Abstract

Sending employees to education and training programs has become the most common choice among institutions in order to improve their comptencies. It is believed that this approach is effective for improving employees? specific capabilities for certain jobs. However, many factors may influence the accomplishment of the education and training programs, such as the eduaction and training organizers? competency. Their competency determines how well the training proceeds as planned. Therefore, competency mastery for education and training organizers is definitely a necessity to be fulfilled.

Abstract

Abstract This article focuses on the power relations between elite and non-elite former GAM (Gerakan Aceh Merdeka) combatants in the post conflict reintegration policy in Aceh. A number of scholars have linked the post conflict reintegration to the GAM ex-commanders conflicts over predatory processes of resource appropriation. However what is missing in their account is that the attentions to the rank and file ex-fighters, including women ex-combatants. The finding of the study suggests that the post conflict reintegration has provided opportunities for the former GAM commanders to build and consolidate their political and economic power. Since the former GAM commanders occupied the reconstruction space, they have captured the peace building processes through their predatory behaviour and patrimonial networks. In this context, the ex-commanders GAM elite has become a new dominant post conflict group  while the non-elite group of the rank and file ex-combatants, particularly women ex-combatants, lost opportunities to enhance their welfare. As local elites are powerful, they have the capacity to select who are excluded from and included in their alliances. In these circumstances, the welfare outcomes from post conflict reintegration will beframed in terms of ?who has got what??, ?why??,and ?how??.

Abstract

Many corporations put high efforts in improving its personnel welfare through a career management by which employees may forecast their career opportunities in the future. Despite implemented merit system, the available job value data gainedfrom job analysis and evaluation have yet to be optimally utilized for determining employees? career path. This condition leads to weak work spirit and motivation on the part of the employees to provide their hardest efforts for the company due to unclear future career plan. Therefore, attempts need to be done to overcome the problem by using the available job value data for devising personnel career path. This may include two considerations, i.e. relative job value and cluster analysis result, which show proximity of factors and sub-factors among jobs having similarities. The result of this study is a proposition for a career path planfacilitating promotion or rotation from one job to another within or beyond a work unit. It can also be used as a base to post human resources on their right places.

Abstract

Decentralization is widely believed to be an effective tool for promoting democratic local governance as well as a cure for bureaucratic pathology. Based on literature studies and,cross-country evidence, policy on regional autonomy promises many significant improvements in varying sectors of development. In the case of Law 22/1999, however, it does not produce expected results yet, both at local and national levels. This paper examines the correlation between decentralization framework and socio-economic development in Bandung, with special reference to the six development fields, i.e. budget management, investment, physical infrastructure, education and human development, environmental protection, and people participation and community development. The general conclusion is that there are many significant changes but only little progress. This might be caused either by incorrect implementation or insufficient time to implement the law. Whatever the causes are, this paper supports the idea of revising some parts of the law in order to create a better atmosphere of local politics.

Abstract

Curriculum is believed as one of essential components in the education field thatsignificantly affects the learning process and results. A good curriculum will be ableto help society to fulfill their needs and to anticipate the facing challenges. Thus, anystudy on the curriculum implementation seems relevant to the recent condition ofeducation field in Indonesia that has been adapting a new school curriculum since thebeginning of district autonomy era. This will expectedly result on the availability of curriculum to be the guideline or reference for ?...learning environment, teachingmethods, the resources provided for learning, the systems of assessment, the school ethos and the ways in which students and staff behave towards one another?(Australian Curriculum Council, 1985). Such a study that has been recently carriedout by the Expert Staff of National Education Minister for Curriculum Developmentand Education Media in 9 provinces in Indonesia. Beforehand, the curriculum hasbeen tried out in 3 other provinces, alternately the Central Java, Bali, and SouthSumatra provinces.
