Abstract

Abstract This study attempts to assess threshold levels of income inequality and human development quality on economic growth for 34 provinces in Indonesia during 2022-2023. The cross-section threshold regression was employed. The findings reveal that the threshold levels of income inequality in 2022 and 2023 were 0.319 and 0.345, respectively. At the same time, the threshold levels of human development index were 71.65 and 71.25, respectively. The condition posits that the quality of income distribution and human development will be marginally lower in 2023 than in 2022. By considering Global OLS, total labor force and unemployment rate deliver a significant and negative impact on economic growth at 10% level in 2022. Interestingly, FDI provides a positive impact at 10% (income inequality) and 1% (human development) levels. Therefore, the central and local governments are challenged to design economic development under inclusive and sustainable perspectives. Their policies can improve the quality of labor (educated, skilled labors, and productive) and increase the equality of economic activities for all provinces. Besides, those governments should lead all economic agents to obtain and guarantee the quality of human development in the long-run. Abstrak Studi ini berupaya menilai ambang batas ketimpangan pendapatan dan kualitas pembangunan manusia terhadap pertumbuhan ekonomi di 34 provinsi di Indonesia selama periode 2022–2023. Metode cross-section threshold regression digunakan dalam analisis ini. Temuan penelitian menunjukkan bahwa ambang batas ketimpangan pendapatan pada tahun 2022 dan 2023 masing-masing sebesar 0,319 dan 0,345. Pada saat yang sama, ambang batas indeks pembangunan manusia (IPM) masing-masing tercatat sebesar 71,65 dan 71,25. Kondisi ini menunjukkan bahwa kualitas distribusi pendapatan dan pembangunan manusia pada tahun 2023 sedikit lebih rendah dibandingkan dengan tahun 2022. Dengan mempertimbangkan Global OLS, total angkatan kerja dan tingkat pengangguran memberikan pengaruh yang signifikan dan negatif terhadap pertumbuhan ekonomi pada taraf 10% di tahun 2022. Menariknya, Penanaman Modal Asing memberikan dampak positif pada taraf 10% (untuk ketimpangan pendapatan) dan 1% (untuk pembangunan manusia). Oleh karena itu, pemerintah pusat dan daerah ditantang untuk merancang pembangunan ekonomi dengan perspektif yang inklusif dan berkelanjutan. Kebijakan mereka dapat meningkatkan kualitas tenaga kerja (terdidik, terampil, dan produktif) serta mendorong pemerataan aktivitas ekonomi di seluruh provinsi. Selain itu, pemerintah juga perlu memimpin seluruh pelaku ekonomi untuk mencapai dan menjamin kualitas pembangunan manusia dalam jangka panjang. Abstract

Abstract Aceh and Bengkulu are among the provinces in Sumatra with relatively high poverty rates, although both have shown gradual declines in recent years. In Aceh, the poverty rate decreased from 14.64% in 2022 to 14.23% in 2024, while in Bengkulu it declined from 14.62% to 13.56% over the same period. Urban poverty remains consistently lower than rural poverty; however, disparities in urbanization patterns between the two provinces suggest potential differences in the determinants of urban household poverty. Aceh is characterized by more developed urban centers such as Banda Aceh and Lhokseumawe, whereas Bengkulu is dominated by smaller urban areas. This study aims to analyze the determinants of urban household poverty and compare their characteristics across selected cities in Aceh (Sabang, Banda Aceh, Lhokseumawe, Langsa, and Subulussalam) and Bengkulu City. An explanatory research design is employed using secondary data. The analysis combines descriptive statistics, logistic regression, and comparative testing. The results indicate that in urban Aceh, housing floor area, household size, and participation in the basic food assistance program significantly influence poverty status. In contrast, sanitation conditions and participation in the Family Hope Program (PKH) are significant determinants in urban Bengkulu. Furthermore, the comparative analysis reveals no statistically significant differences in urban poverty between the two provinces. These findings highlight that, despite similar poverty levels, the underlying determinants vary across regions, implying the need for region-specific policy interventions to effectively address urban poverty. Keywords : Urban Poverty, Multidimensional Poverty, Logistic Regression, Regional Comparison Abstrak Provinsi Aceh dan provinsi Bengkulu merupakan daerah dengan persentase penduduk miskin tinggi di pulau Sumatera. Di provinsi Aceh sebesar 14,64 di tahun 2022 turun menjadi 14,23 persen pada tahun 2024. Adapun di provinsi Bengkulu sebesar 14,62 turun menjadi 13,56 persen pada tahun 2024. Ditinjau dari proporsi kemiskinan perkotaan dan perdesaan, umumnya kemiskinan di wilayah perkotaan lebih rendah daripada kemiskinan perdesaan. Kedua provinsi ini memiliki tingkat urbanisasi yang berbeda, di mana Aceh memiliki kota-kota besar seperti Banda Aceh dan Lhokseumawe, sedangkan Bengkulu lebih didominasi oleh kota kecil seperti Bengkulu. Provinsi Aceh dan Bengkulu, misalnya, memiliki karakteristik sosio-ekonomi yang berbeda, sehingga menarik untuk dikaji lebih dalam mengenai faktor-faktor yang mempengaruhi kemiskinan rumah tangga di perkotaan di kedua provinsi tersebut. Desain penelitian ini adalah penelitian eksplanatori. Pertama penelitian ini akan menganalisa karakteristik rumah tangga miskin di Kota Sabang, kota Banda aceh, kota Lhokseumawe, kota Langsa, kota Subulussalam, dan kota Bengkulu. Penelitian ini menggunakan metode analisis deskriptif, regresi logistik, dan analisis komparatif. Hasil penelitian menemukan bahwa berdasarkan variabel Luas lantai, jumlah anggota keluarga, dan program sembako berpengaruh signifikan terhadap kemiskinan di perkotaan Aceh, sedangkan sanitasi dan PKH berpengaruh di perkotaan Bengkulu. Uji komparatif menunjukkan bahwa secara statistic tidak terdapat perbedaan antara kemiskinan antara perkotaan provinsi Aceh dan Bengkulu. Abstract

ABSTRACT The purpose of this research was to analyse the CSR Programme of public entreprise on Bengkulu MSEs. The analyse method is descriptive analysis which based on primary data. Data was taken from 5 BUMN and 21 MSEs of their partner. There are two models MSEs empowerment from CSR Programmes. There are lending model and non lending model. The CSR Programmes improve the MSEs capacity. It can increase the variation of product (product diversification), volume of production, sales, profit and market capture. The non lending model programme more effective than the lending model. The lending model has high non loan. So, since 2025, three BUMN change their policy. Two of them make a partnership with bank to recruitment MSEs, and one BUMN make a decision by prerequisite involved training. Keywords: CSR, Micro Small Enterprises.

Abstract

Poverty is a fundamental phenomenon in various countries, especially in developing nations. Solutions to eradicate poverty tend to be difficult and complex due to the multitude of factors influencing it. Poverty issues are not only affected by macro-level factors such as economic growth and others, but also by micro-level aspects. Bengkulu Province ranks among the three poorest regions on the island of Sumatra. This study identifies poor households in Bengkulu Province using a micro-level (household) approach. The methodology employed in this research utilizes household-level data from the National Socio-Economic Survey (SUSENAS) for Bengkulu Province during the 2020–2022 survey waves. The analytical methods used are logistic regression and multiple linear regression. The research findings indicate that health insurance ownership, the educational attainment of the household head, employment sector, credit recipient status, asset ownership, access to electricity, and Information Technology skills have a significant effect in reducing household poverty. The findings are expected to inform policymakers in designing more effective and efficient strategies and government programs tailored to alleviate poverty.  Keywords: Poverty, Socioeconomic, Household, Bengkulu, SUSENAS   Abstrak Kemiskinan merupakan fenomena mendasar di berbagai negara, terutama di negara berkembang. Solusi untuk memberantas kemiskinan cenderung sulit dan kompleks karena banyaknya faktor yang mempengaruhinya. Masalah kemiskinan tidak hanya dipengaruhi oleh faktor makro seperti pertumbuhan ekonomi dan lainnya, tetapi juga oleh aspek mikro. Provinsi Bengkulu termasuk di antara tiga wilayah termiskin di pulau Sumatera. Studi ini mengidentifikasi rumah tangga miskin di Provinsi Bengkulu menggunakan pendekatan mikro (rumah tangga). Metodologi yang digunakan dalam penelitian ini memanfaatkan data tingkat rumah tangga dari Survei Sosial Ekonomi Nasional (SUSENAS) untuk Provinsi Bengkulu selama gelombang survei 2020–2022. Metode analitis yang digunakan adalah regresi logistik dan regresi linier berganda. Temuan penelitian menunjukkan bahwa kepemilikan asuransi kesehatan, tingkat pendidikan kepala rumah tangga, sektor pekerjaan, status penerima kredit, kepemilikan aset, akses listrik, dan keterampilan Teknologi Informasi memiliki pengaruh signifikan dalam mengurangi kemiskinan rumah tangga. Temuan ini diharapkan dapat memberikan informasi kepada pembuat kebijakan dalam merancang strategi dan program pemerintah yang lebih efektif dan efisien yang disesuaikan untuk mengurangi kemiskinan.Kata Kunci: Kemiskinan, Sosial Ekonomi, Rumah Tangga Bengkulu, SUSENAS5

Abstract

Abstract The property sector plays an important role in meeting basic human needs and supporting social welfare. Residential property not only serves as a place to live but also as a major driver of economic activity and a preferred investment instrument. This study aims to analyze the causal relationship between residential property price indices and macroeconomic variables in five ASEAN countries (Indonesia, Malaysia, Singapore, the Philippines, and Thailand) during the period from 2011Q1 to 2022Q4. The method used is panel data analysis. This study uses data on residential property price indices, inflation, Gross Domestic Product (GDP), domestic credit, and central bank interest rates. The regression model selected is the Fixed Effects Model (FEM). FEM estimation results show that inflation, GDP, and domestic credit have a positive and significant effect on residential property price indices, while central bank interest rates have a negative and significant effect. These findings imply that an increase in central bank interest rates causes a decline in residential property prices. Therefore, the government must maintain inflation stability to support consistent housing demand, consider the impact of economic growth on property price fluctuations, and monitor developments in domestic credit and interest rates to prevent the potential formation of property bubbles and financial crises.  Keywords :  Residential Property Price Index, Inflation, GDP, Domestic Credit, Central Bank Rate   Abstrak Sektor properti memainkan peran penting dalam memenuhi kebutuhan dasar manusia dan mendukung kesejahteraan sosial. Properti hunian tidak hanya berfungsi sebagai tempat tinggal tetapi juga sebagai penggerak utama aktivitas ekonomi dan instrumen investasi yang disukai. Studi ini bertujuan untuk menganalisis hubungan kausal antara indeks harga properti hunian dan variabel makroekonomi di lima negara ASEAN (Indonesia, Malaysia, Singapura, Filipina, dan Thailand) selama periode 2011Q1 hingga 2022Q4. Metode yang digunakan adalah analisis data panel. Studi ini menggunakan data indeks harga properti hunian, inflasi, Produk Domestik Bruto (PDB), kredit domestik, dan suku bunga bank sentral. Model regresi yang dipilih adalah Model Efek Tetap (FEM). Hasil estimasi FEM menunjukkan bahwa inflasi, PDB, dan kredit domestik memiliki pengaruh positif dan signifikan terhadap indeks harga properti hunian, sedangkan suku bunga bank sentral memiliki pengaruh negatif dan signifikan. Temuan ini menyiratkan bahwa peningkatan suku bunga bank sentral menyebabkan penurunan harga properti hunian. Oleh karena itu, pemerintah harus menjaga stabilitas inflasi untuk mendukung permintaan perumahan yang konsisten, mempertimbangkan dampak pertumbuhan ekonomi terhadap fluktuasi harga properti, dan memantau perkembangan kredit domestik dan suku bunga untuk mencegah potensi terbentuknya gelem bung properti dan krisis keuangan. Abstract

The efficiency of infrastructure spending is an important issue in fiscal decentralization because increased budgets do not always result in comparable welfare. This study evaluates the relative efficiency of local governments in converting two groups of infrastructure expenditure (phisycal special allocation funds for roads and drinking water; and capital expenditure on roads, irrigation, and networks) into welfare outcomes measured by the number of non-poor residents. With the Data Envelopment Analysis (DEA) approach, the study identified relative efficiency, benchmarks, and input adjustment needs between regions. The results show a noticeable heterogeneity of efficiency. Bengkulu Tengah lies on the estimated efficiency frontier and serves as a benchmark for other local governments within the observed sample, while Seluma and Bengkulu Selatan show a more persistent gap. The findings indicate that the benefits of spending are not only determined by the size of the budget, but also by the suitability of the type and allocation of infrastructure with the needs and economic structure of the region. Fiscal policy needs to be directed towards spending that is more targeted, integrated, and oriented towards community welfare outcomes. Keywords :  Public Infrastructure Expenditure Efficiency, Poverty Alleviation, Fiscal Desentralization, Local Government   Abstrak Efisiensi belanja infrastruktur merupakan isu penting dalam desentralisasi fiskal karena peningkatan anggaran tidak selalu menghasilkan peningkatan kesejahteraan yang sebanding. Penelitian ini mengevaluasi efisiensi relatif pemerintah daerah dalam mengubah dua kelompok belanja infrastruktur (dana alokasi khusus fisik untuk jalan dan air minum; serta belanja modal untuk jalan, irigasi, dan jaringan) menjadi hasil kesejahteraan yang diukur berdasarkan jumlah penduduk non-miskin. Dengan pendekatan Analisis Envelope Data (DEA), penelitian ini mengidentifikasi efisiensi relatif, tolok ukur, dan kebutuhan penyesuaian input antarwilayah. Hasilnya menunjukkan heterogenitas efisiensi yang cukup mencolok. Bengkulu Tengah berada pada garis batas efisiensi yang diperkirakan dan berfungsi sebagai tolok ukur bagi pemerintah daerah lain dalam sampel yang diamati, sementara Seluma dan Bengkulu Selatan menunjukkan kesenjangan yang lebih persisten. Temuan ini menunjukkan bahwa manfaat pengeluaran tidak hanya ditentukan oleh besarnya anggaran, tetapi juga oleh kesesuaian jenis dan alokasi infrastruktur dengan kebutuhan serta struktur ekonomi wilayah. Kebijakan fiskal perlu diarahkan pada pengeluaran yang lebih terarah, terintegrasi, dan berorientasi pada hasil kesejahteraan masyarakat.
