Abstract

The purpose of this research is to know how Implemntasi Fund Allocation of Village Movement Build in Village of sub-district of Bahau Hulu. The research method used is descriptive method with qualitative analysis. The results of the study show that Implementation of Gerdema Fund Allocation in Upper Bahau Subdistrict 2016, the average absorption of funds under 70% (Seventy Percent), allocation targets and Gerdema not exactly as specified in the Regulation of Malinau Regent number 3 of 2016. Abstract

The result shows that improvement of employee’s performance might be conducted through employee’s potency characteristic development. But there are several obstacles. It sometimes did not go with the main function, limited budget allocation for employee empowerment. So the effort to produce the professional human resources didn’t reach yet. There is still a convensional work culture, and the different perspective among unit leader in using the employees to increase work result.

Abstract

The purpose of this study is to describe and analyze the role of the Regional Secretariat Protocol in supporting the Performance of the Governor of East Kalimantan. Defined research focuses are : The Protocol role as a regulator  of events, the Protocol role as a regulator of the working visit, and the Protocol role as the reception of local government and also the supporting factors and obstacle factors of the Protocol role in supporting the performance of the Governor of East Kalimantan. Sources of the data taken from the key informants such as The Assistant Public Welfare, Head of the protocol, Head of Public Relations and also informant such as Head of the Sub-part of the ceremony and trip leader, Head of the sub reception of local government and some staff protocols. Analisis data used interactive model developed by Milles, Huberman and Saldana through the stages.

Abstract

Secara khusus tujuan penelitian ini adalah untuk mengetahui pengaruh variabel gaya kepemimpinan terhadap kinerja, pengaruh variabel motivasi terhadap kinerja dan ingin mengetahui pengaruh variabel disiplin kerja terhadap kinerja pegawai di kantor Sekretariat Daerah Kabupaten Kutai Timur.Hasil Penelitian menyimpulkan bahwa terdapat pengaruh antara motivasi dengan kinerja pegawai. Pengujian membuktikan bahwa motivasi memiliki pengaruh positif terhadap kinerja pegawai. Dilihat dari perhitungan yang telah dilakukan diperoleh nilai koefisien sebesar 0,545. Selain itu hasil pengujian hipotesis 2 telah membuktikan terdapat pengaruh antara disiplin kerja dengan kinerja pegawai. Pengujian membuktikan bahwa disiplin kerja memiliki pengaruh positif terhadap kinerja pegawai. Dilihat dari perhitungan yang telah dilakukan diperoleh nilai koefisien sebesar 0,261 Hasil pengujian hipotesis 3 membuktikan terdapat pengaruh antara gaya kepemimpinan dengan kinerja pegawai sebesar 0,177.

Abstract

The purpose of research is to describe and analyze Implementation the District Integrated Administrative Service Standards (PATEN) in Head Office Teluk Pandan East Kutai. Source data extracted from key informants and informant and supported by secondary data. Analysis of the data used is Interactive models developed Milles, Huberman and Saldana. The results showed that the integrated policy administration services districts, which is regulated by Regulation Timar Kutai Regent No. 100 /k.632/2013, which implemented Cantor Head Teluk Pandan is implementable less than optimal or less according to the standard specified. Nonetheless the actions taken by the government districts indication pretty good, and it can be known parameters or service standards are set not meet expectations even then the applicative service that the organizing institutions, including quite effective, and is indicated by the ease of access that is done through a pattern of integrated services, so that people no longer confronted by a high sacrifice. Less than optimal implementation of integrated administrative services caused by lock of competent personnel, facilities and infrastructure quality and the small operating budget.Keywords: implementation, integrated administrative service

Abstract

Bureaucracy reform meant as a reform process through system transformation of bureaucracy governance. It was intended to create the public services more efficient and professional. Furthermore, bureaucracy reform strategy was directed to endorse the better changes of system, structure, culture, and human resources, especially the mindset of whole public officials in any kind government level. Abstract

The purpose of this study is to describe and analyze the implementation of government regulation No. 53  2010 about the Discipline of government civil servants. The Source of data is taken from the informants and the key informant and supported by the primary and secondary data. Meanwhile, the key informant is the head of subdistrict Telen East Kutai Regency. The Analysis of the data used is interactive model. The result of the research shows that the Discipline of government civil servants in the subdistrict office Telen East Kutai Regency regulated based on government regulation No. 53  2010 is implemented less effectively.

Abstract

The purpose of this study was to describe and analyze the Administrative Competence Development Through Formal Education and Training in the Department of Public Works in East Kalimantan Province. The results showed that the apparatus competence development undertaken by Public Works Department of East Kalimantan Province through Formal Education and various training has managed to bring a better change. The evidence suggests able to increase the competence of the apparatus. Indicated by the increase in personnel who have a Bachelor or Masters level education. In accumulative competence development apparatus made public Works Department of East Kalimantan Province pretty good indication. Less than optimal development of the apparatus due to the limited competence of the budget allocated for the development of personnel competence so that efforts to increase the competence of less than optimal, the limited quality training institutions and diverse commitment to improve the competence of personnel, and the limited authority of the Head of Department of Public Works
