Abstract

In order to minimize the spread of the new type of corona virus or SARS-CoV-2 which causes covid-19, people are asked to work, study and worship from home. face-to-face activities to be postponed or canceled. work from home has the same obligations and responsibilities as working from the office. work from home has challenges and obstacles that are not easy, because not all sectors of work can be done from home. The research objective was to determine and analyze the efficiency of performance and to determine the factors inhibiting the efficiency of the performance of the State Civil Apparatus in the Work from Home system in the Regional Office VI of the Medan State Civil Service Agency. with qualitative methods, data analysis techniques using descriptive research. The results showed that during WFH the cost of office expenses was reduced by 40% each month, the employees who are obliged to be in WFH are those who use public transportation and are over 50 years old, but it does not rule out the possibility that the age below 50 can still be in WFH, sick condition. Inhibiting factors in implementing WFH are the unavailability of facilities and infrastructure such as laptops / computers, printers and internet data packages, interference from family members, procrastinating work, prioritizing work at home compared to office work. It is recommended that employees during WFH create a special room, list of jobs, time limits, and communicate regularly with superiors.

Abstract

The purpose of this study was to analyze the implementation and obstacles in the budget performance system at the General Section of the Regional Secretariat of Batu Bara Regency. The research method used is a qualitative method. The reason for using this qualitative method is because the problem is not clear, holistic, complex, dynamic, and full of meaning so that data on certain social situations is not possible. Implementation of the Budget Performance System in the General Section of the Regional Secretariat of Batu Bara Regency in terms of communication, has been able to communicate with the parties involved. In terms of Human Resources, it is still not optimal in carrying out the budget performance system. In terms of disposition, SKPD has been able to give a good attitude towards all offices. In terms of the Bureaucratic Structure, it still shows that it is less than optimal in budgeting. The obstacle is that the knowledge of SKPD is still not optimal in carrying out budget preparation, so that mature human resources are needed to really understand budget preparation for the smooth running of a good government. The SKPD's lack of understanding of the applicable laws and regulations and the lack of commitment to implement them have made the implementation of the budget performance system not run well.

Abstract

The responsibility for controlling the weeds is in the hands of the Sunggal sub-district, where the sub-district also collects retribution from the traders in accordance with the sub-district regulations. However, with the emergence of various problems from the existence of the illegal market, it becomes an illustration that the sub-district head is still not playing a role in managing the illegal market in his area, thus becoming a source of disturbance for other road users. The purpose of the study was to determine the role of the Camat in controlling the illegal market in Lalang Village, Sunggal District, Deli Serdang Regency. The benefits of research to add insight and knowledge in the field of controlling illegal markets. This research is a qualitative research in which researchers go directly to the field to examine the object of study and conduct direct interaction with the community. The discussion on the role of the sub-district head in controlling illegal markets in this study is based on the role theory proposed by Biddle and Thomas, which consists of expectations, norms, forms of behavior, as well as assessments and sanctions. The Camat has an important role in regulating various activities carried out by the community, including regulating the market so that the existence of the market does not cause problems for other community groups.

Abstract

Patient satisfaction is a level of patient feeling that arises as a result of the performance of health services obtained after the patient compares it with what is expected. The patient of Zubir Mahmud Hospital complains of difficulties in getting a room for his family who will perform the operation even though he already has a BPJS Health card besides that the patient is disappointed with the handling and services of Zubir Mahmud Hospital, so that it can cause a bad image of the hospital in the eyes of the patient. This type of research is a survey explanatory with a cross sectional approach. The population in this study were all patients who had used the services of the Regional General Hospital dr. Zubir Mahmud, East Aceh Regency in 2020, as many as 43,216 patients. The research sample consisted of 100 people. The data collection technique uses the documentation method, the interview method and the questionnaire method. The data analysis technique used the chi square test and multiple logistic regression tests at the 95% confidence level. The results showed that there was a significant effect between facilities (p = 0.000) and image (p = 0.001) on patient satisfaction. Facility factor with Exp value (B) of 14.489 is the most dominant factor affecting patient satisfaction of the Regional General Hospital dr. Zubir Mahmud, East Aceh Regency To the Regional General Hospital dr. Zubir Mahmud, East Aceh Regency is expected to increase the number of specialist medical services so that it can reduce cases of patient referrals to other districts so as to create a good image in the eyes of the community.

Abstract

Problems regarding the quality of public services have always been a concern in the study of public policy. The office of investment and licensing services is one of the agencies that is able to increase regional income. The purpose of this study was to determine the quality of public services at the One Stop Integrated Investment and Licensing Service of the North Sumatra Provincial Government. The method used is qualitative with the type of case study. Data obtained through interviews, literature study and documentation. Data analysis used descriptive analysis with data validity techniques using triangulation techniques. The results of the study found that human resources and the availability of infrastructure were the triggers for the decline in the quality of public services at the location of this study.

Abstract

This study aims to determine and analyze the Implementation of Planning and Budgeting Process Policies at the Information Systems Bureau, Planning and Development of the University of North Sumatra Medan and to find out what factors are the obstacles / obstacles in the Implementation of the Planning and Budgeting Process Policy at the Bureau of Information Systems, Planning and Development, University of North Sumatra Medan. The research method used is a descriptive method with a qualitative approach, with research informants being the Head of Bureau, Head of Section, Head of Subdivision and Staff at the Bureau of Information Systems, Planning and Development, University of North Sumatra, Medan. The theory used is George C Edward III's public policy theory. The results of this study indicate that the Planning and Budgeting Process Policy Implementation at the Information Systems, Planning and Development Bureau has been implemented but has not achieved optimal results. The success of policy implementation needs to be supported by the authority and SOP for Planning and Budgeting at the Information Systems, Planning and Development Bureau at USU Medan. The factors that influence the Implementation of Planning and Budgeting Policies at the Bureau of Information Systems, Planning and Development of the University of North Sumatra are communication, disposition, resources, and bureaucratic structure. Good communication distribution and good coordination between leadership and staff are needed in order to produce a good implementation, therefore it is recommended to issue a Standard Operating Procedure (SOP) for planning and budgeting process policies in order to provide optimal results in the planning and budgeting process.

Abstract

The purpose of this paper is to find out the implementation and the factors that influence the implementation of policies in providing economic stimulus assistance to micro and small businesses during the Covid-19 pandemic at the Industry and Trade Office of North Sumatra Province. The research method used in this study is a qualitative descriptive research method. In order to approach this problem, the theory from G.C. Edwards III is used. The results of the study stated that communication on the implementation of policies in the provision of assistance was still not carried out optimally and effectively. Resources in the implementation of policies in the provision of assistance are still not implemented optimally. The disposition of the policy implementation in the provision of assistance is considered to have been carried out effectively and optimally. The bureaucratic structure in the implementation of policies in the provision of assistance is considered not to have been implemented effectively and optimally. Communication factors in the implementation of policies in the provision of assistance there are still obstacles. Factors Resources in the implementation of policies in the provision of this assistance there are still obstacles. The disposition factor in the implementation of the policy in the provision of assistance is considered one of the supporting factors for the implementation of the policy. Bureaucratic Structure Factors in the implementation of policies in the provision of assistance there are still obstacles. The factor of fragmentation (division of tasks), it was found that there was still an incompatibility of the division of tasks that had been determined, with the process of implementing policies in the field.

Abstract

This study aims to describe the quality of population administration services at the Department of Population and Civil Registration of South Tapanuli Regency. This research is a descriptive study using a qualitative approach. Data collection techniques were carried out by observation, interview, and documentation techniques. The theory used in this study uses the Five Dimension of SERVQUAL theory according to Zeithaml, Parasuraman, and Berry. Population Administration Services At the Department of Population and Civil Registration there are constraints on Human Resources that are needed to be placed in indispensable parts, including the Population Database Admin still not meeting the educational criteria and training and education training is needed, the number of population administration service operators is still lacking in serving the community where one service operator officer processes document data from more than one sub-district. Geographical and demographic location of the South Tapanuli Regency Population and Civil Registration Office which is relatively far from the sub-district village whose residents live in the area. The innovation of ball pick-up administration services through the population service car that has been running still needs to be improved. Support for the Population Service's budgetary resources is still not optimal in order to meet the Excellent Service criteria. Improving the availability and quality of Population Data and Information Improving public services in the field of population and civil registration. encourage people's awareness of the importance and ownership of population documents.

Abstract

The purpose of this study is to analyze the implementation and obstacles of the Governor's Regulation Number 3 of 2021 concerning Additional Employee Income in Improving Employee Performance and Discipline at the Industry and Trade Office of North Sumatra Province. Descriptive method is used by using a qualitative approach. How to collect data related to the problem under study so that it can be explained descriptively. Data analysis is a process of systematically finding and compiling data obtained from interviews and field observations. The results of the study show that the implementation is still less than optimal, such as: Communication not all the information needed is conveyed and some employees have a poor level of understanding; Resources are still not maximized starting from internet facilities and applications used by employees; Disposition Honesty of employees is not optimal because the data with reality do not match; The structure of the Bureaucratic Coordination has not been maximized because the employees have their respective activities. The inhibiting factors are that employees are considered less informative, internet connections are slow and the applications used often experience interference, the honesty level of some employees is not good, the busyness of each employee causes coordination to take longer.

Abstract

This study aims to determine the imImplementation of PP Policy no 11 of 2021 article 4 regarding the management of Bumdes in Citaman Jernih Village, Perbaungan Sub-District, Serdang Bedagai District, North Sumatra Province using qualitative methods. The research instrument is the researcher himself with the informants selected purposively. Data collection techniques are carried out in three ways through: observation, interviews, and documentation which are commonly used in qualitative research. The results of the study using standard indicators and policy objectives, rewsources, inter-organizational realtionships, characteristics of implementing agents, sosial, economic and political environment and disposition of implementors, show that the implementation of PP Policy No 11 of 2021 article 4 on the management of Bumdes in Citaman Jernih Village Sub-district Perbaungan Serdang Bedagai District North Sumtra Province is not yet optimal. As for the factors that influence the implementation of PP No 11 of 2021 article 4 regarding the management of Bumdes at the research locus, they area resources, inter-organizational relationships, and the characteristics of implementing agents. In the end, the implementation of the policy that has not been optimal has caused the effectiveness of the Bumdesa Management not to meet the stated objectives.
