Abstract

The Purpose Of This Study Is To Analyze The Dynamics Of Social Capital In The Management Of Village Business Entities Amarta. The Success Of Village Business Entities In Reviving The Post-Covid-19 Economy Is Closely Related To The Dynamics Of Social Capital. The Research Method Used Is A Qualitative Approach With Primary And Secondary Data. The Results Of The Analysis Show That The Social Capital Of Village Business Entities Amarta Has A Significant Impact On Village Economic Growth After The Covid-19 Pandemic, This Is Influenced By The Influence Of Social Capital From Component 1) Social Networks In The Form Of Ownership Of Common Goals Which Are Pursued Through Formal Discussions And Informal Discussions Involving The Community. 2) Norms, Namely Written And Unwritten Rules To Improve The Quality Of Village Business Entities Management. 3) Trust, Which Is Implemented In The Form Of Cooperation With Fellow Village Business Entities Management And The Application Of Openness In Efforts To Manage Village Business Entities. Abstract

This research is about analyzing the political influence of multiculturalism in the structure of the newly elected government, namely Amizaro Waruwu who is the current Regent in North Nias. This study uses Will Kymlica's multicultural political theory which is used to analyze minority rights in politics and can occupy the structure of government positions in North Nias Regency. Agnes Heller's theory of identity politics is used to conclude how the identity of the regional head is one of the considerations in determining the structural positions of the executive government in North Nias Regency.          This research method uses qualitative methods with descriptive data analysis techniques to answer one or several questions regarding the state of the object or subject in detail. Data collection techniques were carried out by interview methods and literature study. In this research, we see and provide understanding of two things. First, the decentralization system gives rise to a pattern of recruitment of SKPD leaders in determining the government structure that prioritizes the majority community to take office. Second, with the decentralization system, the community will be more active in determining every government policy and being directly involved in every political process in North Nias Regency.Keywords: Multicultural, Government, Recruitment Pattern.

Abstract

The purpose of this study was to identify and understand the study, thoughts, roles and strategies of developmental political actors in the Al Washliyah organization conducted by DR.H. Dedi Iskandar Batubara, S.Sos, S.H, M.SP. The type of research used in this research is descriptive with a qualitative approach. Qualitative research methods are used to measure carefully certain social phenomena that occur. Specifically, this research method also uses the life history method. The results showed that as a political actor of development in the Al Washliyah organization in North Sumatra, where he played a role in the formation and optimization of acceleration in three Al Washliyah ittifaq charities, namely: Education; Da'wah; and Social Charity. The function of Dedi Iskandar Batubara as a development political actor in the Al Washliyah organization in North Sumatra is to improve organizational management which aims to synergize the programs formulated in the acceleration vision. The supporting factors for development political actors in the Al Washliyah organization in North Sumatra are the people (cadres) factor from strengthening human resources, where behind the implementation of a program will greatly determine the success or failure of a program and by utilizing digitalization (social media) which is a concept of information media in carrying out various activities, such as in the field of da'wah and meetings that can minimize the costs incurred and the efficiency of the time used. The inhibiting factor can be seen that there are not too big obstacles in translating various programs and work plans that have been mandated by the Al Wasliyah deliberations (Muktamar XIII).

Abstract

This research aims to strengthen the form of resistance to the implementation of gender-based discrimination among women. The theory used in this study is the structural theory of conflict to portray the existing problems. The study methodology chosen is qualitative, with data collection techniques such as interview, non-participatory observation, and literature studies.The subject of the informant in this research is a 1st Semester student Communication Studies, Medan Area University Academic Year 2021/2022, who took Social Theories in Class A2.The results and discussion of this study indicate that the changing roles and social functions of women in the era of emancipation, in fact have not resolved various forms of injustice based on gender, especially in the form of objectification. Be it is in the family domestic sector or the public, such as : politic, economic, social, culture, education and job. Therefore, this research recommends that all level of society must be aware and gender sensitive. Thus, women are no longer a subordinate class in society, and they can give their best contribution to the nation and state. In addition to the prevailing consensus structural rules in the form of values, norms, or laws should not be gender biased. In the end, women must have the courage to fight with a dynamic and heterogeneous attitude in facing the turmoil of the times. Man and woman are equal, and must respect each other!

Abstract

This article aims to find out more about the consequences of social media content on gender stereotyping of women. The existence of the internet, which cannot be separated from everyday life, allows humans to access information on digital media or social media more quickly and intensely, to fulfill various needs, such as the need for entertainment. Through the literature review data collection method and qualitative analysis on a number of Instagram accounts such as @Dagelan and @Alfysaga accounts, this study finds that social media has affordances to offer various types of content¾ including entertainment content, that users can enjoy as well. The focus of the problem in this research is uploads that sound gender stereotyping towards women, which in fact is still widespread in various types of entertainment content offered on social media platforms. By using the theory of media affordances and hegemony, in this study it is concluded that content creators can take advantage of Instagram's ability to reach many audiences¾which allows the consequences for gender-stereotyped entertainment content, for lasting and hegemonic because the audience continues to exist.

Abstract

The purpose of this study is to find out the subjective reasons of motorists in traffic who commit traffic violations, such as violations of traffic signs, violations of traffic light, violations of vehicle completeness and violations of driver's equipment. The research method used is descriptive research with a qualitative approach. The research technique was carried out by studying literature, interviews, documentation, and observation. The results of the study, the reason for the driver to commit a violation is situational, the encouragement from an urgent situation and rushing in chasing time makes the driver do it. The second reason is individual, namely the encouragement from within oneself, such as a hobby of making modifications that are not up to standard. It would be nice for every motorist to obey the rules in traffic, not because of the guard from the police, especially the traffic police, but should have self-awareness.

Abstract

Smart City is a concept to shape a city for the better and can improve the welfare of its people. One of the dimensions in the implementation of Smart City is a smart economy that focuses on managing the development of economic growth that starts with innovations to increase competitiveness and open new business opportunities. Semarang city is one of the cities in Indonesia that has been implementing this concept since 2013 and its implementation was awarded Best Smart economy City in 2018. The methodology used is qualitative descriptive with primary data collection techniques with interview techniques and secondary data with literature study techniques. The implementation of the smart economy in Semarang City has three important aspects, namely Industry, Transaction, and Welfare. These three aspects are integrated into the indicators of the Semarang Hebat Priority Program which 6 indicators of 10 indicators. In this article, the author explains the implementation of the achievements of the smart economy in the city of Semarang based on the indicators of the Semarang Hebat Priority Program. The implementation of the smart economy in Semarang City has been running by showing a positive trend, with constraints from external factors in the form of the Covid-19 Pandemic. It is hoped that the Semarang City Government can maximize and improve sectors that show positive trends and anticipate unexpected conditions in the future.

Abstract

Equalization of positions from administrative positions to functional positions is one form of implementation of the policy of simplifying the bureaucracy into two levels in government agencies in Indonesia. This problem occurs because the equalization of positions is carried out in a relatively short time without being preceded by an in-depth study. This condition has an impact on the career uncertainty of functional officials as a result of the equalization which has an impact on the decline in employee performance and organizational performance. This study aims to analyze the process of equalizing administrative positions to functional positions in order to formulate inputs for improving the implementation of these policies in the field. The research method uses a qualitative descriptive approach. Research informants determined the snowball with key people Central Government Officials and related functional officials. Data was collected through observation, in-depth interviews and literature study. Data analysis techniques with data reduction, presentation and conclusion. The validity of the data using a triangulation technique of sources and data. This theory uses the theory of policy implementation. The results of the study indicate that the equalization of administrative positions to functional positions in government agencies needs to pay attention to communication factors, resources, dispositions and bureaucratic structures. Recommendations are in the form of policy proposals to improve arrangements for equalizing administrative positions to functional positions.

Abstract

This study aims to look at the bureaucratic reform strategy for improving public services in Cimahi City. This study uses a qualitative descriptive method, namely interview data collection techniques, literature study, and observation. Research result; mapping of the condition of the Cimahi City Regional Government in terms of institutions, management, bureaucratic ethics, a description of the reasons why bureaucratic reform is needed, and the formulation of general guidelines for bureaucratic reform strategies that refer to the Grand Design of bureaucratic reform through 8 (eight) areas of change, namely: Mental Apparatus, Legislation -Invitation, Performance Accountability, Management, Supervision, Institutional, Apparatus HR, and Public Services. And the formation of a model of government bureaucratic communication. The bureaucratic communication model is expected to be able to accelerate the process of bureaucratic reform in government. The models are SR (Stimulus-Response) model, Aristotels Linear communication model, Linear development communication model (Shannon and Wever), SMCR Communication Model (Sender, Message, Channel, and Receiver), Bureaucratic Communication Process model, and Bureaucratic communication model. With the government bureaucratic communication model in public services, it is expected to create quality and effective communication.

Abstract

‘Twitter’ in the 21st century has become a useful tool for information gathering, sharing and interactions amongst individuals and for diplomatic negotiations between governments across the world. The potency along the communication lines of twitter lies in its ability to reach a wide and diversified audience quickly and simultaneously. Most intriguing is that individuals through public opinion on twitter hold governments accountable for their actions. With the application of libertarian theory, the prohibition on Twitter in Nigeria is investigated empirically in this study. Drawing on secondary sources of data collection, findings of the study revealed that regardless of the enormous prospects and economic relevance of twitter in Nigeria, the twitter ban is an undemocratic act and an utter infringement on freedom of expression and access to information sharing which constitute fundamental human rights. The study concluded by stating that the Nigerian government should revert the ban on twitter and restore the digital right of Nigerian residents to the platform. The study recommended that democratic institutions should be more consolidated so that the rule of law can be guaranteed. In addition, given that Nigeria is said to be a democratic country, rather than infringing on rights to freedom of speech and expression by control, banning or censoring of social media activities, the Nigerian government can opt for press conferences, press releases and even social media platforms to communicate with a larger crowd on brewing social issues.
