Abstract

Local Neighbourhood Associations (RT/RW) have sociohistorically passed several regimes and eras. Up to now, they still exist as main institutions within communities. Centralized policy during the new order era has made RT/RWs as parts of governmental bureaucracy. The image remains the same until now. Despite the grassroot organization perspective that RT/RWs are structurally a model of grassroot conservatism, they culturally and functionally may transform themselves intoservice units. Reform movement has given them way to be more independent and self-reliant in providing services for their own communities. The wind of change is of course at the hand of the local governments.

Abstract

Several dimensions of public service performance appraisal carried out in Indonesia, such as the Performance Accountability Report of Government Institution (LAKIP), Index of Human Resource Development, are still oriented to the internal and partial paradigm of parties and using a good governance paradigm is unavailable. Therefore, this paper is aimed at an approach of public service performance appraisal that can fulfill the requirements of good governance paradigm by using the systems thinking and system dynamics. This approach is generally used to solve argumentative problems. Compared with other mentioned approaches, systems thinking and system dynamics are more comprehensive in dealing the problems in the following ways: (1) the model resulted can cover all fundamental variables in terms of government and people perspectives used to solve a problem of detail complexity, (2) the approach can explain the involvement the essential variables to solve a problem of dynamic complexity, (3) Variables used are transformed into a model at the same time through soft variables, hard variables and performance variables. Therefore, the process can result in a comprehensive model of performance appraisal of which its success can be detected

Abstract

Tax planning is the way to formulate a structure  concerning the consequency of tax  potential,  mainly focusing on the control of every transaction with tax consequence. The objective is  to assure  that the control over the transaction can make the tax to be transfered to government more efficient. However, the tax planning cannot be formed without  a deep survey  on the  problem to be structured in accordance with the tax law and procedures, after a consideration to other non-tax factors  including the strengths and weaknesses of the system. To sum up, an effective tax planning depends mostly on the awareness and involvement of decision makers to the  tax impact attached to any activities of the corporate, and not on the expertise of tax profesionnals.

Abstract

Kinerja organisasi merupakan akumulasi dari berbagai faktor yang mempengaruhinya. Dari berbagai faktortersebut, nampaknya kapasitas organisasi memberikan pengaruh yang cukup siginifikan terhadap pencapaian kinerjasuatu organisasi. Adapun yang mendasari penelitian ini adalah adanya berbagai fenomena yang mengindikasikankinerja STIA LAN Bandung belum optimal.Dalam penelitian ini, kapastitas organisasi diteliti dengan menggunakan delapan dimensi yaitu kepemimpinanstratejik, struktur organisasi, sumber daya manusia, keuangan, infrastruktur, manajemen program, manajemen proses,dan hubungan antar organisasi. Sedangkan kinerja organisasi diteliti dengan menggunakan empat dimensi yaituefektivitas, efisiensi, relevansi, dan kelayakan keuangan.Analisis hasil penelitian dilakukan dengan menggunakan analisis jalur. Berdasarkan hasil penelitian, diketahuibahwa dari delapan dimensi kapasitas organisasi, hanya satu dimensi yang tidak berpengaruh terhadap kinerjaorganisasi, yaitu manajemen proses. Sedangkan ketujuh dimensi yang lain memberikan kontribusi kepada kinerjaorganisasi.

Abstract

It is no doubt that bureaucracy has an important role in the provision of publicservices. However, for many reasons, the performance of our bureaucracy is still far from what people expect. Its resistance to change, in addition to other unacceptable manners, is a critical factor that makes the bureaucracy unable to perform as expected. The rise of Learning Organization through which a concept of powerful organization formation is offered, is expectedly able to become the leverage for or bureaucracy to overcome its impediments. In essence, learning organization recommends that, in order to be successful like private firms or companies, the bureaucracy needs to accelerate its learning process and adjust itself to the rapid, global change. The importance of learning organization derives from the idea that ?the survival of the fittest? is quickly amending to ?the survival of the fittest to learn?. Despite the good concept, the idea of learning organization is not easy to put into practice within the bureaucratic system due to its unacceptable ?cultures?, attitudes and paradigm that are not in line with the spirit of learning organization. Therefore, what we need to do in the first place is to change the bureaucracy in terms of its structure and its intrinsic foundations by which it operates: values, norms, and paradigm. Another key aspect is to change the way people manage the bureaucracy.

Abstract

Pengaduan pelayanan publik merupakan suatu bentuk mekanisme penting dalam pemberian pelayanan yang berbentuk partisipasi masyarakat dalam rangka meningkatkan kualitas pelayanan publik. Demikian halnya dengan pengaduan pelayanan Surat Izin Usaha Perdagangan di Kantor Pelayanan Perizinan TerpaduKota Binai. Sebagai mekanisme penting, maka pengaduan pelayanan publik, akan memberikan kontribusi positif pada instansi penyelenggara pelayanan publik jika dikelola dengan tepat. Tujuan penelitian ini adalah mengetahui kinerja implementasi pelayanan pengaduan, menganalisis aspek-aspek yang berperan kepada implementor di lapangan, dan menganalisis mekanisme coping yang dilakukan implementor di lapangan. Penelitian ini menggunakan metode penelitian kualitatif. Hasil penelitian menunjukkan bahwa kinerja implementasi pelayanan pengaduan SIUP di Kantor Pelayanan Perizinan Terpadu Kota Binjai masih belum optimal. Mekanisme Coping yang dikembangkan parapegawai Seksi Informasi dan Pengaduan KPPT Kota Binjai selaku implementor di lapangan berdampak buruk bagi kinerja implementasi. Hal ini dikarenakan implementor di lapangan mengalami tekanan dan keterbatasansehingga mereka tidak bisa sepenuhnya menjalankan kebijakan pelayanan pengaduan sebagai akibat dari aspek-aspek anggaran operasional yang kurang memadai, aspek kontrol pengawas yang bekerja kurang efektifdan aspek partisipasi pengguna layanan yang bersikap apatis. Ketiga aspek tersebut merupakan aspek-aspek yang paling determinan memberikan peranan kepada implementor di lapangan.

Abstract

Penelitian ini dititikberatkan pada Evaluasi Kebijakan Pengendalian Fungsi Garis Sempadan Jalan.Bertujuan untuk mengetahui hasil dari pelaksanaan kebijakan pengendalian fungsi garis sempadanjalan dalam menertibkan bangunan-bangunan semi permanen di atas trotoar jalan Sukajadi kotaBandung, faktor penghambat dan pendukungnya, serta langkah dan strategi pelaksanaannya. Penelitianyang dilakukan menggunakan metode kualitatif. Data dihimpun dengan menggunakan teknik nonparticipantobservation, wawancara, dan studi dokumen sedangkan informan ditentukan dengan teknikpurposive sampling. Data yang diperoleh kemudian dianalisis dengan menggunakan teori William N.Dunn dengan variabel-variabel efektivitas, efisiensi, kecukupan, perataan, responsivitas, dan ketepatan.Hasil penelitian menunjukkan bahwa hasil pelaksanaan Kebijakan Pengendalian Fungsi GarisSempadan Jalan belum berfungsi dengan optimal dalam mencapai tujuan dan manfaat yang diharapkandalam Kebijakan Garis Sempadan Jalan. Faktor penghambatnya terdiri dari faktor eksternal yaitupolitik, administrasi, ekonomi, dan sosial. Sedangkan hambatan dari faktor internal adalah teknologi,kompetensi, budaya, dan pertahanan keamanan. Adapun faktor pendukungnya adalah berlakunyabeberapa peraturan perundang-undangan yang dapat menjembatani tujuan Kebijakan Garis SempadanJalan, serta dapat digunakan menjadi dasar penetapan kebijakan dan pelaksanaan program di masamendatang.

Abstract

Essentially, factor analysis is used for data reduction, i.e. a process to condense plentiful variables into a fewer number called as factor. For example, out of 26 attributes examined to measure students? attitudes, only several factors can be employed after applying the factor analysis. In this case, 4 variables become the main factor considered to influence the students? perception. The 4 variables are Cost, Image, Service Encounters, and Evidence of Services. Abstract

Universities in general can be categorized into three types. The first type is the Teaching University where teaching becomes the major activity without significant research activities. The Second type is the Research University where in addition to teaching activities, it carries out significant research activities. In this type of University, research is the major concern of all civitas academica. The third type is the Entrepreneurial University where it uses its research capacity to collaborate with industries or even creates its own technology-based companies. The history of European universities has shown that it has evolved from teaching university into research university, and then from research university into entrepreneurial university. The majority of universities in Indonesia are teaching universities. Becoming a research university is a desire of most Indonesian Universities. The desire is a must if universities are tocontribute to the national economic growth. A successful collaboration with industry can only be carried out by universities that have a good research capacity. This paper describes the research results concerning the practice of research and development (R&D) management in several universities in Indonesia. Using the analytical framework of effective R&D management practice, it analyses the management practice in several departments ina number of Indonesian universities that relatively has a better scientific productivity compared to other universities. The analysis showed that Indonesian universities can suitably be classified as Teaching Universities. Its R&D management practices are still littered with serious problems.
