Abstract

Organization is the arrangement of personnel for facilitating the accomplishment some agreed purpose through the allocation of functions and responsibilitie (Selznik in Ndraha, 1997). Considering an organization as a system, components of personnel, purpose, functions and responsibilities constitute to be sub-systems limited by a boundary functioning sequentially to achieve a committed common goal or set of goals (see also Robbins, 1990:4) The School of Public Administration, the National Agency for Public Administration (Sekolah Tinggi Ilmu Administrasi Lembaga Administrasi Negara or STIA LAN) is anorganization of functional higher education for civil service, National and Local Corporate employees, and army or police members aiming at improving apparatus competency in the fields of theory and practice of public administration. On the basis of President Decree Number 100 year 1999, STIA constitutes to be a technical operation unit or income-generating unit (Unit Pelaksana Teknis or Lembaga Swadana) under LAN. As a functional school, STIA LAN has specific characteristics both its academic components (curriculum, programs, learning materials, learning techniques and methodology) and structure of organization (components, system and sub-system). As an organization STIA LAN might be considered as a semi-open system. In this context, the components of its system are open for any information concerning the development of public administration from its environment. The information is then processed and modified to be learning materials. However, as a functional institution for apparatus STIA LAN is also closed for external interaction, especially concerning the students and other information related to general higher education. This paper tries to analyze STIA LAN from the spectrum of organization as a system. Through this point of view, some concepts expectedly emerge and develop to be the alternative solution of the recent organization problems.

Abstract

If vigilantly observed, the portrait of Indonesian bureaucracy illustrates a pile ofcritical problems. The problems in the bureaucratic area do not merely compriseregulatory matters such as the cases of annulled regulations. They also include other aspects such as malpractice in the budget spending, unprofessional manner in service delivery, and low and unmeasured performance accountability. All these are against the fact that bureaucracy should function to serve the society. With such a condition, efforts to provide quality service and to create prosperous society within the country have proved to be merely a utopia. Therefore, a strategic bureaucratic reform needs to be revolved in a consistent and under-controlled way. It is obvious that improving public service through bureaucratic reform and corporateculture is not easy and time-consuming. For this purpose, it needs a strongcommitment among government apparatus both central and local, morality fromgovernment apparatus both personal and professional, appropriate public policy, andthe optimal implementation of managerial functions.

Abstract

The research strives for analyzing the roles of Village Representative Council (BPD) in Village Development at Kecamatan Badiri Kabupaten Tapanuli Tengah. It also tries to identify hindrances and efforts conducted to overcome the hindrances in the village development. The first variable, the roles of Village Representative Council (BPD), consists of two sub-variables, i.e.: village regulationmaking and the accommodation of community aspiration. The second variable, village development, comprises three variables, i.e.: living standard improvement, community participation in development, and community capacity to be self-reliant.The research result reveals that the roles of Village Representative Council (BPD) as the media and mechanism for village development are moderately good but need to be optimized through the socialization of or information distribution regarding village development to the community.

Abstract

Bureaucracy as a terminology began to be widely known after Max Weber (1864-1920) introduced a model of organization known as bureaucratic organization. In his elaboration, Weber states that the form of bureaucratic organization is a type of organization that most fits the characteristics of industrial society in the late 19th century, both public and private sectors. The bureaucratic structure has existed for almost 100 years and, of course, it now requires some adjustments here and there in order to make its existence intact as Max Weber intended in building such phenomenal theory of bureaucracy. The structure of quality public sector is the one able to adjust to endless challenges. Such adjustable structure will enable public sector performance to grow and proliferate optimally. It is, therefore, necessary to keep readjusting certain dimensions of such organizational structureas complexity, formalization and centralization to the present conditions.

Abstract

The research aims at analyzing the Direct Cash Grant (BLT) Management in Achieving the Fund Effectiveness of Fuel Subsidy Reduction Compensation Program (PKPS BBM) at Kecamatan Rantau Selatan, Labuhan Batu District. The research variables comprise two variables. The first variable is the Direct Cash Grant Management consisting of sub-variables: planning, organizing and controlling. The indicators are data collection, socialization, distribution and control. The second variable is Fund Effectiveness of Fuel Subsidy Reduction Compensation Program (PKPS BBM) with the indicators: right target, timeliness, and advantages. The research result shows that the Direct Cash Grant (BLT) Management in Achieving the Fund Effectiveness of Fuel Subsidy Reduction Compensation Program (PKPS BBM) still encounters four main obstacles. First, insufficiently allocated time has caused data collection and trainings for the data collectors not optimally conducted and demographically unwell-distributed.Second, the indicators of poor family can not be applicable for all areas. Third, lacking coordination among institutions has resulted in insufficient control. Fourth, the effectiveness of BLT PKPS BBM fund at Kecamatan Rantau Selatan, Labuhan Batu District has yet to be achieved in the terms of the right target, timeliness, and advantages.

Abstract

The research aimed to find out the Effect of Effectiveness of Advertisement Tax Collection and Material Compliance towards Local Own- Source Revenue (hereinafter referred to as PAD) of Gorontalo. The approach used in this research was a quantitative method. The data source of this research was primary data performed by distributing a questionnaire to respondents who have met the research samples standard. The technique of data analysis used multiple regression analysis by using SPSS program assistance. The findings of the research showed that (1) the effectiveness of advertisement tax collection had a positive and significant effect on the PAD in Gorontalo. (2) The material compliance had a positive and significant effect on the PAD in Gorontalo. The meaning of the positive coefficient showed that the higher material compliance would lead to the more optimal PAD. (3) The effectiveness of advertisement tax collection and material compliance, simultaneously, had a significant effect on the PAD in Gorontalo. The value of determination coefficient was 0,728 or it meant 72,8% of PAD in Gorontalo variability could be explained by the effectiveness of advertisement tax collection and material compliance, whereas the rest 27,2% could be explained by other variables excluded in this research such as factors which encompassed knowledge, integrity, motivation at work, discipline at work, internal control system, organizational commitment, and work ethic.

Abstract

The implementation of e-Government for better public service delivery has recently attracted government agents. This research aims at finding out the availability and types of services electronically provided by local governments. From 22 local government websites, it is revealed that the websites mostly display one-way announcement/information regarding demography and licensing services. Only few display interaction menu, provide two way/interactive page, and/or alredy possess transaction page.

Abstract

Sebagaimana kita ketahui, selama ini sistem kepemerintahan di negara kita masihmenganut nilai-nilai tradisional atau paternalistik (bekerja mengikuti pola patron-klien patrimonial). Dalam upaya mewujudkan good governance, melakukan transformasi budaya birokrasi dalam penyelenggaraan pemerintahan di negara kita merupakan keharusan. Upaya tranformasi tersebut bertujuan untuk mengubah budaya birokrasi lama (yang sarat dengan KKN, tidak produktif, lebih suka hal-hal yang bersifat rutinitas,dll) menjadi birokrasi pembelajar (learning bureaucratic). Abstract

The Indonesian economic development which emphasized on economic growth hasresulted in prolonged multi-crisis. The crisis has caused personal imbalance withinoverall development stakeholders in addition to structural and hierarchal ones. Defying these phenomena, two, preferably-combined, strategies should be taken into action: first, revitalizing or empowering micro, small and medium enterprises as community-based economic development; and second, re-actualizing social development in conjunction with economic development. Through these strategies, it is expected that redistribution with high economic growth can sustainably be achieved.

Abstract

Pandemi Covid-19 yang saat ini terjadi, telah dan akan memengaruhi berbagai aspek kehidupan termasuk keberlangsungan proses bisnis yang ada di organisasi Kementerian Pekerjaan Umum dan Perumahan Rakyat (PUPR). Artikel ini bertujuan untuk berbagi pengetahuan mengenai best practices yang telah dan sedang dilakukan oleh Pusat Pendidikan dan Pelatihan Jalan, Perumahan, Permukiman, dan Pengembangan Infrastruktur Wilayah (Pusdiklat JPPPIW) dalam mendorong munculnya berbagai kreativitas dan inovasi untuk mengembangkan pola strategi mengembangkan kompetensi sumber daya manusia yang dimiliki. Tulisan ini menggunakan pendekatan metode kualitatif yang berfokus pada fakta implementasi inovasi pengembangan SDM yang dilakukan. Hasil pembahasan menunjukkan desain pelatihan yang dikembangkan oleh Pusdiklat JPPPIW menggunakan model ADDIE (Analyze, Design, Development, Implementation, dan Evaluation) yang telah dimodifikasi dengan memanfaatkan teknologi untuk menjawab kebutuhan pengembangan kompetensi dalam situasi Pandemi Covid-19. Berbagai kreativitas yang diwujudkan dalam bentuk inovasi diharapkan mampu menjadi penyangga keberlanjutan pengembangan kompetensi SDM PUPR terutama saat pandemi Covid-19 terjadi. Artinya, berbagai pola pengembangan SDM jika dilakukan dengan benar dan sistematis akan tetap dapat mendorong pencapaian tujuan organisasi dan beradaptasi lebih cepat terhadap tuntutan perubahan lingkungan.
