Abstract

The Regional Medium Term Development Plan (RPJMD) is one of the development planning documents that must be prepared by the regional government 6 months after the regional head is inaugurated. Vision The mission in the RPJMD is the vision and mission of the elected regional head offered to the community at the time of the campaign implementation in the implementation of the Regional Election Committee and adjustments that refer to the existing RPJPD. This means that the RPJMD is a political contract between the regional head and the community during his tenure (5 years).The political process is also interpreted as a stage where there is interaction between the executive and the legislature in the legislative process, especially in relation to the discussion of the RPJMD which sets out the vision and mission of the regional head during his term of office. The legislative process is focused on the stages of discussion and agreement with the DPRD regarding the RPJMD and its relation to the performance of the future regional government.

Abstract

The Pekanbaru City has a densely populated population of more than one million. Along with the development of Pekanbaru City into a Metropolitan City, it is inseparable from various problems that arise, namely the problem of flooding. The problem of flooding is a problem that does not resolve every year. This was caused by the development of Pekanbaru City which was not followed by adequate flood control infrastructure systems. In this case, of course, the public spotlight on the performance of the government in overcoming flood problems in the city of Pekanbaru. The formulation of the problem in this study is What is the public perception of the performance of the Pekanbaru City Government in 2015-2017 Flood Control?This study aims to determine how public perceptions of the performance of the Pekanbaru City Government in flood control in 2015-2017 are seen from aspects: (1) Productivity, (2) Service Quality, (3) Responsiveness, (4) Responsibility, and (5) Accountability. This research is a descriptive study using the Mixed Method approach. The data collection technique in this study is to use a survey technique by taking a sample of 100 people from one population using a questionnaire as a means of collecting basic data and using interview techniques with a total of 10 informants.Data analysis used for quantitative methods is quantitative analysis and analysis for qualitative methods using qualitative analysis, and finally is analyzing data combined with qualitative analysis and quantitative analysis.The results of the study concluded that public perception regarding the performance of the Pekanbaru City Government in 2015-2017 flood control was still not good. This is shown from the results of the average value of each indicator (productivity, service quality, responsiveness, responsibility, and accountability) which is equal to 1.95 which is in the range of 1.76 - 2.50 which shows unfavorable criteria. In this case the public considers that the Pekanbaru City Government has not been able to optimize the implementation of flood control in Pekanbaru City.

Abstract

The institution of Election organizers such as the General Election Commission is tasked with implementing the electoral stages process. Placing women in the election field is not only a matter of equality with men but part of the effort to encourage women?s political participation. The involvement of women as election organizers will play a major role in maximizing women?s participation in the elections. The main act women can take as election organizers at each stage is to ensure that women?s needs are considered and incorporated into programs or policies that are properly designed and implemented. The results of the number of women commissioners as election organizers are still minimal quantitatively. And if you look at the composition of the current membership structure, this women commissioner is still very minimal due to the 30 percent quota has not been fulfilled so there is still discrimination and many obstacles and challenges are found in realizing gender equality and women?s opportunities are limited in performing the tasks of elections. Most of these commissioners also feel there is still gender inequality. Challenges and obstacles such as social barriers in the form of Patriarchal Culture that still exist in Minangkabau society are still felt even though it is not as thick as in past times. In addition, stereotypes, marginalization, subordination, and the double burden also greatly affect the existence of this women commissioner in realizing gender equality.

Abstract

Political participation is a citizen activity that acts as individuals intended to influence government decision making. Participation can be individual or collective, organized or spontaneous, peaceful or violent, legal or illegal, effective or ineffective. In general, Political Parties have a role as a means of political communication, the party plays a very important role in an effort to articulate interests or ?political interests? that are hidden or sometimes hidden in society and combine with other political interests (political agrigation) . Second, the Party as a means of political socialization. Political parties also play a role as a means of political socialization (instrument of political socialization). Third, political parties are a means of political recruitment. fourth, is the regulator and manager of conflicts that occur in the community (conflict management). There are several variables that can be used to explain why political participation is important, some of which are; (1) Political trust; (2) socio-economic status; (3) Personality or psychological explanation.

Abstract

The basic idea of this article is to examine the policy advocacy process on Winongo settlement arrangement riverbanks in Yogyakarta. Problems settlements along the river Winongo become increasingly critical as more densely populated to cause the symptoms of poverty and slums. This condition is then ignited the presence Arkom and FKWA to show arrangement ideas through policy advocacy process. Therefore, this article will focus on answering two things, there are how the coalition framework was formed and how the coalition manage their belief system, resources and strategies. To answer that questions above, this research was escorted by theory Advocacy Coalition Framework (ACF) of Sabatier and Jenkins Smith. Through the case study method, this research will explore the case of advocacy of policies Winongo settlement on the riverbanks. The results of the research shows that there are two coalitions in structuring settlements along the river Winongo, they are River coalitions and ?Right to the city? coalition. Both are proven to stand on two legs, as a member of the coalition and as a policy broker. This shows that the policy is not just a stage of systemic and technocratic, but the policy is a political process that allows each actor to act politically.

Abstract

One area that implements direct Regional Head Election (Pilkada) in 2017, is Kampar Regency, Riau Province. The implementation of the Kampar Regency Direct Local Election has been running three times, namely in 2006, won by the pair Burhanudin Husein and Teguh Sahono; The 2011 regional election was won by Jefry Noer and Ibrahim Ali and the latest direct election was in 2017 which was won by elected regent Aziz Zainal and Catur Sugeng Santoso. This research study focused on analyzing political education in the implementation of Direct Regional Head Elections (PILKADA) in Kampar Regency in 2017 and knowing the Barriers found in realizing political education for the community at the time of Direct Election of Regional Heads (PILKADA) in Kampar District in 2017.This type of research is to use a type of qualitative research. According to Moleong (1999: 23) said that qualitative research methods basically use an inductive approach, ie data is collected, analyzed, abstracted and theories will emerge as qualitative discoveries. In this research, it is intended to explore in depth various data and information accurately and explain or explain in more depth the subject matter discussed in accordance with the research objectives.The results of the study indicate that the political education for the people in the Direct Local Election of Kampar Regency in 2017, which was carried out by the KPU of Kampar Regency, has been structured in accordance with the existing rules namely Election law and other rules, including the decision of the KPU of Kampar Regency. Political education that has been carried out so far is more structurally socialized, ranging from political education to the voters to community leaders and women. The obstacles faced in the implementation of the Kampar Regency Direct Local Election political education in 2017, namely geographical factors, limited budgets, community enthusiasm and limited personnel or human resources.
