Jurnal Dinamika Global is a scholarly International Relations journal which is published two volumes a year in June and December by School of International Relations of Faculty of Social and Political Science of Jenderal Achmad Yani University (UNJANI), Cimahi. The journal covers broud subject areas ranging from security studies, diplomacy, global political economy, ecological issues, foreign policy, regionalism, peace studies and conflict, transnational issues, etc. Dinamika Global means that articles which are submitted must discuss global issues and have global perspectives. The Editor welcomes articles submission from academics, researchers, also practitioners from local and abroad to enhance our understanding regarding global dynamic.

Abstract

Abstract China’s claims to all areas in the South China Sea have caused conflict with several states, such as Malaysia, the Philippines, Vietnam, Brunei Darussalam, and Taiwan. China’s claims are based on historical aspects by referring to the nine-dash line map, whether other claimant states are based on the UNCLOS 1982. Indonesia initially acted as a non-claimant state in this conflict. However, along with many violations committed by China in the North Natuna Sea, which is the Indonesian Exclusive Economic Zone, Indonesia is increasing its national vigilance. China is playing smart by pursuing a grey zone strategy. China’s strategy requires Indonesia to strengthen its deterrence strategy. This research uses a qualitative approach. Desk research is conducted as the collection data method. The results of this study indicate that it is necessary to strengthen Indonesia’s deterrence strategy, both military and non-military approaches. Abstract

Artikel ini mengkaji tentang faktor dan alasan NTB menjalin hubungan luar negeri dalam bidang pendidikan tinggi dengan Kementerian Pendidikan Malaysia. Kajian dilakukan dengan metode kualitatif deskriptif dengan konsep paradiplomasi sebagai alat analisis. Pengumpulan data dilakukan dengan studi pustaka dan juga wawancara dengan narasumber terkait. Hasil penelitian ini menunjukkan bahwa NTB aktif menjalin hubungan luar negeri dalam bidang pendidikan tinggi (termasuk dengan Malaysia) karena didorong oleh faktor eksternal dan internal. Faktor eksternal datang dari globalisasi dan regionalisasi, sedangkan faktor internal dipengaruhi oleh desentralisasi dan peran pemimpin daerah. Sementara alasan NTB menjalin hubungan luar negeri dengan Kementerian Pendidikan Malaysia adalah karena Malaysia dipandang dapat membantu NTB dalam memenuhi kepentingan pragmatis dalam bidang pendidikan tinggi, yaitu berjalannya program beasiswa pendidikan tinggi ke luar negeri (Malaysia) dengan biaya yang murah, pendidikan yang berkualitas, dan kesempatan memperluas wawasan dan jaringan internasional. Sedangkan Kementerian Pendidikan Malaysia bersedia menjalin hubungan dengan NTB untuk meningkatkan jumlah pelajar internasional di Malaysia.

Abstract

In International Relation theory discourse, Classical Realism has some typical characteristics that differentiate it from other theories. The typical characteristics can be indicated by the ideas of Anarchy and Conflict. The two ideas in Classical Realism theory refers to Thomas Hobbes’ Political Philosophy on the State of Nature. Considering that the two ideas are only two of the entire ideas of Thomas Hobbes’ Political Philosophy, the State of Anarchy and Conflict in Classical Realism theory needs to be completed with other ideas. The writing has been made to show the function of ratio as a reason to seek peace in a hierarchical relation through Leviathan’s power. Therefore, it can be seen that Thomas Hobbes discusses not only about the state of anarchy but also the fact of hierarchical system urgency to avoid conflict.

Abstract

Public Diplomacy for a country is an important tool. This study aims to analyze the public diplomacy strategy carried out by Indonesia as a response to the Global War on Terror (GWOT) policy carried out by America after the events of September 11, 2001. Public diplomacy carried out by Indonesia through the Bali Democracy Forum (BDF) is growing. Every year the number of participating countries participating in the BDF continues to increase. Indonesia must be able to take advantage of this momentum and formulate an increasingly comprehensive public diplomacy strategy in order to improve Indonesia's self- image in the eyes of the international community. This study uses qualitative research methods with descriptive research types and secondary data collection through literature studies, such as books, journals, e-books, e- journals, and other internet sources such as from government agencies, ministries, embassies of the Republic of Indonesia (RI) and portals. online news

Abstract

Finding consensus has been argued as a stumbling block for actions in ASEAN, including in ASEAN’s Human Rights Body: the AICHR (ASEAN Intergovernmental Commission on Human Rights). While past studies discussed the limits of consensus making in ASEAN, there is lacunae of research on the institutional performance pressure to get things done in an intergovernmental setting and the impacts of diverse mandates among AICHR Representatives to finding human rights consensus. There are at least four types of approaches that has been employed by AICHR Representatives to find consensus where the constructivist and pragmatist collided, but it becomes clear that the challenge is cross-sectoral rather than merely internal AICHR, which makes it imperative to assess the direction for ASEAN’s institutional performance when evaluating consensus building.

Abstract

This study aims to analyze Indonesia's foreign policy strategy during 2014-2019 toward the Belt and Road Initiative (BRI) initiated by China’s Xi Jinping. The study focuses on how Indonesia defends its national interests, that is to become the Global Maritime Fulcrume (PMD). Under the administration of President Joko Widodo, PMD's vision has been translated into efforts to build infrastructure and enforce the law in Indonesian waters, one of which is to eradicate illegal fishing. The results of the study found that the policy triggered positive and negative responses from China. Regarding the opportunity to invest in Indonesia's infrastructure development, China responded enthusiastically. However, in the context of eradicating its state-owned fishing vessels, China has tried to use various means, including using its investment as an instrument to influence Indonesian policies.

Abstract

Interfaith dialogue has not gained a strategic place in the context of the study of international relations yet, even though its existence has practically provided new dynamics in the constellation of contemporary international relations. Not only that, interfaith dialogue also has sufficient theoretical urgency as a academics study that needs to be continuously developed. The debate between realism and idealism continues to develop in contemporary international relations studies. This development is influenced by the expansion of the meaning of actors who not only talk about state actors but also non-state actors, the expansion of the issues was originally focused on hard political issues but also focus to the discussion on low political issues, as well as how the interaction between actors with the religious discussion of these issues has created varied patterns of relations between actors in the study of international relations. This study attempts to place the phenomenon of interfaith dialogue theoretically in the study of international relations through a rational perspective, by seeking a middle ground between the realism and idealism debates. The English School approach, foreign policy, and diplomacy will try to be presented so that the theoretical position of inter-religious dialogue will become clear as a phenomenon that continues to develop in the study of international relations. The importance of this research is to provide the possibility of a wider variety of studies in the context of international relations, so that the existence of international relations as a scientific discipline can be optimized for its contribution to analyzing social phenomena across national borders that occur and growing.

Abstract

The European Union has been facing an energy crisis since 2020 that is made worse by the extreme weather in winter and the hasty energy transition across mainland Europe. As the global world demands cleaner energy and renewable energy for all, the EU may have to strategize better to gradually shift from fossil fuel and anticipate the uncertainty and the volatility of renewable energy. This paper will examine the possible cause and sustainable solution to ensure the countries are still able to secure their environmental target, without severe consequences, economically and socially while maintaining their political legitimacy in dealing with Russia. The method used for this research includes a literature review. The outlook of the crisis will be depended on the securitization effort by the EU and solidarity amongst its members. EU will also still require fossil fuels to ease the transition to renewable energy in the coming years.

Abstract

Saat ini, produksi dan distribusi Small Arms and Light Weapons (SALW) telah menjadi ancaman bagi komunitas global . Hal ini dapat menjadi pedang bermata dua yang di satu sisi dapat digunakan oleh pemerintah untuk menegakkan hukum dan keadilan, tetapi di sisi lain dapat digunakan oleh pihak lain untuk mendukung tindakan mereka terhadap pemerintah dan melakukan tindakan kejahatan. teror kepada publik. Mengacu pada permasalahan tersebut, penelitian ini akan mencoba menganalisis persebaran dan penggunaan SALW baik oleh pemerintah maupun pihak lain, dengan menggunakan pendekatan teori konstruktivisme. Penelitian ini dilakukan dengan metode kualitatif dengan mengumpulkan data dari studi literatur dari sumber offline dan online. Kajian ini menunjukkan peredaran dan peredaran SALW, khususnya yang tidak berizin merupakan fenomena yang marak terjadi di negara maju kita. Praktik perdagangan SALW di daerah yang memiliki budaya yang erat kaitannya dengan senjata masih menjadi masalah pelik yang sangat sulit diatasi karena tidak adanya mekanisme pengendalian untuk mengurangi penyalahgunaan SALW.

Abstract

The war between Russia and Ukraine has a long tail and has spawned sanctions between countries. Aggressive Russia has taken the decision to close their airspace for many countries which became a policy that brought the world back to the similar conditions that happen in the cold war era. This article is written to answer the question, what is the impact of the closure of Russian airspace on the airline industry and the world economy? With using realism and structural functionalist approach this research shows that Russia's actions are taken to as a way deter other countries which support Ukraine. Thus, it is a clear indication that the existing international institutions along with their international law are indeed failed in dealing with the tendency of states (Russia) to act aggressively and halt their misconduct on their international interactions.
