Abstract

Abstrak Meningginya jumlah masyarakat telah mendorong banyak terjadinya alih fungsi lahan, kenaikan arus transportasi, kegiatan perusahaan, perdagangan serta kemajuan fisik di Kota Cimahi. Bersamaan dengan perkembangan teknologi informasi yang amat cepat telah berpengaruh pada pola pikir serta metode kegiatan manusia khususnya dalam memperoleh data dengan cara tepat serta cermat, salah satu data itu merupakan Rencana Tata Ruang Wilayah ( RTRW) Kota Cimahi Tahun 2012- 2032 yang diresmikan dengan Peraturan Daerah no 4 Tahun 2013. Perihal ini jadi tantangan tertentu untuk Dinas Pekerjaan Umum dan Penataan Ruang (PUPR) Kota Cimahi dalam meningkatkan kemampuan pegawainya. Permasalahan mengenai kinerja pegawai dalam organisasi telah menjadi penting untuk mencapai tujuan organisasi yang diharapkan. Berbagai cara seperti memberikan kompensasi agar termotivasi, membangun budaya kerja, serta menerapkan kedisiplinan telah dilakukan sebagai upaya dalam meningkatan kinerja pegawai. Riset ini bertujuan untuk mengetahui pengaruh disiplin kerja terhadap kinerja karyawan pada dinas pekerjaan umum serta penataan ruang Kota Cimahi. Prosedur yang dipakai pada riset ini kuantitatif dengan sampel sebesar 43 responden. Metode analisa memakai analisa statistik dengan pengujian regresi, hubungan, pemastian serta percobaan hipotesis. hasil percobaan regresi linear sederhana, buat variabel disiplin kerja sebesar 7, 052% memberitahukan kalau bila karyawan tidak mempunyai disiplin kerja yang baik hingga kemampuan karyawan juga hendak senantiasa alami kenaikan sebesar 7, 052%. Bisa dibilang bila disiplin kegiatan tidak baik tidak pula kurang baik kepada kedudukan karyawannya hingga kemampuan karyawan nilainya hendak tetap sebesar 7, 052%. Bersumber pada hasil kalkulasi itu pula didapat angka koefisien determinasi( R2) sebesar 0, 628. Perihal ini membuktikan kalau Disiplin Kerja memberikan pengaruh pada Kemampuan Karyawan pada Dinas PUPR Kota Cimahi sebesar 62, 8% sedangkan lebihnya sebesar 32, 2% dipengaruhi oleh faktor- faktor lain yang dalam perihal ini tidak diteliti. Abstract

Indonesia mulai memandang konsep perhutanan sosial sebagai salah satu upaya jalan tengah pembangunan yang lebih berkelanjutan. Perhutanan sosial yang terus didorong pemerintah melalui sejumlah dukungan kelembagaan, pendanaan, dan regulasi telah menghasilkan sejumlah dampak positif namun masih menyisakan persoalan lapangan yang belum tuntas. Konsep kebijakan yang mengedepankan masyarakat sebagai pelaku usaha kehutanan sebagai sumber kehidupan sekaligus mencegah kerusakan lingkungan menghadapi beberapa tantangan yang perlu direspons dengan serius. Penelitian ini bertujuan menyajikan perkembangan pembangunan perhutanan sosial, permasalahan dan rekomendasi dalam konteks perencanaan pembangunan nasional di Indonesia. Penelitian ini bertujuan untuk: 1) menganalisis regulasi perhutanan sosial di Indonesia melalui literature review; 2) menganalisis capaian kebijakan pengelolaan perhutanan sosial dan permasalahannya di lapangan; 3) memberikan rekomendasi perbaikan kebijakan sebagai bahan pertimbangan para pemangku kebijakan di Indonesia. Metode analisis yang digunakan adalah metode deskriptif, yaitu dengan menganalisis hasil temuan pada objek penelitian, melalui literature review kemudian menjadikannya sebagai bahan rujukan dalam merumuskan kebijakan yang tepat untuk diterapkan pada program perhutanan sosial. Hasil analisis menunjukkan bahwa beberapa hambatan hukum, kebijakan dan implementasi ditingkat tapak dapat mempengaruhi pelaksanaan perhutanan sosial. Pelaksanaan perhutanan sosial selama ini dinilai masih belum dilaksanakan secara komprehensif, baik dalam kebijakan maupun proses implementasinya. Ketidakjelasan regulasi, perubahan kebijakan yang sering terjadi, dan prosedur birokrasi yang rumit dapat memperlambat implementasi perhutanan sosial. Oleh karena itu, disarankan perlunya upaya untuk memperbaiki dan menyederhanakan regulasi serta meningkatkan kejelasan hukum terkait perhutanan sosial. Perbaikan kebijakan juga perlu mencakup peningkatan pengawasan dan penegakan hukum terhadap pelanggaran terkait perhutanan sosial, peningkatan kapasitas masyarakat, serta kebijakan lanjutan pasca pemberian izin agar tidak mengancam keberlanjutan perhutanan sosial dimasa depan.

Abstract

Abstract This article aims to analyze the Makassar government's policies on clean water management in Makassar, one of Indonesia's major cities. Utilizing the concept of a smart environment as an analytical framework, this study investigates whether Makassar's clean water management aligns with the principles of a smart environment. The escalating construction of apartments and hotels has notable consequences for water resources in Makassar. Simultaneously, the city experiences rapid population growth each year, indirectly affecting clean water consumption. This qualitative study employs descriptive analysis, aiming to elucidate and depict the current events concerning the research object. Secondary data forms the basis of this study. Research findings indicate that Makassar's clean water management does not conform to the smart environment concept. This discrepancy can be attributed to inconsistent clean water distribution aggravated by the city's swiftly growing population. Furthermore, the implementation of smart environment principles in managing clean water resources, such as the development of Public Green Open Spaces, waste management, river revitalization, and slum settlement management, remains suboptimal. These aspects significantly impact the establishment of a smart environment, particularly concerning the universal provision of clean water for Makassar's residents. Abstract

Abstract This study examines the implementation of terrorism prevention policy through a counter-radicalization program carried out by the Coordination Forum for the Prevention of Terrorism of East Java (FKPT East Java). The theoretical framework used is the theory of implementation of public policy with street-level bureaucracy approach fronted by Michael Lipsky to see how lower-level bureaucracy such as FKPT East Java implement policies on preventing terrorism in regional case studies, and Community Engagement Program (CEP) to see how FKPT East Java build networks and collaborate with various stakeholders in East Java to implement policies agreed upon at the National Meetings (National Working Meeting/Rakernas). The research method used is qualitative. The data collection techniques were done through in-depth interviews with several FKPT East Java board members. As well as observations of the implementation of counter-radicalization programs in East Java. Discourse Analysis is used as a data analysis technique to see whether the discourse in the regulations conforms with the interpretation of each of the FKPT East Java board members that have been interviewed. This research will produce an assessment to see whether the interpretation of the interview result conforms with the implementation in the field. The findings of this study indicate that in implementing terrorism prevention policies, FKPT East Java still depends on BNPT despite the efforts to involve FKPT East Java in policy formulation, however, FKPT East Java has considerable discretion in determining cooperation networks in implementing terrorism prevention policies when directly involved on the ground. Abstract

Abstract Effective governance is now one of the key pillars in maintaining the stability and prosperity of a country. The development of information and communication technologies has fundamentally changed the way governments operate around the world. The digital age has opened up new opportunities and presented significant challenges in managing the country and serving the community. In 2021, North Maluku Province has officially established the Regional Digitalization Acceleration and Expansion Team (TP2DD). The program is expected to be a good start and a momentum to establish coordination, commitment, and synergy together in the context of expanding the digitization of local government transactions, to support national economic recovery which has a real impact on people's welfare. This study builds and empirically tests a model of the impact of government digital transformation on performance based on dynamic capability theory. This research uses a quantitative method approach. The research design used is a survey. The analysis method used is using a confirmatory factor analysis approach, namely Partial Least Squares - Structural Equation Modeling (PLS-SEM). From the results of empirical statistical testing on case studies in North Maluku Province in the implementation of digitalization in each regional apparatus, transformation capability directly affects government performance. Transformation capability directly affects partnering agility, although at the same time the research shows that partnering agility has not had a significant effect on government performance. So related to partnering agility, it is necessary to create a joint program holistically in order to increase partnering agility. The results of this study also provide ideas for further research to find out and analyze what factors can influence partnering agility to be achieved. Abstract

Abstrak Tidak semua pegawai RSUD Sidoarjo terlebih pegawai tidak tetap memiliki kompetensi sesuai bidang pekerjaan di RSUD Sidoarjo. Hal tersebut dapat terjadi karena bahwa setiap pegawai berpotensi terjadi dinamika kompetensi, kinerja, dan bakat yang fluktuatif. Oleh karena itu, setiap pegawai tersebut perlu adanya maintenance untuk menjaga kualitas kerja pegawai. Tujuan dilakukan penelitian adalah untuk mengetahui penerapan metode assessment center yang tepat dalam tata kelola SDM di RSUD Sidoarjo. Penelitian ini dianalisis dengan analisis data model Miles, Huberman dan Saldana yang terdiri dari kondensasi data, penyajian data dan penarikan kesimpulan. Hasil penelitian menunjukkan penerapan metode assessment center yang tepat dalam tata kelola SDM di RSUD Sidoarjo yakni dengan tes tertulis dan wawancara serta penilaian oleh tim penilai untuk mengamati perilaku, keterampilan dan kemampuan peserta. Hasil penelitian juga menunjukkan bahwa kendala penerapan assessment center dalam tata kelola SDM di RSUD Sidoarjo yakni waktu, anggaran dan keterbatasan penilaian terhadap kinerja nyata pegawai. Abstract

Abstract This research discusses transformation in public services through policy analysis, with a focus on apparatus resource reform. This research aims to understand the impact and implications of human resource reform efforts in improving the quality of public services. Through a literature study approach, this research examines policy changes related to the selection, development and management of the public apparatus. This study uses a qualitative approach with a literature study method using secondary data by analyzing the transformation of public services in policy analysis through apparatus resource reform. The results of the analysis show that apparatus resource reform plays a crucial role in improving the capacity, integrity, and performance of public apparatus in public services. The findings of this study contribute significantly to the understanding of the importance of public service transformation in apparatus resource reform policy. The implications of this study can serve as a foundation for decision-makers in designing and implementing more effective policies in the context of public services in the future.
