Abstract

Kebijakan desentralisasi luas yang digulirkan semenjak 1999 tidak saja dimaksudkan untuk memenuhi tuntutan reformasi, namun juga untuk mendorong terwujudnya pemerintahan yang demokratis dan berkinerja tinggi. Dalam tataran akademik, wacana tentang hubungan antara rezim demokratis dengan rezim pembangunan belum menemui titik temu. Sebagian berpendapat bahwa demokrasi merupakan produk dari proses pembangunan yang berhasil, sementara sebagian lain berargumen bahwa demokrasi merupakan prasyarat untuk dapat berjalannya pembangunan di suatu negara/daerah. Dalam upaya mewujudkan kondisi kepemerintahan lokal yang demokratis sekaligus berkinerja tinggi, kebijakan otonomi luas diyakini merupakan strategi yang tepat, sebagaimana ditunjukkan oleh contoh di negara-negara yang menerapkan kebijakan serupa. Meskipun demikian, desentralisasi juga dapat mengalami kegagalan jika tidak dikelola dengan baik. Untuk itu, desentralisasi perlu diikuti dengan upaya membangun kapasitas daerah serta sinkronisasi tiga pilar kekuatan lokal menuju konsep pembangunan yang terintegrasi. Tulisan ini mencoba mengevaluasi implementasi desentralisasi di Kota Bandung. Hasil analisis mengindikasikan bahwa desentralisasi di Kota Bandung berdampak lebih signifikan terhadap penguatan demokrasi lokal dibanding terhadap peningkatan pembangunan sosial ekonomi. Meskipun demikian, untuk jangka panjang desentralisasi menumbuhkan harapan besar terwujudnya rezim pembangunan yang demokratis.

Abstract

Human resource is one among most important resources within organizations. Leaders of organizations should be able to recognize and utilize their human resource comptences in order to develop the organizations. A performance assessment instrument is needed to measure the personels’ competence. Within governmental institutions, the conventional way of measuring the civil servants’ competence is through DP3. Now, there are some other alternatives in doing so. One of the instruments is based on Spencer Competency Model.

Abstract

Children play an important role in deciding goods procurement within a family. Although children are influencers, they canchange or determine family list of errands. The decisions children make are, to a certain extent, shaped by how parents communicate with their children. Socialization process through family communication is very important for the development process of a child as a consumer. The family communication consists of socio-orientation and concept-orientation. Socioorientation is the communication where parents monitor and control the children’s attitudes and learning as consumers. Meanwhile, concept-orientation is the communication in which parents support their children’s ability to make decision over purchasing. The type of communication adopted by parents affects children over purchasing decision making.

Abstract

Keberadaan bank syariah tidak hanya untuk masyarakat muslim tetapi masyarakat non muslim juga sudah mulai menggunakannya. Kedua nasabah tersebut tentunya mempunyai alasan-alasan tersendiri dalam keputusan memilih jasa bank syariah.  Penelitian ini bertujuan mendiskripsikan perilaku nasabah dan mengidentifikasi faktor-faktor penentu keputusan nasabah muslim dan non muslim dalam memilih bank syariah di Kota Surabaya. Teknik analisis yang digunakan untuk mencapai tujuan penelitian adalah analisis statistik deskriptif dan analisis faktor. Sampel diambil dengan teknik nonprobability sampling dengan sampling aksidental sebanyak 150 nasabah bank syariah yang tersebar di lima wilayah kota Surabaya. Hasil penelitian menunjukkan masih ada nasabah muslim yang menggunakan bank syariah sekaligus juga bank konvensional, sebaliknya ada nasabah non muslim yang hanya menggunakan bank syariah saja. Sedangkan berdasarkan faktor loading dari analisis faktor ditemukan bahwa untuk nasabah muslim, varibel daya tarik fisik (eksterior & interior) lebih cenderung menjadi pertimbangan penting daripada variabel yang lain, sedangkan pada nasabah non muslim variabel fasilitas komputer, ATM, Phone Plus yang memuaskan lebih menjadi pertimbangan utamanya. Direkomendasikan bank syariah hendaknya mendiferensiasikan produk yang unik, dipromosikan lebih informatif, melakukan personal selling dengan menggandalkan personel yang memahami produk knowledge bank syariah, dan berfokus pada service excellence dengan mengembangkan fasilitas pelayanan.

Abstract

Learning organisation has been a never-ending debate among scholars to be implemented within both private and public institutions. Unlike private sectors which have been the pioneer of being learning organisation, public sector has been struggling towards its application. Many factors have obviously played a part in worsening this condition. However, there is no excuse in not trying to implement learning organisation let alone discussing it. Shared leadership as the most crucial component of putting learning organisation into reality should receive special attention in conjuction with the other aspects. Therefore, it is high time to foresee what a leader can act on initiating, supporting and developing a learning organisation.

Abstract

Scenario Planning of Marine Resource Development in Natuna RegencyThis study aims at finding out the description about the implementation of marine resource development in Natuna Regency as the source of analysis for formulating the draft of long-term planning scenario of marine resource in Natuna Regency. The approaches of this study are system thinking and system dynamics. Systems thinking approach is for designing a model based on the study on concept, theory, reality and innovation. The model is then simulated through system dynamics to examine the validity and to intervene thepolicy upon the established model. This simulation on model results in scenario planning of marine resource development in Natuna Regency that is designed based on four scenario classifications (based on Ringland matrix). These scenarios are then arranged in three groups of study covering; 1) scenario on marine resource potential and fleet development towards the number of caught fish, 2) scenario on fleet development and fish marketing towards the income of caught fishery, and 3) scenario on fish basket development towards the production of cultivated fish and towards fishery income. The above scenarios are then proceeded by analysis of policy intervention, and by formulation ofstrategy to improve the future development of marine resource intended to develop the social welfare.

Abstract

Self assessment system stipulated by tax policy has given taxpayers full trust in presenting data to perform their tax obligations. This means that as long as tax officers agree and accept taxpayer’s report, this can be assumed that the reportprovided is true. In order to examine tax compliance level, tax officer(s) will do tax audit. The scope of tax audit includes providing the audit strategic planning; reviewing the tax implementation; and providing recommendations from tax evaluation. The compliance to the provision of tax regulations represents the effort from taxpayer(s) and tax officer(s) in tax administrationframework.

Abstract

Multi-dimension crises including moral crisis (corruption) indicate the failure ofeducation. The lack of transparency and accountability in the field of politics andeconomy worsens the condition. Various research results show that corruption abolition should instigate from self-commitment at individual level. Each individul anticorruption commitment becomes the underpinning for collective commitment. Education in this case may become the medium for the collective commitment conscientization since commitment as a main characteristic of mature human being can be nurtured through education. Education thus makes humans to be more fully human. The state of being “fully human” itself represents the anticipated objective of education. What needs to be noted is that education may become the development instrument for each individual and community if utterly facilitated with good morality of educators. Abstract

In line with the current socio-economical dynamic, grass-root organizations become more and more important. The formation of grass-root organizations should be complemented by the process of building their capacity so that the grass-root organizations positively bring in horizontal and vertical impacts. Among other elements of village government apparatus, which holds important roles, are Neighborhood and Hamlet Associations. Their existence and functions as grass-root organizations represent one main component of community-centered local government. The associations constitute the front-liners in giving services to community due to their closeness to the community. Therefore, capacity development for these grass-root organizations becomes an immediate necessity that needs positive response. A concrete policy should be formulated to leverage their existence and and functions so that they can contribute to the socio-economicdevelopment. Abstract

Indonesian government has responded to various released planning documents, which in practice often overlapped with one another, through Law No. 25 Year 2004.Despite insignificant change in the approach engaged, the current planning seems tobe more systematic and well ordered in terms of the mechanism, nomenclature, andquantity of documents. In this case, several planning documents have been adjustedand simplified. However, one tickling question arises as to whether the mechanism for the formulation and substance of Strategic Planning and LAKIP (GovernmentInstitution Performance Accountability Report) documents are still relevant. Thereview on this matter shows that, in several aspects, there should be adjustments,such as regarding the needs for better understanding and commitment of structuralofficials toward the policy, the choice for target indicators and activities, as well as the mechanism to measure.
