Abstract

Perumda Air Minum Tirta Intan as a public service provider company in meeting the needs of the community in Garut Regency carries out a production process according to the results of capacity planning that has been made, but the realization of the resulting product is not achieved and this is repeated every year. The purpose of the study was to determine the planning process for the company's clean water production capacity as well as the obstacles and problems that caused the production capacity not to be realized as an effort to optimize clean water services. The main theory is used in making the right decision by predicting the level of demand accurately, equating technological progress with sales volume, determining the optimum operational size, and building for change. Qualitative research methods and data collection techniques with literature studies and field studies are internships/observations, documents, and interviews conducted to the Production Sub-Section, Engineering Planning Sub-Section, Research and Development Sub-Section, and Subscription Relations Sub-Section. The results of the study indicate that the Perumda Water Drinking Tirta Intan is already quite good in terms of planning its production capacity, but there are still several aspects that need to be improved such as human resource problems, technical and non-technical leaks (illegal connections), infrastructure facilities that need to be updated, and anticipation of sources. new to meet the water needs of the community.

Abstract

Limited access to finance is a major obstacle in the development of an area, especially rural communities. This study aims to analyze financial inclusion in the Micro Small-Scale Creative Industry towards the development of rural communities in Binjai City. This research uses a qualitative research approach with a case study method. Furthermore, a series of observations and interviews were conducted on the informants through a purposive sampling technique which was further developed through the snowball sampling technique. The results of the study inform that financial inclusion in micro-small-scale creative industries that are managed that are less educated, small-scale, have limited assets and are located in rural areas tend to have limited financing information as well as major obstacles so that the development of rural communities does not increase. The diversity of regional characteristics such as internet access and the use of financial inclusion in the creative industry, especially in obtaining banking information, alternative sources of financing that are more diverse can encourage improvements in the development of rural community areas in Binjai City. This study recommends the importance of education through training and mentoring as well as the use of the internet for Micro Small Scale Creative Industry entrepreneurs in rural Binjai City.

Abstract

The implementation of the Village Head Election (Pemilihan Kepala Desa) still leaves some problems. This study aims to analyze and describe the implementation of honest and fair principles based on indicators of the electoral justice system in the implementation of village head elections in Sleman Regency in particular and Indonesia in general. This study also aims to describe a model of the electoral justice system that can be developed in the upcoming Pemilihan Kepala Desa to resolve law enforcement issues in the Pemilihan Kepala Desa, one of which is through the application of a restorative justice model. This study uses empirical legal research methods with primary and secondary data sources. Primary data sources were obtained from the results of research in the field through an interview process with 20 key informants in the implementation of the Pemilihan Kepala Desa in Sleman Regency in 2021 spread over 9 (nine) villages. The secondary data sources used consist of primary legal materials and secondary legal materials obtained through literature study. The data analysis technique is qualitative data analysis through statutory and conceptual approaches. The results showed that the Pemilihan Kepala Desa in Sleman Regency in particular and Indonesia, in general, had not been held honestly and fairly. It is necessary to reorganize the Pemilihan Kepala Desa rules through an electoral justice system model approach, especially for normative design indicators and performance indicators of the Pemilihan Kepala Desa system. The application of restorative justice can strengthen efforts to enforce the Pemilihan Kepala Desa law in the future.

Abstract

The purpose of this study is to provide an overview of the implementation of the Village Fund in Deli Muda Hulu Village, Perbaungan District, Serdang Bedagai Regency, as well as the supporting and inhibiting factors that affect the implementation and strategies that must be carried out in the context of successful policy implementation. in the management of the Village Fund. The method used in this study is a qualitative descriptive method, where the main instrument in the study is the researcher himself. In this study, the authors also used survey research to obtain primary data on village fund policies in Deli Muda Hulu Village, Perbaungan District, Serdang Bedagai Regency. The results showed that the implementation of the Village Fund (DD) policy in Deli Muda Hulu Village, Perbaungan District, Serdang Bedagai Regency went quite smoothly. However, when it comes to achieving goals, the implementation of the Village Fund (DD) in Deli Muda Hulu Village, Perbaungan District, Serdang Bedagai Regency is not yet optimal. Although the goal of improving governance, development and community administration has been carried out optimally, the aim of increasing the capacity of community institutions in the village in planning, implementing and controlling development has not been optimal. Likewise, the goal of increasing community self- help participation has not been optimal. Several factors that influence the implementation of the Village Fund (DD) in Deli Muda Hulu Village, Perbaungan District, Serdang Bedagai Regency are communication, resource capabilities, attitude of implementers, bureaucratic structure, environment and policy size and objectives.

Abstract

The Village Fund as one of the programs that began to be implemented in the era of President Joko Widodo certainly had a major impact on changing the face of the village. Village funds sourced from the State Revenue and Expenditure Budget are one of the sources of village income used for village infrastructure development and village community empowerment in an effort to realize village progress and community welfare. The management of the Village Fund, starting from the planning, implementation to accountability reporting stages, of course, must be guided by the provisions of the applicable laws and regulations, as an effort to realize a clean, transparent and accountable Village Fund management. In line with this, of course, it takes human resources from the village government (village heads and village officials) who are qualified, capable and capable in carrying out their respective duties and responsibilities. The problem raised in this research is the relationship between the capability of the village government and the successful management of a clean, transparent and accountable Village Fund. The conclusion of this research is that the capability of the village government is directly proportional to the success of the village concerned in realizing a clean, transparent and accountable management of the Village Fund.

Abstract

Digital transformation is an increasingly strategic theme in public sector governance throughout the world. The advancement in information communication and technology (ICT), especially its expansion to every area of life, has elicited great interests due to its capacity to contribute to efficient service delivery generally. Across the world governments have embraced the digitalization of their operations, and have therefore achieved greater efficiency in government business. In this paper content, digital transformation of the public sector of Nigeria entails the application of modern information technology to its operational processes with a view to enhancing its capacity for efficiency, and thus deal with leakages that conduce to corrupt practices. Digital transformation offers the opportunity for an intelligent use of the ICT for organizational efficiency. Corruption has remained one of the most complex problems impeding Nigeria’s development. The overarching objective of this paper is to assess the nature of digital transformation in the Nigerian public sector, mechanisms and challenges of fighting corruption. Using primary data generated through key informant interviews and complemented with secondary data, this paper specifically interrogates the factors that conduce to, or inhibit the digitalization of Nigeria’s public sector as well its overall implication in the fight against corruption. This paper finds that the digitalization of public sector will likely improve transparency in the operating activities of the public sector and thus lead to the elimination of corruption. This paper recommends, among others, the digitalization of public sector operations and the strengthening of institutions having direct and indirect mandate to fight corruption.

Abstract

This paper aims to analyze the online blusukan campaign strategy used by the Gibran-Teguh in the 2020 Solo Regional Election. This is considered important to analyze because the situation in Indonesia, which is being hit by the COVID-19 pandemic, has changed the pattern of people's lives on all fronts, including politics. The candidates for regional heads and mayors are looking for new ways to campaign so that they do not violate the health protocols set by the government. In the Solo Election, one of the candidates, namely Gibran – Teguh, used an online blusukan campaign strategy. The author used the theory of mass society and network society from Jan Van Dijk to find out how this online blusukan strategy was applied to the Solo Election. This paper is conceptual research that uses a descriptive qualitative approach and literature study research methods. This study concludes that the online blusukan campaign strategy is by the types and conditions of the citizen of Solo.

Abstract

This paper intends to discuss what is problematic in the recruitment of KPPS members and how recruitment management is carried out by the Medan City KPU to meet the needs of KPPS members. The method used is qualitative. The research is located in Medan Tembung District, with research subjects namely members of KPPS, KPU, PPS, KPPS, PPK and voters. The data collection process is by interview, documentation and observation. The analysis used is content analysis. The problem with the extension of the recruitment of KPPS members is due to the implementation of the stages of recruiting KPPS members that are not in accordance with the rules. The Voting Committee (PPS) does not announce the registration of KPPS members but continues the recruitment to the Head of the Environment. The implementation of the recruitment management function was not going well and the control over the ad hoc agency was very weak, causing the recruitment of KPPS members to be carried out by the Head of the Environment. KPU needs to carry out political education programs in collaboration with academics and the government and the recruitment of KPPS members in the future requires a new pattern in order to create KPPS members who are independent and with integrity.

Abstract

The realization of quality services for the welfare of the community is one of the commitments to change through bureaucratic reform, in its implementation conflicts often arise due to inconsistencies. This is what happened in Pemalang Regency, on the one hand the bureaucracy is aggressively carrying out bureaucratic reform as a form of self-improvement, but on the other hand it slows down the progress of the bureaucracy due to the declining culture of service and weak employee integrity. This paper aims to determine the causes of the non-optimal results of the evaluation of bureaucratic reform along with the supporting and inhibiting factors for implementing bureaucratic reform in the Pemalang Regency Government. This paper study uses a qualitative method with case studies. Data was collected through observation, documentation and interviews. The data analysis techniques are: data collection, data reduction, data presentation, data analysis and triangulation and drawing conclusions to test the validity of the data and find objective truth. The results of the study in this paper indicate that the bureaucratic reforms carried out by the Pemalang Regency government have not shown significant signs of increasing towards a more optimal direction in an effort to realize Good Governance, there are still normative problems related to the quality and capacity of the apparatus resources. An increase in commitment and a change in mindset is needed from the leadership to all levels of employees to make fundamental changes and reforms to the government administration system to achieve good governance.

Abstract

This study aims to describe and analyze the relationship between hygiene behavior, social capital, and family financial management to the condition of family welfare. The problem is focused on the condition of family welfare in rural communities which is often considered low. Then the government's development policy was blamed for not paying attention to remote areas. However, many factors affect welfare conditions. Some of the most frequently associated come from economic, social, and health aspects. In this article, we will show related factors from these 3 aspects, namely hygiene behavior, social capital, and family financial management. The data were collected through descriptive methods and analyzed with a quantitative approach. The research respondents were 400 family heads living in Babakan Madang District, Bogor Regency. This study concludes that there is a significant relationship between hygiene behavior, social capital, and family financial management on family welfare conditions.
