Abstract

This research aims to describe and analyse the implementation of infrastructure development in order to accelerate development in district of Sekolaq Darat Sub Province of Kutai Barat. Theresult foundthat theimplementation development of infrastructure in order to acceleration of development area in district of Sekolaq Darat was effective. Result of the development have succesfully adding 80 percent facilities and basic facilities in area. This performance was not reached final goals 100 percent because of limitation of budget allocation. This factor was main resistor factor of development infarstructure in Sekolaq Darat.

Abstract

This study examines the Civil Service Management in Improving Performance In the State Civil Administrative Secretariat of the Province of East Kalimantan, which is motivated by the uneven performance of the State Civil Apparatus contained in the Secretariat of the Province of East Kalimantan. Based on the results obtained from the conclusion that the implementation process of the personnel management at the Secretariat of the Province of East Kalimantan has been performing well, it is apparent from Has the implementation of elements of management, coaching an employee is working, coaching effectiveness and efficiency that has been accomplished in the process of improving the performance Apparatus State Civil , staffing is carried out by using a selection of office and process assessment center in accordance with the legislation in force, taking disciplinary action for employees has been implemented in accordance with the regulations in force , the implementation of activities of physical and mental development for the whole Apataur State Civil environment of the Secretariat of the Province of East Kalimantan and the establishment of good working relationships between superiors and subordinates

Abstract

This research is aimed to describe and analyze the role of Government Internal Auditor (APIP) In the local government management at Bulungan District. This study used a descriptive qualitative approach, data collection techniques is participant observation, interview and documentation, which is then analyzed using component of data analysis:interactive model. The results showed that (1) the role of Government Internal Auditor (APIP) in the local government management at Bulungan District realized through implementation of comprehensive inspection to government affairs management by regional government device at Bulungan District, which includes the inspection of the institutional and staffing aspects; inspection of the financial aspects; and inspection of local government asset management aspects. (2) Apply the comprehensive inspection concept in implementation of regular inspections cause The role of Government Internal Auditor (APIP) in the local government management at Bulungan District ineffective.Keywords: Government Internal Auditor, Regular Inspection, Comprehensive Inspection

Abstract

The main concern of this article is about work culture of employee in Samboja. It was relating to authority and responsibility in finishing their duty. There are some indicators that influence work culture, such as the degree of understanding, cooperations among them, discipline, and work order. The result of this reseacrh find that leadership and work environment play significant role in supporting a positive work culture implementation.

Abstract

The purpose of this research is to explain about execution of rural parliamentary function of Loa Kulu Kota. The result of study show that in doing its function, such as legislation, budgeting, supervision and protecting social custom, rural parliarmentary  of Loa Kulu Kota did not too optimal due to several factors.

Abstract

The fundamental spirit in electronic government is all about giving the best service for public interests. It is a way for government to use the new technologies to provide people with more convenient access to government information and services, to improve the quality of the services and to provide greater opportunities for the people to participate significantly in policy making process. Electronic government is also the use of information and communications technology to promote more efficiency and cost-effective government, then allow greater public access to informations, and make government more accountable to citizens. This article is a theoretical study about electronic government as the new model of public service.

Abstract

This study aimed to analyze the preparation of maritime industrian estate at Tanggamus, Lampung in support of ships recycling industrial development, and then to arrange the planning of ship recycling industry development with substantive planning and procedural planning analysis. Substantive planning analysis through the approach of PEST’s Plus (Political, Economic, Social, Technology, and Environment), while procedural planning analysis using TAIDA as the method of preparation of strategies to deal with any possible scenario. The method used in the form of qualitative descriptive. Based on cross-impact analysis and causal-loop analysis, it was found that the focal concern and the uncertainties came from political and economic variables. There are four scenarios generated from scenario-cross diagram, scenario A (Surge Forward), scenario B (Yaw), scenario C (Sway), and scenario D (Heave Down). Then they are formed new vision and new mission, also the implementation of appropriate strategies of that possible scenarios to achieve the goals.Keywords: “Ship recycling, scenario planning”

Abstract

This study aims to describe apparatus’s work culture of Kutai Kartanegara particularly in Samboja which we can conclude that work culture  of there had good enough. Then the factor which influence towards apparatus’s work culture are related to inovation, the target, good environment work, and competition between the apparatus.
