Abstract

This study departs from the problems in the development of the Taman Nasional BukitTigapuluh (TNBT) in the region Indragiri Hulu Riau Province namely the destruction ofecosystems and inadequate infrastructure. This study seeks to examine the government's strategyin the development of the Taman Nasional Bukit Tigapuluh (TNBT). The research method inthis study using kualititatif approach. This study showed that in the development of theTamanNasional Bukit Tigapuluh (TNBT) includes planning, utilization and control is not runningoptimally. Synergy and cooperation between government agencies such as the Taman NasionalBukit Tigapuluh (TNBT), the Regional Government of Riau Province, Local GovernmentIndragiri upstream has not gone well so that the development of eco-tourism area is likely to beslow.Keywords: ecotourism, government strategy, the development

Abstract

The need to improve the competence of human resources needs to get serious attentithe local government. The human resources is a resources or operates other r available within the organization. Alternative programs commonly used by an organiz improve the capability or competence or human resources is education and training ( The high demands of increasing the competence of apparatus in every SKPD in the Government of Riau bring the consequences to the many need education and training. all the needs of the competences of development that match with the specifications an of the job in the field is certainly difficult to fulfill everything.This is due to various limitations, including a) Limited funds for education and trai Limited facilities and infrastructure of training institutions, and c) Limited man human resources. Paying attention to Mid-Term Plan Develompent (RPJM) of Riau2014-2019 (Bappeda of Riau Province, 2014), it can be put forward the priority ag fulfilling the needs of competence development for the apparaturs in the environme provincial government.

Abstract

Political communication is important and feels more important when we listen to and browse thefunctions of political communication itself , especially when political communication and politicaldiplomacy based on local wisdom . Political communication is done to promote the politicaldesires of Regents candidates Singingi Kuantan , poor judgment in taking the values of localwisdom which contains many morals , truth values , family values and religious values can not beblocked causing conflicts terjaddi The Regency Kuantan Singingi Election in 2011 . Abstract

This study is about the law development of social democracy in the perspective of Eduard Bernstein andAnthony Giddens. It applied the method of qualitative analysis and used the library research, the data inthis study analyzed with the content of analysis. The main purposes of this study wants to describe andanalysis of Law Development of Social Democracy in the perspective of Bernstein and Giddens.Socialism Democracy of Bernstein and Cosmopolitan Democracy of Giddens used as toll of comparative.Social Democracy has been revision three times, Bernstein is the first generation, The second generationis Social Democratic Party of Germany with The bad Godesberg Program and the last is Giddens. Theinteresting of this study is the basic difference among Bernstein and Giddens in the understanding ofconcept of Social Democracy. The different time and context imply the different ontology andepistemology to this ideology. If Bernstein lived in the time of raised of capitalism and Industrialization inEurope, Giddens has lived in the time of this ideology must be against the raises of Neo liberalism andGlobalization. Actually The basic concept of Social democracy of Bersntein is his critics to the theory andconcept of Karl Marx, this causes the different perspective with Giddens. Finally Giddens made thisideology more Liberal than before, many political scientist assume that The Third Way of Giddens is thecontinuously of Capitalism.Keywords : Social Democracy, Bad Godesberg and Capitalism

Abstract

Aplikasi Sistem Keuangan Desa (Siskeudes) ini merupakan aplikasi yang dikembangkan Badan Pengawasan Keuangan dan Pembangunan (BPKP) dalam rangka meningkatkan kualitas tata kelola keuangan desa. Penelitian ini bertujuan untuk mengevaluasi pelaksanaan aplikasi Siskeudes di Nagari Kayu Tanam Kecamatan 2x11 Kayutanam Kabupaten Padang Pariaman dalam mewujudkan pengelolaan keuangan nagari yang transparan dan akuntabel. Penelitian ini merupakan penelitian kualitatif dengan menggunakan pendekatan deskriptif. Data yang diperoleh dari observasi, studi dokumentasi, dan wawancara secara mendalam, kemudian dianalis dengan tiga tahapan yaitu secara reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa (1) Penerapan Aplikasi Siskeudes di Kecamatan 2x11 Kayutanam Kabupaten Padang Pariaman telah menjalankan secara menyeluruh dan dalam proses perencanaan hingga proses pertanggungjawaban sudah relevan dan dalam menjalankan aplikasi tersebut sudah baik, tetapi masih ada kendala yang dihadapi dalam penerapannya. (2) Terdapat kendala-kendala yang ditemukan dalam penerapan Aplikasi Siskeudes tersebut diantaranya, yaitu  adanya kesalahan teknis, adanya gangguan lingkungan, dan adanya kelalaian manusia.

Abstract

Corruption behavior in the Riau Provincial Government?s bureaucracy has been at an alarming stage, this is evidenced by the corruption of the construction of the anti-corruption monument in Riau province, which resulted in the detention of 13 state civil servants and 5 private parties. This study aims to identify factors that can be used as models to strengthen the culture of anticorruption in the Riau provincial government bureaucracy, by examining institutions and individuals within the Riau provincial bureaucracy that are considered to have anti-corruption behavior. This research was conducted with a qualitative method by interviewing officials in the Regional Personnel Agency, Forestry and Environment Agency, Women?s Empowerment Agency, Inspectorate and Riau Province Integrity Strengthening Team. The results of the study show that strengthening anti-corruption behavior in individuals within the institution is supported by three factors, namely the policy of the Riau provincial government, Supervision of law enforcement agencies and strengthening anti-corruption behavior in individual bureaucrats.

Abstract

This paper was presented as an attempt to understand the relationship of culture anddemocracy in the contemporary era [political reform] in perspective Structuration in SulawesiSelatan. Cultural relations and democracy as a political system becomes an important era ofreforms ongoing regime. In this context, political culture can be a pattern for rebuilding ademocratic political behavior, especially that coming, raised and developed from the values ofthe local community, such as in Sulawesi Selatan. From this culture can be the foundation tobuild democracy ?patterned? local. Based on this argument paper is aimed at, [i] Identify andanalyze the interaction of the instruments ?culture of democracy? in the contemporary SulawesiSelatan. [i]. Formulating a contemporary democratic culture in South Sulawesi.To help explain and answer relationship with the democratic culture used the theory ofDemocracy, Political Culture and Structuration. The review of this paper shows that [i] Instrumentsand cultural interaction of democracy that exists in Sulawesi Selatan, Wajo Eclectic is aform of government, a special selection mechanism that leaders and representatives tiered,based on the relationship of the people and leaders of law as well as agreements made together.Furthermore, the interaction between these instruments indicate if the form of government,election mechanism as well as representatives and leaders of government?s relationshipwith its people have significance to the structure [political institution], not the actor or elitewith ties to the past. [ii] Based on these conditions, the formulation of political culture in theera of political reform [contemporary era] in Sulawesi Selatan is characterized by [a] Thestrong primordial and paternalism and, [b] Culture conflictual still strong, do not show thecultural values inherited from the previous., Based on this argument appears that the structureremain more influential actor who should have the value of integrity and independence.

Abstract

The basic idea of this article is to examine the policy advocacy process on Winongo settlement arrangement riverbanks in Yogyakarta. Problems settlements along the river Winongo become increasingly critical as more densely populated to cause the symptoms of poverty and slums. This condition is then ignited the presence Arkom and FKWA to show arrangement ideas through policy advocacy process. Therefore, this article will focus on answering two things, there are how the coalition framework was formed and how the coalition manage their belief system, resources and strategies. To answer that questions above, this research was escorted by theory Advocacy Coalition Framework (ACF) of Sabatier and Jenkins Smith. Through the case study method, this research will explore the case of advocacy of policies Winongo settlement on the riverbanks. The results of the research shows that there are two coalitions in structuring settlements along the river Winongo, they are River coalitions and ?Right to the city? coalition. Both are proven to stand on two legs, as a member of the coalition and as a policy broker. This shows that the policy is not just a stage of systemic and technocratic, but the policy is a political process that allows each actor to act politically.

Abstract

Tulisan ini mengkaji tentang rencana pemekaran Kabupaten Mandau dari Kabupaten Bengkalis Propinsi Riau. Mulai dari isu strategis awal yang dibangun oleh elit yang ada di Kecamatan Mandau dan Pinggir hingga gerakan perjuangan pada tahap naskah akademik. Tulisan ini juga meninjau proses perjuangan, rencana perjuangan selanjutnya, faktor-faktor pendorong, partsipasi masyarakat dan peran elit politik terhadap rencana pemekaran serta sebab kegagalan perjuangan. Sebab, sampai saat ini realisasi Mandau sebagai kabupaten masih jauh dari harapan. Padahal, dari sisi geogerafis, jumlah penduduk, kekayaan alam, dan sumber daya manusianya sangat memadai untuk dinobatkan menjadi sebuah kabupaten.

Abstract

This study , entitled " Preparation of Road Map Pekanbaru City Government ReformsYear 2012 - 2017 " This research is motivated by the Regulation of the Minister ofAdministrative Reform and Bureaucratic Reform No. 96 Year 2013 on the Establishment ofRegional Pilot Project Reforms supported by the Local Government and Regulation of theMinister of Administrative Reform state No. 37 Year 2013 on Guidelines for Preparation of RoadMap for local Government reforms , which in the regulation states that the Government ofPekanbaru City designated as one of the Bureaucratic Reform Pilot Project , and each regionPilot Project including Pekanbaru required to prepare Road Map reforms for term the next 5years . Issues contained in this paper are still poor face Pekanbaru city government bureaucracy, lack of Quick Wins program in the preparation of the Road Map , lack of socialization RoadMap bureaucratic reform and not the establishment of a special regional regulations governingthe Road Map Pekanbaru City Government Reforms of 2012 -2017 . The method used in thisstudy is a qualitative method that describes the descriptive data . Data collection techniquesused were interviews , observation and document tracking . While the source of the data used isprimary data obtained from the study site and supported by secondary data .Based on the results of research conducted there is some obstacle in the preparation ofthe Road Map is one of them happens tug of interest, lack of a strong commitment to thestructures involved in the implementation of bureaucratic reform , there is a bottleneck in termsof the budget in the absence of specific regulations governing the area of the Road Map reformbureaucracy , having compiled a lack of socialization both internally and universal , the lack ofquick wins in the Road Map , so that the step or action plan contained in the Road Map arerepeat or hamier most of it is still the same as the program that has been done previouslyPekanbaru city government .Keywords :reform bureaucracy , Road Map
