Abstract

The purpose of this research is to analyze and explain the implementation of Collaborative Governance in Overcoming Unemployment in Bengkalis Regency, Riau Province. This research uses a qualitative method with descriptive research type. Techniques in determining informants with purposive sampling. The type of data source consists of two, namely primary and secondary data. For data collection techniques used are by prioritizing interview techniques, observation and documentation. The data analysis technique that the author uses is by collecting data which is then analyzed in depth and concluded as a whole in order to get the results of collaborative governance in tackling unemployment. The results in this study concluded that there is still a lack of collaboration between stakeholders in tackling unemployment due to the lack of company involvement in activities carried out by the Bengkalis Regency Government, including job fairs and workforce training. It is hoped that in the future the Bengkalis Regency Government can give an appeal to companies to be actively involved in participating in programs to reduce unemployment and evaluate these activities optimally.

Abstract

This research has the main objective to investigate how PT. XYZ utilizes social media as a means to improve its corporate image. This research adopts a descriptive qualitative approach with an in-depth focus on PT XYZ. We analyzed the various communication strategies they implemented, including the application of P.E.N.C.I.L.S and RPAE theories, as well as conducted a SWOT analysis to identify the strengths, weaknesses, opportunities, and threats faced by the company. In addition, we also conducted surveys and interviews with the corporate communication department. The results revealed that PT XYZ succeeded in building a positive image by implementing an effective corporate communication strategy. This strategy includes Corporate Social Responsibility (CSR) activities, quality service, social and environmental responsibility, and attention to safety. In addition, we found that PT XYZ is also active in customer acquisition (CA) strategies on social media platforms, such as Twitter, regardless of the company's reputation. Information strategies are used more often than response and engagement. However, some experts argue that engagement may be more effective in achieving CSR goals. In addition, CSR communication is more focused on the outcomes produced by CSR actions rather than the concrete ways such actions are taken, in line with consumer interests and expectations. In conclusion, this study provides important insights into PT XYZ's successful corporate communication strategies in building its positive image through social media. These discoveries can serve as a helpful roadmap for other companies seeking to enhance their corporate communication strategies in social media. Therefore, this study holds the promise of making a beneficial impact on advancing corporate communication practices in the ever-expanding digital era.

Abstract

Advertising is a medium for conveying persuasive messages to promote a product or brand. Many advertisers strive to find interesting concepts to capture the audience's attention. The use of beautiful women in advertisements, especially in cosmetic ads, is a common occurrence. Eventually, these ads construct a media representation that reinforces stereotypes of women's beauty standards. One of the cosmetic advertisements that will be the subject of this research is the BLP Beauty #BLPMainCharacter ad on the official Instagram account @blpbeauty, uploaded from May 8, 2023, to May 12, 2023. This research aims to understand how BLP Beauty offers their cosmetic products for women who want to enhance their beauty without conforming to existing beauty stereotypes. The research method used is qualitative descriptive with semiotic analysis by Roland Barthes. Semiotics is the study of signs within a text. The signs in the text are considered to have denotative meaning (dictionary meaning) and connotative meaning (dual meaning born from cultural and personal experiences). This research positions BLP Beauty advertisements as a text that will be analyzed to uncover the true meanings behind the signs contained within the ads. The results of this research analysis explain that BLP Beauty resists the standard beauty stereotypes by introducing a new concept in representing women's beauty. The resistance in this research is a form of opposition or rejection of stereotypes or inequalities related to women's beauty standards. BLP Beauty emphasizes that beauty in women goes beyond physical attributes like fair skin, slim bodies, straight hair, and various other beauty stereotypes but is unique to each woman. This is demonstrated through the selection of models who defy the conventional description of beauty in society. BLP Beauty boldly chooses models with larger bodies, darker skin, chubby faces, and various criteria that oppose the stereotype of beautiful women in society. BLP Beauty emphasizes that all women are beautiful in their uniqueness. It is hoped that this resistance movement can be the beginning of a revolution for women in the advertising world and will broaden society's perspective on the definition of women's beauty.

Abstract

Social media plays a crucial role in shaping public opinion and crafting narratives around gender issues. The active participation of the community on various social media platforms enriches discussions about gender with diverse perspectives and experiences. Through campaigns, hashtags, and visual content, social media not only provides a space for narratives but also shapes paradigm shifts and social norms related to gender issues. This research aims to identify how the Instagram account @unwomen represents gender equality and women's empowerment issues and explores how @unwomen can influence individuals' perceptions of these issues. The method used is qualitative descriptive with a critical paradigm. Data were collected using a random selection method on posts from the Instagram account @unwomen to provide a fair and representative overview. The posts contain content related to women's rights, employment, closing gender gaps, and the role of women in development. The analysis process involves using critical discourse analysis by Sara Mills, incorporating two concepts: subject-object position and writer-reader position. The analysis includes the identification of text, narratives, and images reflecting gender equality and women's empowerment issues, followed by noting keywords or phrases used in the discourse. Research findings reveal that social media, particularly through the @unwomen account, significantly influences public opinion on gender issues. The subject-object position in gender discourse is reflected in the active role of UN Women as the subject designing messages to influence public opinion as the object. The writer-reader position is reflected in the active role of UN Women as writers responsible for creating messages and content shared using language, images, and specific formats to convey messages and influence the audience. Readers (audience) are individuals or groups consuming and responding to content shared by the @unwomen account. They shape perceptions, interpret messages, and provide feedback. This research integrates Mills' concepts of subject-object and writer-reader positions in the context of social media, highlighting the importance of understanding power dynamics in shaping gender narratives. The results contribute to a deeper understanding of how social media can be used to advocate for gender equality and women's empowerment. Globally, the implications can guide further strategies in addressing gender issues and women's empowerment through social media platforms.

Abstract

This article aims to describe the socio-economic life of the fishing community in Purus Village, Padang City. The problem in the article concerns the socio-economic conditions of fishing communities in Padang City. This research was conducted on fishing communities in Purus Village, Padang City using ethnographic qualitative methods through observation, structured interviews, in-depth interviews, and document analysis. The results of the research can be concluded: First, the reason for choosing a job as a fisherman is because this job is a job passed down from ancestors; they feel destined to be fishermen, do not have the capital to open another business, have a low level of education, and have no other skills. Second, the relationship between fishermen and their family members is not very close, because they are busy with their respective activities until the afternoon. Third, education in fishing families is generally only limited to middle and high school, because the costs are considered expensive and children lack motivation to study and continue their education to tertiary level. Fourth, there are still many fishing communities that do not have their own homes and live in simple rented houses. Fifth, income from fishing in the sea is uncertain, like a 'tiger's fortune', sometimes you get quite a lot of fish, and sometimes you don't catch any fish. The lack of socio-economic welfare of the fishing community in Purus, Padang City is influenced by unstable economic income.

Abstract

Digital technology is fast becoming a global phenomenon for efficient service delivery, both in private and public institutions. Developing nations have been increasing their investments in essential E-government administration systems. Therefore, this study examined the role of digital technology in driving government efficiency among parastatals in Lagos, Nigeria. A structured questionnaire on the study variables was developed and a descriptive survey research approach was used to harvest information from employees of five purposively selected government parastatals in Lagos state. Three hundred and eighty-seven copies of the questionnaire were properly filled and the data was presented using frequency tables and percentages. The Kruskal-Wallis test and OLS regression technique were used for the inferential analysis. The result of the analysis revealed that digital technology significantly influences record management, speed of service delivery, and service provision amongst government parastatals. The study concludes that digital technology is a major driver of government efficiency. The study recommends that the government should invest in creating critical digital enablers and providing incentives to encourage their widespread use across their establishments.

Abstract

Nigeria has in recent times witnessed increased clashes between farmers and herdsmen in different parts of the country. This has resulted in killings, fighting, and, destruction of both private and public properties. These crises have led to the incessant call for the emergence of vigilante security at the geo-regional level. This paper projects the nexus between the Nigerian government's inability to address the steadily rising farmer-herder crisis that has become a norm and the introduction of vigilante security groups at the geo-regional level. It also analyzes the security challenges in Nigeria and the efforts of these geo-regional securities to curb the crisis. The study is qualitative and secondary sources of data is utilized in analyzing the facet. Recommendation on proper preventive measures for the crisis; a better approach to solidify the relationship between supra-Vigilante groups and the Security agencies; as well as a better security stance in the country will be viewed.

Abstract

A web service is a set of code of a server application that performs a specific task or service whenever it is invoked through a Remote Procedure Call (RPC) by a client application that is connected to the server over the Internet. Web services are one of the digital strategies that can be used by the government for curtailing academic certificate scandals being perpetrated by fraudulent individuals in various sectors of the economy. The traditional method of checking academic records and certificates manually is inefficient and prone to forgery by unscrupulous elements. Similarly, the e-transcript system being adopted by some organizations to authenticate the academic qualifications of individuals for possible admission or employment still involves a manual process. The objective of this work therefore is to show how web services for certificate verification of all tiers of the educational system in Nigeria can be maintained by one central body which is the Federal Ministry of Education in Nigeria to enable various end-users (such as educational institutions, commercial organizations, etc) use the web services to authenticate and process the academic records of individuals effortlessly. A simulated data of 20 SSCE results of students who completed their secondary school education at various institutions was used to illustrate the application of a web service. The web service program was written in Java. A client application which was also written in Java was used to query the web service through RPC to authenticate and process the certificate claims of a sample of five students for admission into a tertiary institution. Results showed that the web service excellently ascertained the eligible candidates for admission and those that were not. The web service technology is therefore highly recommended for use by the federal ministry of education in Nigeria to eradicate the academic certificate scandals amongst the citizenry.

Abstract

This article aims to understand various efforts to improve public services through deregulation. For example, the Mayor of Pekalongan shared complaints from fishermen who felt that the existence of the state and government made it difficult because to take care of sea permits alone had to deal with 17 different agencies. The problem centers on the obstacles to improving public services through deregulation and the factors that cause overregulation in Indonesia. This study determined the obstacles to public services and over-regulation. The data used are secondary data collected through literature studies and analyzed qualitatively. This study concludes that the Government has made various efforts to improve intermediate public services through deregulation by enacting several laws and regulations that unify the material of previous laws and regulations. Overregulation occurs in Indonesia due to the unclear development of authority between various institutions. There are still many overlapping laws and regulations in regulating various affairs so the applicable regulations can be said to have been too many. Therefore, there needs to be a firm policy in the division of authority of regulators so that there is no more over-regulation because there are no more overlapping regulations.

Abstract

This research discusses the application of electoral district structuring principles and Islamic political principles in the formation of North Sumatra Province DPRD Electoral Districts in the 2024 Election. Using qualitative research methods, normative approaches, and Miles and Huberman's interactive data analysis model. This research investigates the extent to which these principles are reflected in the determination of electoral districts. The results of the research show that the principle of equal vote value and the principle of proportionality has not been fully accommodated in the Determination of Electoral Districts for the DPRD of North Sumatra Province for the 2024 Election, based on the Principles of Electoral District Arrangement. According to the perspective of Islamic political principles such as obedience, justice, and equality (al-musawah), they cannot be fully applied in determining electoral districts. Further analysis reveals that the main factor causing the non-implementation of these principles is political influence in determining electoral districts for the DPR and Provincial DPRD in the 2024 Election. This research makes an important contribution to understanding the challenges and obstacles faced in realizing the democratic and political principles of Islam in the context of regional elections. The implications of these findings emphasize the need for reform to increase the value of voting representation and proportionality, in line with Islamic political principles. Practical recommendations involve policy reform and tighter oversight to reduce detrimental political influences. It is hoped that these steps will improve the implementation of these principles in future regional election systems.
