Abstract

The Korean Wave (K-wave), also known as Hallyu, is the term used to describe the phenomenon of Korean pop culture, including TV dramas, movies, pop music, fashion, and online games, becoming widely popular and shared among the people of Japan, China, Hong Kong, Taiwan, and other Asian nations. Korean pop music, also known as K-pop, became a major component of the second K-wave after the first K-wave's drama-focused craze. Additionally, K-pop's fanbase has grown outside of Asia to the West thanks to the quick adoption of social media platforms like YouTube and Twitter. The popularity of K-pop throughout the world helps to improve the perception of "Korea" and has a positive effect on the Korean economy. According to reports, Korea has 1,000 active entertainment agencies in addition to the "big three" record labels and agencies: SM Entertainment, YG Entertainment, and JYP Entertainment. In this instance, we talk about the K-pop phenomenon's global appeal and how social media has contributed to the genre's recent boom. Our lessons on how to manage social media strategically, with a focus on the major agencies mentioned above, include: aligning your strategic business model with social media; maximizing different social media channels; enticing customers with on- and offline promotions; and stimulating audience with exclusive content.

Abstract

This study undertakes an analysis of the implementation of Supreme Court Regulation (Perma) No. 1 of 2016 concerning Mediation Procedure I in the settlement of divorce cases during the COVID-19 pandemic at Religious Courts in Medan City, while also identifying inhibiting factors. A descriptive qualitative research method is employed due to the nuanced nature of the issues at hand. Key informants (Vice Chairman of the Religious Courts in Medan City), main informants (mediators), and additional informants (court clerks) constitute the research subjects. Data collection methods encompass observation, interviews, and documentation. Data analysis includes data reduction, presentation, conclusion drawing, and verification, with data validity confirmed through triangulation. The implementation of Perma No. 1 of 2016 is evaluated through the lens of Edward III's theory, encompassing communication, disposition, resources, and bureaucratic structure. However, the appointment of mediator judges remains suboptimal. Mediation of divorce cases at the Religious Courts in Medan City is perceived as less effective, supported by the limited number of successfully mediated cases. Inhibiting factors include the scarcity of mediator judges, inadequate accessibility to mediation rooms for many individuals, and a lack of public awareness regarding the significance of mediation in case settlements.

Abstract

This article explores the participation of individuals with special needs/disabilities in the 2019 legislative elections in Medan City. Despite numerous regulations governing the rights and participation of disabled voters in elections, their political rights, particularly the right to vote, are often overlooked in practice. This is evident in their low participation rates in elections, especially in Medan City. The research aims to assess the level of participation and political behavior of disabled individuals in elections and evaluate the efforts of the Medan City Election Commission (KPU) in enhancing their participation. The research method employed is qualitative descriptive, using interviews and in-depth analysis as data collection techniques. The findings indicate inaccurate data regarding disabled individuals in Medan City and low participation rates due to the lack of professionalism among polling station officers in data collection and services. This study recommends recruiting polling station officers based on qualifications and relevant experience to provide maximum and professional services in their duties. The data updating process should also be improved through collaboration between election organizers, the Department of Social Affairs, and the Department of Population and Civil Registration to collect data on disabled individuals in Medan City more effectively. Abstract

This research aims to investigate the implementation of policies related to customary land and indigenous rights in Central Kalimantan Province, Indonesia. The research method employed is qualitative analysis involving field surveys, interviews with stakeholders, and analysis of policy-related documents. Theories related to public administration and customary law are used as frameworks for analyzing the policy implementation process. The results of the discussion reveal several challenges in policy implementation, including the mismatch between customary and national laws, land conflicts, and the lack of accurate information provided to indigenous communities. Despite efforts to align policies and improve their implementation, there are still obstacles that need to be addressed to achieve better recognition and protection of customary land and indigenous rights of Dayak indigenous communities in Central Kalimantan Province.

Abstract

This research investigates the periodic implementation of an Early Warning System (EWS) using the Table Top Exercise (TTX) method to assess its effectiveness in enhancing community preparedness for disasters. Specifically, it analyzes the utilization of the Early Warning System as a disaster communication medium through the Table Top Exercise method and identifies challenges faced within the Disaster Risk Reduction Forum in Gung Pinto Village, Kec. Namanteran District, Karo. The study focuses on the People-Centered Early Warning System and the incorporation of Local Wisdom in the Early Warning System. The research employs the Knowledge Construction Theory as its theoretical framework. Data is gathered through interviews, observations, and document analysis, with qualitative analysis methods applied. The study concludes that the implementation of an Early Warning System (EWS) can significantly mitigate risks and safeguard communities against disaster impacts. Additionally, it highlights challenges such as limited information accessibility, resource constraints, and time limitations in the process.

Abstract

This article aims to measure the efforts of the General Election Commission (KPU) of Sleman Regency in providing transgender political education. The problem is focused on the lack of transgender political awareness so the KPU of Sleman Regency has an important role there. In order to approach this problem, a theoretical reference from Suryanef regarding the model of beginner voter education by democracy volunteers is used. The data were collected through qualitative methods and case study approaches, with data collection techniques in the form of interviews and literature studies and data analysis techniques using Nvivo 12 Plus. This study concludes that: (1) The voter education strategy of the KPU reaches out by researching several transgender groups through specific approaches ranging from opening communication to discussing the issue of when to implement their political education; (2) the political education materials, in general, of the KPU raise material on the function of elections, the system of electoral stages, and how to be a smart voter in exercising their right to vote when voting takes place; and (3) The political education methods provided are packaged in a variety of non-formal ways, namely in the form of seminars, lectures, visits, and interactive discussions. The obstacle felt by the Sleman Regency KPU is that there is no clear SOP for implementing political education because it is still conditional or has not been properly programmed. So this is a big challenge for them in realizing the consistency or sustainability of transgender political education in the future.

Abstract

This article aims to analyze the implementation of banking credit restructuring policy for Micro, Small, and Medium Enterprises (MSMEs) during the COVID-19 pandemic at PT. Bank Rakyat Indonesia (Persero). The focus of the research is on the aspect of implementing banking credit restructuring policy. To comprehend this issue, the theoretical framework proposed by Ripley and Franklin is employed, which emphasizes three key aspects: (1) the level of bureaucracy's compliance with higher-level regulations, (2) the smooth execution of routines without hindrances, and (3) the achievement of goals and intended impacts of all existing programs. A qualitative approach is utilized to explore and understand the perspectives of individuals and groups involved in this social issue. Data collection is conducted in two phases, with the first involving direct observation, documentation, and in-depth interviews to achieve the research objectives. Data analysis adopts a descriptive approach with qualitative methods, including data condensation, data display, and verification. The study concludes that the implementation of banking credit restructuring policy for MSMEs during the COVID-19 pandemic, as examined in the case study at BRI KCU Palembang A Rivai in Palembang City, aligns with the framework proposed by Ripley and Franklin. This research provides valuable insights into how the policy is executed and its impact on the MSME sector. Therefore, this article has the potential to contribute significantly to the understanding and improvement of banking credit restructuring policy implementation in the future.

Abstract

This study aims to analyze the implementation of the Family Hope (PKH) program policy as an effort to alleviate poverty in Medan City with an Implementation Theory approach according to Van Metter and Van Horn theory. The approach used in this study is a qualitative approach. The data collection techniques used are through observation, interviews, and documentation. Data analysis techniques according to Miles and Huberman offer a general pattern of analysis by following an interactive model carried out with the stages of data collection, data reduction, data presentation, and conclusions. The results of the research on the Implementation of the Family Hope Program (PKH) Policy as an Effort to Alleviate Poverty in Medan City can be said to be not optimal, according to the 6 variables that the author uses from Van Metter and Van Horn's theory, namely: (1) Size and Purpose The policy does not have mapping in implementing this program so there is still a misunderstanding between the implementers and the target recipients of this assistance. (2) Human resources are adequate, but the budget for distribution is still a problem, (3) Characteristics of implementing agents in accordance with SOPs (standard operating procedures) and tupoksi, (4) Communication between implementing organizations is still minimal in coordinating with other organizations. (5) The dispositional attitude of the Executors has supported and carried out their respective duties. (6) The social, economic and political environment is supportive so that it affects the beneficiaries.

Abstract

This article has two objectives, the first is to find out the organization's performance, and the second is the feasibility of West Sulawesi University becoming a State University with a Public Service Agency (BLU). The approach used in this research is descriptive qualitative research. Data collection techniques are through interviews, documentation, and observation. Data analysis techniques used in analyzing Organizational Performance and Feasibility to Become PTN BLU (Case Study of West Sulawesi University) There are several steps: data reduction, data presentation, and conclusion drawing. The results achieved are that the organizational performance of the University of West Sulawesi has not met the requirements to change status from working unit to BLU. The University of West Sulawesi is not yet able to implement a full public service agency management pattern where the requirements are substantive requirements, technical requirements, and administrative requirements must be met optimally, but Universitas Sulawesi Barat has gradually been fulfilled to become a BLU, where the reference is from the 3 existing requirements. Substantive and technical requirements have been fulfilled but administration has not been fulfilled.

Abstract

This article aims to analyze the fulfillment of Ecological Justice in the implementation of spatial policy in Palembang City based on the implementation of the international regime, namely SDG's point 11. The achievement of sustainable cities is a focus to see how the fulfillment of environmental justice is formed in the process of implementing regional spatial policy carried out in Palembang city. Using Kuehn's concept of Ecological Justice, look at the implementation of regional spatial policy with four aspects, namely distributive, corrective, procedural and social. An exploratory descriptive qualitative method with data collection techniques used literature studies and interviews. The findings obtained include the implementation of distributive justice with various programs, however, the problem that is still the main obstacle is the need to pay attention to the city's green areas. In corrective justice, environmental policies already exist, but it is necessary to maximize law enforcement. In implementing procedural justice, policies are made that do not focus on targeting elements of community needs. The involvement of the community and NGOs in policy-making is still minimal. In terms of social justice, there is still a lot of community production land, open green areas, and protected land such as swamp land which is used as economic and residential areas which are exacerbated by regulations issued by the government which is a source of environmental damage. Through the findings above, it is hoped that policy formulation and implementation processes can be further maximized to achieve environmental justice in Palembang City.
