Abstract

AbstractThis study aims to explore the relationship between social media use and mental health knowledge among undergraduate and postgraduate students of the Communication Science program at the University of Indonesia, class of 2024. Social media has become the primary platform for Generation Z, including students, to access information related to mental health issues. This study employs a quantitative approach using probability sampling techniques, involving 41 respondents (18.6% male and 76.7% female) who are active social media users. Data were collected through an online survey and analyzed using SPSS version 18.0. The results of the study indicate that social media use significantly influences online (? = 0.001) and offline (? = 0.003) discussions related to mental health. Both online and offline discussions significantly enhance respondents' mental health knowledge (? = 0.001 for each). However, social media use does not directly affect mental health knowledge (? = 0.196) and does not mediate the relationship between mental health discussions and mental health knowledge, either online (? = 0.345) or offline (? = 0.607). This study confirms the Media System Dependency framework, which states that the relationship between media, audiences, and social systems can influence perceptions, opinions, and behaviors. Students use social media as an information system to discuss mental health issues, which subsequently extends to face-to-face discussions within their social environment. This research highlights the importance of social media as a tool to improve mental health literacy among students. These findings provide practical and theoretical contributions to education, mental health literacy, interpersonal communication, and the use of digital media in the modern era. Media sosial telah menjadi platform utama bagi generasi Z, termasuk mahasiswa, untuk mengakses informasi terkait isu kesehatan mental. Penelitian ini menggunakan pendekatan kuantitatif dengan teknik probability sampling, melibatkan 41 responden (18,6% laki-laki dan 76,7% perempuan) yang aktif menggunakan media sosial. Data dikumpulkan melalui survei daring dan dianalisis menggunakan SPSS versi 18.0. Hasil penelitian menunjukkan bahwa penggunaan media sosial secara signifikan memengaruhi diskusi daring (? = 0,001) dan luring (? = 0,003) terkait kesehatan mental. Diskusi daring maupun luring secara signifikan meningkatkan pengetahuan kesehatan mental responden (? = 0,001 untuk masing-masing). Namun, penggunaan media sosial tidak secara langsung memengaruhi pengetahuan kesehatan mental (? = 0,196) dan tidak memediasi hubungan diskusi kesehatan mental dengan pengetahuan kesehatan mental baik secara daring (? = 0,345) maupun luring (? = 0,607). Penelitian ini mengonfirmasi kerangka teori Media System Dependency yang menyatakan bahwa hubungan antara media, audiens, dan sistem sosial dapat memengaruhi persepsi, opini, serta perilaku audiens. Mahasiswa menggunakan media sosial sebagai sistem informasi untuk membicarakan isu kesehatan mental yang kemudian berlanjut ke diskusi tatap muka di lingkungan sosial. Penelitian ini menekankan pentingnya media sosial sebagai alat untuk meningkatkan literasi kesehatan mental di kalangan mahasiswa. Temuan ini memberikan kontribusi praktis dan teoretis bagi pendidikan, literasi kesehatan mental, komunikasi interpersonal, dan penggunaan media digital di era modern. Abstract

Abstract Semiotics refers to an analytical discipline concerned with understanding the mechanisms through which signs function and generate meaning. This study examines Roland Barthes’ semiotic framework, which expands upon the fundamental concepts introduced by Ferdinand de Saussure, aiming to extend the application of sign analysis to broader cultural and communicative contexts. This semiotic research seeks to analyze the symbolic meanings within the anime One-Piece among Indonesia’s Generation Z, focusing on their critical stance toward governmental arbitrariness. Employing a qualitative descriptive approach and a constructivist paradigm through Roland Barthes’ semiotic analysis, this study explores symbols such as the Straw Hat, Jolly Roger, Will of D, and Grand Line. The findings reveal that these symbols are not merely fictional elements but serve as representations of solidarity, courage, and resistance against corruption, parliamentary allowance increases, mass layoffs, and unjust tax burdens. Generation Z uses One-Piece symbols as expressions of political resistance, both in public demonstrations and through digital culture, establishing a new resistance narrative that reaffirms their role as agents of socio-political change. Abstract

Abstract The increasingly complex business environment has positioned corporations as dominant actors in socio-economic life, while simultaneously posing potential negative impacts through corporate crime. This research aims to analyze the implications of recognizing corporations as criminal law subjects in the national Criminal Code, both from conceptual and normative aspects, and to formulate recommendations for developing an effective corporate criminal liability system. The research employs a normative juridical method with three approaches: statutory approach, conceptual approach, and comparative approach, supported by prescriptive-qualitative analysis of primary, secondary, and tertiary legal materials. The results indicate that the national Criminal Code has adopted a comprehensive juridical construction in regulating corporate criminal liability, encompassing parameters for determining corporate fault, attribution mechanisms based on a combination of identification theory, aggregation theory, and corporate culture theory, as well as sanctions design that integrates restorative justice approaches. The implementation of this system requires systematic regulatory harmonization and institutional capacity strengthening, including human resource competency development, supporting infrastructure, and knowledge management systems. The research concludes that recognizing corporations as criminal law subjects represents a progressive step that requires support through technical regulatory development, law enforcement capacity building, and effective inter-agency coordination mechanisms. Keywords: corporate criminal liability, national Criminal Code, restorative justice, corporate crime, regulatory harmonization   Abstrak Perkembangan dunia usaha yang semakin kompleks telah menempatkan korporasi sebagai aktor dominan dalam kehidupan sosial-ekonomi masyarakat, namun sekaligus berpotensi menimbulkan dampak negatif melalui kejahatan korporasi. Penelitian ini bertujuan menganalisis implikasi pengakuan korporasi sebagai subjek hukum pidana dalam KUHP nasional, baik dari aspek konseptual maupun normatif, serta merumuskan rekomendasi untuk pengembangan sistem pertanggungjawaban pidana korporasi yang efektif. Penelitian menggunakan metode yuridis normatif dengan tiga pendekatan: pendekatan perundang-undangan, pendekatan konseptual, dan pendekatan perbandingan, yang didukung analisis preskriptif-kualitatif terhadap bahan hukum primer, sekunder, dan tersier. Hasil penelitian menunjukkan bahwa KUHP nasional telah mengadopsi konstruksi yuridis yang komprehensif dalam mengatur pertanggungjawaban pidana korporasi, mencakup parameter penentuan kesalahan korporasi, mekanisme atribusi berdasarkan kombinasi identification theory, aggregation theory, dan corporate culture theory, serta desain sanksi yang mengintegrasikan pendekatan keadilan restoratif. Implementasi sistem ini membutuhkan harmonisasi regulasi yang sistematis dan penguatan kapasitas kelembagaan yang mencakup pengembangan kompetensi SDM, infrastruktur pendukung, dan sistem manajemen pengetahuan. Penelitian menyimpulkan bahwa pengakuan korporasi sebagai subjek hukum pidana merupakan langkah progresif yang memerlukan dukungan pengembangan regulasi teknis, penguatan kapasitas penegak hukum, dan mekanisme koordinasi antar lembaga yang efektif. Abstract

Abstrak Penelitian ini berfokus untuk mengkaji mengenai Implementasi Kebijakan Pajak Progresif Bagi Kendaraan Bermotor di Kantor Sistem Administrasi Manunggal Satu Atap (SAMSAT) Kabupaten Subang. Pajak progresif adalah pajak diterapkan bagi kendaraan pribadi baik roda empat ataupun roda dua dengan nama pemilik dan alamat tempat tinggal yang sama. Jika nama pemilik dan alamatnya berbeda, maka tidak dikenakan pajak progresif. Suatu kebijakan harus diimplementasikan agar mempunyai dampak atau tujuan yang akan dicapai. Pada penelitian ini dilaksanakan untuk mengetahui Implementasi Kebijakan Pajak Progresif yang dilaksanakan apakah sudah diimplementasikan dengan baik atau tidak. Dalam penelitian ini menggunakan pendekatan kualitatif melalui pengamatan observasi, wawancara, studi kepustakaan, dan dokumentasi. Sumber data diperoleh dari informan melalui pengamatan, wawancara secara langsung dan dokumentasi. Hasil penelitian ini menunjukan bahwa Implementasi Kebijakan Pajak Progresif Bagi Kendaraan Bermotor di Kantor Sistem Administrasi Manunggal Satu Atap (SAMSAT) Kabupaten Subang belum optimal. Hal terlihat dari variabel dalam Implementasi Kebijakan menurut George C. Edward III yaitu Komunikasi, Sumber Daya, Disposisi, dan Struktur Birokrasi yang belum memenuhi indikator. Kata Kunci: Implementasi Kebijakan, Pajak Progresif Abstract This research focuses on examining the implementation of the Progressive Tax Policy for Motor Vehicles at the Subang Regency One-Stop Manunggal Administration System (SAMSAT) Office. Progressive tax is a tax applied to private vehicles, both four-wheeled and two-wheeled, with the same owner's name and residential address. If the owner's name and address are different, then it is not subject to progressive tax. A policy must be implemented in order to have an impact or goal to be achieved. This research was carried out to find out whether the implementation of the Progressive Tax Policy was implemented well or not. This research uses a qualitative approach through observation, interviews, literature study and documentation. Data sources were obtained from informants through observation, direct interviews and documentation. The results of this research indicate that the implementation of the Progressive Tax Policy for Motor Vehicles in the Subang Regency One-Stop Manunggal Administration System (SAMSAT) Office is not optimal. This can be seen from the variables in Policy Implementation according to George C. Abstract

Abstract This study aims to systematically review the factors influencing the implementation of sustainability practices through the lens of the Technology–Organization–Environment (TOE) framework. Using a Systematic Literature Review (SLR) approach guided by PRISMA procedures, 65 peer-reviewed articles were initially identified from the Scopus database, and 13 studies met the final inclusion criteria because they explicitly examined sustainability practices supported by technological, organizational, and environmental determinants. The included studies span various sustainability contexts, including green supply chain management, environmental management systems, green innovation, circular economy transitions, blockchain-enabled sustainable food and pharmaceutical supply chains, agricultural traceability, e-waste urban mining, and social sustainability in MSMEs. The reviewed studies employed diverse analytical techniques such as PLS-SEM, fsQCA, panel regression, Best–Worst Method, Grey-DEMATEL, and qualitative case studies, with sample sizes ranging from 8 experts to 495 organizational respondents. The findings of this review indicate that technological factors—such as digital readiness, perceived benefits, compatibility, and blockchain/AI capability—play a central role in driving sustainability implementation. Organizational determinants, including top management support, resource readiness, and internal sustainability commitment, function as essential enablers. Meanwhile, environmental forces such as regulatory pressure, institutional norms, market competition, and customer expectations strongly influence adoption decisions. Overall, this SLR demonstrates that sustainability implementation is not shaped by a single determinant but rather by configurational interactions among technology, organizational capabilities, and environmental pressures. These results offer theoretical insights for advancing sustainability adoption models and practical implications for organizations and policymakers striving to accelerate sustainability transformation. Abstract

Abstract This study examines the impact of social stratification on inequality in access to justice within the Indonesian judicial system. Despite the constitutional guarantee of equality before the law, the realization of this principle remains inconsistent in practice. Employing a socio-legal approach, this research integrates normative-juridical and sociological-empirical analyses to explore how social structures influence the implementation of justice. Data were collected through an extensive literature review of legal journals, government policy documents, and socio-legal studies. The findings reveal that social stratification rooted in economic status, education, and political power significantly affects citizens’ ability to access justice. Structural barriers, such as litigation costs and limited legal aid; cultural barriers, including low legal literacy and negative perceptions of the judiciary; and institutional barriers, such as unequal quality of law enforcement and judicial infrastructure, collectively exacerbate inequality. The socio-legal analysis highlights a persistent gap between law in books and law in action, where formal legal norms often fail to deliver substantive justice due to social bias and power asymmetry. This study underscores the urgency of inclusive legal reform through enhanced public legal education, expanded legal aid, and institutional integrity strengthening. The findings contribute to the theoretical discourse on justice and provide empirical insights for developing responsive and socially grounded legal policies in Indonesia. Abstrak Penelitian ini bertujuan untuk menganalisis pengaruh stratifikasi sosial terhadap ketidaksetaraan akses keadilan dalam sistem peradilan Indonesia. Fenomena kesenjangan hukum yang masih terjadi menunjukkan bahwa prinsip equality before the law belum sepenuhnya terwujud dalam praktik. Dengan menggunakan pendekatan sosio-legal, penelitian ini menggabungkan analisis normatif-yuridis dan sosiologis-empiris untuk memahami hubungan antara struktur sosial dan pelaksanaan hukum di lapangan. Data diperoleh melalui studi pustaka yang mencakup literatur hukum, dokumen kebijakan, dan penelitian empiris terkini. Hasil kajian menunjukkan bahwa stratifikasi sosial berbasis ekonomi, pendidikan, dan kekuasaan secara signifikan memengaruhi kemampuan masyarakat mengakses keadilan. Hambatan struktural (biaya perkara dan keterbatasan bantuan hukum), kultural (rendahnya literasi hukum dan persepsi negatif terhadap pengadilan), serta institusional (ketimpangan kualitas aparat dan infrastruktur) memperdalam kesenjangan hukum antara kelompok sosial. Analisis sosio-legal mengungkap adanya jurang antara law in books dan law in action, di mana hukum formal sering kali gagal mewujudkan keadilan substantif karena bias sosial dan dominasi kekuasaan. Penelitian ini menegaskan pentingnya reformasi hukum yang inklusif melalui peningkatan literasi hukum, perluasan bantuan hukum, dan penguatan integritas lembaga peradilan. Temuan ini berimplikasi pada pembaruan teori dan kebijakan hukum agar lebih responsif terhadap keadilan sosial serta membuka arah baru bagi penelitian sosio-legal di Indonesia. Abstract

Local governments are required to adapt to electronic systems through the Electronic-Based Government System (SPBE) policy. The Human Resources Development Agency (BPSDMD) of Banten Province faces challenges such as low digital literacy among civil servants, a conventional work culture, and limited network infrastructure. This study aims to evaluate the effectiveness of innovation strategies for civil servant human resource development in addressing these challenges, utilizing Chandler’s strategy theory and Bekkers’ digitalization framework. A descriptive qualitative approach was employed, involving interviews, observations, and document analysis. The results indicate that BPSDMD Banten Province successfully implemented blended learning and distance learning methods, while optimizing the "Banten Ceria" and "Teko Banten" Learning Management Systems (LMS). Key supporting factors included central policy support, physical facilities, and regional budget (APBD) allocations; conversely, network disruptions and participants' digital literacy gaps served as obstacles, which were mitigated through human-centric support and the simplification of application interfaces. It is concluded that digitalization innovation strategies are crucial for bureaucratic transformation; however, they require continuous post-training performance evaluation and the enrichment of interactive features to maximize employee competence in public service. Recommendations include strengthening backup internet infrastructure, recruiting additional programming experts, and expanding micro-learning content to ensure the innovation remains responsive to technological advancements. Abstract

This study aims to analyze the role of the Pandeglang Regency Inspectorate in overseeing the performance of Regional Apparatus Organizations (OPD) and to identify the supporting and inhibiting factors involved in this oversight. The research is grounded in George R. Terry’s (1972) theory of supervision, which encompasses measuring work results, comparing performance against standards, and correcting deviations. A descriptive qualitative approach was employed, utilizing primary data (observations and interviews) and secondary data (documentation and literature reviews). Informants were selected via purposive sampling, and data analysis involved data collection, reduction, presentation, and conclusion drawing. The results indicate that the Pandeglang Regency Inspectorate’s role in overseeing OPD performance focuses on administrative audits but also extends to assessing performance achievements, program implementation effectiveness, budget utilization efficiency, and governmental accountability. The primary supporting factor is the availability of clear regulations and guidelines underpinning the Government Agency Performance Accountability System (SAKIP), while the most dominant inhibiting factor is limited human resources, regarding both quantity and competence. In conclusion, the oversight of Regional Apparatus Organization performance has been effectively carried out in the capacity of the Government Internal Supervisory Apparatus (APIP). Abstract

Civil society organizations serve as government partners in supporting development and community empowerment. However, the implementation of oversight in Pandeglang Regency still faces various obstacles, such as irregular administrative reporting, failure to report changes in organizational leadership and secretariats, and suboptimal supervision by the National Unity and Politics Agency (Kesbangpol). This study aims to analyze the role of Kesbangpol in the oversight of civil society organizations and to identify the factors supporting and hindering its implementation. The study employs a qualitative method with a descriptive approach. Data were collected through interviews, observation, and documentation, and subsequently analyzed using the Miles and Huberman model. The research utilizes role theory as proposed by Biddle and Thomas (cited in Sarwono, 2015) and supervision theory by Situmorang (1994). The results indicate that the Pandeglang Regency Kesbangpol has conducted oversight through outreach (socialization), guidance, administrative checks, document verification, monitoring, evaluation, and coordination with relevant agencies. However, implementation remains suboptimal because some civil society organizations have not fulfilled administrative obligations, failed to report changes in leadership and secretariats, and have not all received direct guidance. Supporting factors include a clear legal basis, inter-agency coordination, the provision of guidance, and the commitment of agency personnel. Meanwhile, inhibiting factors include limited human resources and budget, the vastness of the territory, the large number of civil society organizations, and low levels of compliance and administrative literacy. Therefore, strengthening guidance, coordination, outreach, and human resource capacity is essential to ensure more effective oversight of civil society organizations.
