The Interim Replacement between the time (PAW) mechanism of six legislators of Riau at 2014-2016 periodthrough the long mechanism and give rise to polemics both at the elite level and on the society. Strating from theproposal for dismissal by the regional council (DPD) of political parties, approval at the meeting of DPRD,verification of the KPUD of Riau Provinces, the letter proposal that then forwarded to the Minister for issuedofficial announcement of PAW. Delays in the Minister?s decree related determination replacement PAW of the sixlegislators Riau who participate in 2015 election implication for the vacancy delegation in constituency of thesix legislators who resigned. This is administratively highly influential DPRD of Riau in decision making and forthe local elections also will impact to reduced their delegations in government. This research used the turnoverbetween the time (PAW) concept and theory of political delegation institutions. This research type is descriptivewith qualitative approach, the data collection technique used depth interviews and documentations.The results showed that the mechanism of the six legislators Riau PAW 2014-2019 period after the enactmentinto regional head candidates in the elections of December 2015 the dynamics of the level of Parliament andpolitical parties Bearers and take quite long. That condition has implications for vacancies in representativeinstitutions (parliament) Riau province where administratively is not full members of Parliament in decisionmakingso that the delay in setting the budget Riau in 2016.

Penelitian ini mencoba untuk menjelaskan komunikasi politik dalam penyusunan Prolegda Provinsi Riau Tahun 2015. Fenomena yang terjadi di masyarakat adalah informasi mengenai penyusunan Prolegda tidak sampai masyarakat sehingga menyebabkan minimnya keterlibatan masyarakat dalam penyusunan Prolegda Provinsi Riau ini. Untuk menjawab pertanyaan pertanyaan penelitian dalam artikel ini maka digunakan teori komunikasi politik dengan pendekatan penelitian kualitatif. Sumber informasi dalam penelitian ini diperoleh dari Biro Hukum Sekretariat Daerah Provinsi Riau dan Badan Pembentukan Peraturan Daerah DPRD Provinsi Riau baik berupa data primer maupun sekunder. Hasil penelitian ini menunjukkan bahwa komunikasi politik yang digunakan dalam penyusunan Prolegda Provinsi Riau Tahun 2015 adalah komunikasi kelompok. Pemerintah Provinsi Riau melalui instansi terkait dan DPRD Provinsi Riau (BPPD dan Komisi) menjaring aspirasi kelompok masyarakat dengan menggunakan media rapat kerja, hearing dan pertemuan langsung di lapangan.

This research is motivated by the social conflict in the Kuantan Singingi Regency highimpact on the surrounding environment. The aim of this study determines the source of conflictand effort of handling conflicts in the Kuantan Singingi Regency. The method used in this studyis to use a qualitative approach and using the techniques of data collection through interviews,documentation and observation studies. The results showed that the source of conflict in KuantanSingingi Regency sourced from the economic interests of each actor and conflict resolution isdone by consensus and law enforcement.Keywords: social conflict, sources of conflict

This research is based on the problems of school-age irregularities that occur due to thenegative globalization has been followed and affect the life of the community, especially school-aged children in Indragiri Hilir Regency. The regional autonomy system that gives the autonomous regions the authority, authority and obligation to regulate and manage their own governmental affairs and the interests of the community both in terms of regional development and regulation of community life, in this case through the right of DPRD initiative, Commission IV of DPRD in charge of education His sense of responsibility for making regulations and guidelines for better quality management and education.By using qualitative research method, that is by explaining, describing result of research to describe an event and process and certain condition from result of collecting research data by using data collecting technique in the form of literature study to conduct study on literatures related to research title, interview ( Interview) to dig information through question and answer communication to informants or respondents from this research and by conducting documentation of documentation related to this aspect of research which then the data in the analysis by grouping, describing, researching the data to then be described And presented in descriptive form to complete the scientific work of the title of this study.The result of this research, the formulation process of policy formulation about can read Al- Qur?an long enough start from planning of Ranperda, Discussion with Executive and Legislative through 2 (two) speaking level that is high level I and II to then set And classify the mind Sheet of Indragiri Hilir regency in 2012.

The research problem in this study was initiated with the interim decision of the ConstitutionalCourt No. 63/PHPU.D-IX/2011 which basically instruct the Regional Election Commission ( ElectionCommission ) to implement the Pekanbaru City Ballot Re ( PSU ) in all regions of the city ofPekanbaru . Therefore, this study sought to describe the impact of the issuance of the policy is forinterested parties . This study used a qualitative approach to the sources of information and dataobtained from in-depth interviews of infroman research and study documentation . This study obtainthe result that the Constitutional Court policies impact not only to the policy target group RegionalElection Commission of Pekanbaru , but also impacts outside the target groups such as the mutationof the Civil Service in the local government area in Pekanbaru . Then the impact of other policies arecosts to be borne either by the government or indirectly by the public costs of delays Voting Re-Election of Regional Head and Deputy Head of Pekanbaru .Key words :Policy Impact , Revote ( PSU )

This research is based on the view of the deliberation forum in the village which should be able to provide dialogue space and community involvement as the subject of development planning, however, the facts that are seen are that the community in Maguwoharjo village is still seen as an object of development planning and the essence of the deliberation forum in the public sphere in the village has not been able to reflect in full by the people in the area. This study aims to analyze the factors that influence deliberation in development planning deliberations and analyze points of weakness in the deliberation process in Maguwoharjo village. The method in this study uses qualitative research methods with data analysis techniques using NVivo12plus software. The results showed that the leadership factor had a percentage of around 36% in influencing community involvement, the socio-cultural factor in the village had a percentage of around 15% where each figure involved had a dominant view that was very thick with Javanese Culture, from the aspect of communication, had a percentage of around 13% in conveying the interests of village development, then, local political factors have a percentage of around 13%, where every participant involved in the village consultation forum has the same interest in development in his area. This study found that the leadership factor was very dominant in influencing the community to be actively involved in the village discussion forum and still found several weaknesses in the deliberation process in the village.

Penelitian ini dilakukan di Kabupaten Kuantan Singingi yang dilatarbelakangi oleh maraknya aktivitas penambangan emas tanpa izin (PETI) pada sejumlah kecamatan di Kabupaten Kuantan Singingi yang dilakukan oleh masyarakat setempat. Hal ini disebabkan oleh penghasilan yang menjanjikan sehingga kegiatan tersebut dijadikan sebagai mata pencaharian. Pertambangan emas tanpa izin di Kabupaten Kuantan Singingi merupakan persoalan yang telah menjadi perbincangan ditengah-tengah masyarakat riau pada umumnya. Permasalahan ini seharusnya dapat diselesaikan oleh pihak yang terkait agar dampak dari aktifitas pertambangan emas tersebut tidak memberikan kerugian bagi daerah maupun bagi masyarakat yang bertempat tinggal pada daerah sekitar lokasi tambang. Faktor kurangnya kesadaran masyarakat akan bahaya PETI menyebabkan kian maraknya pertumbuhan PETI, disamping rendahnya tingkat keterlibatan aktor berkepentingan dan partisipasi masyarakat dalam perumusan kebijakan sehingga berpengaruh terhadap lemahnya produk aturan yang menjadi payung hukum kegiatan pertambangan emas yang merugikan masyarakat setempat. Penelitian ini melihat bagaimana bangunan kelembagaan dalam mengatasi persoalan pertambangan emas tanpa izin di Kabupaten Kuantan Singingi. Metode yang digunakan dalam penelitian ini dengan menggunakan pendekatan kualitatif. Informan dalam penelitian ini terdiri dari pegawai Dinas ESDM Provinsi Riau, Kapolres Kabupaten Kuantan Singingi, Dinas Lingkungan Hidup Kabupaten Kuantan Singingi dan masyarakat. Teknik pengumpulan data dilakukan dengan observasi, wawancara dan dokumentasi. Hasil penelitian menunjukkan bahwa lemahnya peran kepemimpinan baik formal maupun informal dalam mengawasi kegiatan yang dilakukan oleh para pemilik modal dan pelaku tambang. Selain itu tidak adanya aturan berupa peraturan daerah sebagai payung hukum terkait dengan pertambangan rakyat. Terbatasnya sumber daya berupa biaya, fasilitas dan jauhnya jarak lokasi penambangan menyebabkan sulitnya untuk dilakukan penertiban oleh pihak kepolisian. Oleh kaena itu diperlukan adanya kerjasama dan koordinasi antara pemerintah provinsi dengan pemerintah kabupaten, DPRD dan masyarakat dalam mengatasi permasalahan pertambangan emas tanpa izin di Kabupaten Kuantan Singingi.
