Abstract

This study aims to describe the perception of community in Manado City by using qualitative research methods and a phenomenological approach using OVO as digital transaction services. Data were collected through interview techniques with informants and direct observation, and data were analyzed through data reduction, data display, and conclusion. The results showed that the perception that was studied according to internal factors was through attitudes, motivations, interests, experiences, and expectations. The attitude expressed by the community of Manado City as users is that they feel happier, satisfied, easy, sophisticated, practical, and flexible. The motivation came from an offer of cashback when shopping, the prices given by tenants who work with OVO are cheaper and help the community to reduce direct interaction with people in transactions during the pandemic. The people’s interest came from their desires, the needs of the digital era like today, and encouragement from their family and co-workers. The experience so far is still very good, judging from the attitude of the informants, who are happy, and satisfied with the existence of this OVO digital transaction service. The people expect that OVO can collaborate more with tenants at malls, SMEs, and shopping places that do not yet provide digital transactions, as well as provide an official office in Manado, increase promos, and provide more payment features according to user needs, and educate the people of Manado City to switch to digital transactions.

Abstract

This study intends to determine the impact of fintech adoption on the efficiency of conventional banks in Indonesia between 2013 and 2019. The population of this study consisted of all conventional banks listed on the Indonesia Stock Exchange (IDX) between 2013 and 2019, whilst the sample consisted of 38 conventional banks selected using the purposive sampling technique. This study employs two analyses: Data Envelopment Analysis (DEA) to measure bank efficiency and panel data regression analysis to test the hypothesis of the effect of fintech adoption on commercial banks in Indonesia in 2013-2019 using the Stata program. According to the findings of this research, fintech appears to have a positive and discernibly noticeable impact on the operational efficiency of banks. The greater the number of fintech facilities offered by banks, the greater their efficiency; therefore, banks must strengthen innovation and bank infrastructure in order to implement fintech.

Abstract

Over the years, Nigerians have been confronted with police brutality and highhandedness. It is becoming a common happenstance to witness extra-judicial killings, disappearance of suspects and detainees from custody, rebellions and revolts among the rank and file, and of course, the usual giving and taking of bribes in all the nooks and crannies of the country wherever a policeman is sighted either at the police stations, checkpoints or public offices. Very few researchers have taken due care to examine the root causes of police malfeasances. A closer look at the state and condition of service of an average Nigerian police officer will reveal that he is working and operating under the  most inhumane and vicious circumstance. The implication of this is that he becomes frustrated, disillusioned, resigns to fate and takes his destiny in his own hands. In his daily conducts, he manifests acts of corruption, lawlessness, violent and aggressive behaviours to the State. Qualitative method of data collection was adopted in this study. Data for the study was generated from secondary sources such as textbooks, journals, newspapers, the internet, etc., while frustration-aggression theory was deployed as the theoretical framework for the study. This research revealed that corruption and other unethical attitudes exhibited by the Nigerian Police Force are a response to the hostile milieu in which they are subjected to. The paper, therefore, recommends that the welfare of the police officers must be prioritized.

This research was qualitative-quantitative prospective research in which the perception of stakeholders/institutions towards synergies—data analysis using the Qualitative Comparative Analysis (QCA) method assisted by Tosmana version 1.54 software. QCA is a new way to research social phenomena that combines the power of quantitative and qualitative methods. In this study, the QCA method was used to find a model (pattern) and causality structure between the level of synergy between institutions (stakeholders) in the East Lombok Regency. Data processing using QCA software obtained results in the form of a QCA Output Truth Table showing the contribution of each stakeholder actor in supporting the realization of institutional synergy in the development of tourist villages. These factors were based on factors that get strong support from stakeholders. The factors that received strong support from stakeholder actors were: responsibility (v4), strategic vision (v1), capacity (v2) and mindset (v3 ). The responsibility factor (v4) received a strong contribution from 7 stakeholders, the strategic vision factor (v1)  received strong support from 6 stakeholders, the capacity factor (v2) received a strong contribution from 5 stakeholders, and the mindset factor (v3) received moderate support from 3 stakeholders.

Abstract

Based on Article 201 paragraph (6) of Law Number 10 of 2016, Indonesia has an agenda to hold the General Election for Regional Heads (Pilkada) on September 23, 2020. This Covid-19 pandemic period has caused simultaneous Regional Head elections (Pilkada) in seven districts and cities in South Sumatra (Sumsel) were officially postponed, this delay was due to the corona virus outbreak or Covid-19. The purpose of this study is to explain, analyze and find laws in providing alternatives for filling regional head positions during the Covid-19 pandemic. The research method uses empirical juridical (field research), namely examining the applicable legal provisions and what is happening in reality in society. The results show several alternative patterns of filling regional head positions during the Covid-19 pandemic, including through the appointment of a temporary acting or task executor (Plt), indirect elections, and elections using the electronic election system. Each pattern has its advantages and disadvantages, with strong logical and juridical arguments that can be taken into consideration.

Abstract

As a form of service innovation, the Bandung City Population and Civil Registration Service applies Salaman application-based services. The word Salaman itself is an abbreviation of the word finished in hand. In practice, the Salaman application-based service implemented by the Department of Population and Civil Registration throughout 2019-2021 raises its own problems, especially for certain groups, such as homeless people, beggars, and other marginal groups in the city of Bandung. The purpose of this study was to analyze and describe the effectiveness of the service innovation of the Population and Civil Registration Service based on the Salaman application for the homeless and beggar groups. This research uses a descriptive method with a qualitative approach. Data collection techniques are carried out through interviews, observation and documentation, and data analysis techniques are carried out by data reduction, data display and drawing conclusions. The results of this study indicate that of the seven indicators used to measure the effectiveness of service innovations implemented by the Department of Population and Civil Registration of Bandung City, six of them showed poor results associated with groups of homeless people and beggars in the city of Bandung. The six indicators include clarity of purpose, clarity of strategy, process of policy analysis and formulation, careful planning, programming, and effective and efficient implementation. So overall it can be concluded that the Salaman application-based service innovation has not been effective in its application, especially if it is associated with groups of homeless people and beggars in the city of Bandung.

Abstract

Indonesia has adopted e-Procurement through an electronic procurement system (SPSE) implemented by the Electronic Procurement Service to improve transparency and efficiency in the procurement of goods and services (LPSE). Although the data/information presented in the LPSE is easily accessible, using the data in the LPSE for supervisory or audit functions is still not optimal, despite the fact that procurement of goods and services is the area with the highest corruption cases in Indonesia. The large amount of data in LPSE makes the audit process difficult because there is too much data to consider, especially if the audit process is still manual. As a result, auditors must use information technology to aid audit activities, also known as Computer Assisted Audit Techniques (TABK). In the field of public procurement auditing, the methodology for extracting large amounts of information is also unknown. Robotic Process Automation (RPA), which is thought to have great potential to facilitate audit work, is one of the information technologies that can help with the process of extracting large amounts of data. The author attempts to investigate how the implementation of RPA in the audit of the procurement of goods and services in the public sector that were analyzed descriptively in this study. The study's findings show that process automation can be done well and produce data that can be used in audits.
