Abstract

Abstrak Penelitian ini bertujuan untuk mengetahui faktor determinan yang mempengaruhi kepemimpinan Kepala desa dalam pemberdayaan masyarakat di Desa Bilato, Kecamatan Bilato, Kabupaten Gorontalo. Jenis penelitian kualitatif deskriptif yang mencoba untuk menanalisis variabel kepemimpinan dan pemeberdayaan masyarakat. Penelitian ini menggunakan metode pengumpulan data melalui wawancara, observasi, dan dokumentasi. Hasil penelitian ini menunjukan bahwa 1) Kepemimpinan Kepala desa dalam pemberdayaan masyarakat dengan gaya kepemimpinan demokratis dan gaya kebebasan atau Laissez Faire. Hal dapat dilihat dari berbagai cara yang dilakukan oleh Kepala desa Bilato yakni mulai dari perencanaan, pelaksanaan dan pengawasan terhadap proses pemberdayaan masyarakat itu sendiri. Sedangkan faktor-faktor yang mempengaruhi Kepemimpinan kepala desa dalam pemberdayaan masayarakat terdiri atas dua yaitu: 1) faktor pendukung yang terdiri dari: a) kewibawaan dari seorang kepala desa; b) kekuasaan; dan c) kemampuan. 2) selanjutnya adalah faktor penghambat, yang terdiri dari: a) partisipasi masyarakat terhadap program pemberdayaan yang masih kurang; dan b) fasilitas dan peralatan yang masih belum memadai.

Abstract

In Malang Regency there are attractions that utilize water resources, these are Source of Maron. Source of Maron is one of the natural attractions which is precisely located in Adiluwih Hamlet, Karangsuko Village, Pagelaran District, Malang Regency. Sumber Maron tourism development can be said to be greatly improved , this can be seen from the increasing number of visitors every day. However, in its management Sumber Maron paid less attention to the impact of its development on the environment. So in this study, the author wants to examine the dynamics of capitalism in Sumber Maron. This research uses descriptive qualitative research that seeks to describe and interpret what is happening. Tourism management has both positive and negative impacts, namely damage to the environment around tourism due to capitalization that occurs in the tourism sector. The capitalization action taken is the conversion of the function of agricultural land into a permanent stall to meet the needs of tourists.

Abstract

Abstrak This article aims to know and analyze the policy of ITE Law No. 19 of 2016, which has two preferences in the formulation of strategic and political preferences. A good policy comes from social issues that are perceived by many communities and not of individual problems. Public policy is made to resolve social issues not to add or create new problems. Strategic preference in the formulation of this law departs from the problem of many crimes in the form of fraud and evasion by using electronic media. Strategic preference to see this law is passed to address the issue. While political preferences look different about the emergence of this law. The political preference to see the emergence of this law is not separated from the interests of actors who have authority in the making of this law. The actor who has that interest is the ruler. With this law, the ruler is increasingly in limiting and criminalizing the right to freedom of community opinion. This article specifically wants to see the extent of the tension of both preferences.

Abstract

Abstract The purpose of this study is to analyze and examine the innovations in improving the quality of public services in the application of the check-in and boarding pass systems at Pasar Senen Jakarta Station. As for the background of the implementation of the check-in and boarding pass system is to remember the need for people to use train services every year is increasing, while the fact is that many people take advantage of this situation with the practice of brokering fake tickets. Besides that, PT. KAI wants to increase its work productivity by implementing innovations to improve the quality of public services that prioritize modern technology. The research method used in this study is a qualitative method using descriptive research. The focus of this study uses indicators according to Zeithamal Parasuraman Berry's theory (in Hariyanto (2013: 17) there are five dimensions of public service quality that can be used to measure the quality of public services, namely: a) Direct evidence (tangibles). B) Reliability (reliability) .c ) Responsiveness. d) Guarantee and. e) Empathy. Data collection techniques used were observation, interviews and documentation. Based on the results of this study indicate that innovation in improving public services in the application of the Check-In and Boarding Pass system is quite good, when compared to self-ticket printing (CTM) it can be seen from interviews with service officers and service users that an increase in the quality of public services every year. Besides that, in terms of the efficiency of the prospective train passengers will feel facilitated by the service that is fast and precise and not convoluted, so that prospective train passengers feel quite satisfied with the results of services provided by PT. KAI DAOP I, Pasar Senen Station Jakarta.

Abstract

Abstract Freedom of religion and belief (KBB) globally has been declared in the Universal Human Right Declaration (UDHR). In Indonesia, the concept of freedom of religion and belief has long been included in the policy as the management of religion and belief in Indonesia. This KBB is understood as a set of norms derived from international law adopted by countries. In Indonesia since entering the reform era after the collapse of the new order has a fairly high commitment to human rights and KBB. This happens because the flow of democracy is large enough to create a variety of policies regarding the management of freedom of religion and belief. But on the other hand because this policy is only fully adopted without considering the context of Indonesia, it gave birth to two policy blades. Some are very radical in defending freedom of religion and belief, but on the other side there are restrictions regarding the concept of this KBB because it follows the values of the dominant religion. So this paper is here to analyze the substance of public policy. Because KBB rules are managed by policies in a democratic Indonesian state. This paper aims to analyze the process of making KBB included in public policy in Indonesia and critique the KBB concept that applies in Indonesia. In addition, this paper tries to find alternative formulations by using the Democratic model and the Deliberative Model which emphasizes that freedom of religion and belief are the right of life of citizens and are guaranteed by the state through its policies

Abstract

Food is the initial priority need of humans as living things. While food security is defined as meeting the needs continuously. Because food security is a guarantee for living things to work productively. This paper aims to examine: 1. The direction of policy, and 2. food security strategies. This paper is carried out from various literature studies from the results of research related to the aspects of the discussion. The results show that 1. The direction of food security policy so far certainly wants to realize food independence from the household to the national level and 2. Indonesia's food security strategy is expected to be able to compete in the future so that an active and responsive government with food security is needed.

Abstract The city bontang is a city in east kalimantan commonly used as a groove, shipping good grooves, private shipping the people and national shipping. groovesThis study attempts to analyze the condition of urban village bontang, kelurahan-kelurahan coastal cities researchers to 3 villages namely, bontang, kuala urban village tanjung sea beautiful and guntung. urban villageIn preparing tipologi-tipologi coastal villages are based on aspects of economic and buday, sosisl and draw up strategic langkah-langkah. area developmentMethods used in this research is a qualitative methodology.Data collection techniques in research is observation and interview.The research results show that typologies and development urban village urban village coastal city bontang on 2016 and 2017 of each of the kelurahan was as follows: urban village bontang kuala decreased as much as two points , and judgment the field of regional and sociological urban village bontang kuala has not changed any .Urban village guntung decreased by one points , assessment the field of regional guntung urban village has not changed any and judgment the field of kemasayarakatan urban village guntung decreased as much as two points .Tanjung the sea beautiful on 2016 to 2017 increased as many as 13 points . Abstract

Studi ini bermaksud mencermati bagaimana efektivitas trans jogja sebagai pelayanan publik yang ada di kota yogjakarta. penataan sistem transportasi harus dilakukan secara terpadu sebagai satu kesatuan sistem transportasi nasional agar mampu mewujudkan tersedianya jasa transportasi yang seimbang dengan tingkat kebutuhan permintaan pelanggan yang layak dengan biaya yang murah sehingga dapat dijangkau seluruh masyarakat, Oleh karena itu penulis bertujuan untuk mengidentifikasi faktor-faktor apa saja yang mempengaruhi evektivitas Trans Jogja sebagai transportasi publik yang sesuai dengan keinginan dan kebutuhan penumpang serta memberikan rekomendasi peningkatan dan pengembangan untuk memperbaiki kualitas layanan Trans Jogja.Penelitian ini menggunakan metode Penelitian yang dimana peneliti menganalisi bagaimana efektifitas trans jogja yang ada di Yogyakarta metode yang digunakan dalam penelitian ini berupa review literatur, analisis kebijakan, dan rekomendasi kebijakan yang ada dalam pelayanan publik terkususnya pada transportasi trans jogja. Hasil dari Penelitian ini Trans jogja merupakan transportasi publik yang hanya beroprasi khusus di kota Yogyakarta. Untuk menunjang kinerja pelayanan, angkutan umum harus berkelanjutan dalam hal transportasi dan kenyamanan pelayanan. Terdapat lebih dari 200 terminal bus Trans Jogja yang tersebar di berbagai lokasi strategis di Yogyakarta untuk kemudahan akses. Selain itu, Trans Jogja mendapat subsidi yang relatif besar. Alokasi subsidi digunakan untuk mendanai pembelian stasiun portabel, pemeliharaan stasiun bus, dan akses CCTV di setiap unit bus. Subsidi ini juga termasuk dalam tarif Trans Jogja yang dinilai sangat terjangkau, dengan hanya mengeluarkan Rp 3.500, penumpang sudah bisa berkeliling menikmati Kota Yogyakarta.

Abstract

Penerapan teknologi informasi sangat dibutuhkan di dalam penyelenggaraan pemerintah desa. Terutama di bidang jasa publik. Penyelenggaraan jasa publik dilakukan oleh pemerintah desa dalam kemudahan akses informasi dan komunikasi. Namun, lain halnya jika jasa publik yang dijalankan tersebut mengalami beberapa kendala seperti kurangnya keterbukaan informasi kepada publik, pelayanan publik yang memakan waktu yang lama, proses yang berbelit-belit, serta layanan yang tak dapat diakses memicu tingkat kepuasan masyarakat berkurang. Hal itu disebabkan oleh banyak faktor, salah satunya, pemerintah desa masih menggunakan sistem manual, yang menghambat proses kinerja pegawai desa dalam memberikan pelayanan publik yang efektif dan efisien. Untuk menjawab masalah yang terjadi, maka Pemerintah Desa menciptakan suatu aplikasi SISPEDAL untuk mempermudah administrasi desa. Penelitian ini menggunakan pendekatan Kualitatif. Teknik pengumpulan data dengan mempelajari literatur dan menggunakan penelitian sebelumnya. Penelitian ini menggunakan teori elemen sukses E-Government dalam sektor publik, yaitu support, capacity, dan value. Hasil penelitian menunjukkan bahwa melalui aplikasi SISPEDAL resmi pemerintah desa Aliantan, pemerintah desa dapat meningkatkan transparansi dalam konteks good village governance dilingkungan pemerintahan desa Aliantan. Abstract

Reforma agraria merupakan operasi untuk mengubah ketimpangan dari struktur penguasaan tanah dan kekayaan alam melalui legislasi dan program pemerintah demi mewujudkan keadilan sosial bagi mayoritas kaum miskin pedesaan. Di Indonesia reforma agraria diatur dalam Undang-Undang Pokok Agraria Nomor 5 tahun 1960. Namun dalam proses pelaksanaannya reforma agraria tidaklah mudah dan kadang tidak berjalan sesuai harapan. Penulis melakukan study literature review terhadap kebijakan reforma agraria di beberapa negara di benua Asia berdasarkan pencarian artikel terindeks Scopus yang diolah menggunakan VOSviewer. SLR ini bermaksud untuk melihat pencapaian reforma agraria di negara lain sehingga dapat diterapkan dan dijadikan pembelajaran di Indonesia. Pada SLR ini menunjukkan reforma agraria di 5 negara di benua Asia yaitu Myanmar, Vietnam, Thailland, Bangladesh dan Cina belum bisa melaksanakan kebijakan reforma agraria dengan baik dan bahkan menimbulkan permasalahan lain dari masyarakat pedesaan. Salah satu negara yang berhasil melaksanakan reforma agraria yaitu Jepang dan sudah dimulai sejak 1946.
