Abstract

Molornya pengesahan APBD Provinsi Riau menarik ditelusuri. Peristiwa ini mengindikasikankuatnya tarik menarik kepentingan antara para pihak, khususnya partai politik yangtermanifestasikan di dalam DPRD dengan pihak eksekutif. Kerasnya tarik menarik kepentingansangat merugikan masyarakat karena APBD merupakan kebijakan pemerintahan daerah gunamemberikan layanan publik yang prima dan juga untuk meningkatkan kesejahteraanmasyarakat. Bagaimana bentuk deliberasi yang dilakukan partai politik dalam kebijakananggaran pemerintahan Provinsi Riau tahun anggaran 2013 perlu ditelusuri lebih jauh.Penelitian deskriptif dengan mewawancarai secara mendalam beberapa pihak dan menganalisisecara kualitatif ini menemukan bahwa partai politik sebagai satu entitas institusi tidak tampakterlibat secara kuat dalam memberikan pertimbangan-pertimbangan mendalam dalampenyusunan anggaran daerah Riau 2013. Peran deliberatif lebih banyak dilakukan oleh kaderpartai yang duduk dalam fraksi di DPRD. Anggaran daerah oleh anggota fraksi DPRD dilihatsebagai ruang untuk menjaga stabilitas hubungan dengan konstituen sekaligus diharapkansebagai upaya membesarkan partai.Kata kunci: deliberasi, partai politik, kepentingan.

Abstract

This research is motivated target PAMSIMAS village election in the village of Banglas Baratyears 2014-2016 in accordance with the decree of the minister of public works decree No. 79 /Kpts / DC / 2013 on stipulation district / city target PAMSIMAS. Implementers programPAMSIMAS at the district level conducted by the planning office and the department of publichealth office of human settlements POKJA AMPL is incorporated in regency Kepulauan Meranti,while implementers at the village level is done by the village government, KKM, SATLAK,BPSPAMS and community facilitator team. The research directs the factors that influence themanagement of the PAMSIMAS program. Research to know the factors that influence themanagement of PAMSIMAS program.The type used in this research is descriptive research withqualitative research approach. Type of research data is primary data and secondary data. Datacollection techniques in this study is documentation and interviews. Technical analysis of the dataused is descriptive qualitative data analysis. The result of the research shows that there areseveral factors that influence the management of PAMSIMAS in terms of the content of the benefitfactor policy and the degree of change to be achieved which is still a constraint, while in terms ofpolicy environment the role of Village Government and Local Government is still minimal indoing support in terms of material as well development of PAMSIMAS facilities that have notbeen able to reach all PAMSIMAS beneficiaries.

Abstract

PKS has requirements that must be observed by candidates for mayor / deputy mayor tobe carried include: having the support of political parties, the mass base of supportand success program. Because the non-fulfillment of the quota of 15 seats in parliament,PKS makes the initial coalition with Paradise as individu.Selanjutnya, the coalitioncontinued with the coalition parties combined. Abstract

The problem of rural-urban inequality can not be separated from the development paradigm that assumes thatconsidered better urban and rural areas are higher or the subordination of urban areas. The problem is growingwith the increasing levels of poverty in Indonesia, which was recorded by the BPS period March 2015 as much as28.59 million (11.22% of the total population of Indonesia) in both urban (10.65 million) and rural (17.94million soul). The poverty rate is increasing 860 thousand inhabitants of 27.73 million people in the period ofSeptember 2014, with details of the number of poor people in urban areas amounted to 10.36 million and 17.37million rural people. This paper attempts to analyze the development of villages and cities in Indonesia from theperspective of regional development and migration. Strategy is needed in rural development the city is by adopt-ing the concept of regional development and migration that it contains substances sustainable development ofboth macro and micro, so the construction of rural cities will be able to run well and in line with the Nawa Citathird Indonesian development of the region penggiran by strengthening areas and villages within the frameworkof the Unitary Republic of Indonesia.

Abstract

Negative campaigning and a black campaign in order to win the general election is very common in manycountries including Indonesia. Negative campaigning and a black campaign in the form of the issue of uglinessand disadvantages of each candidate occurs before the implementation of the PSU and published in variouslocal media that it becomes a little more information would influence voters in their choice. This study aims toreveal the extent of the influence of negative campaign against voters in their choice at PSU election of Mayorand Deputy Mayor of Pekanbaru in 2011. This study uses quantitative methods to multistage random samplingtechnique to draw the 120 survey respondents are spread across six districts in the city of Pekanbaru. The Datawere taken through a questionnaire enclosed further analyzed and presented in the form of frequency tables andcrosstable. The results showed the majority of respondents chose a particular candidate because of too manynegative issues other candidates. A Couple of Septina-Muluk Erizal were not elected by voters due to thenegative issues that get fixed on Septina many negative issues such as allegations of power greedy, want topreserve the family's power (political dynasty) and the negative stigma that women should not be leaders.Keywords: Lots of negative issues, not elected

Abstract

Berdasarkan Peraturan Menteri Dalam Negari Nomor 84 Tahun 2015 Tentang Susunan Organisasi dan Tata Kerja Pemerintahan Desa Pasal 6 ayat 2, dinyatakan bahwa  Kepala desa memiliki tugas  untuk memberdayakan masyarakat desa. Selanjutnya dalam Pasal 6 ayat 3 poin disebutkan bahwa pemberdayaan tersebut termasuk pemberdayaan dibidang ekonomi. Tanaman Aren mempunyai potensi memberdayakan ekonomi masyarakat desa dengan potensi hasilnya yang jauh lebih tinggi dibandingkan kebun karet maupun sawit.  Menurut Asosiasi Aren Indonesia Provinsi Riau, sangat sedikit pemerintah desa yang mau memberdayakan ekonomi masyarakat melalui budidaya Aren. Hal unik terlihat di desa Koto Tuo Barat, berupa sudah ada beberapa orang masyarakat Desa Koto Tuo Barat telah mulai menanam tanaman aren dan pemerintah desa Koto Tuo Barat terlihat mempunyai komitmen memberdayakan masyarakat melalui tanaman aren sebagaimana dimuat dibeberapa media massa. Dengan demikian politicall will pemerintah desa Koto Tuo Barat memberdayakan masyarakat melalui budidaya aren menarik untuk dikaji. Penelitian ini bertujuan menggambarkan sejauhmana polititicall will pemerintah desa yang diukur dengan beberapa indikator. Penelitian menggunakan metode kualitatif yang dilakukan dengan mewawancara pihak terkait yaitu kepala desa dan perangkat desa serta masyarakat Koto Tuo Barat, serta Asosiasi Aren Indonesia Daerah Riau dan Asosiasi Aren Indonesia Daerah Kampar. Selain itu profil desa dan dokumen lainnya digunakan untuk memperkuat temuan penelitian. Temuan penelitian menunjukkan Pemerintah desa Koto Tuo Barat telah memiliki komitmen mengembangkan budidaya aren untuk meningkatkan ekonomi masyarakat diukur dari indikator inisiatif, pilihan kebijakan. Namun masih lemah dalam hal memobilisasi para pihak, komitmen publik  dan pengalokasian anggaran yang memadai untuk pengembangan budidaya aren, kemauan belajar dan beradaptasi.

Abstract

One area that implements direct Regional Head Election (Pilkada) in 2017, is Kampar Regency, Riau Province. The implementation of the Kampar Regency Direct Local Election has been running three times, namely in 2006, won by the pair Burhanudin Husein and Teguh Sahono; The 2011 regional election was won by Jefry Noer and Ibrahim Ali and the latest direct election was in 2017 which was won by elected regent Aziz Zainal and Catur Sugeng Santoso. This research study focused on analyzing political education in the implementation of Direct Regional Head Elections (PILKADA) in Kampar Regency in 2017 and knowing the Barriers found in realizing political education for the community at the time of Direct Election of Regional Heads (PILKADA) in Kampar District in 2017.This type of research is to use a type of qualitative research. According to Moleong (1999: 23) said that qualitative research methods basically use an inductive approach, ie data is collected, analyzed, abstracted and theories will emerge as qualitative discoveries. In this research, it is intended to explore in depth various data and information accurately and explain or explain in more depth the subject matter discussed in accordance with the research objectives.The results of the study indicate that the political education for the people in the Direct Local Election of Kampar Regency in 2017, which was carried out by the KPU of Kampar Regency, has been structured in accordance with the existing rules namely Election law and other rules, including the decision of the KPU of Kampar Regency. Political education that has been carried out so far is more structurally socialized, ranging from political education to the voters to community leaders and women. The obstacles faced in the implementation of the Kampar Regency Direct Local Election political education in 2017, namely geographical factors, limited budgets, community enthusiasm and limited personnel or human resources.

Abstract

Penelitian ini mengkaji tentang penerapan prinsip berdemokrasi bagi penyandang disabilitas tuna grahita dalam Pemilihan Umum (Pemilu) tahun 2019 di Provinsi Riau. Berkembangnya informasi dimedia elektronik dan sosial terkait orang gila memilih menjadi perhatian serius peneliti untuk mengkaji kategorisasi kelompok disabilitas tuna grahita yang terganggunya fungsi pikir karena kecerdasan di bawah rata rata. Data menunjukkan bahwa penyandang disabilitas tuna grahita diprovinsi Riau pada Pemilu 2019 sebanyak 911 orang namun tingkat partisipasi penyandang disabilitas hanya 411 orang atau lebih kurang 48%. Melalui pendekatan prinsip-prinsip demokrasi dan metode kualitatif analitis fenomenologi terlihat bahwa rendahnya partisipasi politik penyandang disabilitas tuna grahita dalam berdemokrasi disebabkan oleh inefektifnya pola penerapan prinsip berdemokrasi bagi penyandang disabilitas tuna grahita yang cendrung simetris, sehingga berdampak terhadap terbatasnya aksesibilitas penyandanng disabilitas dalam pemenuhan kebutuhan informasi kepemiluan. Oleh karena itu, penelitian ini mencoba memberikan masukkan dampak simetris maupun asimetris keterlibatan penyandang disabilitas dalam Pemilu.

Abstract

Penelitian ini bertujuan menemukan  model politik hukum dalam situasi konflik di DAS Siak 2009-2014. Penelitian ini mempunyai focus menemukan faktor-faktor yang mewarnai konflik pertanahan dilihat dari perspektif hukum tata negara. Metode yang digunakan adalah ingidentifikasi; (1) faktor hukum, dan;. (2) faktor non- hukum konflik berdasarkan peta konsep Berhard Limbong, dan (3)  faktor-faktor struktural yang melingkupi konflik pertanahan DAS Siak? Hasil studi tahun ke dua ini menunjukkan bahwa rekayasa hukum tata negara yang berdampak ekonomi melalui aplikasi model politik hukum kebijakan pertanahan suatu keharusan dan tata kelola hukum positif melalui intervensi pemerintah sedemikian rupa sehingga nilai-nilai harmoni dapat ditanamkan sedemikian rupa dalam  masyarakat DAS
