Abstract

Penelitian ini bertujuan untuk menganalisis kebijakan jabatan Penyuluh Keluarga Berencana (KB) di Dinas Pengendalian Penduduk, Keluarga Berencana, Pemberdayaan Perempuan dan Perlindungan Anak Kabupaten Kaur dengan menggunakan model Edward III yang mencakup empat variabel utama, yaitu komunikasi, sumber daya, disposisi, dan struktur birokrasi. Fokus utama penelitian ini adalah untuk mengevaluasi bagaimana kebijakan tersebut dilaksanakan, serta faktor-faktor yang mempengaruhi efektivitasnya dalam mendukung program pengendalian jumlah penduduk dan peningkatan kesejahteraan keluarga. Metode yang digunakan dalam penelitian ini adalah pendekatan kualitatif dengan teknik pengumpulan data melalui wawancara, observasi, dan analisis dokumen. Hasil penelitian menunjukkan bahwa penyuluh KB tidak memili kebijakan jabatan yang besar dalam memutuskan sebuah keputusan, namun demikian dari kebijakan dari atasan ke penyuluh KB kegiatan penyuluhan berjalan dengan baik pada penelitian ini terdapat faktor penghambat dalam implementasi kebijakan yaitu suasana politik mengakibatkan pergantian pimpinan dilanjutkan perubahan kebijakan yang ada.

Abstract

Collaboration Implementation Model of State Vocational High School 1 Bengkulu Selatan is very important in Improving Graduate Competence. State Vocational High School 1 Bengkulu Selatan is one of the Vocational Schools with the status of a Center of Excellence in South Bengkulu Regency. This study aims to analyze the implementation model and the collaborative activities carried out by State Vocational High School 1 Bengkulu Selatan in collaboration with the Industrial World and the Manna Region III Education Office Branch. This study uses a qualitative approach method with data collection techniques through interviews, observations, and documentation studies. The informants of this study consisted of educational institutions, the government, and the industrial world. The results of this study indicate that the implementation of collaboration has been running in accordance with the technical instructions and techniques determined by the Director General of Vocational Education. It's just that this collaboration has not been fully implemented in all existing department competencies. This collaboration model can be seen in its full implementation in the Visual Communication Design (DKV) department, so that it can be a guideline for other schools and departments in improving Graduate Competencies.

Abstract

This study aims to analyze the influence of system quality, information quality, and service quality on user satisfaction with the Srikandi application within the Musi Rawas Regency Government. A quantitative research method was employed using a survey technique with questionnaires. The sample consisted of 100 civil servants (ASN) who use the Srikandi application across various local government agencies (OPDs). Data were analyzed using multiple linear regression. The results indicate that, partially, system quality (t = 7.666; p < 0.05), information quality (t = 9.560; p < 0.05), and service quality (t = 5.312; p < 0.05) have a significant positive effect on user satisfaction. Simultaneously, all three variables significantly influence user satisfaction (F = 67.106; p < 0.05). This study underscores the importance of improving system, information, and service quality to enhance user satisfaction with digital applications in the public sector.

Abstract

Tujuan penelitian ini untuk menganalisis peran sektor lapangan usaha dalam memacu penyerapan tenaga kerja di Kabupaten Kediri Tahun 2019-2024. Metode penelitian menggunakan pendekatan deskriptif kuantitatif yang bersumber dari data sekunder BPS Provinsi Jawa Timur dengan analisis LQ, Shift-share, Tipologi Klassen. Hasil analisis LQ dan Tipologi Klassen menemukan terdapat 9 sektor unggulan yang tergolong dalam industri yang berkembang tapi lambat (kuadran 2). Analisis shift-share menghasilkan pertumbuhan regional positif dengan pertumbuhan proporsional 9 sektor, dan pertumbuhan pangsa wilayah sebesar 4 sektor lapangan usaha dengan kontribusi terbesar pada industri pengolahan.

Abstract

Penelitian ini bertujuan untuk mengetahui program apa saja yang terkait dalam penggunaan dana desa beserta setiap proses penggunaannya, kemudian menganalisis rencana Penggunaan dana desa terkait kesesuaian atau ketidaksesuaian, serta mencari tahu permasalahan pemerintah desa terkait penggunaan dana desa. Jenis penelitian ini adalah penelitian kualitatif. Data yang digunakan adalah data primer, didapatkan dengan menggunakan  metode observasi dan metode wawancara, serta data sekunder, diperoleh melalui metode dokumentasi. Analisis data dalam penulisan Skripsi ini menggunakan analisis deskriptif dan analisis kualitatif . Hasil penelitian ini menunjukan program terkait dana desa masih didominasi pembangunan fisik dibandingkan pemberdayaan masyarakat. Terjadi beberapa ketidaksesuaian dalam rencana dan realisasi dana desa. Terdapat permasalahan mendasar terkait regulasi dalam penggunaan dana desa oleh pemerintah desa. Saran yang bisa penulis berikan adalah diharapkan menambah program – program pemberdayaan masyarakat serta mengingkatkan komunikasi dan konsultasi dengan pihak pemerintah daerah kabupaten terkait regulasi dana desa, pemerintah daerah berkenan mengevaluasi dan mengambil tindakan optimal agar regulasi dana desa bisa diterbitkan lebih cepat.

Abstract

This study aims to analyze the evaluation of the implementation of BLT-DD in Padang Binjai Village, Tetap District, Kaur Regency, reviewed from the policy and budget aspects. To analyze the factors that influence the implementation of the BLT-DD Program in Padang Binjai Village, Tetap District, Kaur Regency. To answer these problems, researchers use qualitative research methods. The results of the study indicate that in the context evaluation process, the Village Fund Direct Cash Assistance (BLT-DD) service has been completely good. Based on the results of the study Evaluation of the Sustainability of the Direct Cash Assistance Program in Poverty Alleviation Efforts, a Review of Policy and Budget Aspects, an evaluation was carried out using the CIPP model evaluation which includes context evaluation, Inpt evaluation, Process evaluation, product evaluation: 1. Context Evaluation: BLT-DD services have met the criteria even though some who received this assistance were assisted by their relatives who work at the village office. 2. Input Evaluation: all residents in Padang Binjai Village who received BLT-DD have used the assistance well according to their needs. 3. Process Evaluation: Not all recipients of Village Fund Direct Cash Assistance (BLT-DD) are from lower-income families, but they take advantage of their relatives who work at the Village Office to gain access to assistance. 4. Product Evaluation: In the future, village officials will be more transparent regarding data on BLT-DD recipients and who is eligible to receive it to avoid social jealousy among those who do not receive it.

Abstract

Protocol is an important aspect in the implementation of government, especially in official activities involving regional heads such as governors. Protocol includes procedures, rules and customs that regulate official events, visits, receiving guests and other activities. The main purpose of protocol is to create an orderly, regular and solemn atmosphere, and reflect the authority and positive image of the regional government. Ethics are behavior, actions, self-image of the community towards the government, organization, or institution and individuals, an impression that is deliberately created from an object, person or organization. Ethics is one of the most important assets of an organization or individual that is deliberately created to have positive value. One of the government organizations that applies ethics in its application is the protocol. This study aims to analyze how ethics in the operational standards of the Bengkulu Province governor's protocol by reviewing the application of operational standards, ethics applied in the operational standards of protocol, identifying factors that influence the application of ethics, and efforts that can be made to improve ethics in the operational standards of protocol. The research method used is a qualitative approach with a descriptive method. Data were obtained through in-depth interviews with protocol staff and related officials, direct observation at official events, and documentation studies of protocol regulations and reports. Data analysis was carried out using data reduction techniques, data presentation, and conclusions to obtain a more comprehensive picture. This study is expected to contribute to the development of protocol policies in local government environments, as well as become a reference for further research in the field of public administration and government communication.

Abstract

This study aims to analyze the success of the Prisoner Independence Development Program in Class II B Argamakmur Penitentiary through four main aspects, namely: communication, resources, disposition, and bureaucratic structure. This study uses a qualitative descriptive approach with data collection techniques through observation, in-depth interviews with employees and visitors, and documentation. The results of the study indicate that the success of the program is greatly influenced by the clarity and consistency of information conveyed transparently to prisoners, by the principles of human rights. In terms of resources, the effectiveness of the program is determined by the availability of trained staff, adequate facilities, and clarity of authority. However, cooperation with external parties and socialization related to post-release job opportunities still need improvement. From the aspect of disposition, commitment, honesty, and the application of democratic values, encourage the implementation of training that is in accordance with the interests of prisoners. However, active participation and the quality of training still need to be strengthened. Meanwhile, in terms of bureaucracy, the implementation of Standard Operating Procedures (SOP) and fragmented division of tasks have created a structured and efficient work system. However, obstacles such as limited facilities and a lack of coordination between parties are still obstacles. This finding underlines the importance of continuous improvement in all aspects to ensure that the development program is truly able to optimally support the process of social reintegration of prisoners after they are released.

Abstract

Penelitian ini bertujuan untuk mengevaluasi proses implementasi Peraturan Daerah Kota Bengkulu Nomor 5 Tahun 2014 tentang Perlindungan Perempuan dan Anak, khususnya pasal 6 huruf a, b, dan c yang berfokus pada upaya pencegahan kekerasan, penyediaan layanan terpadu, dan jaminan perlindungan terhadap korban kekerasan. Penelitian ini menggunakan pendekatan kualitatif dengan teknik pengumpulan data melalui wawancara mendalam, observasi, dan dokumentasi. Model evaluasi yang digunakan adalah CIPP (Context, Input, Process, Product) oleh Stufflebeam. Hasil penelitian menunjukkan bahwa meskipun terdapat upaya dari Dinas Pemberdayaan Perempuan dan Perlindungan Anak Kota Bengkulu dalam melakukan advokasi, menyediakan layanan dan pendampingan korban, namun pelaksanaannya masih terkendala pada minimnya anggaran dan sumber daya. Program-program seperti trauma healing dan layanan Generasi BERLIAN masih dalam tahap perencanaan dan belum terlaksana secara optimal. Evaluasi ini merekomendasikan peningkatan koordinasi antar lembaga serta alokasi dana yang memadai untuk efektivitas pelaksanaan kebijakan perlindungan perempuan dan anak.

Abstract

 This study analyzes the financial literacy and inclusion of farmers in Indonesia. a qualitative desk study method. The study examines the factors that influence financial literacy and barriers to financial inclusion, as well as the role of banking and informal mechanisms in improving farmers' welfare (Anwar et al., 2020, p. 125; Rahmah & Nurhayati, 2024, p. 414). The results show that farmers' finansial literacy is moderate, with the lowest level of financial knowledge, while their attitudes and behaviors are better (Nadia et al., 2024: 66). The main barriers include limited access to banks, low literacy, and distrust of formal institutions; thus, farmers still rely on informal mechanisms (Rahmah & Nurhayati, 2024: 420). Community-based Literacy training and digital financial service innovations, especially Sharia-based ones, are effective in improving farmers' financial inclusion and decision-making. in improving farmers' financial inclusion and decision-making (Budastra et et al., 2022: 1174; Buono et al., 2023: 3954). The integration of finansial literacy and inclusion is important for farmers' welfare through the collaboration of formal banking, micro institutions, and informal mechanisms is important for farmers' well-being (Sibuea et al., 2022: 152; Wardhono et al., 2018: 20). et al., 2018: 20). Recommendations include expanding access to services, strengthening training, and developing adaptive digital innovations. This research provides an empirical basis for policymakers and practitioners to design sustainable financial inclusion programs.
