Abstract

Many studies tried to explore the correlation between leadership and communication competence and other organization variables. Some researchers focused on finding the association between leadership styles and communication competence, others focused on examining the influence of chose variables to employees job satisfaction and work performance. These studies proved that there is a relationship between the leader’s use of leadership styles and the leader’s communication competence. Its also showed that there is a strong relationship between supervisor communication competence and employee communication satisfaction.

Abstract

Pelayanan administrasi oleh Aparatur Sipil Negara (ASN) di Kota Depok, telah menghasilkan kinerja nyata. Jika pelayanan ini terjadi stagnasi, hampir dipastikan sektor lain terkena dampaknya. Efektifitas kinerja ASN di Kota Depok adalah di antara faktor yang menentukan keberhasilan organisasi, tujuan akhirnya berupa kepuasan publik atas pelayanan yang didapatkan. Senyatanya di Kota Depok terindikasi bahwa ASN belum optimal dalam memberikan pelayanan publik. Penelitian menggunakan metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data primer dengan wawancara mendalam; observasi; dan focuss group discussion, serta validasi data dengan triangulasi. Hasil penelitian/Temuan: kinerja ASN di Kota Depok terbukti sudah cukup efektif sesuai perencanaan dan harapan publik. Adanya kerjasama yang baik dalam menyelesaikan beban tugas, dan pemanfaatan waktu secara optimal, sehingga dapat mencapai sasaran kerja individu dan tim sesuai perencanaan. Kegiatan tersebut, didukung sarana dan prasarana yang memadai, serta kemampuan ASN dalam beradaptasi dengan lingkungan kerja. Rekomendasi: perlu dibuat time management yang lebih baik di Pemerintah Kota Depok berkaitan dengan pencapaian dan perwujudan visi, misi, tujuan, dan program kerja organisasi.

Abstract

Decentralization requires professional human resources. As widely known, professional civil servants are very limited in numbers, particularly compared to the number of population to be served. Rightsizing policy is expected to be able to reduce the expectation gap. Furthermore, personnel institution should be restructured in accordance with the demand of decentralization bureaucracy.

Abstract

Pembangunan kawasan metropolitan di Indonesia bagian timur ditetapkan pada tahun 2003 yang diatur dalam Peraturan Daerah No. 10 Tahun 2003, tentang Rencana Tata Ruang Wilayah Metropolitan Mamminasata. Dua tahun kemudian, pemerintah pusat mengeluarkan kebijakan yang mengatur tentang rencana pembangunan jangka menengah kawasan tersebut. Pada tahun 2011, pemerintah pusat kembali mengeluarkan kebijakan untuk memperkuat pelaksanaanpembangunankawasanmetropolitanmamminasata yangdimuat dalam Peraturan Presiden No. 55 tahun 2011. Pada peraturan tersebut kawasan metropolitan Mamminasata ditetapkan sebagai salah satu kawasan strategis nasional. Tujuan penelitian ini untuk menganalisis kebijakan pembangunan di kawasan metropolitan Di Indonesia timur dan dampaknya terhadap tata kelola perkotaan. Data yang diperoleh dari hasil wawancara dan observasi, dan diperkuat dengan kajian data sekunder diolah melalui metode penelitian deskriptif dengan pendekatan kualitatif. Hasil penelitian menunjukkan bahwa kebijakan kawasan metropolitan yang dilihat dari pendekatan kelompok, pendekatan kelembagaan, dan pendekatan peran serta warga Negara, belum mampu diimplementasikan dengan baik. Terdapat tumpang tindih kewenangan antara organisasi yang berperan dalam pengelolaan pembangunan kawasan metropolitan menyebabkan terkendalanya beberapa pembangunan. Kurangnya peran serta masyarakat dalam perumusan kebijakan menimbulkan reaksi penolakan dari beberapa kalangan terhadap pelaksanaan pembangunan kawasan metropolitan di Indonesia Timur.

Abstract

Public sector human resource management tends to have been neglected. In practice, human resource has been positioned as complimentary asset of an organization and has no sufficient bargaining power. This condition leads to a condition in which organizations neglect their employees’ administrative development such as promotion, pension and so forth. Furthermore, at some point it will create hindrances for career path development, performance improvement, andpersonnel development as a whole. Negligence in human resource management after all results in public sector’s deteriorating productivity and dwindling capability to serve the citizens. This condition is usually worsened by inept leaders who are incapable to manage the organization’s human resource.

Abstract

Economic crisis has led the government to a dilemmatic situation. On one hand, the government is demanded to provide and/or expand work opportunities, especially for those laid off due to the crisis. On the other hand, the government has limitations to fulfill the demands. One way to solving this problem is sending labors overseas, particularly to Malaysia. Despite that, the policy poses some problems. Empirical facts show there are a lot of problems concerning Indonesian migrant workers: illegal status, unjust treatment before the law, and massive deportation. These problems arise due to the absence of sufficient regulations protecting the workers. In addition, overlapped coordination among agencies as well as weak control over the matter worsens the situation. For that reason, the current procedures should be rearranged and bilateral relations between the Indonesian and Malaysian governments should be tightened in the field of manpower, particularly to safeguard Indonesian workers’ rights.

Abstract

The condition of public service delivery in Indonesia is so disappointing that it should be recovered immediately. Various malpractices can be found in any service institutions that expresses incapability of organization and employees in holding the delivery. Considering public service is the maintask of civil service, such awkwardness should be eliminated. The most strategic step to carry it out is by changing the service culture. Generally it is quite complicated to decide which service culture is the most appropriate to be applied as it will depend on the space, time, social condition, and organizational context. Therefore, the best approach to be used is contingency method, which is adaopting various service cultures with the situation. Any cultures`taken, the one should be put in mind is that the goal of public service delivery is to fulfil the needs of society.

Abstract

This research focuses on the teaching learning process of Level III Pre-service Training among West Java Provincial, Municipal and Regency Boards, Offices and Organization Units of Local Personnel Board. The research identifies the effectiveness of the Level III Pre-service Training Management, both from the input and its impact. The input comprises the components of teaching learning process consisting of raw input (participant characteristics), instrumental and environmental inputs, their influence to the learning effectiveness, and impacts to the alumni performance. This research employs a quantitative method. Thedata are collected through observation, interview, questionnaires and library research. The data are then analyzed and described by using scoring analysis (weight mean score model) and path analysis model. The result shows that the whole components of teaching learning process, the learning effectiveness, and the alumni performance do not reach the ideal condition as expected. Meanwhile, the inductive analysis reveals that partially as well as holistically the participant characteristics and instrumental and environmental inputs have a positive and significant effect to the effectiveness of learning system. In general, the Level III Pre-service Training system does not run effectively so that it does not gives optimal contribution to alumni performance. Thus, measures need to be taken to improve the input, process, output, and outcome of Level III Pre-service Training system conducted by West Java Regional Training Office and other related training institutions.

Abstract

The research aims at studying participatory spatial planning in mitigating natural disaster in Banda Aceh City. It employs inductive-qualitative, phenomenological method in which the researcher tries to recognize and identify the meanings of realities, then illustrate them into a conceptual construction. The result of the research at Kelurahan Laksana Banda Aceh City shows that participatoryspatial planning in mitigating natural disaster does not work well due to several obstacles such as lack of coordination. Good coordination only occurs among government officers at sub-district level but not at the village (kelurahan) level. Donor bodies in the rehabilitation and reconstruction process tend be merely project accomplishment-oriented. They are concerned about physical aspectsbut not social, psychological and cultural aspects. Spatial planning following tsunami disaster does not cover cultural, social, and religious aspects and norms of local people. At the same time, local people participation in the spatial planning is not optimal yet. Although local people contribute ideas, development agents (donors and government) do not take them into account. As a result, the spatial planning does not answer local needs.
