Abstract

Abstract This qualitative research examines the current state of transparency in the management of Papua's special autonomy funds, aiming to unveil the challenges impeding transparency and propose strategies for enhancement. Utilizing secondary data analysis, the study investigates transparency practices, disclosure mechanisms, and the availability of relevant data. Findings reveal significant challenges, including bureaucratic hurdles, legal ambiguities, weak oversight mechanisms, and resistance to transparency initiatives, hindering transparency in fund management. Despite these challenges, the research identifies feasible strategies for enhancing transparency, such as establishing comprehensive disclosure mechanisms, strengthening oversight, engaging stakeholders, and implementing capacity-building initiatives. The study concludes that while achieving transparency in Papua's special autonomy funds poses challenges, it is indeed possible through concerted efforts and strategic interventions. Abstract

City of Surabaya as the second largest metropolitan area in Indonesia has implemented e-Government to support government digitalization. One of the manifestations is the Digital Population Identity or Identitas Kependudukan Digital (IKD), which is regulated in Minister of Internal Affairs Regulation Republic of Indonesia Number 72 of 2022. The action to accelerate the activation of IKD in Surabaya continues to be intensified on the grounds that the availability of KTP blanks is running low, the readiness of service digitization must be improved, and increase community awareness of the usefulness of IKD. The purpose of this study is to identify and analyze Population and Civil Registration Agency or Disdukcapil's strategy in accelerating the activation of IKD in Surabaya and the obstacles in accelerating the current IKD activation. This research uses a descriptive qualitative method that presents data based on the results of interviews, observations, and also documentation. The results showed that the strategy carried out by Disdukcapil in encouraging the acceleration of IKD activation in the community is very good because the services provided are not only carried out 'in the office' but there are also active methods of going directly to the community which are considered more effective in attracting public interest in IKD activation. For the future, the functions and features of IKD must be expanded in order to increase the practicality of the community to get more efficient services in their respective fields of management.

Abstract

As the waste problem grows in Pringsewu Regency, Lampung Province, management efforts are needed that are not only effective, but also involve active community participation. This research aims to examine community empowerment strategies through waste bank management as a step to support sustainable development. Using a qualitative descriptive approach and phenomenological methods, this research includes field observations, in-depth interviews and document analysis. The research results show that waste banks are able to increase public awareness and participation in waste management, starting from sorting, collecting, to recycling. Apart from reducing piles of unmanaged waste, this program provides economic benefits in the form of additional income from recycling, as well as positive social impacts such as increasing community solidarity. However, challenges in the form of a lack of supporting facilities and uneven public awareness need to be addressed immediately. This research confirms that collaboration between the community, government and other stakeholders is critical to stopping this program. With a more innovative and participatory approach, waste bank management can become an effective model for supporting sustainable development at the local level.

Abstract

Efforts to develop tourism potential through tourism awareness groups are carried out because they see the potential of Serang Village. In particular, the potential of natural tourism has not been maximized, and there are also potential crafts, arts and culinary that are still not well managed.  In the context of developing tourism potential, there are several indicators to be able to realize the digitalization of tourist villages, including attraction, amenity, accessibility. The purpose of this research is to find out how efforts to develop tourism potential in Serang Village and the impacts caused after revitalization. The method used in this research is a qualitative analysis method using primary data sources. This research is a field research with a type of qualitative research that uses data collection techniques using observation, documentation and interviews and secondary from mass media news, journals, articles processed using Nvivo12 as a form of data visulization. The results showed that the development of tourism potential has been maximally utilized after revitalization starting from the development of attraction, accessibility, and amenity, where it has an impact on employment opportunities, ownership control and the economy which can be proven by an increase in village revenue, the level of tourist visits and a decrease in the unemployment rate in Serang Village.

Abstract

This paper describes the opportunities for the establishment of Madura Province through an analysis of the capacities and challenges. The analysis is carried out on regional economy quality, equitable development, human resources quality, village development, fiscal capacity, and regional fiscal independence. Expanding regions or creating New Autonomous Regions is frequently the approach taken to enhance governance quality in the regions. Therefore, understanding the scope of the opportunities is crucial. The deepening of opportunities is achieved by analysing the capacities and challenges present in the new regional government. The results, it is known that the regencies on Madura Island have several advantages and challenges. The advantage is having GINI Index, HDI, and IDM ​​that are on average with regencies/cities in East Java. Meanwhile, the challenge is the quality of the regional economy as indicated by the GRDP, that is far below the regencies/cities in East Java. The following challenge is the region's limited capacity and fiscal independence. Compared to the values ​​of other regencies/cities in East Java, the capacity and fiscal independence of the four regencies on Madura Island are still below average. However, the quality of human resources, development, and existing equity can serve as the fundamental capital to maximize the management of the potential that is owned, if granted to become a province. Madura Island has sufficient natural resources and economic potential, with more authority, can be maximized and used to raise the standard of public services and governance, which will benefit the local society.

Abstract

Fiscal efficiency plays a crucial role in addressing interregional disparities in Indonesia through the management of fund transfers. This article aims to analyze the impact of Presidential Instruction No. 1 of 2025 on fiscal efficiency and regional fund transfer patterns. The research employs a qualitative methodology utilizing secondary data analysis from official sources and academic studies gathered between March and April 2025. The findings indicate that the implementation of this policy enhances the efficiency of fund transfer usage; however, it also presents challenges such as regional dependency on central transfers and disparities in fiscal capacity. The discussion reveals that while transfer funds can stimulate economic growth, their effectiveness largely depends on sound management at the regional level, which is expected to optimally utilize funds for local development. This study recommends that improving coordination between central and regional governments, along with enhancing local fiscal management capacity, is essential for the successful execution of this policy. In conclusion, to achieve equitable and sustainable fiscal decentralization goals, more integrated efforts are needed in designing policies that consider local conditions and encourage innovation in regional revenue, thereby minimizing fiscal disparities and maintaining economic growth.

Abstract

Stunting Case Audit (AKS) is a strategic intervention under the national policy to accelerate stunting reduction in Indonesia. Its implementation at the regional level requires comprehensive evaluation. This study aims to assess the implementation of AKS in East Java Province based on the perspectives of implementers at various levels of government. A descriptive quantitative approach was employed, involving 743 respondents comprising members of Village/Kelurahan TPPS, Sub-district TPPS, District/City TPPS, Technical Teams, Expert Teams, and the Stunting Task Force. Data were collected through an online questionnaire and analyzed using descriptive statistics with the assistance of SPSS. The evaluation was guided by the Input-Process-Output model and the "5 PASTI" framework. The study found that most regions had established regulations and institutional structures for AKS. The level of support from the Stunting Reduction Acceleration Teams (TPPS) at all levels was rated high, and the overall quality of AKS implementation was considered good. However, gaps were identified in the availability and understanding of the AKS pocketbook, inconsistency in auditee selection, and uneven follow-up of AKS results. Most respondents acknowledged that AKS is highly beneficial and should be continued. The implementation of AKS in East Java has been fairly effective, though it requires strengthening in technical understanding, dissemination of guidelines, and utilization of audit results in policymaking. Recommendations focus on enhancing implementers’ capacity, optimizing interventions, and expanding multisectoral funding.
