Abstract

Studi ini tentang kebijakan pelestarian dan perlindungan hutan yang tertuang dalam peraturan daerah Kabupaten Rokan Hilir. Ini merupakan indikator bahwa keutuhan cakupan luas hutan bermuara dari lahirnya kebijakan. Penelitian ini bertujuan untuk menyelidiki penyebab utama kegagalanimplementasikebijakanterhadapcakupan luashutan.PendekatankualitatifPenelitian dengan menggunakan metode observasi digunakan sebagai desain penelitian. Penelitian ini dilakukan selama Maret-Agustus 2020 di Kabupaten Rokan Hilir, Provinsi Riau. Sampel penelitian ini dibagi kepada locus objek, yaitu sampel expert sebagai responden yang diperoleh melalui accidental sampling yang ikut terlibat dalam proses dan pelaksanaan kebijakan. Hasil penelitian ini menunjukkan bahwa kebijakan pelestarian dan perlindungan hutan di Kabupaten Rokan Hilir dipengaruhi oleh faktor kepentingan, lemahnya penegakan hukum, dan apatisme. Pemerintah daerah danmasyarakat lokal belum memiliki kepekaan terhadap keberlangsungan lingkungan, mereka hanya melihat hutan hanya dari perspektif ekonomi, serta kemungkinan menguntungkan mereka dan masyarakat tanpa memahami bahwa kedaulatan hutan bukan semata-mata menjadi warisan tetapi titipan yang harus dijaga bersama.

Abstract

Kegiatan Pengabdian Kepada Masyarakat ini bertujuan untuk mengetahui dan menggali faktor-faktor penyebab sehingga Karang Taruna tidak berjalan dengan baik, untuk mengetahui penguatan kelembagaan Karang Taruna dalam pembinaan dan pengembangan generasi muda. Selain itu, Kegiatan Pengabdian Kepada Masyarakat ini juga bertujuan untuk memberdayakan Karang Taruna dalam pengelolaan sampah berbasis masyarakat guna meningkatkan kesejahteraan sosial, serta perbaikan kondisi lingkungan dengan memberikan program yang inovatif dan solutif bertempat di Desa Kuta Buluh Kecamatan Tanah Pinem Kabupaten Dairi. Metode yang digunakan dalam pelaksanaan Pengabdian Kepada Masyarakat berupa metode penyuluhan, pelatihan, dan tanya jawab. Kegiatan ini dimulai dengan Focuss Group Discussion (FGD) bersama karang taruna sebagai mitra, observasi Desa Kuta Buluh yang terdiri dari 4 (empat) dusun dan dilanjutkan dengan kegiatan inti berupa kegiatan sosialisasi dan pelatihan penguatan kelembagaan, sosialisasi dan pelatihan tentang pemberdayaan karang taruna dalam pengelolaan sampah desa berbasis masyarakat dalam optimalisasi organisasi menuju budaya bersih lingkungan di Kantor Kepala Desa Kuta Buluh. Melalui kegiatan yang telah dilaksanakan, hasil yang dicapai adalah: (1) Tersosialisasinya program pengelolaan sampah yang ramah, (2) Terbentuknya organisasi karang taruna pegiat sampah, (3) Tersedianya sarana tempat sampah, (4) Terselenggaranya kehidupan masyarakat yang sadar akan sampah dalam menjaga kebersihan lingkungan, (5) Tersedianya tempat penampungan sampah sementara. Kegiatan pengabdian seperti ini dapat dilaksanakan secara rutin baik di lokasi yang sama maupun di lokasi yang berbeda untuk meningkatkan pengetahuan kelembagaan karang taruna dan permasalahan pengelolaan sampah desa.

Abstract

This research aims to describe and analyze the implementation of the Poverty Reduction Policy in the Perspective of Political Economy in Medan Belawan District, Medan City. The research method used is descriptive research method with a qualitative approach. The results showed that the implementation of poverty reduction policies in Medan Belawan sub-district from the perspective of political economy has been running quite well. The whole series or process of activities starting from the initial socialization, reflecting on poverty, implementing the program, monitoring the program all went quite well. The success of the Poverty Reduction Policy is greatly supported by the effectiveness of the implementing organizations in providing learning, mentoring, independence, for the poor. The obstacle that occurs in the implementation of this policy is that there are still poor people, most of whom are traditional fishing workers who have not received the benefits of assistance programs from the Government. This caused some of their children to drop out of school to work to help their parents.

Abstract

This research aims to analyze the implementation of the Medan Outer Ring Acceleration Area Program in the Medan Tuntungan District and to find out the supporting and inhibiting factors. The research method used is descriptive research method with a qualitative approach. The results showed that the implementation of the accelerated development program for the outer ring region in Medan Tuntungan District was effective and was able to add and improve several facilities and infrastructures, not only road infrastructure, health infrastructure, educational infrastructure, but also added economic infrastructure. Factors that support infrastructure development in the District of Medan Tuntungan include Support of all citizens to government policies through proposals submitted to the Medan City Government regarding the need for infrastructure development in the District of Medan Tuntungan, in the context of accelerating regional development. Factors hampering infrastructure development in Medan Tuntungan Subdistrict are the lack of public awareness of the use and maintenance of infrastructure provided by the government, so that conditions are easily damaged and the limited regional budget for infrastructure development.

Abstract

This research aims to describe how the implementation of the policy to accelerate economic recovery and people's lives during the covid-19 pandemic in Medan Deli District and analyze the Supporting and Inhibiting Factors. The method used is descriptive research method with a qualitative approach. In-depth interviews with various stakeholders in the policy. The analysis was carried out qualitatively. The results of this study indicate that the implementation of the Policy for the Acceleration of Recovery of Economic Resilience and Community Life during the Covid-19 Pandemic in the Medan Deli District has been going quite well. The whole series or process of activities starting from initial socialization, poverty reflection, program implementation, program monitoring all went quite well. The success of the Policy to Accelerate the Recovery of Economic Resilience and Community Life During the Covid-19 Pandemic is strongly supported by the effectiveness of implementing organizations in providing learning, mentoring, independence, for underprivileged communities affected by the COVID-19 pandemic. The obstacle that occurs in the implementation of this policy is that there are still people who should be entitled to benefit from this policy program, do not receive social assistance, this is because they are not recorded in the list of beneficiaries. The weak data collection carried out has caused some problems in the distribution of social assistance.

Abstract

Permasalahan sektor pertanian di Indonesia memiliki berbagai persoalan. Mulai dari persoalan kesejahteraan petani, dan konflik agraria yang berlangsung lama. Akibatnya kedaulatan pangan menjadi terancam. Momentum hari pertanian menjadi salah satu kesempatan melihat permasalahan sektor pertanian. Penelitian ini bertujuan untuk memahami pola distribusi dan menemukan pemain kunci dalam distribusi percakapan hari tani di media sosial. Metode menggunakan Social Network Analysis (SNA). Hasil menunjukkan jaringan yang terbentuk memiliki keterikatan antar aktor yang kuat. Isu pertanian menarik perhatian aktor untuk terlibat dalam percakapan, sehingga memunculkan aktor dominan. Interaksi yang terjadi tidak berlangsung lama, dan terdapat penurunan interaksi dihari. Wacana yang berkembang di hari pertanian tentang kesejahteraan petani, pupuk dan kedaulatan agraria. Abstract

This study examines film The Interview to determine hegemonic process of political power relations in American films. North Korea is known as a closed country that strongly opposes western domination, especially America. Foreign media always describe North Korean government as a dictator, meaning absolute power of leader. In contrast, film The Interview depicts a humorous figure of North Korean leader by showing figure of Kim Jong Un who enjoys American culture. The plot of Twits in this film depicts uprising that took place to make North Korea a democracy. Qualitative descriptive research method is used in analyzing film through approach of Gramsci hegemony theory about how hegemony process in the film The Interview. Data collection techniques through literature examination include books, journals, documents, and films. Data reduction, data visualization, and drawing conclusions are data analysis activities. The results of study show that dominant group tries to exert influence with concepts of mastery in a persuasive manner by presenting reality from a different point of view. The dominant people here are Americans who are trying to change mindset audience by seeing North Korea as an oppressed people. Leaders who have been known to be assertive, such as Kim Jong Un, who is feared by people, are portrayed as humorous figures with a love for American culture, which is a clear fact in their development that they often experience political tensions.

Abstract

Social Order Policy is designed by Batam City Government in Batam City Local Regulation No. 6 Year 2002. Through the implementation of this policy, which regulates that Batam City is a city that prohibits begging or vagrancy, which can disturb social order in green lanes and public places such as roads, restaurants, tourist attractions, and others. This research aims to find out and describe the Implementation of Social Order Policy (Free Area for Beggars and Vagrants) in Batam City. The type of research used by researchers is descriptive using a qualitative approach. Data collection techniques in this research were conducted by interview, observation, and documentation techniques. The data obtained was analysed using indicators of Policy Implementation theory according to Edward III which includes disposition, bureaucratic structure, resources, and communication. And analysed using political perspectives and human rights. This research found that the Implementation of Social Order Policy (Free Area for Homeless and Beggars) in Batam City has been running, but the implementation has not been done optimally. Various efforts have been made by the Social and Empowerment Agency of Batam City in handling the problem of beggars and vagrants, namely by conducting outreach efforts, then providing guidance and training for beggars and vagrants. Then also to support the process of implementing this policy, an outreach team / Quick Reaction Team (TRC) was formed, then a rehabilitation building was built UPTD P2PMKS Nilam Suri. However, there are also inhibiting factors, namely the commitment and consistency of the outreach officers are still considered lacking, then the training and guidance conducted at UPTD Nilam Suri has not been able to fully benefit the beggars and vagrants. In addition, the government, which is fully responsible for the rights of beggars and homeless people, is not fully able to fulfil and overcome the existing problems.
