Abstract

Praktik komunikasi yang diperagakan oleh pemerintah dalam menangani pandemi Covid-19 belum menerapkan prinsip-prinsip komunikasi yang efektif. Ini berakibat pada kurangnya kepercayaan publik terhadap pemerintah dalam penanganan wabah yang pada gilirannya dapat memperlambat bahkan menghambat proses penanganan krisis kesehatan ini. Fokus dari rancangan komunikasi risiko adalah pada kegiatan peran serta masyarakat (PSM) sebagai ujung tombak dalam memastikan bahwa norma sosial dan kewaspadaan individu meningkat. Komponen.penting dalam studi ini meliputi 1) pesan penting; jaga jarak, pakai masker, CTPS, Stigma, beribadah di rumah, nutrisi, olah raga. 2) Kebijakan tentang Pembatasan, Kebijakan tentang pembatasan aktivitas Peribadatan, Program pemerintah. 3) Saluran komunikasi; media online, media elektronik dan cetak, media offline. Tujuan dari Studi ini adalah untuk mengetahui efektivitas komunikasi risiko Covid-19 oleh Pemerintah kepada tokoh agama, tokoh masyarakat dan tokoh pemerintahan lokal Desa di Wilayah Jawa Timur, Bali, dan Nusa Tenggara Barat. Lebih jauh, kami berharap tulisan ini dapat memberikan kontribusi praktis bagi para pemangku kebijakan untuk merumuskan strategi komunikasi yang efektif dan relevan untuk menangani pandemi saat ini maupun di masa yang akan datang. Studi ini dirancang dengan pendekatan kualitatif menggunakan Metode Survey. Populasi tokoh agama dan tokoh masyarakat di tingkat Desa di 3 Provinsi. Karakter responden, Individu Berpengaruh di Masyarakat yaitu: tokoh agama, tokoh masyarakat dan tokoh pemerintahan. Penentuan Sampling menggunakan metode ”Purposive Multi-Stage Cluster Sampling”. Studi ini dapat berguna untuk menyusun rekomendasi program yang akan melibatkan tokoh agama, tokoh masyarakat dan tokoh pemerintahan lokal Desa di Wilayah Jawa Timur, Bali, dan Nusa Tenggara Barat.

Abstract

Tujuan Penelitian ini adalah untuk mengetahui dan memahami bagaimana kemitraan berbasis pemberdayaan masyarakat dalam pengembangan wisata mangrove di Desa Bokor Kecamatan Rangsang Barat Kabupaten Kepulauan Meranti. Metode yang digunakan yaitu metode kualitatif, merupakan pengumpulan data pada suatu latar alamiah dengan menggunakan metode alamiah dan dilakukan oleh orang atau peneliti yang tertarik secara alamiah, yakni Kepala Desa Bokor dan Ketua Kelompok Sadar Wisata (Pokdarwis) Bathin Galang Desa Bokor, melalui wawancara, pengamatan dan dokumentasi. Pemerintah Desa Bokor dan Pokdarwis Bathin Galang Desa Bokor mengembangkan inovasi yang penting bagi kesejahteraan ekonomi dan kesejahteraan masyarakat dengan membuat destinasi wisata mangrove. Kemitraan yang terjalin dalam meningkatkan pengembangan wisata mangrove di Desa Bokor mengalami masalah, yaitu kemitraannya tidak berkelanjutan. Hal ini dikarenakan, Pemerintah Desa Bokor dan Pokdarwis Bathin Galang Desa Bokor masih dalam tahap menjajaki atau masih dalam tahap perundingan kepada stakeholders/pihak swasta di Kabupaten Kepulauan Meranti untuk berkontribusi dalam meningkatkan pengembangan wisata mangrove Desa Bokor.

Abstract

The purpose of this study was to determine the implementation of Jatimakmur Village Owned Enterprise Management (BUMDes) in increasing Village Original Income (PADes) in Jatirejoyoso Village. The method used by researchers in this study is descriptive research with a qualitative approach. The data used in this study are primary data and secondary data. Primary data is data from interviews with respondents related to the implementation of Jatimakmur BUMDes management in increasing Jatirejoyoso Village Original Income. According to Article 1 Number (6) of Law Number 6 of 2014 concerning Villages, it is written that Village-Owned Enterprises, hereinafter referred to as BUMDes, are business entities whose entire or most of the capital is owned by separate villages to manage assets, services, and other businesses. for the welfare of rural communities. Then, amended through the Job Creation Act no. 11 of 2020 Article 117 and Article 185 explain that BUMDes is a legal entity established by villages and/or together with villages to manage businesses, assets, develop investment and productivity, provide services, and/or other businesses for the greatest welfare. public. Village Original Income (PADes) is all efforts made by the village government to support the implementation of Village Government in the context of implementing Village autonomy (Law Number 6 of 2014 concerning Villages Article 71). According to the explanation of Law Number 6 of 2014 Article 72 paragraph (1) letter a what is meant by "Original Village Income" is income that comes from village authority in managing village assets based on origin and local scale authority. , results of separated village wealth management, results of self-help, community participation and mutual cooperation, other legitimate village original income (Nurcholis, 2011: 82). Abstract

Abstrak: Perhutanan sosial adalah sistem pengelolaan hutan lestari yang dilakukan dalam kawasan hutan negara atau hutan hak/hutan adat yang dilaksanakan oleh masyarakat tempatan dan masyarakat hukum adat sebagai pelaku utama untuk meningkatkan kesejahteraan, keseimbangan lingkungan dan dinamika sosial budaya. Perhutanan sosial menjadi mandat melalui Peraturan Menteri Lingkungan Hidup dan Kehutanan P-83 Tahun 2016 yang merupakan wujud nawacita Presiden Joko Widodo, capaian perhutanan sosial sampai saat ini masih jauh dari target 12,7 juta hektar pada tahun 2019, capaian perhutanan sosial diseluruh Indonesia baru mencapai 1,3 juta hektar. Riau dalam merealisasikan perhutanan sosial sangat lambat, dari 1,4 juta hektar yang ditargetkan untuk Provinsi Riau baru mencapai 83.928 Hektar di tahun 2018. Penelitian ini menggunakan pendekatan kualitatif deskriptif, yakni berusaha menganalisis pengembangan dan strategi percepatan perhutanan sosial (meningkatkan komitmen kebijakan pemerintah daerah, harmonisasi lingkungan kebijakan dan sinergisitas pelaku kebijakan). Tujuan penelitian ini dilakukan guna menganalisis strategi kebijakan percepatan terhadap lambatnya realisasi perhutanan sosial di Provinsi Riau dan mengetahui faktor apa saja yang mempengaruhi kebijakan percepatan perhutanan sosial di Provinsi Riau. Teknik penggalian informasi penelitian ini dengan wawancara mendalam, studi kepustakaan dan observasi.Hasil penelitian ini menunjukkan strategi percepatan perhutanan sosial ditentukan oleh komitmen pemerintah daerah dalam menyiapkan kelembagaan perhutanan sosial baik dalam upaya peningkatan alokasi anggaran, penguatan regulasi, memfasilitasi pengurusan izin dan pembinaan terhadap pengelolaan hutan. Harmonisasi lingkungan kebijakan berupa political will pemimpin daerah dan kondisi sosial ekonomi dipengaruhi oleh politik legilatif DPRD (Perda RTRW) dan iklim ekonomi kelapa sawit mendominasi penguasaan lahan, Selain itu juga penguatan peran serta sinergisitas pelaku kebijakan (Pokja PPS & KPH) sebagai subjek kebijakan menjadi kunci percepatan perhutanan sosial di Provinsi Riau. Kata Kunci: Strategi, Perhutanan Sosial, Kebijakan Kehutanan.

Abstract

Abstract Small and Medium Enterprises are an important pillar in supporting the economy of the middle to lower class communities. Every region in Indonesia has SMEs but only a few are able to have export quality. Local products that are presented in the form of SMEs are often unable to compete with products from large-scale industries or even unable to compete with imported products. This is a threat to the economic continuity of the middle to lower class communities considering that today's global market opportunities are difficult to stem the flow of imports from other countries. One of the efforts that can be used to maintain SMEs is to improve the quality of SMEs with export standards. Batu City has 365 UKMs spread over 3 districts. This condition shows how UKM has become the economic support for the people of Batu. This research looks at "How are the efforts of the Office of Cooperatives, Micro Enterprises and Trade (Diskumdag) of Batu City in Empowering Small and Medium Enterprises (UKM) for Export Destination Products?" This research uses an interview, observation, and documentation methods. The theory used in this research is development theory with self-help and technocratic approaches and also the concept of community empowerment. As a result, first, the Batu City Government carried out the development of SMEs with a technocratic approach through the KITE IKM (Ease of Imports for Small and Medium Industry Export Destination) program. The technocratic approach is vertical and positions the government as a consultant. Second, the government provides training, mentoring, and facilities. However, out of a total of 365 SMEs, can export. Third, the main obstacle faced is that export quality standards have not been met.

Abstract

ABSTRACT Development a process that is carried out continuously in order to improve social and economic indicators in a region over time. Blitar Regency is one of regions that has made efforts to improve development. However, in reality there are still areas in Blitar which have development gap, the development only focuses on North Blitar compared to South Blitar. This makes researcher interested in going over the Development Gap in Blitar District as a study. This study aims to determine the causes of the development gap in northern and southern Blitar Districts, in education and health from 1999-2014 by using case study of Kanigoro and Bakung Districts. In this study, direct interviews were conducted with all actors involved with several indicators from education and health sectors which were analyzed using qualitative method. The results of the analysis are presented through interviews which indicate that the causes of development gap in northern and southern Blitar in the education sector are the construction of supporting facilities more focused in Kanigoro District as the downtown, while in Bakung District is only for building maintenance. So, that the school supporting facilities in the Kanigoro District are more complete compared to the Bakung District. Furthermore, development gap also occurs in the health sector, the health center facilities in Kanigoro District does not yet have hospitalization, while in Bakung District has 6 beds for hospitalization. However, Kanigoro District still has a more complete quality of health because in the Kanigoro District there is a Medika Husada Hospital and close to the Ngudi Waluyo general hospital in Wlingi District.

Abstract

Government policy in the formation of smart cities in the city of Surabaya is an embodiment of the implementation of e-government programs. With this regional innovation, it will aim to improve the performance of local governments. The target of regional innovation must be directed to accelerate the realization of welfare in society by improving the quality of public services. The purpose of this study is to determine the differences in the potential of each region will affect where the concept of smart city will be built, both from differences in natural resource factors, and human resources. This research method uses descriptive qualitative research using a literature study approach. The indicators in determining the success of Surabaya City Government's policy in realizing smart city are examined using Edward III's implementation theory. The results of research through 4 studies of the implementation concept of Edward III, the Surabaya City Government in carrying out the implementation of the policy can be said to be successful, the success of the implementation of the Surabaya City Government's policy can be proven by the Surabaya City Government through the efforts made in realizing Smart Government, Smart Economy, Smart Environment, Smart Living , Smart People, and Smart Mobility.

Abstract

This research aims to describe the effectiveness of e-goverment in the village of Ketapang District Kalipuro, Banyuwangi regency that implements the concept of Smart Kampung initiated by Banyuwangi Regency Government. The research used methods of literature study by analyzing the results of previous research with a variety of written sources of archives, books, articles, and journals with several documents relevant to the problems studied. The results of this research show the effectiveness of Smart Kampung program goes well. It can be seen from the input and output factors proposed in the compatibility theory proposed by Ali Muhiddin (2009). With holding of training and mentoring regularly and providing scholarships to the village apparatus to continue the education in order to be a superior human resources. The Ketapang village government is also very utilizing the utmost technology by using hardware and software to support the implementation of Smart Kampung innovations. The obstacles that stand out in this case are the problem of Internet networking is crucial to organize the Smart Village Innovation program based on information technology. Penelitian ini bertujuan untuk mendeskripsikan efektivitas e-goverment di Desa Ketapang Kecamatan Kalipuro, Kabupaten Banyuwangi yang menerapkan konsep Smart Kampung yang digagas oleh Pemerintah Kabupaten Banyuwangi. Penelitian ini menggunakan metode studi literature dengan menganalisis hasil dari penelitian terdahulu dengan berbagai sumber tertulis berupa arsip, buku, artikel, dan jurnal dengan beberapa dokumen yang relevan dengan permasalahan yang akan dikaji. Hasil penelitian ini menunjukkan efektivitas program Smart Kampung berjalan dengan baik. Hal tersebut dapat dilihat dari faktor input dan output mengacu pada teori efektivitas yang dikemukakan oleh Ali Muhiddin (2009) . Diadakannya pelatihan dan pendampingan secara rutin serta memberikan beasiswa kepada aparatur desa untuk meneruskan pendidikan agar nanti dapat menjadi SDM yang unggul. Pemerintah Desa Ketapang juga sangat memanfaatkan tekhnologi secara maksimal dengan menggunakan hardware dan software untuk mendukung pelaksanaan inovasi Smart Kampung. Adapun hambatan yang menonjol dalam hal ini yakni, masalah jaringan internet merupakan hal yang krusial untuk menyelenggarakan program inovasi Smart Kampung yang berbasis tekhnologi informasi.

Abstract

The West Java Provincial Government issued a New Life Adaptation (AKB) policy in response to the implementation of a ‘new normal’ that will be implemented in the cities and districts among West Java Province. Conceptually this AKB policy needs to be assessed whether the substance is in line with the guidelines from the World Health Organization (WHO) and the Government or is a new and different concept? Empirically what issues and opportunities arise when the AKB policy is implemented?. This research uses a qualitative approach with descriptive methods, data collection is taken from secondary sources in the form of government reports, books, journals and other relevant sources. The results revealed that the AKB policy was substantially the adoption of the the new normal guidelines from the World Health Organization (WHO) and the Government. The issue that arises empirically is how the implementation of the AKB policy can minimize the spread of COVID-19 in line with the sustainability of community activities. Efforts to be made by the West Java Provincial Government in the future are to synergize AKB policy at the provincial level with AKB policy at the city and district level, as well as educating and disseminating information about COVID-9 and AKB Policy to the public.

Abstract

Tourism Awareness Group or abbreviated Pokdarwis is a self-help and self-help group that grows from, by and for the community and aims to enhance the development of regional tourism and succeed tourism development by becoming a government partner in raising public awareness in the field of tourism, increasing human resources, encouraging the realization of Sapta Enchantment, enhancing the quality of products and tourism. This research uses descriptive qualitative method, which is the subject and object of this research is the Tourism Awareness Group (Pokdarwis) of Andang Taruna Banraas Village. Tourism Care (Study in Banraas, Gili Iyang Madura Island). The role of Pokdarwis Andang Taruna is able to act as a mobilizer for the community where the community has provided support and role as host in efforts to create an environment and conducive atmosphere that is able to encourage the growth and development of the tourism industry and the realization of sapta charm. The role as a partner has been carried out by Pokdarwis Andang Taruna in the form of activities and programs carried out by involving the Government and other parties related to the development and construction of tourist facilities such as lodging, transportation, culinary and etc. although there has not been a maximum cooperation between Pokdarwis and the Government so that there are obstacles in realizing the character of caring tourism.
