Abstract

This study examines government ethics from the perspective of the core values of ASN BerAKHLAK in Indonesia. The Indonesian government has established ASN BerAKHLAK core values as a standard for civil servants to strengthen ethics in public service. This research aims to analyze the implementation of the values of Service-Oriented, Accountable, Competent, Harmonious, Loyal, Adaptive, and Collaborative in government practices. A qualitative descriptive approach was used in this study. The findings reveal that as of July 2024, the total number of civil servants (ASN) in Indonesia, consisting of PNS and PPPK, has reached 4,758,730 individuals. This reflects the dynamic development of bureaucracy in terms of the number of civil servants, regional distribution, educational background, and dominant generational composition, analyzed through the lens of ASN BerAKHLAK core values. Efforts such as strict regulations, training programs, and strengthening a work culture based on integrity while optimally implementing BerAKHLAK values are expected to achieve good governance.

Abstract

Abstract This study examines how Bela Negara Education improves Indonesia's main islands' asymmetric defensive strategy. Our narrative assessment identifies effective and contextually acceptable state military education programs that match the topography of these important islands. The main island’s defense plan (P3B) implements the comprehensive defense strategy by designating the main islands as defensive bases from outer to inner mandala. Bela Negara Education is vital to public knowledge and active participation in the defense system. The 3CS Bela Negara Education program has promoted Bela Negara values and attitudes. Bela Negara Education should be based on five values: patriotism, sacrifice, nation-state consciousness, Pancasila as the guiding ideology, and Bela Negara capability development. This schooling should use four learning paths. This study advocates a welfare-first approach before teaching national values and developing stakeholder synergy for Bela Negara Education. Abstract

Abstract The rapid development of technology in the disruption era has brought both challenges and opportunities for the government sector, particularly in improving the quality and performance of Civil apparatus. This study aims to analyze strategies for optimizing human resources of civil apparatus in facing the disruption era, highlighting the factors that influence the readiness and capability of civil apparatus in responding to the increasingly digital and dynamic work environment. The method used in this research is a descriptive qualitative approach, with data collection techniques including in-depth interviews, observations, and documentation studies at selected government institutions. The results show that optimizing Human Resources of Civil apparatus in the face of the disruption era largely depends on the integrated enhancement of digital, managerial, and socio-cultural competencies. civil apparatus equipped with information technology skills, leadership ability in a digital ecosystem, as well as an understanding of national values and cultural diversity tend to be more adaptive and productive in carrying out public service duties. In addition, the implementation of a merit system, collaborative work culture, and the utilization of technologies such as e-learning, e-performance, and e-recruitment significantly accelerate bureaucratic transformation towards a more modern and efficient direction. Government policy support, as well as collaboration with educational institutions, the private sector, and digital communities, also prove to be strengthening factors in sustainably expanding civil apparatus capacity development. Abstract

Democracy is not a sure thing. It always has dynamics movement, where today, democracy has been transformed into digital democracy, and on the other hand, citizens have been transformed into digital citizens usually called netizens. With the internet, the way of communication among citizens, states, and even social organizations has changed. It is clear that many citizens of this digital age have demonstrated interest in making a contribution to society. However, not all citizens can participate in digital democracy as well as digital citizenship. This study used qualitative research methods and the approach used in this research is descriptive research. Data were collected through observation and documentation. The result of this study is that there are still obstacles and challenges, especially for young people to participate in digital democracy. One of the obstacles and also challenges for digital citizens is freedom in digital democracy. Permissive on the other hand also becomes one great obstacle for digital citizens to explore social media and make a contribution to digital democracy. Citizens, an especially young citizen is active player in society, both in the future and in the present, so that their ideas, values, and contributions can influence democracy as well as digital democracy. Unfortunately, young citizens become one of the players that often face the issue of freedom or permissive in digital democracy.

Abstract

Abstract This study aims to analyze the implementation of the electronic-based motor vehicle tax payment policy (E-Samsat) in Subang Regency. Based on data from the Regional Revenue Agency of West Java Province, the number of registered motor vehicles in Subang Regency in 2022 was 700,214 units, increased to 715,600 units in 2023, and reached 732,421 units in 2024. However, only about 17.5% of tax payments were made via E-Samsat in 2022, rising to 19.4% in 2023, and 22% in 2024. Although the potential for Motor Vehicle Tax (PKB) revenue is relatively high, the utilization of E-Samsat remains low. This research uses George C. Edwards III's policy implementation theory, which includes four variables: communication, resources, disposition, and bureaucratic structure. The research method used is descriptive qualitative with data collection techniques including observation, interviews, and documentation. The results show that the implementation of E-Samsat in Subang Regency has not been optimal, primarily due to the lack of socialization, limited human resources, and insufficient supporting facilities. Keywords: Policy Implementation, E-Samsat, Motor Vehicle Tax, Public Administration Abstrak Penelitian ini bertujuan untuk menganalisis implementasi kebijakan sistem pembayaran pajak kendaraan bermotor berbasis elektronik (E-Samsat) di Kabupaten Subang. Berdasarkan data dari Badan Pendapatan Daerah Provinsi Jawa Barat, jumlah kendaraan bermotor yang terdaftar di Kabupaten Subang pada tahun 2022 adalah 700.214 unit, tahun 2023 meningkat menjadi 715.600 unit, dan tahun 2024 mencapai 732.421 unit. Namun, dari total kendaraan tersebut, hanya sekitar 17,5% pembayaran pajak yang dilakukan melalui E-Samsat pada tahun 2022, meningkat menjadi 19,4% pada 2023, dan 22% pada 2024. Meskipun potensi penerimaan Pajak Kendaraan Bermotor (PKB) cukup tinggi, pemanfaatan E-Samsat masih tergolong rendah. Penelitian ini menggunakan teori implementasi kebijakan George C. Edwards III dengan empat variabel: komunikasi, sumber daya, disposisi, dan struktur birokrasi. Metode penelitian yang digunakan adalah deskriptif kualitatif dengan teknik pengumpulan data berupa observasi, wawancara, dan dokumentasi. Hasil penelitian menunjukkan bahwa implementasi E-Samsat di Kabupaten Subang belum optimal, terutama disebabkan oleh kurangnya sosialisasi, keterbatasan sumber daya manusia, dan minimnya fasilitas pendukung.
