Abstract

Urbanization is a phenomenon in developing countries that needs to be studied in depth because it has various impacts, including an increase in energy consumption. Energy consumption needs to be controlled to balance energy supply and demand in each province. In this study, energy intensity will be used to measure energy consumption, and regional elements are used to capture the diversity of characteristics in each province. The purpose of this study is to 1) Is there a spatial correlation in energy intensity in Indonesia; and 2) What is the spatial (direct, indirect, and total) impact of urbanization on energy intensity in the Indonesian region, Eastern Indonesia Region (KTI), and Western Indonesia Region (KBI). The research method used is a spatial analysis using Moran Test, Spatial Durbin Model, and advanced decomposition analysis on the spatial spillover effect. The result is a spatial correlation to the energy intensity that occurs in each province. Urbanization shows a significant negative impact on energy intensity on the direct effect on KTI and KBI and also on the indirect effect and the total effect in the territory of Indonesia and KBI.

Abstract

This study examines the relationship between tax revenues and income inequality at the provincial level in Indonesia from 2011 to 2019. Applying a fixed-effect approach, this study finds that total tax revenue has no significant effect on income inequality. This result implies that Indonesia's current tax system and structure, both national and sub-national, have been unable to contribute to reducing provincial income inequality. Likewise, by the type of taxes, both income tax and value-added tax revenue have a relatively insignificant effect. However, the ratio of local taxes to gross regional domestic product (GRDP) has a considerable positive effect on income inequality, indicating that the majority of consumption taxes in the local tax component are regressive. Accordingly, at the sub-national level, expenditure programs may play role in reducing provincial inequality instead of the tax system.

Abstract

Introducing a Child-Friendly City (CFC) policy in Indonesia signals the Indonesian government's commitment to promoting children's rights. One of the main strategies used by Indonesia to implement CFC policy at the local government level is establishing a task force as a collaborative forum involving both state and non-state actors. However, many local governments failed to form task forces and engage non-state actors. In contrast, Kendari City is one of the cities in Indonesia that successfully created a task force and collaborated with non-state actors to implement the CFC policy. This study aims to describe the collaboration process of stakeholders in the CFC task force and investigate the main factors that influence the collaboration process. A qualitative method with a case study approach was used in this study. The findings indicate that the Kendari City government collaborates with non-state actors through decision-making processes, joint action, and resource-sharing mechanisms. The collaboration improved Kendari City's capacity to accommodate children's rights during the CFC policy implementation process. Also, this collaboration results in more targeted programs because the policy's beneficiaries, children, are also involved in the decision-making process. Further, the similarity of goals and programs among actors influences stakeholder participation in collaboration to implement CFC policy in Kendari City. Moreover, because the collaboration in CFC policy implementation involved children, the study discovered that facilitators play essential roles in enhancing children's participation and improving the communication process in the collaboration process.

Abstract

After focusing on handling Covid-19, all countries face Covid-19 medical waste. Covid-19 medical waste in Indonesia reached 18,460 tons as of 27 July 2021. The number of waste management facilities did not follow the increased volume of hazardous medical waste. The government has compiled the construction of hazardous medical waste management facilities from health facilities into the Government Work Plan (RKP) for 2022. The budget allocated for the construction facility is quite large. An analysis is needed from the budget management perspective to achieve the right goals and objectives of the program. This research used literature studies from various relevant sources. Data analysis uses an environmental cost accounting perspective consisting of prevention, detection, and internal and external failure costs. The results show that from all aspects of these costs, the government has fulfilled them through the main program and supporting programs. Each program has a budget but no details of every need. The government has not budgeted for technology development, human resource development, collaboration with the private sector, and other impacts that have the potential to hinder the management of hazardous medical waste from health facilities.

Abstract

Crime has a significant influence on people’s lives. Not only on the social aspect, but crime will also affect regional development. In addition, socio-cultural factors have an essential role in developing rural communities. This study aims to determine the effect of crime and social culture on rural development. The method used in this study is Ordinary Least Square (OLS) followed by Chi-squared Automatic Interaction Detector (CHAID) to determine the segmentation of crime and socio-cultural factors of society towards rural development. The results of this study state that nationally all independent research variables have a significant effect on the 2018 Rural Development Index, with an R-squared value of 31.9%. Changes in the development category can be spurred through development focusing on underdeveloped and far from urban areas. The government also needs to pay attention to rurally located forest areas. Furthermore, the government needs to improve security in the community. Guaranteed security can create good development in the short and long term. In addition, the community needs to maintain cultural diversity through social interaction because it positively affects rural development.

Abstract

This article explores the network governance in the development of the Podokoyo Tourism Village, Pasuruan Regency. This study aims to analyze the application of the elements of network governance, which include trust, network goal consensus, need for network-level competencies, the number of participants, outputs, and outcomes of tourism Village development. The study results identify three achievements during the Podokoyo Tourism Village development network, such as the success of having superior Village products, increasing the capacity of Podokoyo Village's human resources in tourism management, and receiving the title of Maslahat Village. Among the obstacles is the lacking role of government elements, particularly the Tourism and Culture Agency and Community and Village Empowerment Agency.

Abstract

One of the goals of educational development is that education must be accessible to everyone. Both accessibility and quality of education have to be attained to assure human resource development. Unfortunately, the academic achievement of Indonesian students in recent years is still unsatisfactory. Meanwhile, the development of Information and Communication Technology (ICT) is inseparable from human life. ICT has become one of the solutions to improve educational quality. This study aims to analyze the effect of ICT access on the learning performance of Indonesian junior high school (SMP) students. ICT access in this study focuses on basic facilities and infrastructure that schools must possess based on indicators of sustainable development goals, namely availability of computers, access to the internet, and electricity. This study uses cross-sectional data from regencies/cities in Indonesia in 2018 with the Ordinary Least Square (OLS) model based on the theoretical framework of education production functions using Computer-Based National Examination (UNBK) data as a dependent variable. Study results show that the availability of computers in schools and ICT facilities in households has a significant positive effect on the learning performance of SMP students in Indonesia. Meanwhile, the availability of access to electricity and school internet has not affected the learning performance of SMP students. The independent control variables of school characteristics (the student-to-teacher ratio and class conditions) and socioeconomic characteristics (population density) show significant positive results on the learning performance of SMP students. National examination scores in Eastern Indonesia tend to be lower than those in other regions. In this regard, the government needs to focus on the improvement and equity of ICT resources.

Abstract

Tobacco control for public health improvement has been mandated as a part of the Indonesian National Medium-Term Development Plan (RPJMN) 2020 – 2024, as Indonesia currently sits among the countries with the highest smoking prevalence. On the other hand, Indonesia's position as one of the largest tobacco producers requires proper mitigation strategies for specific communities directly exposed to the tobacco industry. Hence, solid and adequate intra-sectoral collaboration strategies need to be identified. A formal intra-sectoral collaboration creates a win-win solution for both public health and economic sectors, as witnessed by other countries with appropriate government collaboration formulation. This study aims to identify a suitable collaborative governance model for providing mitigation strategies for tobacco farmers and tobacco industry workers. This research investigates the feasibility and environment scanning through a qualitative approach. The data collection was conducted through four series of semi-structured focused group discussions with key policymakers, complemented with secondary data analysis. The Task Force model is the most suitable mitigation initiative for tobacco farmers and cigarette industry workers. It is also more manageable in terms of regulation since it needs minimum regulatory requirements. The task force model also enables more substantial synergies between the central and local governments. However, strong coordination, between-sectoral sentiments, and the need for strong political will remain challenges for the task force implementation.

Abstract

The Indonesian economy has improved with the manufacturing sector as its primary growth driver. However, along with this development, the country inevitably faces environmental issues such as increased carbon emissions. Based on the firm-level dataset from the Indonesian large and medium manufacturing sector, this paper investigates the main factors related to the CO2 emission intensity of manufacturing firms. The emission carbon data is obtained by calculating the fuel consumption of plants converted into carbon dioxide emissions using emission factors. The result shows that the trend of carbon emission had increased, but the carbon emission intensity had improved. Performing panel data framework, this study uses OLS, 2SLS, and fixed effect model in analyzing the determinants of CO2 intensity. The result of the FE regression suggests that larger firms are emission efficient compared to small-sized firms. Similarly, capital- and labor-intensive firms are less carbon-intensive. Furthermore, firms that spend more on maintenance have emitted more, perhaps due to the adoption of high maintenance equipment by emission-intensive firms requiring more expenses.

Abstract

Public service providers and their supervisory agencies (Ombudsman RI), both at the centre and the representatives, are required to be able to map and resolve public service issues. However, during the Covid-19 they are limited in scope for conducting investigations. Big data is considered one of the solutions to obtain information on the priority scale of handling public service supervision through strategic issues of public services that get lots of attention from the public and the media. This paper aims to present a portrait of public service issues and the recognition rate of the Ombudsman Representative in the big data perspective as input in development planning related to public service supervision. The analytical method used is big data which utilizes the Intelligence Media Analytics developed by Indonesia Indicator. Analysis of strategic issues of public service in the regions, types of problems, the reported agencies, and the level of popularity of the Ombudsman RI in representatives in the community and the media, are the main discussion in this analysis. The results show that based on the classification of the reported parties, the three agencies that received the highest complaints during the period March 2020 – March 2021 are the Social Affairs Agency, Education Agency, and Health Agency. Problems related to Social Assistance were the most widely reported complaints by the public to the Ombudsman RI during the Covid-19. In addition, the analysis shows that until the latest data in 2021, the level of popularity of the Ombudsman in the regions is still low.
