Abstract

The development of the agricultural and plantation sectors in Tambrauw Regency is an urgent need considering the high biodiversity of the region which has not been followed by the availability of infrastructure, agricultural technology, and adequate market access. This study aims to formulate a strategy for developing regional superior potential that is able to connect ecological forces, structural challenges, downstream opportunities, and natural resource conservation needs. The study method was carried out through sequential stages ranging from preliminary preparation and seminars, primary and secondary data collection, cross-sector Focus Group Discussions, to potential analysis and clustering of areas validated through final seminars with local governments. The results of the study show that the acceleration of the development of the agricultural sector in Tambrauw requires an integrated strategy that includes the use of biodiversity for the creation of superior products, improving production infrastructure and technology, optimizing downstream programs to increase added value, and using digital media to expand market reach. This approach provides a foundation for the development of a more productive, inclusive, and sustainable local resource-based regional economy.

Abstract

This article aims to analyze the role of social capital as a key driver of innovation in digital entrepreneurship. The advent of the digital era has fundamentally transformed the modern entrepreneurial landscape, with innovation playing a crucial role in determining competitive advantage and business continuity. In the era of digital entrepreneurship, social capital plays a significant role in accelerating the spread of innovative ideas, expanding access to strategic resources, and building collaborative ecosystems that support sustainable business growth. Literature analysis reveals that entrepreneurs who optimally manage digital social networks tend to be more innovative, adaptive, and highly competitive. Digital social capital has also been shown to enhance market understanding, facilitate access to new technologies, and support the formation of cross-sector and cross-geographic collaborations. In a highly dynamic digital ecosystem, trust built through online reputation, community reviews, and shared values is a key pillar in strengthening collaboration and driving innovation. Strengthening digital social capital is necessary to address a number of challenges, such as fragmented online communities, low digital literacy in marginalized areas, and the high potential for the spread of misinformation. Therefore, a synergistic role from stakeholders is needed to create a digital environment conducive to the growth of healthy social capital. Efforts such as strengthening digital incubators, educating on networking ethics, and implementing pro-community policies are strategic steps to make social capital the primary driver of inclusive and future-oriented entrepreneurial innovation.

Abstract

This study aims to analyze the influence of product assortment, store atmosphere, and hedonic shopping motivation on impulse buying behavior among retail customers in Malang City. The research employed a quantitative method using an explanatory research approach. Data were collected through questionnaires distributed to 100 respondents using a purposive sampling technique. Multiple linear regression analysis was conducted to examine the effect of the independent variables on the dependent variable.The findings indicate that product assortment, store atmosphere, and hedonic shopping motivation, both individually and simultaneously, have a positive and significant influence on impulse buying behavior. The store atmosphere variable demonstrates the most dominant effect in encouraging customers to engage in impulse buying, followed by product assortment and hedonic shopping motivation. This study contributes to retail business practitioners by providing insights for designing effective marketing strategies, emphasizing the importance of creating engaging shopping experiences to enhance consumers’ impulsive purchasing behavior.

Abstract

This study examines how human resource management (HRM) is implemented in the context of ongoing bureaucratic reform at the Population and Civil Registration Office (Discapil) of Makassar City using a qualitative approach and case study method. This study aims to explore in depth the internal dynamics, experiences, and perceptions of stakeholders regarding the challenges and opportunities faced in the implementation of HRM policies. The main focus of this study includes important elements in bureaucratic reform such as the effectiveness of HRM, transparency, efficiency, leadership, and the use of information technology. Data was collected through in-depth interviews with various related parties, including high-ranking officials, department heads, HR staff, lecturers, and educational personnel. Data analysis was conducted using the thematic analysis method, in which data obtained from interviews was organized to identify major themes related to HR management and bureaucratic reform. This process included data coding, grouping themes based on specific patterns, and interpreting the findings. The results of this study reveal several significant issues in human resource management at the Makassar City Discapil, particularly in the context of ongoing bureaucratic reform. Despite efforts to improve the effectiveness and transparency of human resource management, there is dissatisfaction among employees regarding the promotion system, which is considered unclear and lacking in meritocracy. Discapil employees also feel that promotion criteria are not communicated transparently, which fuels distrust in the fairness of the existing promotion system. In addition, access to training and professional development is still limited and uneven, creating gaps in human resource capacity development and affecting employee motivation levels. On the other hand, even though an information technology-based administration system has been implemented, the integration of this technology is still hampered and has not been running optimally. Although the digital-based performance evaluation system has made progress, many employees doubt the objectivity and transparency of employee performance assessments.

Abstract

This study introduces a quantitative risk analysis framework designed to evaluate the structural reliability of reinforced concrete elements within public buildings. The framework integrates non-destructive testing (NDT), specifically utilizing the Rebound Hammer and Ultrasonic Pulse Velocity (UPV) methods. Crucially, this research addresses a recognized gap in existing structural risk literature, which frequently concentrates on deterministic strength assessments without establishing a link between material degradation indicators and probabilistic risk levels. Leveraging empirical data derived from a comprehensive inspection of a public building, the study applied a holistic evaluation encompassing material quality, probability of failure, and severity of consequences to determine the risk category for each structural component. The methodological approach involved NDT-based strength estimation, statistical probability calculation, and the formulation of a risk matrix to derive quantifiable risk scores. The key findings demonstrate that variations in concrete quality, as evidenced by rebound values and UPV velocities, exert a substantial influence on the probability of structural underperformance. Structural elements exhibiting lower NDT values were consistently correlated with elevated risk scores, thus affirming the critical relationship between material deterioration and safety risk. The integrated risk matrix successfully identified priority elements necessitating early intervention, thereby validating the method's effectiveness in supporting proactive maintenance decision-making. Overall, this research underscores the imperative of combining diagnostic data with probabilistic frameworks to refine risk-informed asset management in public infrastructure. The proposed approach offers a practical instrument for stakeholders seeking to enhance structural safety planning and optimize rehabilitation strategies.

Abstract

The changing global health landscape demands a healthcare system that is not only responsive to crises but also has anticipatory capabilities through data-driven, adaptive, and long-term governance. This study aims to analyze the dynamics of the Foresight System and Feedback System in healthcare governance in Jeneponto Regency, South Sulawesi, as a representation of the application of the anticipatory governance concept at the regional level. The study used a qualitative approach with a case study design, involving in-depth interviews with Health Office officials and heads of community health centres, as well as analysis of secondary documents such as the 2024–2026 Health Office Strategic Plan and the Community Satisfaction Index report. Data analysis was conducted using the Miles, Huberman, and Saldaña model, which includes data condensation, data presentation, and drawing and verifying conclusions. The results show that the capacity of the Foresight System in Jeneponto Regency is still limited to administrative reporting functions and has not yet played a role as an anticipatory system in predicting health risks based on epidemiological trends. Meanwhile, the Feedback System demonstrates progress toward an adaptive evaluation model, with four of the five key performance indicators improving, although the speed of response to critical health risks, such as maternal mortality, remains suboptimal. Key barriers include fragmented health information systems, limited analytical capacity, and weak integration across digital platforms such as SIMPUS, e-Puskesmas, and SKDR. This study confirms that simultaneous integration of the Foresight System and Feedback System is necessary to build an anticipatory and responsive health governance cycle at the regional level.

Abstract

Digitalization in education has become an urgent necessity in accordance with technological advancement and evolving demands in learning systems. This study aims to analyze the influence of digital leadership and digital transformation on learning quality enhancement with organizational culture as a moderating variable. The research employs a quantitative method with an explanatory design involving 120 respondents from senior high schools in Maros Regency. Data were collected through Likert-scale questionnaires and analyzed using Structural Equation Modeling (SEM) Partial Least Squares (PLS) with SmartPLS 4.0 software. The findings demonstrate that digital leadership exerts a positive and significant influence on learning quality (β=0.345, p<0.001) and digital innovation (β=0.622, p<0.001). Digital innovation also exhibits a robust effect on learning quality (β=0.587, p<0.001) and is proven to be a significant partial mediator (β=0.365, p<0.001) in the relationship between digital leadership and learning quality. The research model demonstrates excellent fit with a Goodness of Fit (GoF) value of 0.676 and explains 68.8% of the variance in learning quality (R²=0.688). The findings confirm that the amalgamation of effective digital leadership with digital innovation culture generates more optimal transformation in enhancing learning quality. This research provides practical contributions to the development of digital leadership strategies and sustainable implementation of digital transformation in educational institutions.

Abstract

This research is a Qualitative Descriptive research that aims to determine the extent of the Implementation of Official Document Guidelines at the Perum Bulog Palopo City Office. The primary data sources in this study were obtained using Observation, interview and Documentation techniques so that the data sources and informants amounted to 3 people, namely; Head of the Secretariat, General and Public Relations Section, Staff of the Correspondence Section. And Staff of the R / R Section. The results of this study indicate that the Implementation of Official Document Guidelines at the Perum Bulog Palopo City Office has been attempted to be implemented well and is still undergoing adjustments in its implementation. This is seen using the principles of Efficiency, Standardization, Accountability, Relatedness, Speed and Accuracy, and Security which have fulfilled almost all aspects of the six principles.

This paper analyzes the influence of digital leadership on innovation, highlighting its primary facilitators, obstacles, and upcoming research themes using a thorough literature analysis. Digital leadership promotes innovation through the utilization of technologies, the development of agile cultures, and the improvement of digital literacy. Facilitators encompass knowledge management, communication, and staff motivation, whereas obstacles like technostress, quick adaptability, and insufficient infrastructure impede advancement. Prominent topics emphasize sustainability and sophisticated technologies such as artificial intelligence and big data. The research highlights the necessity for enhanced evaluation criteria and international cooperation, emphasizing the significance of digital leadership in fostering sustainable and meaningful innovation.
