Abstract

Indonesia is a country that can conduct dialogue and humanitarian diplomacy to the Myanmar government related to the issue of humanitarian crises that occur in the Rohingya ethnic group in Myanmar. This is evidenced by the acceptance of Indonesia as a dialogue partner in talks related to humanitarian diplomacy which aims to open up humanitarian space so that humanitarian assistance can be channeled to the victims of the humanitarian crisis that occurred. The policy of providing humanitarian assistance is inseparable from the dilemma faced by Indonesia both internally, bilateral relations, and international norms and rules. This paper aims to describe the dilemma faced by Indonesia in the policy of providing humanitarian assistance that departs from the historical proximity of Indonesia and Myanmar, the non-intervention rules of ASEAN, the international norms of Responsibility to  Protect  (R2P) and the Islamic identity in Indonesia which constitutes the majority’s identity which urges the government to take responsive actions to resolve the humanitarian crisis. Findings from the paper describe much that was done by Indonesia. Of the various dilemmas faced by Indonesia, the biggest supporting factor in actions taken by Indonesia is the insistence of Muslim identity to take action based on shared identity with victims of the crisis in Rakhine.

Kerinjing village has high calamansi fruit production potential, but this potential has not been maximized by the villagers. This mentoring was carried out for 15 days, by providing the education and understanding about the potential of the area, which was then continued with the introduction of processing calamansi fruit into syrup products that have a selling value with a clean, simple and inexpensive production process. In addition, this Program also introduces optimizing product with added value through trademark, labelling product and attractive packaging. The result of the implementation was that it could run very well, the ability of the production process and the knowledge of the community also increases. This community service program is expected to be an opportunity that can be used by villagers to maximize the potential of the village, provide new and promising business opportunities that are correlated with improving the economy of rural communities, especially during a pandemic era like today.

Abstract

The aim of this paper is to identify law enforcement of waste management and formulate a law enforcement model for urban waste management in an effort to reduce flood risk. The explanatory survey was used in this study. Quantitative and qualitative approaches were used to explain the relationship between several variables. Sampling techniques were carried out in stages, and proportionally according to the research objectives. Besides, the data collection in this study carried out through observation, in-depth interviews, documentation and audio visual. The data analysis technique used descriptive qualitative through an interactive model developed by Miles and Huberman consisting of four interacting components, namely data collection, data reduction, data presentation and drawing conclusions and verification. Results indicate that there are some issues in law enforcement of waste management. First, the total number of law enforcers is not enough. Second, there are lack of facilities and infrastructures such as garbage cans, collection, temporary landfills, transportation and final processing. Third, there is a lack of commitment by the authorities in enforcing waste management laws related to reducing the risk of flooding. Furthermore, public awareness to comply with waste management is very law. Finally, there is still a lack of public awareness of the risk of flood. In conclusion, almost half of the community is aware that disposing of garbage in its place is very important for their survival and flood risk in their area. On the other hand, half of the people who do not care and still throw waste not properly

Abstract

The Minangkabau ethnic group is still the largest matrilineal society in the world. Past research on this ethnicity are mainly centralized on the concept of merantau (migration), on its adaptation after the enter of Islam, and on the gender role and position in Minangkabau society. This research aims to highlight the contribution of the Minangkabau matrilineal system to the local development of West Sumatra, specifically the gender equality goal of the Sustainable Development Goals (SDGs); and to what extent if it were present. This research employed qualitative method, and data were collected through literature study and interview with national and local NGOs working in the field of women and development. This research discovered that theoretically, the Minangkabau matrilineal values can and should stimulate the gender equality SDGs achievement in West Sumatra. However, in reality, gender inequality still exists in West Sumatra with several SGD targets having wider gaps compared to other patrilineal societies in Indonesia. This research argues that by not wholly implementing the matrilineal values, the West Sumatran Minangkabau people has indirectly restrained themselves from achieving gender equality in the region, specifically related to violence and discrimination against women, also active participation of women in the economy and politics.

Abstract

Several academic studies have given birth to the notion that natural disasters and conflicts have a close relationship. Under certain conditions, the disaster functions to bring peace in conflict areas. However, it has not explained how the peace process can affect the dynamics of conflict. This paper aims to analyze the factors that cause conflict in a disaster area to transform into peace or vice versa. The prolonged social conflicts in the Indonesian provinces of Aceh (1976–2005) and Sri Lanka (1983–2009) are examples of cases where the tsunami disaster in December 2004 led to a peace agreement in Aceh, which was not long in the future while failing to bring peace to Sri Lanka. The research conduct with descriptive qualitative methods and internet-based literature study techniques. This paper finds that disaster is a catalyst for the peace process, not determining peace. The transformation of conflict into peace influence by four factors: poverty, state capacity, negotiations, and internationalization of conflicts. These factors that can create peace also depend much on pre-disaster and post-disaster peace efforts.

Abstract

Waste is a significant concern at this time. No matter what country, waste will always exist in people's daily lives, including the United States. To deal with all types of waste, the United States has implemented policies and regulations called the Environmental Protection Agency (EPA) and 3R.This study aims to see how the policies launched by the United States, namely the Environmental Protection Agency and 3R, in dealing with environmental problems, where one of the causes is that it comes from various types of waste, both from the household sector and large companies. In writing this journal, the author uses a descriptive-qualitative research method based on green theory. The environmental crisis has penetrated almost all parts of the world since the 60s, starting from an individual protest until finally, this environmental problem has become an international concern; green theory is present as a form of concern for the environment because the environment is the world's primary asset, so by saving the environment indirectly also save the inhabitants of the earth. Each country is competing in finding ways to overcome these problems. One of which is the United States. The environmental protection agency and 3R are some of the steps taken by the United States in dealing with environmental problems in the hope that the policies taken can save them from environmental problems not only in the present but also in the future, where several factors cause these problems. In this program, the United States implements several activities. The most important is providing education about the dangers of waste and recycling waste in the environment. This is done in response to the environmental crisis, which is the leading cause of damage and life crises, including disease. In this paper, the authors also see how effective Environmental Protection Agency policies are and describe several types of waste that damage the environment.

Abstract

The Rohingya Muslim ethnicity has long experienced structural violence and direct violence. Structural violence in the form of restrictions on access to needs is felt by the Rohingya Muslims in the economic, political, social, and cultural sectors. Meanwhile, direct violence took the form of ethnic cleansing, which claimed thousands of lives, and hundreds of thousands of people evacuated themselves to other countries. However, the Myanmar government has closed all access to humanitarian aid by closing itself off from the international community. The Indonesian people took several actions that condemned what had happened to the Rohingya Muslim ethnic. Indonesia uses the path of Humanitarian Diplomacy in this conflict. Indonesia is the first and only country that Myanmar has accepted to have a dialogue with its official officials. The researcher discusses the Indonesian government's strategy in humanitarian diplomacy with Myanmar. The researcher found that the foreign policy of Humanitarian Diplomacy carried out by Indonesia was influenced by 4 Bureaucratic Influencers, namely the President of the Republic of Indonesia, the House of Representatives, the Minister of Foreign Affairs of Indonesia, and the Ministry of Foreign Affairs of the Republic of Indonesia. In this study, the author uses descriptive qualitative research methods based on literature research using secondary data related to the issues raised in this paper.
