It becomes a socio-cultural characteristic that affects the process of infrastructure development. It indicates that social ties strengthen communal norms and foster a sense of belonging to development programs. At the same time, it also triggered a positive response that was expressed in the sincere expression of the community to actively participate in partnership programs with the government and academics institution to develop the potential of natural resources, human resources, and cultural resources as a tourism destination. Based on the form and level of participation stated by Arnstein, the structure of the involvement relevant to the context of the Ponggang community has increased from informing, consultation, and placation to the steps of partnership and delegated power. Thus, there is a potential to achieve the stage of citizen power and become economically independent through tourism development.

Abstract

The humanitarian conflict in Myanmar, which has garnered worldwide attention due to its human rights violations and the resulting displacement of Rohingya people to neighbouring countries, including Indonesia. The conflict spanned two leadership periods: Susilo Bambang Yudhoyono (SBY) and Joko Widodo (Jokowi). However, there were notable differences in the foreign policies pursued by both leaders. The research aims to find out the differences in bureaucratic models between SBY and Jokowi that influenced their respective foreign policy approaches. The theoretical frameworks employed in this research include Graham T. Allison's theory of foreign policy formulation, the concept of bureaucracy put forth by Parkinson, and the notion of patrimonial bureaucracy. A descriptive qualitative approach was adopted for this research, utilizing a literature study method that drew from journals, articles, and other relevant sources. Data analysis was conducted in a descriptive and correlational manner to elucidate and explain the relationship between bureaucratic models and foreign policy decisions. The findings revealed disparities in the foreign policies pursued by Indonesia during the SBY and Jokowi administrations regarding the Rohingya conflict in Myanmar. These differences can be attributed, in part, to the variances in bureaucratic models adopted by the two leaders. SBY's leadership was characterized by a Parkinsonian bureaucracy, resulting in an outward-focused foreign policy approach. Conversely, Jokowi's leadership reflected a patrimonial bureaucracy, which tended to prioritize domestic concerns. However, it is important to note that bureaucratic models alone cannot serve as the sole basis for formulating foreign policy, as numerous other factors also exert influence.

Abstract

The integrity of the state is determined by the strength of nationalism among the inhabitants of the country, and it is also one of the most important things to protect a country.. Nationalism is implemented according to the ideological values of Pancasila that the Indonesian people adhere to. Nationalism in the government is very important to provide policies and regulations and rules for the welfare of society. This interrelational relationship created by nationalism makes it difficult for all parties involved, namely the government and society, to let go of this nationalism. However, this is not seen in Gun Tembawang Hamlet, which is evident from the problems of the peripheral community of Gun Tembawang Hamlet in understanding the concept of nation and applying it in daily life. In this case, the issue of the transfer of citizenship (Gun Tembawang Hamlet) naturally raises the question of why they did it. Why about ±35 family members in Gun Tembawang Hamlet renounced their Indonesian citizenship in favor of Malaysian citizenship, even though they had a history as villagers in Indonesian territory. However, looking further afield, there is economic inequality in Gun Tembawang Hamlet (periphery) which is closely related to the social gap between the center and the periphery. Such a wide gap leads to rebellion by marginalized communities. However, there is something interesting amidst the problem of Malaysian charm and development gap, it turns out that in Gun Tembawang Hamlet, there are still ± 30 heads of families from peripheral communities who retain their Indonesian citizenship. Why these people maintain their Indonesian citizenship regardless of Malaysian charm compared to Indonesia, where the state (Indonesia) does not provide adequate development to meet the development needs of the periphery areas. Therefore, the purpose of this study is to understand nationalism and the activities of peripheral societies, which are often in conflict with the national spirit developed by the state. Specifically, to explain and identify the reasons why the community of Gun Tembawang Hamlet maintains their Indonesian citizenship despite the country not providing adequate development to meet the development needs of the periphery areas. This study also aims to find out about the nationalism of the peripheral society and the economic conditions and situations they face against the attractiveness of Malaysia compared to that of Indonesia. Descriptive research is used as a research method using data sources from books, magazines, websites and interviews. In this study, the author uses Ernest Gellner's theory of Nationalism and Modernisation.

Abstract

The COVID-19 pandemic has changed the structure of people's lives, including the work models. The telework work model is increasingly being used because it is considered capable of facilitating mobility, cost efficiency, and offering time flexibility for workers. Most studies about telework and disabled persons focus on cases in developed countries and increasing job opportunities. This study aims to provide an overview of the socio-economic impact of telework on Persons with Disability (PwD) in developing countries, specifically in Indonesia. This study uses a qualitative method with case study approach. Data were collected by in-depth interviews and literature studies on articles, journals, books, and open-source references regarding telework and disability. This study found that the telework model has made disabled workers in Indonesia even more marginalized. Moreover, the telework model had triggered financial difficulties among disabled workers, such as salary cuts, temporary and permanent lay-offs, and job loss. Furthermore, this is because most disabled workers in Indonesia have low education level, skills, limited access to the internet, and limited access to telework facilities. Meanwhile, this study aims to provide an overview of socio-economic impact from telework models on disabled persons in developing countries, especially in Indonesia, where most disabled persons have low education level and poor digital skill. This study offers recommendations to create an inclusive telework market, that is; conduct job analysis, improve the education system and digital skill for PwD, provide assisting and supporting facilities, guarantee for workers with disability, as well as monitoring and evaluation.

In this study using a qualitative research methodology with secondary data collection, in this study it is known that Indonesia is working to strengthen cyber security through bilateral, multilateral, and cyber diplomacy cooperation with various relevant agencies such as the Ministry of Foreign Affairs, the Ministry of Defense, or the BSSN.

Abstract

The aim of this research was to analyze the political communication strategies employed by the leadership of Muhammadiyah in the Helvetia branch during the 2020 Medan City Election. A qualitative descriptive method was utilized, incorporating an informal selection process and triangulation of sources to ensure data accuracy. While examining Muhammadiyah's organizational structure, it becomes apparent that the union does not have a formal commitment to endorse a specific mayoral candidate. However, at the leadership level, individual roles are assumed, and personal efforts are made or instructions are given to subordinates and colleagues within the organization, as well as to trade unions. Political communication within Muhammadiyah, particularly by branch leaders in the context of the 2020 Medan City Election, is not governed by specific union regulations. Nevertheless, the leadership provides an overview to union members regarding the selection of a mayoral candidate, aiming to align organizational aspirations without causing harm to the union's interests. The Regional Head Elections, as a democratic mechanism, are founded on the principles of people's sovereignty and are implemented to strengthen Indonesian democracy. The alignment of organizational leadership, notably within Muhammadiyah, provides guidance to its union members, conveying the organization's support for a particular figure or candidate for the mayoral or regional leadership positions. Muhammadiyah's involvement in politics is part of its cultural movement, contributing to the shaping of local governance and societal development.
