Abstract

The Buluh Cina Village, one of eight villages located in the Distric Siak Hulu-Kampar Regency, is famous for its abundant natural resources. However, this villagehas high unemployement women (60 % ) and low educated women; thus it requiresconsiderable efford by village goverment to empower them through policy, programmeand activities, which could be realized by women.The women then could participate inthe village development and assist the improvement of their family economy.Key word : policy, empowerment, women.

Abstract

Bencana asap Riau tahun 2014 telah menyebab banyak warga masyarakat yang menderita sakitseperti asma, iritasi kulit dan terkena pneumonia. disebabkan lambatnya pemerintah menyelesaikan masalah kabut asap di Riau, maka berbagai organisasi masyarakat sipil bangkit melakukan berbagai upaya membela masyarakat yang pada akhirnya mampu memaksa pemerintah pusat terlibat dalam menyelesaikan masalah asap Riau. Kajian ini bertujuan untuk menganalisis faktor yang menyebabkan munculnya kesadaran berbagai organisasi masyarakat sipil dan berbagai upaya yang dilakukan organisasi tersebut di Pekanbaru mendesak pemerintah daerah dan pemerintah pusat agar segera membebaskan masyarakat dari kabut asap. Pengumpulan data dilakukan dengan melakukan wawancara dengan informan penelitian antara lain: pihak organisasi masyarakat sipil yang bergerak dibidang lingkungan, organisasi intra dan ekstra kampus yang peduli dengan masalah asap, forum komunikasi pemuka masyarakat Riau, dan Pemerintah Provinsi Riau dan Pemerintah Pusat.Hasil kajian menunjukkan bahawa. Proses penyadaran dilakukan dengan mengundang elemen-elemen OMS berdiskusi secara berulang- ulang guna menyakinkan bahwa kabut asap ini tidak akan selesai tanpa upaya penegakan hukum yang tegas terhadap pelaku, terutama perusahaan besar. Akhirnya mereka memiliki kesadaran yang sama, memiliki rasa percaya dan bersepakat melakukan gerakan bersama. Ada dua upaya yang dilakukan oleh masyarakat sipil riau, yaitu perjuangan melalui jalur hukum formal (Litigasi) dan perjuangan dengan tidak melalui jalur hukum formal (Non litigasi).

Abstract

The participation of candidates in local elections the democratic party is the dominant of the voteto win the political competition . Various attempts were made to improve the participants' tendencyto choose politics . Implementation of the election for governor and vice governor of Riau Provincein 2013 can not be separated from political activities such as marketing activities undertaken byall partner candidates for governor and vice governor of Riau Province .This study refers to the mapping ( mapping ) use outdoor media conducted by the regional headcandidates in the election of governor and vice governor of Riau Province in 2013 , especially inthe city of Pekanbaru . This study used a qualitative research approach ( qualitative research ) .The data will be used consists of two types of data , namely , the primary data , the data is obtaineddirectly from respondents and observations that have been conducted and secondary data , ie dataobtained from documents related to the study .Based on the results of the study concluded that the outdoor media used by candidates and prospectivecandidates of governor and vice governor of Riau Province in 2013 was in the form of billboards, billboards , banners and banner . Abstract

The process of preparing a work programs of regional goverments is an integral part ofthe state financial system which assosiated with establishment of APBN and APBD. This studieswill analyse the political processes during the discussion and establishment of Riau ProvinceAPBD in 2016. In general, there are 3 stages of discussion and establisment of Riau ProvinceAPBD in 2016 namely a discussion of KUA PPAS, framing a RANPERDA APBD, andestablisment of APBD. However a discrepancy in the implementation schedue to the prevailingregulation lead to a non optimal discussion RKA SKPD, RAPBD and RANPERDA APBD wherethe entire process is done on December 2016. The political process on discussion and establishmentof APBD on DPRD of Riau Province is observed on discussion of KUA PPAS that involvingTAPD and Budgetary Board.The general overview of DPRD fraction to the RAPBD will be answered by localgoverment and then DPRD plenary session wil be held to made a decision that supported by allDPRD members toward RAPBD to APBD, the plenary session will be concluded with the finalopinion of The Mayor.

Abstract

This research backgrounded by achievement Nagari Simarasok government to role model villagein Indonesia at 2011. This study describes implementation Nagari Simarasok government sosuccesfull to get predicate the best village in national level. It used qualitative method withinformation and date were obtained indepth interview key persons likes wali nagari, kepalajorong, socialite, local government, private sector, and civil society and from the documentsavailable in the village office. The results form research show that Nagari Simarasok governmenthas been practiced the principle of good governance and coordination with private sector andcivil society. Abstract

This research aims to measure public service satisfaction through the electronic service in jogja city government.Tthis study is a qualitative research with descriptive analytic method. It also analyzest with normative theory as comparison. In this case, the research explore take of e-ktp, E-ktp has a profit for indonesian people who are as identity card, handle the country administration access and facilities easily, minimize dual population data, and there is no need to extend the card (for life). The jogja city government still has a lot of problem. Although 1900 society haven?t receive an E-ktp, then Jogja city government should prepare with 4.0 era in which all of system use elecetronic. Abstract

The partnership between the Regional Government and the private sector is a step that the Government can take as an effort to cover up the limitations in waste management in the city of Pekanbaru. The dynamics of rapid population growth have had consequences for increasing the volume of garbage to approximately 1,100 tons per day. The Pekanbaru City Government then took steps to implement partnerships with the private sector as an effort to manage waste management. However, the involvement of the private sector in dealing with waste issues actually showed a failure in 2015. In 2018, the Pekanbaru City Government again planned to submit waste management to the private sector. Therefore, this study tries to focus on two formulations of the problem, which is why the Pekanbaru City Government again delegates the authority to manage waste in the city of Pekanbaru to the private sector? And what is the right scheme for government and private partnerships in carrying out waste management in Pekanbaru City? To answer the above questions, this research was escorted by the Reinventing Government theory of David Osborne and Ted Gaebler and also the theory of Public Private Partnership. Through the case study method, this research will explore the partnership between Pekanbaru City Government and the private sector in waste management in Pekanbaru City. The results showed that the objective of the partnership between the Regional Government of Pekanbaru and third parties in waste management in the city of Pekanbaru was to overcome the inability of the Pekanbaru City Government to provide facilities and infrastructure, garbage fleets, human resources and budget constraints. Thus, the logic of this partnership leads to one of the lines of thought offered by Osborn regarding the Catalytic Government (Steering Rather Than Rowing). The scheme of success of the partnership of Pekanbaru City Government and the private sector in waste management needs to pay attention to process factors, partner factors and structural factors. Thus, waste management in the city of Pekanbaru requires a paradigm shift, from being limited to disposal to become a focus on management and utilization.

Abstract

Otorita Batam is a New Order institution ( assumed ORBA) still deputize regime of otoritarian Soehartowith three especial activity namely economics, political and inseparable law. System governance reformUUD 1945 cannot give impact to existence of Otorita Batam and make product institute of ORBA thisremain to be strong as a self-supporting institution. This research aim (i). Analysing and explainingposition of Otorita Batam at reform era in system governance of Indonesia. ( ii) Identify and factorsformulation causing the increasing of independence power of Otorita Batam reform execution era of areaautonomy in Indonesia. This research use approach of political and political economics of law. ThisResearch type qualitative. Method data collecting research of field, circumstantial interview anddocumentation with informan. While method analyse data use analytical discriptioin. Result of researchget, (i) The actor or importance group maintaining existence of Otorita Batam in system governance ofIndonesia. That is why policy of Otorita Batam which only in the form of Decision of President remain tobe defended, even contradiction and weaker than law. Whereas, cause factors gain strength of OtoritaBatam era execution of decentralization (local autonomi) caused its strong (ii) Domicile power of CentralGovernment and weaken law him Governance of Area and Otorita Batam at variance with LocalGovernment. Both this factor show if institute made in this ORBA represent the part of regime ofotoritarian which remain ( Neo-Soehartois). Abstract

The existence of adat institutions is recognized in the government system of the Unitary Republic of Indonesia. This includes traditional institutions that exist at the village level. In the regulation of the Minister of Home Affairs No. 18 of 2018 concerning Village Social Institutions and Village Adat Institutions, it is stated that the village customary institution or other designation is an institution that carries out the customs function and forms part of the original arrangement of the village that grows and develops on the initiative of the village community. Singingi River Basin Formerly a kingdom called the Singingi kingdom which has a complete structure down to the country or village under its shelter. An interesting phenomenon is that the king in the Singingi River Basin is held by two people who have the title Datuk Khalifah. This study aims to explain history so that the emergence of two kings in the Singingi sect and describe the structure of traditional institutions in the country under its aegis. The theory used is the Geneological-Territorial customary law community alliance theory. The study used a qualitative method with the documentation method and was strengthened by conducting interviews with 8 informants and then analyzed through data triangulation. The research findings show that the Singingi river basin was formed based on geneological and territorial ties. The structure of adat institutions in each country modeled on the structure of adat institutions at the center of the kingdom, although there were variations in the application in each country.

Abstract

Rantau Singingi sebagai bekas wilayah ?Zelf Bestuur van Singingi?,sangat dihormati dan diakui keberadaannya oleh Pemerintah Kolonial Hindia Belanda.Adat sebagai sumber hukum yang hidup (living law),dan berkembang dalam masyarakat adat yang berisikan nilai-nilai ,norma-norma atau kaidah yang dapat mengikat dan menjadi penuntun dalam perilaku kehidupan masyarakat sehari-hari.Nilai-nilai adat yang begitu halus dan berbarengan dengan ajaran agama Islam?.adat bersendi syarak, syarak bersendi kitabullah?.Dalam kehidupan bermasyarakat ,berbangsa dan bernegara,terdapat tiga unsur pokok kelembagaan yang hidup dan berkembang dalam masyarakat (adat),yang saling berjalan dan berdampingan,serasi dan seimbang, yaitu Adat, Agama dan Pemerintahan,diantara saling berkaitan erat dan tidak dapat dipisahkan,sebagaimana di sinonimkam adat dengan ungkapan, ?Tali Tigo Sapilin?, Tungku Tigo Sejarangan?.Fungsi dan kedudukannya tiga unsur diatas,sebagai salah satu unsur lembaga yang hidup dan berkembang dalam masyarakat,yang merupakan pengatur tata prilaku warga masyarakat.Kemudian sebagai salah satu badan untuk membantu dan menjadi mitra kerja pemerintah dalam kelancaran jalannya roda pemerintahan,pembangunan dan kemasyarakatan dan keagamaan.Adapun fungsi dan peranan Pemangku Adat dalam kehidupan masyarakat,yaitu sebagai komponen utama atau pemegang hulu dari pada kekuatan adat itu sendiri,yang mengatur tata perilaku dalam lingkungan suku dan warga anak-cucu kemenakan masing-masing. Sebagai tokoh masyarakat atau ?suluh bendang dalam nagori,pergi tempat bertanya dan pulang tempat berita.Kemudian sebagai orang tua dan sesepuh dalam nagori dan sebagai pengemban amanat dan permasalahan ?permasalahan anak ? cucu kemenakan.Berkaitan dengan fungsi dan peranan pemangku adat diatas,maka pemerintah daerah perlu melakukan pembinaan terhadap lembaga adat dan para pemangku adat dalam masyarakat adat,sehingga pemangku adat melalui lembaga adat dapat berperan dan menjadi mitra pemerintah terutama pemerintah desa dalam penyelenggaraan pemerintahan,pembangunan dan pemberdayan masyarakat,yang selama ini terutama pada pemerintahan Orde baru ,Keberadaan adat dalam pemerintahan sangat terabaikan ,bahkan sudah digantikan oleh peran negara.Melalui desentralisasi pemerintah pusat menghidupkan nilai-nilai trsdisional asli tersebut dalam bentuk pembentukan desa adat melalui kebijakan Undang-Undang tentang desa.
