Abstract

This research focuses on the the development of the Buluh Cina Village potency in the Siak HuluDistrict. The strategy for optimalization of the village potency is conducted by considering severalaspects such as housing and environment, natural disarter, education, health, socio-culture, economy,sport and amusement, transpotation, communication and information, land and its use and security. Thedata obtained in this reseach are collected using both direct questions to informant and from ducumentavailable in the village office and other sources. The data are then analyzed based on the research goals,presented by frequeny table and finally elaborated and explained. The results show that the Buluh Cinavillage contains substantial potency due to the availibility of fertile soils, river and its tributaries, swamparea and vast low land. The whole potency has not been used correctly, thus in ihe future could bedeveloped fully as village asset to increase its income. The results also indicate that fishery and touristmare the most potensial asset in Buluh Cina village.Keywords:development, potency

Abstract

The term there is no legislation under development of Pancasila as the basis of the state, but theposition of Pancasila is unshakeable. The anti-Pancasila attitude must also be anti-diversity that can live as a nation and a state [national crises]. Without affirmation or not in the legislation, Pancasila is the ?foundation and ideology of the state?. Based on the fact that there is irrelevant when the question arises, whether Pancasila is still needed as the basis of state and nation, or is Pancasila still needed as a source of national law that explicitly needs to be affirmed into the1945 Constitution and the sanctions of Pancasila tabulatively? This paper is an assertion of [reinforcement] of the Pencasila as an ideology into the 1945 Constitution or not, highly dependent on the winning electoral regime and the ?election-winning political party?. Pancasila as ?the foundation and ideology of the state? becomes the determinant of ?as close as the regime of the results of the practice of direct democracy?. Therefore, the affirmation of the essentials in building a lasting and harmonious life of fellow children of the nation in the future. Recognizing the reintroduction of the Indonesia?s identity of essence of Pancasila as the ideology of nation and state is based on ?national consensus?. This awareness is resilient, so that a country that has been established for more than 73 years does not experience an identity crisis.

Abstract

Public Services of Public Health Centers at the Sub District MarpoyanDamai in the City of Pekanbaru year 2013-2014. Purpose of this study was todetermine the Public Services in Public Health Centers at the District MarpoyanDamai in City of Pekanbaru and what are the factors that obstruct the services. Thisresearch used qualitative methods, research that provides an explanation of data isdone through the process of preparation, presentation of data, observation, interviewtechniques, and Documentation. The result of this research. concluded that the PublicService is still not optimal given employee health centers. Can be seen from thestandard indicators of public services according to kepmenpan No. 63 of 2003,service procedures are difficult, long turnaround time of service, limited serviceproducts, facilities and infrastructure is not yet complete, and then the employeecompetence of Health Centre, who do not show a friendly attitude to patients.Keywords : Public Services, Obstruction Factors, Public Health Center (PHC)

Abstract

The development dynamics of Pekanbaru City is so rapid and accompanied by rapid populationgrowth has brought consequences on increasing the volume of waste from the community. Therapid growth of population, industry, investment and trade in Pekanbaru City produces domesticwaste of approximately 1,100 tons per day. With the amount of waste generated in such a way, theenvironmental conditions of Pekanbaru City, especially the community settlements, fall into thecategory of complex hygiene issues. The Waste Management consisting of Planning, Organizing,Staffing, Motivating, and Supervision/Controlling.

The goal of this observation is to discuss the problem of bureaucrat?s role in protectingimmigrant labor that is sent to the foreign country. The problem of Immigrant labor becomesunsolved problem. This problem becomes the attention of all sides from pre-departure, departureuntil arrival in the country where they work. Abstract

Village govenment institutionalism and BPD that have formed by Rules of Government nomor 72 year of2005. Buluh Cina village are tourism village that have much potention and need to get support fromvillage institutionalism to create a potentions for positively effect for society. But a conditions society inBuluh Cina village are not support and it make a institutionalism in buluh Cina village doesnt havecapability to protect the society. This research describes the profil of government of village, BadanPemusyawaratan Desa and Lembaga Permusyawaratan Desa in Buluh Cina Village that have use a rulesof government inform educational of elite in institutionalism village. This research purpose to analize theinstitutionalism in Buluh Cina village with the rules of government and also describe the educational invillage. Kualitative descriptive methods with study literatur based on documents and also interview withinforman that choice by purpossive sampling. This research show that government institutionalism inBuluh Cina Village are have done form based on rules government but educational elite 60%, under SLTPand BPD also formed by rules of government and educational of BPD are 40% are Strata 1. LembagaPemberdayaan masyarakat (LPM) in Buluh Cina are not same with the Perda Kampar Regency andperson in LPM are under SLTP.Keywords: Rules of government, educational of aparatur and village profil

Abstract

Penelitian ini dilatarbelakangi pembangunan yang terjadi di desa sei putih  Kecamatan Tapung, Kabupaten Kampar yang berjalan kurang efektif sesuai dengan musrenbang desa yang telah dibuat oleh Pemerintah Desa. Beberapa pembangunan yang direalisasikan tidak tercapai penyelesaian pembangunan sepenuhnya sehingga bangunan yang dibuat belum bisa digunakan oleh masyarakat. Penelitian ini akan membahas factor-faktor yang menghambat dalam pembangunan di desa sei baru dan menganalisis factor-faktor tersebut dilihat dari isi kebijakan dan lingkungan kebijakan.Jenis yang digunakan dalam penelitian ini adalah jenis penelitian deskriptif dengan pendekatan penelitian kualitatif. Jenis data penelitian adalah data primer dan data sekunder sesuai dengan regulasi . Teknik pengumpulan data dalam penelitian ini adalah dokumentasi dan wawancara. Teknis analisis data yang digunakan adalah analisis data deskriptif kualitatif.Hasil penelitian ini menunjukkan bahwa factor-faktor yang menpengaruhi dalam pembangunan di desa sei putih kecamatan tapung kabupaten Kampar dilihat dari indikator isi kebijakan dan lingkungan kebijakan menjelaskan bahwa pelaksanaan pembangunan masih belum optimal. Hal ini dikarenakan kepentingan-kepentingan yang mempengaruhi dalam pelaksanaan pembangunan yang tidak konsisten dan pengambil keputusan dari tingkat pimpinan dalam hal ini kepala desa yang belum mampu mengelola keuangan desa dengan baik dalam pembangunan dan pelaksana program yang tidak professional sehingga terjadi keterlambatan. Sedangkan melalui lingkungan kebijakan daya patuh masyrakat yang masih belum optimal di desa sei putih.

Abstract

Riau Vision 2020, regional regulations on Lembaga Adat Melayu[LAM] Riau, the issue of sons and non-sons of the region in regional head elections are the main characteristic of the ongoing revival of the Political Identity of the era of regional autonomy in Riau. The Rise of Identity Politics in Riau is considered to be at odds with the nation-state whose essence is recognizing diversity. The politics of identity in this context is considered to jeopardize the development of the diversity-based nation-state [nationalism]. This research aims, firstly, to address the PoliticalIdentity relationship with the nation-state in Riau in an effort to prevent local disintegration.Second, explaining the main obstacles to the Political Identity relationship with the nation-state in Riau in an effort to prevent local disintegration. The Political Approach to Identity and Nation-State is used as a theoretical framework. This study uses a qualitative approach with descriptive analysis method. Data is collected based on documents supported by interviews. After collecting the data analyzed qualitatively. The results of the study concluded, first, that the existence of theRiau 2020 vision, and the Riau Malay Customary Institution as a forum for empowerment of ?Malays? in the context of the Politics of Identity and State-nation, kept the potential for ethnicideological conflict.The concept of ?Melayu? in the vision impresses the sultry between Malay [ethnic] and Islam [ideology]. The vision is the consequence of local-minority hegemony. ?Melayu?,structurally and constitutionally suggests that Melayu Malays ?control, even though there are minorities if they are accumulated with other ethnic groups. Second, the various obstacles that occur in the relationship between the Politics of Identity and State-nation are, [1] Malays are interpreted as hegemony in terms of relative deprivation. [2] Structural and cultural constraints have an effect on the relationship between the nation-state and the Politics of Identity [the existence of Riau LAM suggests more superiority and cultural domination. [3] Shifting issues in Political Idenitas, does not work linearly due to institutional-based personal interests. Practically this research provides an important reference for the relationship between LAM Riau and local governments that can prevent local disintegration. Academically, the relationship between the nation-state and the Politics of Identity can be constructed into a model and approach that can anticipate potential identity conflicts, especially in Riau.

Abstract

In the Pekanbaru City Regional Regulation No. 8 of 2012 concerning Disturbance Permits inArticle 3 has been explained that this permit is valid for five (5) years and shall re-register everyyear by paying a levy. But in reality there are many employers who do not pay the levy each year,mainly in the district Charming.The approach used in this study is qualitative and classify informant research include keyinformants, key informants and informant extra. Data collection techniques used in the form ofin-depth interviews and secondary data analysis with qualitative analysis techniques procedure;reduction, data presentation and verification / conclusions.The results showed that the retribution permit interference in Pekanbaru has decreased, eventhough efforts are minor nuisance levels continue developing States at any time for the purposeof investment employers by various businesses. Resistor in retribution disorder is an enumera-tion of objects levy is less good, less than the maximum dissemination and awareness of thepoor to pay the levy.

Abstract

Penelitian ini bertujuan (1) untuk mengetahui mengapa munculnya tuntutan dana Perimbangan Keuangan Pusat dan Daerah dalam bentuk dana bagi hasil (DBH) dari sub sektor perkebunan kelapa sawit. Penelitian ini juga bertujuan (2) untuk mengetahui dasar penentuan mengapa perlu ada dana Perimbangan Keuangan Pusat dan Daerah dari sub sektor perkebunan kelapa sawit. Selain itu penelitian ini juga bertujuan. (3) Untuk mengetahui bagaimana pelaksanaan perimbangan keuangan antara Pemerintah Pusat dan Pemerintah Daerah dari sub sektor perkebunan kelapa sawit yang terdapat di Provinsi Riau.Penelitian ini merupakan penelitian kualitatif, maka teknik pengumpulan data pada penelitian ini adalah analisis deskriftif. Penelitian ini menggunakan dokumentasi dan wawancara bersama key informan sebagai objek informasi yang bertujuan untuk mencapai tujuan demi mendapatkan informasi dalam penelitian ini. Jenis data yang digunakan dalam penelitian ini adalah data primer dan data sekunder yang diperoleh melalui dokumentasi,dan wawancara langsung dengan key informan pada penelitian ini.Hasil penelitian menunjukkan bahwa (1) motivasi Provinsi Riau untuk mendapatkan DBH dari bea keluar ekspor CPO adalah rasa ketidakadilan, dalam distribusi pengelolaan penerimaan negara, terutama dari sektor bea keluar ekspor CPO ini. (2) Dengan mengadopsi keenam kriteria kelayakan transfer fiskal yang umum digunakan oleh banyak negara di dunia. yaitu, otonomi (Autonomy), penerimaan yang memadai (revenue adequacy), keadilan (equity), Transparansi dan stabilitas (transparance and stability), sederhana (simplicity) dan insentif (incentif), maka penerimaan negara dari bea keluar ekspor CPO layak untuk dibagihasilkan. (3) mengingat pelaksanaan perimbangan keuangan dari sub sektor perkebunan kelapa sawit, belum mencerminkan rasa keadilan terhadap daerah.
