Abstract

Spiral of Silence Communication is a communication pattern where someone has opinions about various issues but is hesitant and afraid to express them because they are afraid of feeling protected, which causes these opinions to be neither open nor closed. The spiral of silence theory discusses issues regarding minority groups. The aim of this research is to find out how the village head plays a role in overcoming the spiral of silence communication pattern at the Menteng Village Office, Palangka Raya City. This research uses qualitative methods by conducting interviews and observations. There were three informants in this study. The results of this research show that the village head at the Menteng Subdistrict Office plays a significant role in efforts to overcome the Spiral of Silence communication pattern, this can be seen from the 4 indicators that have been fulfilled, including being a communicator, problem solver, resource liaison and communicator.

Abstract

This study explores the implementation of digital transformation in civil service management through the "SITAGUH" application at the Regional Personnel Agency (BKD) of Central Kalimantan Province. As a digital civil service platform, SITAGUH is designed to enhance the efficiency, transparency, and accessibility of public services in the field of civil servant administration. The research adopts a qualitative descriptive approach, utilizing data collection methods such as interviews, observations, and document analysis to assess the effectiveness and challenges associated with the implementation of the SITAGUH system. The findings indicate that SITAGUH successfully improves service quality by streamlining manual processes and accelerating service delivery. Nevertheless, the implementation also encounters challenges, including a lack of IT-skilled human resources among civil servants and the need for ongoing system training and socialization. This study contributes to the broader discourse on e-government and underscores the importance of strategic planning and continuous improvement in achieving successful digital transformation within public service institutions

Abstract

The role of communication in an organization is very important, because it will help to establish good relationships and good coordination between fellow members in achieving organizational goals, besides that, organizational communication will also have an impact on increasing the performance motivation of members of the organization. In this research, researchers used descriptive qualitative research. The data collection techniques used are: 1) observation, 2) interviews, 3) documentation. The research results show that organizational communication in Dahian Tambuk Village is good, but one of the obstacles experienced is an unstable network. The suggestion in this research is for village office administrators to overcome one of the existing problems, namely to use wireless networks (Wi-Fi) so that communication can run smoothly with each other and can also provide information more quickly to the community.

Abstract

This study aims to find out how the PR Communication Patterns of the DPRD Secretariat in Delivering Information to the Katingan Regency Community, because the DPRD is an organizing element of the regional government in filtering aspirations and conveying information. The method used in this research is descriptive qualitative where the technique of collecting data is by observing interviews and documentation. Data analysis used qualitative data analysis procedures, namely extracting meanings, describing explanations and determining the context of each data. The results showed that in this study the Public Relations Communication Patterns of the DPRD Secretariat in Delivering Information to the Community of Katingan Regency with the dissemination to the community carried out by the Public Relations of the DPRD Secretariat of Katingan Regency had a very large influence on creating a positive image in society. The role of Public Relations in the growth and development of the stability of the Katingan Regency DPRD as an element of local government administration and in achieving agency goals is very large. The dissemination of information is carried out in a planned and structured manner in programs that use the principles of public relations in their implementation. Barriers to the communication patterns of the Katingan Regency DPRD Secretariat lack of coordination between the Leaders and members of the Katingan Regency DPRD.

Abstract

This study aims to identify internal and external environmental factors and analyze management strategies that influence the utilization of assets in the development of the Village-Owned Enterprise (BUMDes) Batu Kotam in Lamandau Regency. The method used is qualitative-descriptive, with primary data collected through observation, interviews, and documentation. The data were analyzed through the processes of reduction, presentation, and conclusion drawing. This research also employs the Internal-External (IE) matrix analysis to determine the position of the BUMDes and the SWOT (Strengths, Weaknesses, Opportunities, Threats) matrix to formulate development strategies. The results indicate that optimal management strategies include enhancing internal competitiveness, conducting comparative studies with other BUMDes enterprises, identifying community needs, providing management and information technology training for administrators, recruiting voluntary administrators, educating the community about BUMDes, collaborating with local entrepreneurs, improving management, increasing human resource competencies through training, optimizing capital, and implementing continuous evaluation and control. These strategies are expected to effectively support the sustainability and independence of BUMDes Batu Kotam.

Abstract

Komunikasi sangat penting dalam pemerintahan, penelitian ini bertujuan untuk mengetahui peranan proses komunikasi pemerintahan Metode Penelitian menggunakn metode pendekatan kepustakaan (library research) , pengumpulan data dalam penelitian dilakukan dengan menelaah dan/atau mengekplorasi beberapa Jurnal, buku, dan dokumen-dokumen. Hasil penelitian menunjukkan bahwa peran proses komunikasi pemerintahan sangatlah penting dalam peningkatan pelayanan publik. Dalam proses komunikasi baiknya membangun keterbukaan agar bisa meenigkatkan kinerja pegawai. Dengan adanya keterbukaan maka komunikasi sesama pegawai terjalin baik. Umpan balik kepada atasan dan bawahan juga hal penting dalam komunikasi agar pelayanan lebih baik.

Abstract

Penelitian ini dimaksudkan untuk mengetahui dan memperoleh gambaran strategi yang dibuat oleh ruang_youthforia untuk meningkatkan jumlah follower yang menjadi segmentasi atau target pasar yang akan menjadi pengguna jasa atau produk dari ruang_youthforia. Jenis penelitian ini yaitu jenis penelitian studi kasus, menggunakan pendekatan kualitatif dengan paradigma konstruktivisme untuk memperoleh hasil yang mendalam berdasarkan pada kondisi dan situasi yang senyatanya dari apa yang ada dilapangan. Teknik pengumpulan data yang peneliti gunakan dengan melakukan observasi, wawancara, dan dokumentasi. Penelitian melakukan analisis data dengan menelaah data-data yang diperoleh dari hasil observasi, wawancara, dan dokumentasi. Untuk menguji keabsahan data, peneliti melakukan dengan cara membandingkan, menyatukan, dan menggabungkan seluruh data yang telah diperoleh Hasil dari Penelitian ini, rumusan apakah ruang_youthforia telah melakukan strategi pemasaran untuk meningkatkan jumlah followernya yang akan dianalisa menggunakan Strategi komunikasi pemasaran terpadu (Integrated Marketing communication) yang meliputi Promotion (promosi), Public Relations (Humas), Advertising, Direct Marketing, Personal selling, Publicity, Event, Interactive Marketing untuk mengkomunikasikan visi dan misi-nya.

Abstract

Disabilitas merupakan isu kompleks pada semua lapisan masyarakat. Disabilitas mencakup orang-orang dengan kekurangan fisik maupun psikis yang ada dalam masyarakat. Maka penyebutan orang-orang disabilitas dapat lebih familiar dengan menyebut dengan difabel. Dengan adanya predikat difabel, maka masyarakat dengan mudahnya membagi strata sosialnya dengan diri „orang normal‟ dibandingkan dengan „orang cacat/difabel‟. Tujuan penelitian ini adalah beertujuan untuk menemukan gagasan dan landasan teoretis yang dapat digunakan untuk mendefinisikan “kota inklusif.” Karena definisi saja belum cukup, tulisan juga akan mengkaji indikator kota inklusif. Penelitian ini menggunakan penelitian kualitatif. Berdasarkan kajian teoretis yang dilakukan, penulis berpendapat ada empat indikator kota inklusif: (i) adanya partisipasi difabel; (ii) adanya upaya pemenuhan hak-hak difabel; (iii) terjaminya aksesibilitas; dan (iv) adanya sikap inklusif warga kotanya
