Abstract

This research aims to describe and analyze the implementation of the Poverty Reduction Policy in the Perspective of Political Economy in Medan Belawan District, Medan City. The research method used is descriptive research method with a qualitative approach. The results showed that the implementation of poverty reduction policies in Medan Belawan sub-district from the perspective of political economy has been running quite well. The whole series or process of activities starting from the initial socialization, reflecting on poverty, implementing the program, monitoring the program all went quite well. The success of the Poverty Reduction Policy is greatly supported by the effectiveness of the implementing organizations in providing learning, mentoring, independence, for the poor. The obstacle that occurs in the implementation of this policy is that there are still poor people, most of whom are traditional fishing workers who have not received the benefits of assistance programs from the Government. This caused some of their children to drop out of school to work to help their parents.

Abstract

This research explains the change in the nomination quota for members of the Provincial DPRD (DPRA) and Regency / City DPRD (DPRK) members for local political parties in the 2019 Election in Aceh Province from a quota of 100 percent to 120 percent based on the number of seats that have been assigned to each electoral district, because the provisions of the LoGA stipulated in the Aceh Qanun are different from the national provisions. The change in the quota cannot be separated from the influence of requests made by DPRA members who are cadres of one of the local political parties. As a political actor at the local level, this request is supported by various motives. To analyze motives, the researchers looked at the reasons local actors asked for changes in nomination quotas. This research is a type of qualitative research by collecting data through interviews, observation and library data, then the data that has been obtained is analyzed by content. Research findings show that actors use an integrative model to get special treatment for local political parties in the 2019 elections, actor actions in achieving preferences, interactions between institutions and instruments or institutional rules, it is found that apart from maintaining the specificity of Aceh, the request for a 120 percent quota for political parties is found. The local background is also motivated by the motive of the interests of actors and their groups, namely becoming incumbent candidates and accommodating many candidates for DPRA and DPRK candidates from the Aceh Party.

Abstract

The purpose of this study is to describe and explain the origins, causes and impacts of the emergence of dynastic politics in Mangaledang Lama Village, Portibi District, Padang Lawas Utara Regency. The form of this research is qualitative research with descriptive analysis, to describe and explain in depth the origins, causes and impacts of the dynastic politics. The result of the research states that starting from Daman Huri Siregar who was elected as village head from 2001 - 2011 (two periods), after that there was a desire to rule by passing his power to his own younger brother through the election of the village head. The contributing factor is the ownership of economic capital that is financially stable, has social capital such as a strong network among the community, has symbolic capital, namely the siregar clan which is known as the dominant ruling clan so that when compared to other clans, it is far less in number than the siregar clan. The impact is that power only circulates in the family itself, so that opportunities / opportunities for other people to get rights in the political and governmental sphere are not obtained. Therefore dynastic politics will be very detrimental to others and have an impact on a good system of government and a democratic system because opportunities for people who are capable and capable do not get opportunities in the political process.

Abstract

Online media in the era of digitalization has become an alternative choice for people in seeking information to replace conventional mass media. This study aims to see the relationship of online media in the development of tourist destinations in Gedung Juang45 in Bekasi Regency. This research uses a qualitative descriptive method, with the Pan and Kosicki framing analysis technique. The online media studied was Tribunnews to see news narratives in the 2019 to 2020 period using discourse analysis. News was analyzed by selecting topics related to the development of the Gedung Juang45 in Bekasi Regency on the Tribunnews Online Media Content. There were two news stories in March and August 2019, which mostly criticized the Bekasi Regency Government (Pemkab. Bekasi). On the other hand, when entering February to December 2020, researchers managed to find 13 supporting news for Pemkab. Bekasi regarding the construction of the Gedung Juang45. The results showed that of the 13 news, there is the same narrative to form the image construction of the Pemkab. Bekasi in increasing tourism, especially the Gedung Juang45 Tourism Destination.

Abstract

This paper aims to examine the bureaucratic pathology of waste management in Sinjai Regency as well as the government's efforts to deal with the pathology that occurs. The type of research used in this research is qualitative which will provide a factual picture of the research objectives. The results showed: the form of pathology found, namely Disfunctions of bureaucracy and Mal-Administration of the government structurally must implement waste management policies, namely the facilities and infrastructure must comply with regulations and the performance of officers who should run according to their duties and functions Efforts that must be made by the government, namely guidance and supervision of the regulations that have been set and contained in the regional regulations of Sinjain Regency number 10 of 2017 must be maximized. The efforts made by the Sinjai Regency government in overcoming the form of bureaucratic pathology faced in the implementation of hygiene policies, namely the lack of guidance, such as education on awareness of cleanliness to the public and supervision of people who are still littering in any place carried out at every level of government starting from the Regency level, the District level to the village level.

Abstract

The issue of the food crisis sticking out long before the Covid-19 pandemic occurred since 2008 and has become a hot topic discussed by regional and global institutions. The recommendation to maximize the private or corporate sector with the support of global scale financialization to move investment in the field of food production is one of the "goals" of the recommendation to create a large-scale food warehouse called a "food estate". This paper aims to analyze the assumptions of the Food Estate Program in Papua. Discussing the assumption that the assumptions of the offices tend to be late so that the importance level is low, there should be an effort to analyze it before there is a decision making, even if the MIFEE program from the central government. The assumption that the community feels disadvantaged by the existence of the MIFEE program, that the loss of forests due to deforestation and the loss of a foraging culture due to ethnocide has led to the disadvantaged community to give the MIFEE proposal a review. The presence of DPRD and NGOs is weak and only able to slow down the program, not until it is canceled. The government as the upper-right quadrant actor has clear strengths and important assumptions, because it is supported by economic and political plans and is oriented towards economic growth. The conclusion is that the assumption of the offices tends to be late even though the MIFEE program from the central government, the assumption of the people who feel disadvantaged by the existence of the MIFEE program, is that the presence of DPRD and NGOs is weak and it slows down the running of the program. The government as an actor in the right-hand quadrant has clear strengths and important assumptions.

Abstract

The purpose of this study was to analyze the implementation, constraints and impact of the implementation of the cash for work program in Karang Gading Village on the poverty of the people of Karang Gading Village, Labuhan Deli District, Deli Serdang Regency. This research uses a qualitative descriptive method, to make descriptions, pictures, or paintings systematically and accurately about the facts, characteristics and relationships between the phenomena being investigated. The results showed that the implementation of the cash for work program from the Karang Gading Village Fund on the concrete rebate activity for sirtu hoarding in Dusun VI for the 2020 fiscal year the results were not optimal, this can be seen from four aspects in accordance with Edward III's theory of communication that is not yet optimal, Resources are inadequate, the Bureaucratic Structure is not completely well organized, and only the Disposition / Attitude is sufficient, the obstacles faced are inadequate human resources, and minor conflicts in the form of protests from villagers who are not empowered as workers or recipients. Village Cash Workforce Wages and rumors circulating that the Village Head and TPK only empower families and relatives as workers / recipients of Village Cash Workforce wages.

Abstract

This study aims to examine the sustainability of the ex-PNPM Independent Rural Women's Savings and Loan (SPP) in improving the economy of the Sei Rampah sub-district community. Methodologically, this research uses qualitative methods with a descriptive approach. Data collection techniques are interviews, focused group discussions (FGD), and observation of the processes and results of SPP activities in Sei Rampah sub-district and collect secondary data in the form of literature studies on literature, documents, scientific writings and similar research studies related to the problem research. Data analysis was performed by reducing data, presenting data and drawing conclusions. The result of this research is that the sustainability of SPP Ex PNPM MPd funds is still continuing and developing very well with significant benefits for improving the economy of the poor. The institution that manages the SPP ex PNPM MPd fund is the BKAD which is reorganized through inter-village deliberations which are determined as joint decisions of the village head. The BKAD institutional status is still ad hoc and has not been transformed into a legal entity. The Ex-PNPM MPD Women's Savings and Loans Program (SPP) has not joined into a business unit within the Joint BUMDesa so that business development has not been maximized and utilization and loans have not been evenly distributed to all poor households.

Abstract

This research aims to find out how the parenting pattern is conducted by Indonesian women who experience mixed marriage where they marry foreign men and live in their husbands’ countries. The research method used is Qualitative with Phenomenological approach.  Using Purposive Sampling Technique, five Indonesian women were gathered as informants where 3 of them live in Europe :  The United Kingdom, The Netherlands and Germany while 2 others live in Canada. Data collection was conducted using online questionnaire and semi-structured interviews to be further analysed using Interpretative Phenomenological Analysis (IPA)  to reveal in detail how participants interpreted their personal and social worlds. The results show that participants conduct Democratic parenting style; a combination of  appreciation for the individuality of the children and  efforts to shape social values gradually. This parenting pattern was formed by building an agreement with their husbands towards  their own religions and Indonesian cultures. The country provision and protection of children aged 18 to have the rights to live separately from their parents has encouraged participants to conduct some particular standards for their children. Additionally, the results  show that participants managed to conduct similar parenting style held by their parents.

Abstract

This study aims to see the winning strategy of the candidate pairs for Jokowi and Ma'ruf Amin in the 2019 presidential election, especially in terms of political imagery. Using Newman and Shet's theory by looking at reinforcement strategies, rationalization strategies, inducement strategies, and confrontation strategies. The method used is descriptive qualitative research methods through in-depth interviews and literature review. Primary data was obtained through interviews with resource persons, namely the success team and volunteer team for the Indonesia Maju coalition, secondary data consisting of books and related documents. The results showed that the candidate pairs Jokowi and Ma'ruf Amin tried to carry out various strategic tactics in order to present themselves as candidates who had a populist image, were liked, were honest and had a dominant ideology of democratic-socialism.
