Corruption has became an epidemic that is very hard to be cured. It damages manyaspects of life and becomes the main factor in creating poverty. Each regime tries todestroyed this disease but none is successful. So, destroying corruption looks like amission impossible. Actually, it is not a cureless disease. Abstract

This research aims at analyzing the village development program and community empowerment at Togungguh Villagae and Telagabiru Village. It also intends to examine the influence of Village Development Program on those two villages. Village Development Program as the independent variable comprise the aspects of education, health and purchasing power. Meanwhile, community empowerment as the dependent variable covers income raising, community participation, improved skill and knowledge, and improved health. The result shows that the Village Development Program at Tanjungbumi Subdistrict does not optimally perform mainly due to several reasons: the community's insufficient understanding of the importance of balanced nutrients, uneven distribution of cheap basic necessities, and poor infrastructures for elementary and secondary education. These conditions contribute to inconsiderable level of community empowerment. In addition, village administrative officials do not adequately socialize the program to the whole community. Thus, the community do not have the opportunity to utilize the facilities that the government has provided for the development of their income-raising activities. Further more, the community are perceived to be less innovative in developing local potentials.

Abstract

The internal control system (ICS) in the local government of Lumajang regency was not effective. We guess that the problem because of the internal audit quality (IAQ) that held was poor. The purpose of this research was to assess the influence of internal audit quality (IAQ) to the auditee's internal control system (ICS) effectivity.Based on a questionnaire survey of an 22 Inspektorat's auditor teams of Lumajang regency, data are analysed using a Component Based Structural Equation Model (CBSEM) with Smart-PLS program. The result showed that : there was asignificant positive influence of internal audit quality (IAQ) to the effectiveness of auditee's internal control system (ICS). These results suggest that to improve the effectiveness of auditee's ICS, can conduct through improve the IAQ withincreasing the skills and personal qualities of internal auditor, the effectiveness of the audit process, and the reliability and usefulness of internal audit reporting.

Abstract

Public services have become the main concern for public policy in the local governing. This is to harmonize the dynamic change of social demands with the capacity of local government to fulfill them through public services. To achieve this, it needs better competence of government apparatus as the service executor. A range of efforts directed to improve apparatus competence in the field of public service has become an endless discussion topic among scholars. Although the demand for better competence has been recorded in numerous policy documents, it does not seem that those efforts have been optimal yet. Therefore, various views on the efforts to enhance apparatus competence in delivering services to society are continuously relevant to be discussed.

Abstract

This research aims at analyzing the implementation of the National Community Empowerment Program Implementation (PNPM) through Sub-district Development Program (PPK) at Noyan Sub-district, Sanggau District, West Borneo. The analysis covers the inputs and outputs of the program. The inputs consist of socialization, inter-village consensus, trainings, social and economic infrastructure development, saving and loan groups, and the sustainability of the program. The outputs include decreasing poverty, the expansion of income generating activity, people participation in income generating activity, the improvement of group awareness, and theimprovement of community capacity. The results of interviews, observation, and literature study show that the implementation of the National Community Empowerment Program Implementation (PNPM) through Sub-district Development Program (PPK) at Noyan Sub-district, Sanggau District, West Borneo is yet to be optimized.

Abstract

State going forward, if feasible educated human resources. Distribution educated person should be comprehensive and balanced, both in urban and rural areas, in government or in private company, and on the politician or the technician. But atthis moment felt quite expensive education costs, especially faced by the poor. Phenomenon in society, children of school agemcan not even school, because of the inability of parents and families to finance their children's schooling, even children trapped into child household helper (PRTA) to meet the needs of family life. Efforts to alleviate this PRTA confectionary serious need of all parties, in this case the Government, private organizations, activists, the law enforcement officials and politicians, through various methods of comprehensive and systemic.

Abstract

AbstrakKajian  ini bertujuan untuk mengetahui proses perencanaan anggaran berbasis kinerja pada Dinas Tenaga Kerja Kota Tanjungbalai Propinsi Sumatera Utara, mengetahui hambatan-hambatan yang dihadapi serta upaya-upaya yang dilakukan. Penelitian ini menggunakan pendekatan deskriptif kualitatif dengan teknik pengumpulan data melalui observasi partisipatif, wawancara serta studi dokumentasi. Informan kunci dalam penelitian ini ada sembilan orang. Untuk melakukan uji kredibilitas data digunakan uji validitas data dan reabilitas dengan menggunakan metode triangulasi sumber data dan teknik, perpanjangan pengamatan serta meningkatkan ketekunan.Hasil kajian menunjukkan bahwa dalam perencanaan anggaran berbasis kinerja pada Dinas Tenaga Kerja Kota Tanjungbalai secara umum masih belum diterapkan secara maksimal. Beberapa hambatan yang ditemukan dalam proses perencanaan anggaran berbasis kinerja pada Dinas Tenaga Kerja Kota Tanjungbalai diantaranya, (1) Masih rendahnya kualitas Sumber Daya Manusia; (2) Kurangnya Koordinasi Internal; (3) Belum adanya Indikator Kinerja yang Jelas; (4) Anggaran yang terbatasDengan demikian penulis menyarankan : Pertama, mengikutsertakan pegawai-pegawai yang ada untuk mengikuti pelatihan perencanaan  dan penyusunan anggaran berbasis kinerja baik yang diselenggarakan pihak Pemerintah Kota Tanjungbalai maupun pihak lain diluar Pemerintah Kota Tanjungbalai. Kedua, Perlu adanya peningkatan transparansi dan akuntabilitas anggaran serta hendaknya dalam penyusunan anggaran selalu mengacu kepada prinsip-prinsip penyusunan anggaran berbasis kinerja, sehingga indicator kinerja yang telah disusun dapat tercapai. Ketiga, meningkatkan koordinasi  antar bidang yang dipimpin langsung oleh Kepala Dinas Tenaga Kerja Kota Tanjungbalai

Abstract

Curriculum is believed as one of essential components in the education field thatsignificantly affects the learning process and results. A good curriculum will be ableto help society to fulfill their needs and to anticipate the facing challenges. Thus, anystudy on the curriculum implementation seems relevant to the recent condition ofeducation field in Indonesia that has been adapting a new school curriculum since the beginning of district autonomy era. This will expectedly result on the availability of curriculum to be the guideline or reference for ?...learning environment, teachingmethods, the resources provided for learning, the systems of assessment, the school ethos and the ways in which students and staff behave towards one another?(Australian Curriculum Council, 1985). Such a study that has been recently carriedout by the Expert Staff of National Education Minister for Curriculum Developmentand Education Media in 9 provinces in Indonesia. Beforehand, the curriculum hasbeen tried out in 3 other provinces, alternately the Central Java, Bali, and SouthSumatra provinces.

Abstract

As widely known, capable human resource holds an important role in the economicdevelopment. One among many other media for improving human resource capability is education and training in which human resource is facilitated to develop their knowledge, skills and attitude. At glance, education looks to be a cost. However, it actually is a long-term investment because the education process results in a better bargaining power of human resource before the corporate organizations requiring capable human resource. In addition, the result of the education process simultaneously contributes to the country?s economic growth. Capable human resource plays a part in improving social welfare as well. Better welfare theoretically corresponds to better purchasing power and unquestionably promotes the country?s economic development

Abstract

Leader and leadership are two important terminologies in public administration. A leader may use his/her leadership to inspire, motivate, and influence his/her employees to achieve desired goals. The recent condition shows political bureaucracy and administration have been unfavorable in generating such leadership. It is, thus, necessary to re-invent public leadership in order to be able to empower public organizations and society. Reinventing means to change the leaders' attitudes to make people trust the government. Public leaders expected by society are those who are honest, visionary, inspiring, skillful, competent, consistent, loyal, and open. Good leaders are supposed to be sensitive with current issues and put public interest on the first place. Meanwhile, bad leadership leads to poor government performance and deteriorating public trust.
